Why has Europe under-performed and fallen behind?

I. Introduction The European economy is in big trouble. Szu Ping Chan and Hans van Leeuwen, the economics editors of the Telegraph, a British daily newspaper, claim that the European Continent is stuck on a path of disastrous decline. [1] As Figure 1 shows, EU share of world GDP has continued to decline from 27% in 1990 to 17% in 2024.  Figure 1: EU share of World GDP (source: IMF) As a result, EU’s GDP in 2000 was six times larger than Chinese GDP, but EU’s GDP in 2025 is expected to reach the similar level of China’s GDP as Figure 2 shows. EU’s GDP in 2000 was $3 trillion smaller than US GDP, but EU’s GDP in 2025 is expected to be over $ 10 trillion smaller than US GDP.  Figure 2: EU, US, China, Japan GDP, 2000 & 2025 (source: Alcott Global) Moreover, the Ukraine war in 2022 brought more uncertainty to Europe by creating energy problems for the European economy. Europe’s reliance on external energy sources has been a long-standing issue. The energy crisis that began in 2021, fueled by the Ukraine war and climate change, has exposed how fragile the region’s energy infrastructure remains. Skyrocketing LNG prices, unreliable renewable energy production, and Russia’s strategic use of fossil fuels as leverage have left the European continent struggling with record-high energy costs. With this information in background, this paper explores why the European economy has under-performed and fallen behind. This paper first describes the current economic situation of Europe and explains why the European economy has failed. II. The Current Situation of European Economy Europe may be a great place to live with free health care, generous welfare, and great cities. However, when we compare the economy of three major economies, the US, Europe, and China, it is obvious that the European economy is in big trouble. Europe is being squeezed by the US and China. As Figure 3 shows, economic growth has been anemic across Europe. Germany has been its worst performer in recent years. The German economy is the same size today as it was in the fourth quarter of 2019. In other words, it has had five years of lost growth. But the rest of Europe has not fared much better. The French economy is only 4.1% larger than it was in the final quarter of 2019, while Italy’s economy is 5.6% bigger. (See Figure 3.) And while Spain’s GDP has increased by 6.6% since then, this has been helped greatly by an influx of immigration that meant that GDP per capita has increased by only 2.9% over the same period. By contrast, the US economy has grown by 11.4%.  Figure 3: Real GDP (Q4 2019 = 100) (Source: LSEG, Capital Economics) As Figure 4 shows, over the period 2020-2024, the EU’s total GDP growth was 12.2% compared to 23.4% for China, 15% for the US.  Figure 4: Growth, EU, US, China, and Japan, 2020-2024 As Figure 5 shows, the EU grew only 1.1% in 2024 compared to 2.8% for the US and 5.0% for China. Figure 5: GDP growth, EU, US, China, and Japan, 2024 Moreover, when we compare the economies of two Western rivals, the US and Europe, it is obvious that the EU has grown slower than the US, as Figure 6 shows.  Figure 6: US grow faster than EU countries, 2010-2024 (source: World Bank) As Figure 7 shows, Europe’s unemployment has been higher than the US.  Figure 7: EU unemployment is higher than US, 2000-2024 As Figure 8 shows, Europe’s LNG price has been higher than US price during the 2020-2024, and higher than Asian price immediately after Russia invaded Ukraine, thereby burdening the European economy.  Figure 8: LNG price, EU, US, Asia, January 2000-January 2024 Furthermore, when it comes to new engines of growth – big tech, AI, electric cars, Europe has slipped behind both the US and China. Europe is being squeezed by cheaper imports in China and better tech in America. III. Causes of the Failure of European Economy Why has the European economy failed? According to Neil Shearing, a chief economist of Capital Economics, Europe’s under-performance has been due in part to the effects of the energy crisis following Russia’s invasion of Ukraine as Figure 9 shows Europe’s skyrocketing gas prices. [2]  Figure 9: Natural gas prices, Europe, US, Japan, January 2021- end 2024 In addition, as Figure 10 shows, energy prices in the Euro area reached an all time high of 171.75 points in October of 2022 following the Ukraine war. It decreased to 145.49 points in November 2025, but it is still too high.  Figure 10: Energy price, Euro zone (source: Eurostat) As Table 1 shows, dependence on energy imports has shown divergent trends since 2000: The US has dramatically reduced its reliance on energy imports and become a net exporter, while the European Union has maintained a high level of energy dependence, and China’s dependence has generally increased along with its enormous economic growth. The US has undergone a remarkable transformation. Around 2005, US crude oil imports reached a peak at about 60% of their consumption. Thanks to the shale revolution and growing renewable energy use, US domestic production soared, and the US became a net energy exporter in 2019. By 2024, US energy imports made up only 17% of its energy demand. China’s rapid economic growth has driven a massive increase in energy demand. As a result, its dependence on energy imports has increased significantly since 2000. China is the world’s largest importer of crude oil. While China is also the leading investor in renewable energy, which meets a portion of its growing energy demand, the absolute need for fossil fuel imports to power its industrial sector remains high. In 2024, energy imports met around 25% of their total energy demand. Table 1: Dependence on Energy Imports, 2000–2025 As Figure 11 shows, the EU consistently shows high dependence on energy imports over the last three decades during the 1993-2024 period. The EU’s dependence on oil and gas imports have been much higher than the US and China. EU’s dependence on oil imports was over 90%, while EU’s gas import dependence reached over 90% in 2023 following the Ukraine war. While the EU has made progress in renewable energy, it remains heavily reliant on oil and gas imports, and has recently shifted its import sources from Russia to other partners such as the US and Norway. This high dependence on energy imports and energy crisis in Europe following the Ukraine war led to a deterioration in the region’s terms of trade that manifested itself in a large squeeze in real incomes and loss of competitiveness of energy-intensive industries, thereby lowering economic growth in Europe.  Figure 11: Dependence on energy imports, EU, US, and China, 1993-2024 In addition, European households have also become more reluctant to spend, thereby leading Europe to lower growth. The household saving rate in Europe is now three percentage points higher than it was before the Covid-19 pandemic in 2019, while the savings rate in the US is now lower than it was in 2019. (See Figure 12.) The tendency of Europeans to spend less leads to lower growth in Europe.  Figure 12: Euro-zone household savings rate (% of disposable income) However, the weakness of the European economy is fundamentally structural. There are several elements to this. The first key issue related to low growth in Europe is regulation in Europe that stifles competition and innovation. The EU has become increasingly protectionist, mainly through regulation. While convenient, this strategy proves counterproductive. It eliminates the incentives for creativity and efficiency. The Digital Services Act and increasingly narrow interpretations of the General Data Protection Regulation (GDPR) were intended to rein in US tech giants, but have instead held Europe back in these same sectors. The AI Act and supply chain laws are similarly damaging. It is perhaps no surprise that the major disruptive and innovative firms of the past two decades have come from the US and China rather than from the Euro-zone countries. Robot taxis are a good example. One in three taxi rides in California is already in a robot taxi. The growth has been exponential and they are set to overtake ordinary taxis. The market opportunity is huge; they will be cheaper than paying a driver. In Texas, Tesla charges just a dollar a mile. They are safer too – 90% fewer accidents. And that means cheaper car insurance. They will save income, decrease emissions and reduce the need to buy an expensive car. It’s not just America; 2,000 self-driving cars have already been transporting millions across the big cities in China. But, for Europeans, the idea of a self-driving car, is still the stuff of science fiction. Or more accurately, something blocked by the European love of regulation, risk-aversion, and a powerful car lobby still stuck in the combustion engine era. [3] Another example is the tech industry. Europe is hampered by fragmented and excessive regulation. A US start-up can launch a product under a single regulatory framework and immediately access a market of more than 330 million consumers. The EU has a population of about 450 million but remains divided among 27 national regulatory regimes. An IMF analysis shows that internal market barriers in the EU act like a tariff of around 44% for goods and 110% for services – far higher than the tariff levels that the US imposes on most imports. [4] True, Europe has some successes such as Revolut, Klarna and Spotify, but these are dwarfed by the US giants of Meta, Google, Microsoft and Apple. Today, approximately half of the world’s 50 largest technology firms are American, while only four are European companies. [5] Over the past five decades, 241 US firms have grown from start-ups into massive unicorn companies. The EU’s response has been to seek to regulate the murky world of big tech surveillance, but in a way, the sledgehammer of GDPR regulation has done more to increase costs for local European business and tech startups as Figure 13 shows. While California alone has produced a quarter of the world’s tech unicorns, Germany-a similarly sized economy-has produced just 2% of high-value start-ups. Without urgent reform, Europe risks being sidelined in the global technological race.  Figure 13: GDPR regulation and EU & US Venture capital There is an old saying: the US invents, China imitates, and Europe regulates. Harsh, but an element of truth. Though the big change is that China no longer imitates, but produces goods much cheaper than in Europe. But Europe is still stuck in a regulatory mind-set. The result is that productivity growth in Europe - which is the key determinant of economic growth over the long run - is substantially lower, averaging 0.3% a year over the past decade compared to 1.6% a year in the US. The second issue is Europe’s insufficient investment in new technologies (computers, artificial intelligence (AI), software, etc.) and the low level of spending on research and development (R&D). When we compare OECD countries, we see that these two components have a strong influence on productivity differences between countries. The econometric estimate leads to the following effects: a 1- point increase in the rate of investment in new technologies leads to a 0.8 point increase per year in productivity gains. In a similar way, a 1-point increase in GDP for research and development (R&D) expenditure leads to a 0.9 point increase per year in productivity gains. [6] The fear is that Europe will be drawn into a vicious circle By 2022, investment in new technologies represented 5% of GDP in the US and 2.8% of GDP in the Euro zone. The EU’s efforts in advanced technologies, such as AI and cloud computing, far from match those of the US. The main instrument available to the EU, the European Innovation Council, had a budget of 256 million euros in 2024, while the US allocated more than 6 billion dollars for this purpose. The situation is repeated when looking at venture capital investment. In 2023, they invested about $8 billion in venture capital in AI in the EU, compared to $68 billion in the US and $15 billion in China. The few companies that create generative AI models in Europe, such as Aleph Alpha and Mistral, need large investments to avoid losing the race to US firms. However, European markets do not meet this need, pushing European firms to look outside for funding. [7] As a result, for example, the EU has been losing the open model contest as Figure 14 shows.  Figure 14: Cumulative downloads, 2023-25 (source: ATOM project, Hugging Face) Moreover, the EU falls behind the US and China in terms of R&D spending. R&D spending in 2022 amounted to 3.5% of GDP in the US and 2.3% of GDP in the Euro zone. What’s more, from 2007 on, as Figure 15 shows, R&D spending in the US and China increased significantly compared to that of the Euro zone. The lag in technological investment and R&D explains a large part of Europe’s lag behind the US in terms of labor productivity and GDP. [8]  Figure 15: Gross domestic spending on R&D, 2007-2023 The third issue related to lower growth in Europe is the size of welfare states in Europe. The size of welfare states differs markedly across OECD countries. European countries have the largest welfare states in the OECD and among the highest in the World. As Figure 16 shows, European welfare states are significantly larger than in the US, with EU countries allocating approximately 27% of GDP to social benefits in 2024, compared to roughly 19.8% in the US. Some European countries like Austria, Finland, and France spend over 30% of GDP on social benefits in 2024. While the US spends 7% of GDP on public provision of pensions, it is 16% in Italy and it is 13% in France.  Figure 16: Public social spending as a % of GDP in 2024, EU countries & US Big welfare states have a complex, debated impact on economic growth, with evidence showing they can both impede growth through higher taxes and reduced work incentives, or foster it by boosting education, stability, and innovation. However, there has recently been a groundswell of opinion among economists that the scale of the welfare state is one of the elements responsible for slower economic growth and that a retrenchment in the welfare state is necessary if growth will be revived in Europe. The welfare state is indicted with the charge of becoming a barrier to economic growth in Europe through higher taxes and reduced work incentives. As Figure 17 shows, the tax burden is higher in the EU than in the US for most taxpayers. The overall tax-to-GDP ratio for the EU averages approximately 44%. By contrast, the US ranks as one of the lowest among developed countries, with a tax-to-GDP ratio 35% in 2022 approximately 9% lower than the EU average.  Figure 17: Tax burden, EU and US, 2022 (source: OECD Government at a glance, 2023) Figure 18 shows the total tax wedge for average single workers in each member country of EU. Belgium, Germany, Austria, and France confiscate more than half of their workers’ pre-tax compensation. Compared to the EU member countries, workers in the US face the lowest average tax wedge. This distorts work incentives for Europeans and renders everyone in Europe poorer. [9] High taxes and less work incentives make EU citizens spend less than US citizens, thereby lowering economic growth in Europe as Figure 19 shows.  Figure 18: EU workers pay more taxes than US workers, 2022 (source: OECD Government at a glance, 2023)  Figure 19: Americans spend 70% more on EU citizens (Average individual consumption per capita, 2020; United States indexed to 100). (source: National Accounts of OECD countries) In fact, Gwartney, Holcombe and Lawson (1998) showed empirically that as the size of general government spending has almost doubled on average in OECD countries from 1960 to 1996, their real GDP growth rates have dropped by almost two thirds on average (see Figure 20). According to them, the worst economic performers were some Southern European countries that increased the size of the government the most.  Figure 20: Big government spending reduces growth. At the height of the Euro-zone crisis in 2012, German Chancellor Angela Merkel tried to make the case that Europe’s welfare states were too large, as Europe accounted for 7% of the global population, for a quarter of global GDP and for 50% of global social spending. The situation has not improved since then. On September 9, 2024, Draghi presented his report “The Future of European Competitiveness,” a 400-page document, to deal with Europe’s sluggish economy, but he kept untouched Europe’s over-sized welfare state, while he strongly called for reforms and investments to reinforce productivity growth. [10] The fourth issue is the Euro. The Euro has been a mixed blessing for Europe. It lowers transaction costs but highlights an unbalanced EU economy. Germany runs a large current account surplus, fringe economies like Portugal and Greece running deficits. But there is no scope for Germany to appreciate, weaker countries to devalue. One size fits all. But, this can have disastrous effects. The Euro Debt Crisis of 2012, led to high bond yields and a response of austerity, which contributed to weak growth in the last decade. Mario Draghi’s intervention reduced bond yields, but the European Central Bank has been criticized for a deflationary bias, and it has certainly struggled since the Covid-19 era, with growth in Europe much less. IV. Conclusion This paper showed that the European economy is in big trouble with lower growth. This paper explained that Europe’s economic under-performance & sluggish economy can be attributed to energy crisis and high saving, as well as over-regulation, large size of welfare state & high taxation, and lack of innovation & low investment in new technology and R&D. Greenland at the Center of the Arctic Power: US NSS 2025, NATO Cohesion, and the New Geopolitics of the High North.

In the chilling expanse of the Arctic, where ice and ocean frame the edges of the known world, a geopolitical drama has quietly gathered momentum. The world’s strategic gaze is no longer fixed solely on the traditional theatres of diplomacy in Europe, the Middle East, or the Indo-Pacific. Instead, the High North — and particularly Greenland, the vast Arctic territory within the Kingdom of Denmark — has emerged as a critical arena where great-power competition, national security priorities, global trade dynamics, and climate change converge. This transformation did not occur overnight. For decades, military planners, geographers, and strategic thinkers recognized the Arctic’s latent importance. Yet only in recent years have those projections translated into urgent geopolitical reality. At the center of this shift stands the United States’ National Security Strategy 2025 (NSS 2025), unveiled in late 2025, which redefines American priorities in a world shaped by renewed great-power rivalry. While the strategy addresses multiple global theatres, its emphasis on territorial security, critical resources, strategic geography, and adversarial competition underscores why Greenland has moved from the periphery to the heart of international geopolitics. Greenland today sits at the intersection of U.S. homeland defense, NATO cohesion, Arctic militarization, global trade transformation, and the accelerating race for critical minerals. The tensions surrounding the island reveal not only disputes among allies but also deeper structural changes in the international system. This article argues that Greenland is no longer a remote outpost but a strategic fulcrum of the Arctic, whose future will shape the balance of power in the High North and beyond. In addition, it analyses the geopolitical and strategical concerns from the US over Greenland. America’s Strategic Recalibration in the 2025 National Security Strategy The NSS 2025 marks a clear departure from post-Cold War doctrines centered on expansive multilateralism and global institution-building. Instead, it reflects a return to strategic realism, prioritizing the protection of core national interests, territorial security, and the prevention of adversarial dominance in critical regions. The strategy defines the United States’ primary objective as “the continued survival and safety of the United States as an independent, sovereign republic,” coupled with maintaining decisive military, technological, and economic power. Although the Indo-Pacific remains central, the strategy elevates the Western Hemisphere and adjacent strategic regions, emphasizing the need to prevent hostile encroachment on areas vital to U.S. security and economic resilience. Supply chains, critical minerals, missile defense, and strategic geography feature prominently throughout the document. Within this framework, Greenland has transitioned from a peripheral Arctic territory to a linchpin of U.S. strategic defense and resource security. While the NSS does not outline a standalone Arctic doctrine, its underlying logic — securing access to essential materials, protecting strategic approaches to the homeland, and denying adversaries positional advantages — aligns directly with the intensifying focus on Greenland. Latest developments: US position over Greenland. As already mentioned, the release of the NSS 2025 made one thing clear: US foreign policy is now defined by an assertive approach towards the entire Western Hemisphere – where Greenland is part of –. Moreover, this implies that the US might claim the right to intervene in other countries’ domestic affairs in order to guarantee its strategic and corporate interests. Therefore, after Venezuela – in addition to its rhetoric towards Cuba and Mexico – Greenland has become a hot topic, due its geopolitical, economical and strategical position and of course as part of the US “national security” and interest. In early 2026, Greenland became the unlikely epicenter of a high-stakes geopolitical drama. The U.S., under President Donald Trump, signaled an unprecedented level of interest in the island, framing it as a critical node in Arctic security, homeland defense, and global strategic competition. The announcement of a “framework of a future deal” at the World Economic Forum in Davos marked the peak of months of tension, including the president’s prior rhetoric suggesting military action to assert U.S. control — a prospect that sent shockwaves across Europe and NATO. The pathway to this framework was turbulent. Earlier proposals from the Trump administration, dating back to his first term, had openly floated buying Greenland, citing both security imperatives and access to mineral wealth. While these overtures were dismissed by Denmark and Greenland, they set the stage for heightened U.S. scrutiny. Diplomatic meetings in January 2026, including a contentious session in Washington on January 14, ended with what officials described as a “fundamental disagreement” over sovereignty. By January 18, European allies and Denmark had issued a joint statement affirming that Greenlandic sovereignty belongs exclusively to the Kingdom of Denmark and Greenland itself, while NATO and Danish troops deployed to the island to reassure Arctic security through “Operation Arctic Endurance.” Against this backdrop, Trump’s Davos announcement of a “framework” was simultaneously dramatic and deliberately vague. He described it as a long-term, “infinite” agreement designed to guarantee U.S. strategic goals, including the potential deployment of advanced missile defense systems—the so-called “Golden Dome”—and enhanced NATO involvement. The framework reportedly also aims to prevent Russian and Chinese investments in Greenland and may include increased U.S. access to the island’s mineral resources, though Greenlandic and Danish officials have made clear that no sovereignty transfer is under consideration. Crucially, no formal document has yet been produced, leaving many details unconfirmed and heightening uncertainty among allies. When viewed from a polar perspective, the Arctic is not a distant fringe but the shortest connective space between North America, Europe, and Eurasia. The Arctic as seen in Figure 1 is composed of several administrative areas, including Canada, Alaska (USA), Russia, Norway, Sweden, Finland, Iceland and Greenland (Denmark). The latter can be said to be located at the center between North America and Europe and Eurasia, underscoring its geopolitical importance. In other words, Greenland occupies the central Atlantic–Arctic axis, the shortest air and missile trajectories between Russia and North America and a pivotal position between the Canadian Arctic Archipelago and the Russian Arctic coast. This geography carries deep strategic implications and clarifies the logic behind US interest in the island. First, Greenland is part of the so-called GIUK (Greenland-Iceland-UK) Gap, a crucial corridor and central axis for monitoring naval and air activity in the North Atlantic-Arctic corridor. The GIUK Gap played an important role during the Second World War and the Cold War and nowadays it has become crucial in securing air and sea surveillance through radar stations, while securing the sea lines of communication (SLOCs) as well as supply lines making them uninterrupted between NATO’s European members and the USA. The GIUK Gap can assist in ensuring maritime visibility and assist anti-submarine warfare (ASW) in case of conflicts. The presence of Russian submarines in the Arctic is a central pillar of Russia’s military strategy and nuclear deterrence, making the region one of the most militarized maritime spaces in the world. Russia views the Arctic as both a strategic sanctuary and a launch platform. In consequence, its Northern Fleet – headquartered on the Kola Peninsula –, is the most powerful of Russia’s fleets and operates a large share of its nuclear-powered ballistic missile submarines (SSBNs), such as the Borei and Delta IV classes. These submarines carry submarine-launched ballistic missiles (SLBMs) and are designed to remain hidden under Arctic ice, ensuring a second-strike capability in the event of a nuclear conflict. The ice cover, combined with Russia’s familiarity with Arctic waters, provides concealment and operational depth. In addition to SSBNs, Russia deploys nuclear-powered attack submarines (SSNs) and guided-missile submarines (SSGNs) in the Arctic. These vessels conduct intelligence gathering, protect ballistic missile submarines, and pose threats to NATO naval forces and undersea infrastructure, including communication cables. Russian submarines regularly transit through key chokepoints such as the GIUK Gap, bringing them into strategic relevance for Greenland, Iceland, and NATO’s anti-submarine warfare (ASW) posture. In addition, the Arctic also supports Russia’s broader bastion defense concept, which seeks to create heavily defended maritime zones where submarines can operate safely. Air defenses, surface ships, icebreakers, and coastal missile systems complement submarine operations. As climate change reduces sea ice and increases accessibility, Russian submarine activity in the Arctic is expected to remain intense, reinforcing the region’s importance for NATO surveillance, early warning systems, and transatlantic security — especially for locations like Greenland that sit astride critical Arctic–Atlantic routes. Second, Greenland’s high latitude makes it an ideal place for early detection of long-range missile launches. Russia has long-range intercontinental ballistic missiles (ICBMs), if ever launched from Russia toward the United States, the total flight time would be roughly between 25 to 35 minutes – depending on the launch location and target. But because of the Earth’s curvature, the shortest path from Russia to the continental US goes over the Arctic which is why Greenland is so strategically important for early detection and missile-warning defense. In practical terms, US decision-makers would have only minutes to assess the threat and respond after a launch is detected, therefore Greenland is critical for US security. Its isolation does not diminish its importance; rather, it magnifies it. – making Greenland a linchpin of US homeland defense and NATO’s northern security architecture. Moscow maintains a dense, continuous network of military installations stretching from the Kola Peninsula to the Bering Strait. NATO’s Arctic posture, by contrast, is structurally different. Rather than territorial saturation, it relies on discrete strategic nodes, interoperability over mass, and coordination among multiple sovereign states. Within this fragmented architecture, Greenland constitutes NATO’s most critical node, functioning as the geographic and operational linchpin between North America and Northern Europe. Without Greenland, NATO’s Arctic posture would fracture into disconnected segments—North America on one side and Scandinavia on the other—with no central anchor to bind the alliance’s northern defenses. The United States already maintains a crucial presence on the island through the Pituffik Space Base (formerly Thule Air Base) in northwest Greenland. The installation is indispensable for early missile warning, space surveillance, and tracking adversary launches across the polar region. Complementary allied infrastructure, such as the UK’s logistical presence at Camp Viking in Norway, underscores NATO’s node-based approach rather than a strategy of continuous territorial control. It is precisely Greenland’s role as this irreplaceable strategic node that explains the sharp European response in 2025–2026 to U.S. rhetoric suggesting unilateral action or coercive pressure regarding the island. The deployment of European troops under Operation Arctic Endurance was not merely symbolic; it was a clear assertion that Greenland is a collective NATO concern, not a bilateral bargaining chip between Washington and Copenhagen. In this sense, the military logic of Arctic defense translated directly into alliance politics. Yet the episode also revealed the limits of U.S. power when confronting established allies. Danish and Greenlandic officials consistently emphasized that sovereignty constituted a non-negotiable “red line.” Greenland’s Prime Minister, Jens-Frederik Nielsen, framed the issue not as a local dispute but as one of global order, stressing that Greenland would align with Denmark, the EU, and NATO while retaining full control over its territory. Its strategic geography, resource potential, and political status converge to make the island central to 21st-century security calculations. The resulting “framework of a future deal” represents not a victory of acquisition but a negotiation of influence—one that codifies U.S. ambitions while respecting allied sovereignty, subtly reshaping the contours of Arctic security and transatlantic relations. Greenland’s Resources: Strategic Minerals in a Fragmenting World Beyond military geography, Greenland’s subsoil wealth significantly enhances its geopolitical importance. The island holds substantial deposits of rare earth elements (REEs), lithium, graphite, niobium, titanium, uranium and zinc. As it is well known these strategic materials are indispensable and critical for renewable energy systems, electric vehicles, advanced electronics, missile guidance and radar technologies and space and defense infrastructure. Last but not least there is also oil and gas, but the conditions and viability to extract them make them an economic challenge. In the context of the control of natural resources, the NSS 2025 repeatedly stresses the need to reduce U.S. dependence on adversarial supply chains — an implicit reference to China’s dominance in rare-earth processing. Therefore, US eyes are on Greenland, as it represents one of the few politically aligned alternatives with large-scale potential reserves – ironically not under Chinese or Russian influence, but under US “allies” control. Yet resource abundance does not automatically translate into strategic advantage. Mining in Greenland faces severe challenges: extreme climate conditions, environmental risks, limited infrastructure, and strong local opposition to environmentally destructive projects. As a result, Greenland’s mineral wealth is strategically valuable but politically sensitive. Its development requires local consent and long-term cooperation, not coercion — a fact often overlooked in external strategic calculations. As sea ice recedes, new maritime routes are becoming seasonally viable, with potentially transformative consequences for global trade. The Northern Sea Route (NSR) along Russia’s Arctic coast already reduces transit times between Europe and Asia by up to 40%, even though some parts are free of ice for some months per year. On the other hand, a future transpolar route, cutting directly across the Arctic Ocean, could bypass traditional chokepoints such as: The Suez Canal, The Panama Canal or The Strait of Malacca. Therefore, Greenland importance relies on its geographic position that places it adjacent to these emerging corridors. Potential roles for the island include: the search-and-rescue hubs, refueling and logistics points, maritime surveillance and communications infrastructure. This elevates Greenland from a military asset to a potential gatekeeper of future Arctic trade, linking regional security directly to global economic flows. The transit in the Arctic can be defined by the possibility to move freely without any inconvenience due its extreme conditions – or at least with the least inconveniences. In consequence major ice breakers and ice-capable patrol ships became very important assets for the countries in the region. In a simple comparison, Russia possesses more icebreakers than NATO combined, as shown in Figure 5, including nuclear-powered vessels capable of year-round Arctic operations. These ships are instruments of sovereignty, enabling continuous military presence, escort of commercial shipping, enforcement of Arctic regulations and rapid crisis responses. By contrast, the United States has long underinvested in icebreaking capacity. NATO relies on a patchwork of national fleets, with Finland and Sweden contributing significantly but still lagging behind Russia’s scale. The strategic implication is clear: Russia controls mobility while NATO controls nodes. In such an environment, fixed strategic anchors like Greenland become even more critical. Competing Arctic Visions Russia Russia views the Arctic as a core strategic and economic priority, central to its national identity, security, and long-term development. Its Arctic vision emphasizes sovereignty, military security, and the exploitation of vast natural resources, particularly hydrocarbons and minerals. Moscow sees the Northern Sea Route as a critical shipping corridor that can enhance Russia’s control over Arctic navigation and generate economic revenues. To support this vision, Russia has invested heavily in Arctic infrastructure, icebreaker fleets, and military modernization, positioning itself as the dominant Arctic power and framing the region as vital to its great-power status. The Arctic is not an extension of Russian power; it is central to it. Beijing emphasizes participation in Arctic affairs through international law, particularly the UN Convention on the Law of the Sea, and promotes cooperation rather than territorial claims. Its strategy emphasizes long-term access to resources, influence over Arctic governance norms, and participation in future trade routes. Its concept of a “Polar Silk Road” reflects an interest in future shipping routes, energy projects, and digital connectivity, linking the Arctic to China’s broader Belt and Road Initiative. Even though China presents its Arctic engagement as peaceful and mutually beneficial, while gradually expanding its strategic and economic footprint in the region, it also has interest in Greenland’s mining sector, for example, which has heightened concerns about strategic leverage rather than direct control. United States The U.S. approach, as reflected in the NSS 2025, is reactive but intensifying. Greenland crystallizes American concerns about strategic vulnerability, supply-chain dependence, and alliance credibility. Yet pressure tactics risk undermining the very alliances that make Arctic stability possible. The United States views the Arctic as an increasingly important region for national security, environmental stewardship, and economic opportunities. At the same time, it recognizes the strategic implications of growing Russian and Chinese activity in the region. Arctic States The European Arctic states emphasize sustainability, human security, and regional cooperation as the foundation of their Arctic vision. Their policies prioritize environmental protection, responsible resource management, and the rights and livelihoods of Indigenous peoples, while balancing economic development in sectors such as fisheries, renewable energy, and limited resource extraction. These states strongly support multilateral governance through institutions like the Arctic Council and stress adherence to international law. Collectively, they view the Arctic as a region where stability, cooperation, and climate leadership are essential, especially amid rising geopolitical tensions and accelerating environmental change. Canada Canada’s Arctic vision centers on sovereignty, Indigenous partnership, and sustainable development, reflecting the region’s importance to national identity and security. Ottawa emphasizes the protection of its northern territories and views the Northwest Passage as internal waters, while supporting a rules-based Arctic order. A core pillar of Canada’s approach is its collaboration with Indigenous peoples, recognizing their rights, knowledge, and role in governance and stewardship. Canada also prioritizes climate change adaptation, environmental protection, and responsible economic development, seeking to ensure that increased Arctic activity benefits northern communities while maintaining peace and stability in the region. India India’s Arctic vision is primarily science-driven and climate-focused, reflecting its broader emphasis on environmental security and multilateral cooperation. Through its Arctic research station, Himadri, and active participation in the Arctic Council as an observer, India seeks to understand the Arctic’s impact on global climate systems, particularly the Indian monsoon. New Delhi also recognizes the long-term economic and geopolitical significance of the Arctic but approaches the region cautiously, prioritizing sustainable development, international collaboration, and respect for Arctic states’ sovereignty. Strategic Futures: Cooperation or Fragmentation The future of Greenland and the Arctic more broadly will hinge on whether the region evolves toward structured cooperation or strategic fragmentation. In a cooperative scenario, Greenland becomes a stabilizing anchor within a renewed Arctic security framework, where the United States, Denmark, and NATO align their defense priorities with Greenlandic self-determination and environmental safeguards. Such an approach would emphasize multilateral governance, transparency in resource development, confidence-building military measures, and shared investment in infrastructure, search-and-rescue capabilities, and climate resilience. Cooperation would not eliminate competition, particularly with Russia and China, but it would establish rules, norms, and mechanisms to prevent escalation and miscalculation in an increasingly accessible Arctic. By contrast, a fragmented Arctic would be characterized by unilateral actions, coercive diplomacy, and the erosion of trust among allies. Pressure tactics aimed at securing access, influence, or control over Greenland could weaken NATO cohesion, fuel local resistance, and open political space for external actors to exploit divisions. In such a scenario, the Arctic risks becoming a patchwork of contested zones rather than a managed strategic commons. Therefore, fragmentation would increase the likelihood of militarization without coordination, resource development without legitimacy, and crisis dynamics without effective communication channels — conditions that historically precede instability rather than security. Conclusion Greenland’s elevation from a peripheral Arctic territory to a central object of U.S. strategic concern reflects a deeper transformation in American national security thinking. Under the logic of the National Security Strategy 2025, geography has reasserted itself as a core determinant of power. Greenland matters to Washington not because of symbolic territorial ambition, but because it sits at the intersection of missile warning, homeland defense, transatlantic security and critical resource resilience and control. From early-warning radars at Pituffik to the GIUK Gap’s role in anti-submarine warfare, the island functions as a forward shield for the United States rather than a distant outpost. In this sense, U.S. interest in Greenland is less about expansion and more about insulation — protecting the American homeland in an era of compressed warning times and renewed great-power rivalry. At the same time, the Greenland episode exposes the limits of unilateralism in a system still structured by alliances and sovereignty norms. While Washington’s strategic rationale is compelling, its use of coercive rhetoric and pressure tactics toward Denmark and Greenland revealed a misalignment between U.S. security imperatives and alliance diplomacy. The backlash from European allies and the reaffirmation of Greenlandic sovereignty demonstrated that even overwhelming military and economic power cannot easily override the political legitimacy of allied states. Looking ahead, Greenland will remain a focal point of U.S. Arctic strategy not because of dramatic territorial ambitions, but because it is irreplaceable. No alternative location offers the same combination of geographic centrality, political alignment, and strategic utility. As missile technologies advance, Arctic routes open, and resource competition intensifies, Greenland’s role in U.S. security planning will only grow. Yet the lesson of recent tensions is clear: securing Greenland’s strategic value requires partnership, legitimacy, and long-term engagement rather than pressure. In the final analysis, Greenland is not only a measure of American power, but a barometer of the Arctic’s future political order. The island sits at the intersection of U.S. homeland defense, European security, and the growing assertiveness of Russia in the High North, while also remaining a point of interest for external actors such as China or India. Europe views Greenland primarily as a stabilizing pillar within a rules-based Arctic governed through NATO coordination, international law, and multilateral institutions. Russia, by contrast, treats the Arctic as a strategic rear area and military bastion, where control, mobility, and deterrence dominate its vision of regional order. The United States is thus navigating between these competing logics — seeking to secure its own vital interests without fracturing alliance cohesion or accelerating Arctic militarization. Whether Greenland becomes a cornerstone of cooperative security or a flashpoint of strategic rivalry will depend less on geography, which is fixed, and more on political choices. In this sense, Greenland encapsulates the broader Arctic dilemma: a region where power, restraint, and cooperation must coexist if stability in the High North is to be preserved. Also, it is important to highlight Greenland’s voice – referring to sovereignty and identity. Usually under great-power maneuvering, Greenland’s own population has often been sidelined. Yet Greenland is not merely an object of strategy; it is a political community with a strong Indigenous identity, environmental concerns, and aspirations for greater autonomy. Therefore, it is important to keep in mind its constitutional status within the Kingdom of Denmark, their principle of self-determination and the political costs of alienating local consent. Alienating local consent would not only undermine legitimacy, but also weaken the long-term sustainability of any security arrangement. Finally, the Arctic transformation is no longer a distant projection but an unfolding reality. Climate change is accelerating the opening of Arctic Sea routes, reshaping patterns of trade, mobility, and access, and in doing so redefining how sovereignty and power are exercised in the High North. In this emerging environment, traditional markers of security such as missile defense and military presence will increasingly coexist with less conventional—but equally strategic—assets, including icebreakers, critical minerals, infrastructure, and regulatory authority over maritime corridors. The future balance of power in the Arctic will therefore depend not only on geography or military capability, but on the ability of states and alliances to adapt to a rapidly changing region where environmental transformation, economic opportunity, and strategic competition intersect. How the United States, its allies, and other Arctic stakeholders respond to this transformation will shape whether the Arctic evolves as a space of managed cooperation or intensifying rivalry. Dual-Use AI Technologies in Defense: Strategic Implications and Security Risks

Introduction Artificial intelligence has become a critical technology in the 21st century, with applications spanning healthcare, commerce, and scientific research. However, the same algorithms that enable medical diagnostics can guide autonomous weapons, and the same machine learning systems that power recommendation engines can identify military targets. This dual-use nature, where technologies developed for civilian purposes can be repurposed for military applications, has positioned AI as a central element in evolving global security dynamics. The strategic implications are substantial. China views AI as essential for military modernization, with the People's Liberation Army planning to deploy "algorithmic warfare" and "network-centric warfare" capabilities by 2030 (Department of Defense, 2024). Concurrently, military conflicts in Ukraine and Gaza have demonstrated the operational deployment of AI-driven targeting systems. As nations allocate significant resources to military AI development, a critical question emerges: whether the security benefits of dual-use AI technologies can be realized without generating severe humanitarian consequences. The Reversal Commercial Innovation Driving Military Modernization Historically, military research and development drove technological innovation, with civilian applications emerging as secondary benefits, a phenomenon termed "spin-off." The internet, GPS, and microwave ovens all originated in defense laboratories. This dynamic has reversed. Commercially developed technologies now increasingly "spin into" the defense sector, with militaries dependent on technologies initially developed for commercial markets. This reversal carries significant implications for global security. Unlike the Cold War era, when the United States and Soviet Union controlled nuclear weapons development through state programs, AI innovation occurs primarily in private sector companies, technology firms, and university research institutions. Organizations like DARPA influence global emerging technology development, with their projects often establishing benchmarks for research and development efforts worldwide (Defense Advanced Research Projects Agency, 2024). This diffusion of technological capacity complicates traditional arms control frameworks based on state-controlled military production. The scale of investment is considerable. The U.S. Department of Defense's unclassified AI investments increased from approximately $600 million in 2016 to about $1.8 billion in 2024, with more than 685 active AI projects underway (Defense One, 2024). China's spending may exceed this figure, though exact data remains unavailable due to the opacity of Chinese defense budgeting. Europe is pursuing comparable investments, with the EU committing €1.5 billion to defense-related research and development through initiatives like the European Defence Fund. Dual-Use Applications in Contemporary Warfare AI's military applications span the spectrum of warfare, from strategic planning to tactical execution. Current deployments include: Intelligence, Surveillance, and Reconnaissance (ISR): AI systems process large volumes of sensor data, satellite imagery, and signals intelligence to identify patterns beyond human analytical capacity. In 2024, "China's commercial and academic AI sectors made progress on large language models (LLMs) and LLM-based reasoning models, which has narrowed the performance gap between China's models and the U.S. models currently leading the field," enabling more sophisticated intelligence analysis (Department of Defense, 2024). Autonomous Weapons Systems: Autonomous weapons can identify, track, and engage targets with minimal human oversight. In the Russia-Ukraine war, drones now account for approximately 70-80% of battlefield casualties (Center for Strategic and International Studies, 2025). Ukrainian officials predicted that AI-operated first person view drones could achieve hit rates of around 80%, compared to 30-50% for manually piloted systems (Reuters, 2024). Predictive Maintenance and Logistics: The U.S. Air Force employs AI in its Condition-Based Maintenance Plus program for F-35 fighters, analyzing sensor data to predict system failures before occurrence, reducing downtime and operational costs. Command and Control: AI assists military commanders in processing battlefield information and evaluating options at speeds exceeding human capacity. Project Convergence integrates AI, advanced networking, sensors, and automation across all warfare domains (land, air, sea, cyber, and space) to enable synchronized, real-time decision-making. Cyber Operations: AI powers both offensive and defensive cyber capabilities, from automated vulnerability discovery to malware detection and sophisticated social engineering campaigns. Gaza and Ukraine: AI in Contemporary Conflict Recent conflicts have provided operational demonstrations of AI's military applications and associated humanitarian costs. Israel's Lavender system reportedly identified up to 37,000 potential Hamas-linked targets, with sources claiming error rates near 10 percent (972 Magazine, 2024). An Israeli intelligence officer stated that "the IDF bombed targets in homes without hesitation, as a first option. It's much easier to bomb a family's home" (972 Magazine, 2024). The system accelerated airstrikes but also contributed to civilian casualties, raising questions about algorithmic accountability. The system's design involved explicit tradeoffs: prioritizing speed and scale over accuracy. According to sources interviewed by 972 Magazine, the army authorized the killing of up to 15 or 20 civilians for every junior Hamas operative that Lavender marked, while in some cases more than 100 civilians were authorized to be killed to assassinate a single senior commander (972 Magazine, 2024). Foundation models trained on commercial data lack the reasoning capacity humans possess, yet when applied to military targeting, false positives result in civilian deaths. Data sourced from WhatsApp metadata, Google Photos, and other commercial platforms created targeting profiles based on patterns that may not correspond to combatant status. Ukraine has implemented different approaches, using AI to coordinate drone swarms and enhance defensive capabilities against a numerically superior adversary. Ukrainian Deputy Defense Minister Kateryna Chernohorenko stated that "there are currently several dozen solutions on the market from Ukrainian manufacturers" for AI-augmented drone systems being delivered to armed forces (Reuters, 2024). Ukraine produced approximately 2 million drones in 2024, with AI-enabled systems achieving engagement success rates of 70 to 80 percent compared to 10 to 20 percent for manually controlled drones (Center for Strategic and International Studies, 2025). Both sides in the conflict have developed AI-powered targeting systems, creating operational arms race dynamics with immediate battlefield consequences. Civilian Harm: Technical and Legal Limitarions The integration of AI into lethal military systems raises humanitarian concerns extending beyond technical reliability. AI's inability to uphold the principle of distinction, which requires protecting civilians by distinguishing them from combatants in compliance with international humanitarian law, presents fundamental challenges. Current AI systems lack several capabilities essential for legal warfare:  Contextual Understanding: AI cannot comprehend the complex social, cultural, and situational factors that determine combatant status. A person carrying a weapon might be a combatant, a civilian defending their home, or a shepherd protecting livestock.  Proportionality Assessments: International humanitarian law requires that military attacks not cause disproportionate civilian damage. Human Rights Watch noted that it is doubtful whether robotic systems can make such nuanced assessments (Human Rights Watch, 2024).  Moral Judgment: Machines lack the capacity for compassion, mercy, or understanding of human dignity, qualities that have historically provided safeguards against wartime atrocities.  Accountability: With autonomous weapon systems, responsibility is distributed among programmers, manufacturers, and operators, making individual accountability difficult to establish. As one expert observed, "when AI, machine learning and human reasoning form a tight ecosystem, the capacity for human control is limited. Humans have a tendency to trust whatever computers say, especially when they move too fast for us to follow" (The Conversation, 2024). The risks extend to specific populations. Autonomous weapons systems trained on data predominantly consisting of male combatants in historical records could create algorithmic bias. In the case of Lavender, analysis suggests "one of the key equations was 'male equals militant,'" echoing the Obama administration's approach during drone warfare operations (The Conversation, 2024). Communities of color and Muslim populations face heightened risks given historical patterns of discriminatory force deployment. Export Controls and Technology Transfer Challenges Recognizing AI's strategic importance, governments have implemented export control regimes. The U.S. Bureau of Industry and Security now requires licenses for exports of advanced computing chips and AI model weights, imposing security conditions to safeguard storage of the most advanced models. These controls face inherent tensions. Overly broad restrictions risk hampering legitimate research and commercial innovation. Analysis suggests that if AI technology is too extensively controlled, American universities may face difficulties performing AI research, resulting in a less robust U.S. AI ecosystem. Insufficient controls enable adversaries to acquire cutting-edge capabilities. The effectiveness of export controls remains uncertain. In 2024, hundreds of thousands of chips, totaling millions of dollars, were smuggled into China through shell companies, varying distributors, and mislabeling techniques (Oxford Analytica, 2025). China's DeepSeek models, which achieved performance approaching U.S. systems, were reportedly trained on chips that circumvented export restrictions. International Governance: Fragmentation and Competing Frameworks The international community has struggled to develop coherent governance frameworks for dual-use AI. Rather than a cohesive global regulatory approach, what has emerged is a collection of national policies, multilateral agreements, high-level summits, declarations, frameworks, and voluntary commitments. Multiple international forums have addressed AI governance: ● The UN Secretary-General created an AI Advisory Board and called for a legally binding treaty to prohibit lethal autonomous weapons systems without human control, to be concluded by 2026 ● The Group of Governmental Experts on Lethal Autonomous Weapons Systems has held discussions under the Convention on Certain Conventional Weapons since 2013, with limited concrete progress ● NATO released a revised AI strategy in 2024, establishing standards for responsible use and accelerated adoption in military operations ● The EU's AI Act, adopted in 2023, explicitly excludes military applications and national security from its scope This fragmented landscape reflects geopolitical divisions. The perceived centrality of AI for competition has led the U.S. to position itself as leader of ideologically aligned countries in opposition to China, including for security purposes. China promotes its own governance vision through initiatives like the Belt and Road, exporting technology standards alongside infrastructure. Strategic Stability Implications AI creates strategic stability challenges. Autonomous weapons enable substitution of machines for human soldiers in many battlefield roles, reducing the human cost and thus political cost of waging offensive war. This could increase the frequency of conflicts between peer adversaries, each believing they can prevail without significant domestic casualties. For conflicts between non-peer adversaries, reduced casualties further diminish domestic opposition to wars of aggression. The implications extend beyond conventional warfare. Armed, fully-autonomous drone swarms could combine mass harm with lack of human control, potentially becoming weapons of mass destruction comparable to low-scale nuclear devices. The technical barriers to such systems are declining as components become commercially available. AI also complicates nuclear stability. Advances in AI-enhanced sensors and data processing could undermine second-strike capabilities by improving detection of mobile missile launchers and submarines. This erosion of assured retaliation could incentivize first strikes during crises. Simultaneously, AI systems managing nuclear command and control create risks of accidents, miscalculations, or unauthorized launches. Ethical Framework Limitations The integration of AI into warfare strains traditional ethical frameworks. Just War Theory requires that combatants maintain moral responsibility for their actions, possess the capacity to distinguish combatants from civilians, and apply proportionate force. Automation bias and technological mediation weaken moral agency among operators of AI-enabled targeting systems, diminishing their capacity for ethical decision-making. When operators interact with targeting through screens displaying algorithmic recommendations rather than direct observation, psychological distance increases. This mediation risks transforming killing into a bureaucratic process. The operator becomes less a moral agent making decisions and more a technician approving or rejecting algorithmic suggestions. Furthermore, industry dynamics, particularly venture capital funding, shape discourses surrounding military AI, influencing perceptions of responsible AI use in warfare. When commercial incentives align with military applications, the boundaries between responsible innovation and reckless proliferation become unclear. Companies developing AI for civilian markets face pressure to expand into defense contracting, often with insufficient ethical deliberation. Conclusion Dual-use AI technologies present both opportunities and risks for international security. One trajectory leads toward normalized algorithmic warfare at scale, arms races in autonomous weapons that erode strategic stability, and inadequate international governance resulting in civilian harm. An alternative trajectory involves international cooperation that constrains the most dangerous applications while permitting beneficial uses. The timeframe for establishing governance frameworks is limited. AI capabilities are advancing rapidly, and widespread proliferation of autonomous weapons will make policy reversal substantially more difficult. The challenge resembles nuclear non-proliferation but unfolds at greater speed, driven by commercial incentives rather than state-controlled programs. Because AI is a dual-use technology, technical advances can provide economic and security benefits. This reality means unilateral restraint by democratic nations would cede advantages to authoritarian competitors. However, uncontrolled competition risks adverse outcomes for all parties. Concrete action is required from multiple actors. States must strengthen multilateral agreements through forums like the UN Convention on Certain Conventional Weapons to establish binding restrictions on autonomous weapons without meaningful human control. NATO and regional security alliances should harmonize AI ethics standards and create verification mechanisms for military AI deployments. Military institutions must implement mandatory human-in-the-loop requirements for lethal autonomous systems and establish clear chains of accountability for AI-driven targeting decisions. Technology companies developing dual-use AI systems bear responsibility for implementing ethical safeguards and conducting thorough threat modeling before commercial release. Industry alliances should establish transparency standards for military AI applications and create independent audit mechanisms. Universities and research institutions must integrate AI ethics and international humanitarian law into technical training programs. Export control regimes require coordination between the United States, EU, and allied nations to prevent regulatory arbitrage while avoiding overreach that stifles legitimate research. Democratic governments should lead by demonstrating that military AI can be developed within strict ethical and legal constraints, setting standards that distinguish legitimate security applications from destabilizing weapons proliferation. As Austrian Foreign Minister Alexander Schallenberg observed, this represents the Oppenheimer moment of the current generation, recognizing that dual-use AI, like nuclear weapons, represents a technology whose military applications demand collective restraint. The policy choices made in the next few years will have long-term consequences. They will determine whether AI becomes a tool for human advancement or an instrument of algorithmic warfare. The technology exists; the policy framework remains to be established. The actors are identified; the question is whether they possess the political will to act before proliferation becomes irreversible. Opinion – The Mearsheimer Logic Underlying Trump’s National Security Strategy

The recently released Trump Administration’s National Security Strategy (NSS) has upended what had been the decades-long consensus about American foreign policy. Most notable in it is the Trump Administration’s prioritization of the Western Hemisphere as an American security concern, its deemphasis on defending America’s traditional European allies, its identification of China as far more of a threat than Russia, and its determination not to be drawn into conflicts in the Middle East and Africa. But while the 2025 Trump Administration National Security Strategy breaks with much of previous American foreign policy, the logic behind it is not something completely new. Even though the document makes no mention of him, the policy outlined in the NSS comports with what John Mearsheimer described in his influential book, “The Tragedy of Great Power Politics”, which was first published in 2001 and updated in 2014. In his book Mearsheimer declared that no nation has ever achieved global hegemony. According to Mearsheimer, America is the only country that has achieved predominant influence in its own region (the Western Hemisphere) and has also been able to prevent any other great power from dominating any other region. Mearsheimer wrote, “States that achieve regional hegemony seek to prevent great powers in other regions from duplicating their feat. Regional hegemons, in other words, do not want peers” (2014 edition, p. 41). Trump’s 2025 National Security Strategy has, whether knowingly or not, adopted these aims as well. It discusses the various regions of the world in the order of their priority for the Trump Administration: the Western Hemisphere first, followed by Asia (or Indo-Pacific), Europe, the Middle East, and lastly Africa. With regard to the Western Hemisphere, the NSS unambiguously calls for the restoration of “American preeminence in the Western Hemisphere,” and states, “We will deny non-Hemispheric competitors the ability to position forces or other threatening capabilities, or to own or control strategically vital assets, in our Hemisphere.” This is very much in keeping with what Mearsheimer described as America being a regional hegemon in the Western Hemisphere. As for the other four regions of the world, though, the Trump Administration seeks either to prevent any other great power from becoming predominant — or it doesn’t see this as a possibility that needs to be worried about. According to the NSS, the Middle East was a priority in the past because it was the world’s most important energy supplier and was a prime theater of superpower conflict. Now, however, there are other energy suppliers (including the U.S.) and superpower competition has been replaced by “great power jockeying” in which the U.S. retains “the most enviable position.” In other words: the Trump Administration does not see any other great power as able to become predominant in this region which is now less strategically important than it used to be anyway. Similarly, the NSS does not see any other great power as even seeking to become predominant in Africa. The NSS thus sees America’s main interests there as mainly commercial. By contrast, China is seen as a threat in the Indo-Pacific region. The NSS, though, discusses Chinese threats in the economic and technological spheres before turning to the military one. A continued U.S. military presence in the region is seen as important for preventing Chinese predominance. But Japan, South Korea, Taiwan, and Australia are all enjoined by the NSS to increase their defense spending in order to counter this threat. The NSS also identifies “the potential for any competitor to control the South China Sea” as a common threat that not only requires investment in U.S. military capabilities, “but also strong cooperation with every nation that stands to suffer, from India to Japan and beyond.” Unlike the Middle East and Africa, then, the NSS does identify a rival great power as striving for predominance in the Indo-Pacific region. Countering it, though, is not seen as just being America’s responsibility, but also that of other powerful states in the region. The strangest section in the 2025 NSS is the one on Europe. While acknowledging that “many Europeans regard Russia as an existential threat,” the NSS envisions America’s role as “managing European relations with Russia” both to “reestablish conditions of strategic stability” and “to mitigate the risk of conflict between Russia and European states.” This is very different from the decades-long U.S. policy of seeing America’s role as defending democratic Europe against an expansionist Soviet Union in the past and Putin’s Russia more recently. Indeed, the NSS’s claim that the European Union undermines “political liberty and sovereignty” and its welcoming “the growing influence of patriotic European parties” (in other words, anti-EU right wing nationalist ones) suggests that it is not Russia which the Trump Administration sees as a rival, but the European Union. The 2025 NSS does call for a “strong Europe…to work in concert with us to prevent any adversary from dominating Europe.” The NSS, though, seems to envision the European Union as either greater than or equal to Russia in threatening to dominate European nations. In his book, Mearsheimer did not envision the European Union as a potential great power rival to the U.S. Indeed, there isn’t even an entry for it in the book’s index. The way that the NSS envisions the world, though, comports with how Mearsheimer described America’s great power position: predominant in the Western Hemisphere and able to prevent any other great power from becoming predominant in any other region of the world. Mearsheimer, though, is a scholar who described the position in the world that he saw the U.S. as having achieved and which would seek to maintain. The 2025 NSS, by contrast, is a policy document laying out how the Trump Administration believes it can best maintain this position. And there is reason to doubt that it has done so realistically. Keeping non-Hemispheric great powers out of the Western Hemisphere will not be easy when there are governments there that want to cooperate with them. Further, devoting American resources to being predominant in Latin America when this will be resented and resisted could not only take away from America’s ability to prevent rival great powers from becoming predominant in other regions, but could counterproductively lead Latin American nations than have already done so to increase their cooperation with external great powers which the Trump Administration wants to avoid. Further, the Trump Administration’s efforts to reduce the influence of the European Union runs two risks: the first is that such an effort will succeed, but that the rise of anti-EU nationalist governments throughout the old continent results in a Europe less able to resist Russian manipulation and incursion. The second is that Trump Administration efforts to weaken the European Union backfire and result not only in a Europe united against American interference but unnecessarily emerging as a rival to the U.S. It would be ironic indeed if pursuing the NSS’s plan for upholding what Mearsheimer described as America’s ability to predominate over the Western Hemisphere combined with an ability to prevent any rival from predominating over any other region ended up undermining America’s ability to do either.

Leading States in the Race for Artificial Intelligence in the Current International System

1. Introduction: AI as a Reconfiguration of the Global Order Artificial intelligence (AI) has become one of the most influential factors shaping the contemporary international system. Major powers are competing to lead the new technological revolution that impacts the economy, security, foreign policy, defense, communications, and scientific innovation. The development of AI depends on three strategic inputs: 1. Human talent (research, data engineering, mathematics, computer science). 2. Computational capacity and access to large volumes of data. 3. Robust innovation ecosystems, with companies, universities, and aligned industrial policies. Global spending on artificial intelligence is expected to exceed USD 52 billion over the next three years, consolidating AI as the central axis of the Fourth Industrial Revolution (IDC, 2023; Stanford AI Index Report, 2024). 2. Talent as a Global Strategic Resource More than 60% of top AI researchers work in the United States, and about half of them are immigrants, primarily from China, India, Europe, and Iran (Stanford AI Index Report, 2024). The so-called brain drain is not merely an academic issue, but a geopolitical one: • States compete to attract talent through visas, high salaries, and access to frontier laboratories. • Innovation in AI depends on who concentrates the largest amount of specialized human capital. The United States dominates due to its ability to attract international researchers, while China compensates through massive investment and domestic talent production. 3. The United States Leads the AI Race for Three Main Structural Reasons 1. Innovation, talent, and industry: The United States leads in high-impact research publications and AI startups (more than 50% worldwide). Private investment exceeded USD 350 billion in 2023 alone. Key companies include Google, Meta, Microsoft, OpenAI, NVIDIA, Tesla, and IBM, among others. 2. Computational infrastructure and chips: The country concentrates the most advanced computational infrastructure and controls cutting-edge chips (such as the NVIDIA H100), a resource that China cannot yet produce at the same level. 3. AI and national security: The United States allocates more than 16 federal agencies and billions of dollars annually to AI development for defense, cybersecurity, and intelligence (White House AI Budget, 2024). 4. China: The Emerging Superpower on the AI Path China ranks second globally in the AI race but follows a more aggressive, centralized, and ambitious strategy. • Massive investment as state policy: China has pledged to invest more than USD 150 billion by 2030 in AI under its Next Generation Artificial Intelligence Development Plan (AIDP) (Government of China, 2017). • Domestic talent production: China trains more AI engineers than any other country. Annual graduates in science and engineering reach 4.7 million, compared to 600,000 in the United States (UNESCO, 2023). However, a significant portion migrates to the U.S. due to better research conditions. • China’s role in the global AI industry: China leads in AI-based facial recognition, with generative AI startups such as Baidu, SenseTime, Alibaba Cloud, and Tencent AI Lab. It produces massive numbers of publications, although with lower scientific impact than those from the United States. AI is widely implemented in governance, security, and smart cities. • The chip dilemma: China depends on advanced semiconductors produced only by Taiwan (TSMC), South Korea (Samsung), and the United States/Netherlands (ASML). • Export controls: Export restrictions imposed on China since 2022 limit its ability to train frontier models, although the country is making radical investments to achieve chip sovereignty. 5. Europe, India, Israel, Canada, and Other Relevant Actors • Europe: The United Kingdom, Germany, France, and the Netherlands generate a solid ecosystem in algorithmic ethics, digital regulation (AI Act), and applied research. • India: The world’s main hub of engineering talent and a global provider of technological services. • Israel: A powerhouse in cybersecurity and military AI, with per-capita innovation comparable to Silicon Valley. • Canada: The birthplace of deep learning (Geoffrey Hinton, Yoshua Bengio) and a strong center for basic research. 6. Africa on the AI Chessboard: Intentions, Challenges, and Opportunities Although Africa does not lead the AI race, its geopolitical role is growing rapidly for four strategic reasons. Africa is a major producer of critical minerals. AI depends on lithium, cobalt, graphite, and rare earth elements, and Africa holds 70% of the world’s cobalt reserves (in the DRC), as well as other strategic minerals in Zambia, Namibia, South Africa, and Mozambique. This places the continent in a key position within the supply chains for batteries, computers, and data centers. There is also a rapid expansion of digital infrastructure. China, through Huawei and ZTE, has built around 70% of Africa’s 4G network, as well as Ethiopia’s first smart data center and technology innovation hubs in Egypt, Kenya, and South Africa. Africa is entering the AI space through fintech, digital health, smart agriculture, and biometric systems. In terms of AI policy, African countries with formal AI strategies include Egypt, Rwanda, Kenya, and South Africa. • Threats and challenges: limited computational infrastructure, a deep digital divide, the risk of dependence on external technological solutions, the use of AI for political surveillance (as seen in Ethiopia and Uganda), and a shortage of specialized talent. 7. China and Africa: The Intersection of AI, Data, and Geopolitics China combines its role in AI with its influence in Africa through investments in digital infrastructure, the sale of surveillance systems, the construction of data centers, and technical training programs. This creates interdependence but also raises concerns: Africa could become dependent on Chinese systems that are difficult to replace. Data may become centralized on foreign platforms, and the risk of a technological debt trap adds to existing financial dependence. 8. AI, Regulation, and Global Governance The rapid expansion of AI calls for international treaties on data use, security standards, limits on military automation, and ethical regulations to protect civil society. Governance will be decisive in determining not only who leads, but also how this technology will be used in the coming decades. In this context, global AI governance has become a new field of geopolitical competition. While the European Union promotes a regulatory approach based on human rights and risk prevention, the United States favors market self-regulation and innovation, and China advances a model of state control and technological sovereignty. Multilateral organizations such as the UN, the OECD, and the G20 have begun discussing common principles, but there is still no binding international regime. The absence of clear rules increases the risks of an algorithmic arms race, the use of AI for mass surveillance, and the deepening of global inequalities in access to and control over technology. 9. Conclusions The United States leads due to innovation, global talent attraction, and computational capacity. China follows closely with a comprehensive state-led strategy and dominance in global digital infrastructure. Europe, India, Israel, and Canada contribute key elements to the global ecosystem. Africa, while not a leader, occupies an increasingly strategic role due to its resources, data, markets, and alliances. Connected Cars as Geopolitical Weapons: The National Security Battle Over Chinese EVs

According to the IEA by 2024, more than 20% of new cars sold worldwide were electric, exceeding 17 million and positioning China as the leader in the market with more than 11 million sales. In comparison, the European and US markets also saw a growth in the sector, but not comparable to the Chinese counterpart. Figure 1: Global EV sales, 2014-2024. On the other hand, autonomous vehicles, whose market value size was estimated at USD 68.09 billion in 2024, are also trending worldwide, North America being the largest market in 2024 (market share of 37.1% and passenger vehicles leading the market with 69% of the global revenue), while the Asia Pacific region is the fastest-growing market. (Grand View Research, 2025) Recently, despite the data and market share, discussions and analysis of the vehicle industry have moved into new concerns related to security risks, trade protectionism and unfair competition. Why? Because the vehicle industry has evolved and adopted new technologies, at the same time, concerns have shifted accordingly. These changes have relied on or prioritized human convenience and connectivity over everything else. A New Security Paradigm for Mobility: Are Connected Cars Data Weapons A simple answer is no, but there are elements that can change the answer into a yes in the future. Vehicles are evolving into connected machines, with software-driven platforms, sensors, cameras, connectivity modules and AI systems. Thus, the vehicle industry is entering a new era where data is key, and whoever controls it, is likely to control the market itself. As mentioned before, vehicle-related security risks have sparked discussions in recent years. Nowadays, practically any vehicle sold has a certain degree of connectivity, naturally this leads to a continuous and massive collection of information (sensitive or not), including for example: real-time location, driving patterns, biometric data, audio recordings, images from the Advanced Driver-Assistance Systems (ADAS) and more. For common people this might pass unnoticed but for governments, the fact of collecting and storing data or having the possibility to do so has become a critical point and a threat to their national security. After all, fear is real, and the more connected a vehicle is, the higher the chances that it can become a surveillance device, for example. The speculations can grow as much as our/their imagination leaves them, but after all, security risks and fear related to them exist. In line with the security risks, the possibility of software backdoors hidden in operating systems or telematic units is another possibility. Naturally, if exploited this possibility, these vulnerabilities could allow a remote shutdown of vehicles or fleets, manipulation of navigation systems or even data extraction could occur. In simple terms, this could open the door to cyberattacks, including the potential loss of control of a vehicle. Once again, the possibility of these ideas has reshaped and changed the paradigm of connected vehicles Actual measures and global regulatory trends As governments start recognizing these security threats associated with connected vehicles, many have begun implementing several regulations to protect their national security. For instance, the UK, Israel, the USA and the EU are among the most active actors. One of the branches of the economic war between the US and China is exactly the mobility industry, the fierce competition between both nations has tightened the nationalist policies of President Trump, in fact the US has rapidly adopted a national-security lens for automotive imports. There have been discussions in Congress and even the Commerce Department has proposed rules allowing Washington to prohibit connected car technologies linked to foreign adversaries. In addition, there is huge pressure over the United States-Mexico-Canada Agreement (USMCA), specifically in the encouragement to revise the vehicles entering the US and the promotion of US vehicle-manufacturing companies. For those reasons, the US had imposed tariffs on Chinese-made vehicles (from 25% up to 100% on 2024 during Biden’s administration and later a 35.5% extra tariff on Chinese-made EVs) and had set several rules in line with the USMCA, to limit or protect the American market from Chinese vehicles, as it argued that China is taking advantage of the USMCA by using Mexico or Canada as the entry points to the American market, avoiding tariffs and minimizing costs. According to experts, this Chinese circumvention of US tariffs can occur in three main ways. First through transshipment – products enter Canada or Mexico and then they are shipped to the USA. The second way is by incorporating the Chinese products into the North American supply chains. And the third way is through direct Chinese investments in manufacturing facilities in Mexico or Canada. At the same time, across the Atlantic the EU has also been working on tightening regulations through the Cyber Resilience Act, as well as strengthening the General Safety Regulations, both focusing on the application of rigorous standards to vehicle cybersecurity, data governance, and supply-chain transparency. Also in Europe, recently, a British newspaper reported that military and intelligence chiefs had been ordered not to discuss official business while riding in EVs, and cars with Chinese components had been banned from sensitive military sites. In addition, the former head of the intelligence service MI6 claimed that Chinese-made technology, including cars, could be controlled and programmed remotely. Consequently, the UK has begun evaluating supply chains for hidden dependencies in infotainment systems, telematics, and semiconductors. In the same line, Israel has adopted rigid measures, the Israeli army has begun withdrawing Chinese-made vehicles from officers, citing espionage concerns. Other measures implemented include auditing imported vehicles to ensure no remote-access pathways existence, plus the encouragement of local automakers and tech firms to develop secure telematics modules to minimize foreign reliance. What is China’s role in this new paradigm? To understand the role of China in the EVs and connected vehicles is important to highlight the low labor costs in China, coupled with government subsidies and a well-structured and established supply chain, these three factors gave the Chinese firms huge advantages over their competitors. However, those are not the only factors involved in the equation, the promotion of EVs over internal combustion vehicles and the adoption and development of technologies that turn “simple” vehicles into connected vehicles are important to mention too. All these factors have been well capitalized by Chinese firms, in consequence, China has become the world’s largest EV exporter and somehow a threat for the West. As mentioned throughout the article, the security risks have sparked discussions and concerns, and it is fair, as Chinese-made vehicles have become competitive and technologically well-connected, much, that nowadays are in conditions to fight for the global automotive market. Therefore, there is a clear sense of concern among Western governments, especially in conditions of a politicized world that we live in nowadays. Naturally Beijing argues that bans and investigations on their Chinese-made vehicles are forms of economic protectionism and rejects any claims related to espionage, data leaks or misuse. While, it has also responded by tightening its own domestic rules: foreign vehicles are prohibited from accessing sensitive regions, including areas near government buildings and military facilities. Benefits and challenges for other key players and global automakers Automakers from Korea, Japan or the European and American are being directly benefited from the rising Chinese scrutiny of connected cars, meaning that new export and investment opportunities could be achieved by them. If these countries can materialize transparent software supply chains, strong cybersecurity frameworks, and local data-storage compliance, their advantage would increase. Specifically Korean and Japanese firms – which are proven reliable players with a strong presence worldwide and strengths in battery technology and infotainment systems –, can position themselves as trusted suppliers in those markets that are worried about Chinese-made vehicles and their possible espionage or security risks. On the other hand, however, there are big challenges ahead. If each country or region decides to have proper regulations, major hurdles will appear. For example; compliance costs will rise as automakers must meet different cybersecurity rules across regions; the technology surrounding software auditing, and the transparency of the supply chains itself will require significant investments; the supply chain and design of vehicles will be affected and in consequence production cost will increase; and, if there are different digital standards or rules, it is likely that there could be some limitations in the global interoperability. Conclusions While the rapid growth of EVs worldwide can be considered a good sign for sustainability goals – as they displaced over 1 million barrels per day of oil consumption in 2024 –. Recently there have appeared certain concerns related to security risks – proven or not – trade protectionism and unfair competition. On top of that, the transformation of cars into fully connected digital platforms has created a new paradigm, in which certain nations – mostly western nations – have started to be worried and rethinking their mobility through the lens of national security. In consequence, governments have tightened rules related to data, cybersecurity and foreign software dependencies. This new vision is already changing and transforming the vehicle industry, while the most affected, being the Chinese firms – due the natural competition and geopolitical reasons – there are other global automakers that, if they take the chance, could become key players – as far as they prioritize transparency in supply chains, security and technological trust. The new paradigm has shifted what used to be an ordinary, everyday product into a critical national infrastructure that must be subject to regulation. Liaison countries as foreign trade bridge builders in the geo-economic turnaround

Introduction Geopolitical tensions are making global trade increasingly difficult. In order to reduce the associated risk of default, companies are shifting their trade relations to trading partners that are politically similar to them. In the course of the beginnings of geo-economic fragmentation, politically and economically like-minded countries are also gaining in importance for German and European decision-makers. Liaison countries1 in particular can form a counterforce to the trend towards polarization in foreign trade - especially between the USA and China: they are characterized by a pronounced economic and trade policy openness that overrides differences between geopolitical or ideological camps. Consequently, the question arises: How can relevant connecting countries for Germany and Europe be identified? What opportunities and risks do closer trade relations with these countries offer in order to strengthen foreign trade resilience in geopolitically uncertain times?  With a high degree of openness - defined as the sum of imports and exports in relation to gross domestic product - of over 80 percent2 , the German economy is strongly integrated into global trade. Accordingly, the disruptive effect of geo-economic fragmentation on the German economy would be above average. The defensive strategy to strengthen Germany's economic security by pushing for trade policy independence would only reinforce geo-economic fragmentation. Against the backdrop of comparatively high economic vulnerability, it is necessary to focus on those potential partner countries with which German and European foreign trade could be developed and expanded even under the condition of increasing fragmentation.  Geoeconomic Fragmentation  The term "geo-economic fragmentation" is used to describe the politically motivated reorganization of global goods and financial flows, in which strategic, economic and political interests primarily determine the choice of countries of origin and destination for trade flows.3 In the scenario of geo-economic fragmentation, the result would be the formation of a bloc within the global community of states, which would fundamentally change the regulatory structure of global economic networking. In this case, trade and investment would probably concentrate from a previously diverse range of economic partner countries - prior to the formation of the bloc - on those countries that now - since the formation of the bloc - belong to the same bloc.  The likelihood of this scenario occurring and leading to an increased fragmentation of the global economic order has increased again in the recent past. For example, Donald Trump's second term as US president is causing increasing geopolitical uncertainty worldwide.  Statements on the concrete form of a possible demarcation of potential blocs are subject to a great deal of uncertainty. However, the division of a large part of the global economy into a "US bloc" and a "China bloc" is a conceivable scenario for which German politics and business should prepare.  Data already shows that, at a global level, foreign trade openness has decreased in the recent past. Data from the World Trade Organization (WTO) illustrates the increasing hurdles in global trade in goods. While 3.1% of global imports were still affected by tariff or non-tariff barriers to trade in 2016 - including under WTO rules - this figure rose to 11.8% in 2024 over the following years.4 This development goes hand in hand with a noticeable loss of importance and enforcement of the WTO since the 2010s, which previously played a central role as the guardian of the rules-based global economic order.  Studies by the International Monetary Fund (IMF) have already found indications of an incipient geo-economic fragmentation along potential bloc borders. It shows that trade in goods and foreign direct investment between countries that would belong to the opposing camp in the event of a bloc formation declined on average in 2022 and 2023 - in contrast to foreign trade between countries that are geopolitically close.5  In this initial phase of geo-economic fragmentation, liaison countries are beginning to establish themselves as a counterforce, holding the fragmenting global community of states together with new trade and investment routes.  Identification of liaison countries Specifically, liaison countries have the following characteristics: a pronounced openness to foreign trade in the form of a high foreign trade quota and low tariff and non-tariff trade barriers, as well as pronounced economic relations with partner countries from different geopolitical camps. The geopolitical orientation of countries can be examined using data on voting behavior within the United Nations.6 This involves analyzing whether a country can be assigned to the US or Chinese camp - or whether there is no pronounced proximity and therefore political neutrality or "non-alignment" in the sense of ideological independence. The data-based identification of connecting countries is relatively new. Empirical analyses are also limited to connecting countries in the context of US-Chinese foreign trade - specifically US imports from China. In this case, the characteristics of a connecting country can be broken down into (1) "non-alignment" - i.e. a geopolitical distance to both a Western and an Eastern bloc - as well as (2) an increase in imports and foreign investment from China and (3) a simultaneous increase in exports to the United States. In a narrower sense, this is an evasive reaction to trade restrictions, i.e. circumventing trade. If the foreign trade indicators - specifically the trade and investment data relating to the US and China - of "non-aligned" countries for the period from 2017 to 2020 show corresponding characteristic-related changes compared to previous years, these can be identified as countries connecting the US and China.  The analysis of trade data shows that the value of direct exports from China to the USA fell during Donald Trump's first term in office. At the same time, both Chinese exports to some of the "non-aligned" countries and exports from these countries to the USA have increased significantly. These countries have presumably stepped in as a link on the export route from China to the US after the previously direct trade flow was interrupted by trade barriers and had to find a new route. Companies producing in China are therefore likely to have sought new, indirect ways to maintain access to the US sales market.  A certain statistical inaccuracy in the foreign trade data makes it difficult to draw a definitive conclusion in this context. It should be noted: No single commodity can be tracked across national borders in trade data collection. Whether the additional goods imported from China actually found their way to the United States can only be assumed approximately. However, if the trade flows are aggregated, a clearer picture emerges and the circumvention trade via selected connecting countries - including Vietnam and Mexico - becomes visible.  Data on foreign direct investment rounds off the analysis.7 "Non-aligned" countries in which an increase in Chinese investment can be seen between 2016 and 2020 in addition to trade flows can be identified as connecting countries. Here, too, available data suggests that the companies concerned either exported their goods to the United States via a stopover or even outsourced parts of their production destined for the US market to connecting countries. Five connecting countries between the US and China Based on the 2017-2020 study period, various connecting countries can be empirically identified that were used to indirectly maintain access to the US market. In terms of foreign trade volume, the economically most important connecting countries include Mexico, Vietnam, Poland, Morocco and Indonesia.8 All five countries are characterized by the fact that both their exports of goods to the US and their imports of goods from China increased significantly between 2017 and 2020. In addition, greenfield investments (foreign direct investment to set up a new production facility) have risen significantly compared to the period before 2017.  However, the five countries show different priorities in their development, which differentiate them in their role as connecting countries between the USA and China. In Vietnam, exports to the USA in particular have risen sharply. China has been the most important procurement market for Vietnamese companies for years. Poland, Mexico and Indonesia are characterized as connecting countries primarily by the significant increase in imports from China. Morocco, in turn, was able to attract more Chinese foreign investment in particular. Greenfield investments have almost tripled here since 2017. However, Poland - a rather surprising candidate for the role of liaison country, as it is intuitively assigned to the US-oriented bloc - is positioned fairly centrally between the US and China according to the analysis of voting behavior within the United Nations9. In addition, Poland qualifies primarily due to the sharp rise in greenfield investments from China, primarily in the expansion of domestic battery production.10  It cannot be concluded from the previous studies on the USA and China whether German companies are also circumventing trade barriers from the USA via the countries identified. As the trade policy conflicts between the US and China differ significantly from those between the EU and China, there has been a lack of comparable empirical data to analyze connecting countries in the EU context. Opportunities and challenges As the German economy is strongly oriented towards foreign trade and is closely networked with both the USA and China, German companies play a particularly exposed role in the area of tension between the USA and China. Increased economic exchange with potential connecting countries would offer German companies an opportunity to mitigate the expected shock of a geopolitical bloc. They could at least maintain international trade to a certain extent and thus secure some of the endangered sales and procurement markets. On the other hand, there are also costs associated with expanding foreign trade relations with potential connecting countries. The greater complexity also increases the risk in the value chains. Companies that position themselves wisely within this trade-off buy themselves valuable time in the event of a shock to reorganize themselves against the backdrop of changed foreign trade conditions.  From the perspective of foreign trade policy, it is also possible to examine the extent to which stronger foreign trade cooperation with (potential) connecting countries could have advantages. The trade-off between resilience and complexity must then be assessed at a macroeconomic level, beyond individual company interests. In order to make it easier for companies to connect to potential connecting countries and to create appropriate framework conditions, German and European policy can build on existing comprehensive strategies at national and European level. Both the China Strategy11 and the National Security Strategy12 focus foreign policy on connecting countries as part of a stronger economic and political risk diversification. There is also a similar framework at European level with the EU's Strategic Compass13 . Following on from this, the German government could create targeted incentives to open up new markets in liaison countries, which would diversify critical supply chains and reduce one-sided dependencies.  At the same time, connecting countries pose a challenge. These can be used to circumvent foreign trade measures such as sanctions if flows of goods can find alternative routes via connecting countries more easily than before.  In order to realize opportunities and overcome challenges, close cooperation between science, politics and companies is required. This first requires the identification of a selection of potential connecting countries through scientifically sound analysis. This creates the basis for the subsequent steps in which European and German policymakers work closely with companies to create attractive framework conditions for trade with potential connecting countries - for example through bilateral trade agreements.  Attractive foreign trade framework conditions can create the necessary incentive to actually expand trade relations with potential connecting countries. Companies need to weigh up individual cases and make forward-looking decisions: To what extent is there a risk of a loss of production triggered by geopolitical conflicts? And how much would the complexity of the value chain increase if more potential connecting countries were included? Europe’s transatlantic China challenge

Abstract European states currently lack a clear joint strategy on China and a coordinated approach to US–China competition. This article offers a novel perspective on the challenges for European approaches to this issue due to an omnipresent transatlantic component and the risk of an alliance dilemma. Illustratively focusing on France, Germany and the UK, it demonstrates that Europeans are facing a transatlantic alliance dilemma with the risks of abandonment and entrapment. It argues that Europe needs to strike a balance between its dependence on Washington, especially with regard to European security, while fearing entrapment by the US approach towards Beijing as it aims to maintain economic ties with China. The article concludes that the ramifications of this dilemma can be mitigated through a distinctly European approach to China, strengthening European coordination on China and bolstering European strategic autonomy. As a conceptual piece rather than a full empirical analysis, this article therefore unpacks the strategic challenge and lays the groundwork for further empirical works on the topic. Introduction Strategic competition between the US and China plays out in many realms of international affairs, ranging from global trade to security in the Indo-Pacific. European states are directly affected by this dynamic as they maintain critical ties with both sides. Albeit allies of the US through NATO, Europeans have been reluctant to align with the US on its approach to the Indo-Pacific and China, which is currently characterised by the quest to win the strategic competition with Beijing in all areas of international affairs (see Leoni 2023). Furthermore, Europe maintains close economic ties with Beijing, and imports from China to the EU have most recently increased (Lovely and Yan 2024). European governments certainly do not pursue an approach of maintaining equidistance between the US and China: not only do they regularly emphasise their strategic proximity to Washington, but more recent events, such as the willingness of European allies to publicly adopt the wording of the communiqué from NATO’s Washington summit (NATO 2024) describing China as an ‘enabler of Russia’s war effort in Ukraine’, clearly demonstrate that the tone is changing in European capitals (Politi 2023). However, Europeans still tend to emphasise China’s role in global affairs and the importance of including it in multilateral cooperation formats. With the re-election of Donald Trump as US president, European policy on China and its approach to US–China competition will increasingly be a focus of the US administration. While the exact approach of the new US government still remains to be defined, there are good reasons to anticipate a more hawkish China policy from Washington, through which the US might seek not only to further compete with China, but to actually win this competition (see Pottinger and Gallagher 2023). When designing their approaches towards China—which, among the key European states, only Germany has done so far, with the publication of its China strategy in 2023—Europeans always face a transatlantic elephant in the room. US–China competition, a structuring feature of international relations shaping the global order today through the increasing emergence of geopolitical blocs (see Leoni and Tzinieris 2024), and China’s rising global influence in almost all areas of international affairs—ranging from climate to economics, the rules-based order and security—are forcing European states to reflect on their approach vis-à-vis Beijing (for a full discussion, see Oertel 2023; García-Herrero and Vasselier 2024). As NATO members, European states also need to adapt their strategy in light of the partnership with the US as their key ally. This article argues that European approaches towards China, as shown in the examples of France, Germany and the UK, have a distinctly transatlantic component. It illustrates how these three European states find themselves in an alliance dilemma with the US, and how the risks associated with alliances also define European approaches to China and US–China competition more broadly. As the US administration regularly refers to China as a ‘challenge’ (US Department of Defense 2022), this article alludes to this formulation through the coining of the term ‘transatlantic China challenge’ to describe the strategic challenges Europeans are facing with regard to defining their approach vis-à-vis China and US–China competition more broadly. It offers a conceptual understanding of the strategic challenges for Europe in this context and thereby constitutes a basis for a more thorough empirical analysis. The alliance dilemma and European strategy in US–China competition Originating in realist international relations theory, the alliance dilemma generally describes a situation in which states face risks resulting from joining an alliance. As demonstrated by Snyder (1984), smaller allies especially face a parallel risk of abandonment and entrapment by a hegemon, that is, the dominating power, after joining an alliance. Abandonment, in these circumstances, implies that the hegemon has no further interest in defending or supporting the smaller allies, whereas entrapment refers to a situation in which a state is ‘dragged into a conflict over an ally’s interests that [it] does not share, or shares only partially’ (see Snyder 1984, 466–8). In the context of alliances, a small state is ‘the weaker part in an asymmetric relationship, which is unable to change the nature or functioning of the relationship on its own’ (Wivel et al. 2014, 9), and hence has more limited space for action than the great powers (Wivel and Thorhallsson 2018, 267). This definition arguably applies to Europe in its partnership with the US, as demonstrated by the excessive military and economic dominance of the US as compared to the European states (see Stockholm International Peace Research Institute n.d.; International Monetary Fund 2025). The re-election of Trump as US president now presents the risk of an increased alliance dilemma for Europeans. On the one hand, Trump has announced several times that he does not value the alliance commitments within NATO and potentially would not defend European allies (Sullivan 2024), threatening Europe with abandonment. This scenario is being taken seriously in European capitals, and reflections on how ‘defending Europe with less America’ (Grand 2024) could shape up have gained traction, especially in 2024. Similarly, defence initiatives within the EU to enhance the European contribution to the continent’s security have leapt forward in recent years (see Scazzieri 2025). On the other hand, even the Biden administration had pushed Europe to align with the US approach on China (see Lynch et al. 2023). However, France and Germany in particular, as the big EU member states, have been hesitant to do so, as reflected in France’s opposition to the opening of a NATO liaison office in Tokyo (McCurry 2023) and Germany’s vote against tariffs on Chinese electric vehicles, fearing reprisals from Beijing (Demarais 2024). Trump’s foreign policy might be strongly characterised by issue linkage, which means that policies in one area will be linked to those in another area. Through this strategy, the new US administration might force Europeans into alignment and thereby entrap them, making them accept policies they are not eager to support (see Barkin and Kratz 2025). The exact policies of the Trump administration vis-à-vis European allies remain to be seen, but it is not hard to imagine a scenario in which abandonment and entrapment could emerge or increase, namely when the threat of abandonment is used to entrap allies and force them to support certain policy decisions. The alliance dilemma could play out for Europeans specifically when designing their approaches towards China (see Barkin and Kratz 2025) and formulating their response to US–China competition more generally. As noted above, among the big European states, only Germany has formally adopted a strategy on China, in 2023 (The Federal Government of Germany 2023). However, China and the response to US–China competition takes a prominent place in France’s Indo-Pacific Strategy and its strategy review (Government of France 2021; Secrétariat général de la défense et de la sécurité nationale 2022), and the UK systematically included the dimension of strategic competition in its Integrated Review and its refresh (Government of the United Kingdom 2021, 2023) and has announced an ‘audit’ of its China policy under the new government (Taylor 2024). While these strategies emphasise their individual approaches towards China and the risks stemming from US–China competition, the US has increasingly pressured Europe to align with its approach (Lynch et al. 2023) and can be expected to continue this pressure (Barkin and Kratz 2025). Through the potential issue linkage of security (openly questioned by President Trump) and China policy, Europe therefore finds itself in a new form of alliance security dilemma. European approaches to US–China competition: strategic hedging How can Europe respond to the alliance dilemma of the risks of abandonment and entrapment when it comes to its approaches to China? Reviewing the theoretical literature on the alliance dilemma, one can imagine different strategies. According to Snyder, members of alliances can choose between strategies that strengthen or weaken their commitment to the alliance. To demonstrate commitment, actions could include reassurances for the ally or demonstrations of loyalty, whereas actions to weaken the commitment to the alliance could consist of restraining the ally (mostly to reduce the risk of entrapment in a conflict), increasing bargaining power over the ally or preserving options for realignment outside the existing alliance (for a full discussion, see Snyder 1984, 466–9). Alternative strategies include hiding from cooperation, that is, ‘seeking to maximize autonomy by opting out of specific aspects of the cooperation or by setting up “bastions” in the cooperation’, or bandwagoning, through which states pursue strategies of adaptation ‘to the more powerful actors in the cooperation’ (Pedersen 2023, 442). At the moment, it seems that France, Germany and the UK ‘drive on sight’ rather than approaching the question holistically. The following analysis aims to unpack how the three European states see US–China competition, the risk of the alliance dilemma and how these reflections have played out so far in their strategies. The strategies of France, Germany and the UK on China demonstrate that their approaches are influenced by a distinctly transatlantic component and reflect the transatlantic alliance dilemma. This is visible in their (1) high awareness of the risks stemming from great power competition, (2) approaches to managing the risk of short-term abandonment, and (3) hedging to mitigate the medium- and long-term risks of abandonment and entrapment. The empirical evidence for this analysis was gathered through a qualitative analysis of European strategic documents, statements and policy decisions taken mostly during the period of the Biden administration. However, in light of the risk of a scaling-up of the alliance dilemma under the Trump administration, sources and evidence accessible by the end of January 2025 were included to illustrate the European approaches. In addition to publicly available documents and the sources mentioned above, this paper draws on conversations with policymakers and experts under the Chatham House rule. Mitigating risks from US–China competition: multilateralism instead of alignment That France, Germany and the UK are close allies with the US is clearly visible in their respective strategies on China, not least because of references they make to the importance of the alliance and their descriptions of their own positions between the two great powers. Overall, France, Germany and the UK share the perception of US–China competition and the emergence of blocs as potentially harmful to their interests. As a consequence, all three call for an inclusive multilateral order instead of falling into a logic of blocs, as the increasing competition is seen as a risk for Europe (Secrétariat général de la défense et de la sécurité nationale 2022, 9–15; The Federal Government of Germany 2020, 24–6; Government of the United Kingdom 2023, 22–6). The response of all three European powers to the emergence of blocs is multilateralism: instead of clearly aligning with the US, the French, German and British strategies call for building broader multilateral coalitions, which should, eventually, also include China (The Federal Government of Germany 2020, 23–6; Government of the United Kingdom 2023). The tone in Paris, Berlin and London towards Beijing has clearly changed over recent years; accordingly, the European capitals were also willing to support strong wording on China in the 2024 NATO summit declaration, which describes China as a ‘critical enabler’ of Russia’s ongoing war against Ukraine (NATO 2024). Albeit also recognised as a critical partner for key issues such as climate policy and trade, European states openly describe China as a ‘systemic rival’ and occasionally call out China’s behaviour, as they did, for example, in the case of a note verbale on the South China Sea (UN 2020). Nevertheless, Europe has not (yet) given in to US pressure to align with Washington’s more confrontational approach towards China (Etienne 2024). Even if European states and Washington have moved closer to each other, especially on economic security (Meyers and Reinsch 2023), the European positions on US–China competition demonstrate that Europeans are not willing to fully endorse or follow Washington’s approach—not least because European imports from China have increased in recent years (Lovely and Yan 2024). Managing the risk of short-term abandonment Since Trump’s election, the risk of abandonment by the US has been seen as increasingly high in Paris, Berlin and London.1 This is not least because Trump has openly questioned his willingness to adhere to Article 5 of the North Atlantic Treaty in the case of an armed attack on Europeans (Sullivan 2024). Europeans are especially concerned about issue linkage in this context, meaning that demands in a policy area other than security could be used as a condition. Concretely, Trump could use the threat of abandonment as leverage to compel Europe to align with the US on China policy.2 Barkin and Kratz (2025) suggest that Europe adopt a ‘carrot and stick’ approach, whereby Europe could start with an offer to the US: buying more liquified natural gas, defence goods and agricultural products from the US could mitigate the risk of abandonment. However, there is awareness among European states that coercion from the US to align on US–China policy, especially when linked to the threat of abandonment, might best be mitigated through enhancing European military capabilities—which would still leave the continent exposed to these threats, though to a lesser extent.3 Addressing the risk of medium- and long-term abandonment and entrapment: transatlantic hedging However, the risk of at least partial abandonment is not a new challenge for European strategy, and had already infused earlier strategic thinking. The shift of US strategic priorities away from Europe and to the Indo-Pacific has already been demonstrated in the allocation of resources to the different theatres. Moreover, European states have increasingly become aware that US forces will be withdrawn from their territories in the future and have concluded that they will have to step up their own commitment to European security (see Grand 2024). In parallel, there is an awareness in European capitals that showing more interest in the Indo-Pacific and giving more importance to policy on China is also a way for Europeans to demonstrate an understanding of their ally’s strategic priorities.4 Accordingly, the approaches of France, Germany and the UK to China and the Indo-Pacific also have to be understood as a commitment to the priorities of the US in order to keep this ally engaged in the European theatre and mitigate the risk of abandonment; however, European states abstain from fully aligning with the US approach, as their capabilities and strategic goals are perceived as diverging from those of the US. In this way, Europe aims to avoid entrapment over the medium term through slightly distancing itself from US policy. While all three European states also call for de-risking from China and diversification of their supply chains, maintaining strong economic ties with Beijing is a key component of their respective approaches—which contrasts with the US calls for decoupling. Furthermore, these states have never formally endorsed the US policy on China (Etienne 2024). Nevertheless, enhancing European capabilities would not only send a signal to Washington, but also qualify as hedging, understood as an ‘insurance policy’ to avoid a deterioration in US–Europe relations if the US opted for abandonment, or even as part of a move towards emancipation to reduce strategic dependencies on Washington (see Fiott 2018, 4–6). Conclusion: a transatlantic China challenge Designing their approaches to China and to US–China competition more broadly constitutes a complex strategic dilemma for European states. Paris, Berlin and London do not fully align with Washington’s approach, and it remains to be seen whether they will be willing to do so under the second Trump administration. To manage the risk of abandonment and entrapment, European states pursue different individual approaches to strategic hedging: their strategies on China and US–China competition are designed in a way that allows them to mitigate the risk of abandonment which might stem from significant transatlantic divergence, and to avoid automatic entrapment through their slight distancing from the US approach. From a theoretical perspective, this article has demonstrated that the alliance dilemma, along with the parallel fear of abandonment and entrapment by the US, is a major factor accounting for Europe’s limited strategies on China and its hedging behaviour. This article offers a conceptual analysis of the structural forces explaining European strategies, but other strategic cultures and relationships with the US could offer important complementary insights. To further analyse how individual European states design their strategies vis-à-vis China in light of the alliance dilemma and potential domestic constraints and specificities, neoclassical realism could offer an interesting analytical concept. This approach posits that structural forces set the parameters for foreign policy and treats domestic factors, including strategic culture, as intervening variables (see Rose 1998). Accordingly, it appears well suited for foreign policy analysis, and has indeed gained popularity in the field in recent years (see, for example, Martill and Sus 2024; Meibauer et al. 2021; Weber 2024). Empirically, this article constitutes a conceptual starting point rather than an exhaustive analysis of the strategy-making processes of European states with regard to China and US–China competition and makes a more comprehensive assessment desirable. The findings of this article have broader implications for policymaking. First, they demonstrate the necessity for Europe to determine its place in the increasing US–China competition. European coordination on the respective approaches vis-à-vis the US—especially in light of potential coercion to align—and China is of paramount importance to ensure that foreign policy strategies are mutually reinforcing and not undermining European objectives. Second, the article demonstrates that Europe currently responds to the ‘transatlantic China challenge’ through transatlantic hedging: while this strategy seems to be promising in the short term, it is questionable to what extent the strategy is sustainable and could help European states to navigate the parallel challenges of abandonment and entrapment. Unless Europe decides to fully align with the US—and it is questionable whether this decision would be in its interest—European states would be well advised to develop a sustainable long-term approach to China. A transatlantic dialogue on China, in which Europe and the US openly discuss synergies and divergences, could help prevent misunderstandings and decrease the risk of coercion or issue linkage due to a misreading of European approaches in Washington. Third, as the risks of (at least partial) abandonment and entrapment are systemic challenges due to the current composition of the transatlantic alliance, a logical step for European states to decrease their dependence on the US as the hegemon in the alliance would be to significantly strengthen European capabilities. Stronger military capabilities could help mitigate the ramifications of abandonment, and the aforementioned distinctly European strategy could allow Europe to avoid strategic entrapment in relation to China imposed by Washington. As Europe remains the junior partner in the transatlantic alliance, the parallel risks of abandonment and entrapment, as well as issue linkage, are highly likely to influence its approaches towards China in the long term, but there are certainly ways to render this ‘transatlantic China challenge’ less challenging. ORCID iDGesine Weber https://orcid.org/0009-0008-2643-0400Footnotes1. European Union Strategic Autonomy. Necessary but potentially problematic?

Abstract This paper examines the evolving concept of European Union Strategic Autonomy (EU-SA) within the context of contemporary geopolitical challenges, with a particular focus on EU-Russia and EU-China relations. EU-SA reflects the EU's aspiration to act independently in foreign policy, security, defence, and economic affairs, moving from a rule-taker to a rule-maker in global politics. The study outlines the historical development of EU-SA from 2013 to the present, highlighting key milestones such as the Strategic Compass and the impact of the Ukraine War, which accelerated efforts toward defence collaboration, energy independence, and economic resilience. It explores the transatlantic dynamics, noting growing uncertainties in the U.S. commitment to NATO and the resulting push for a more autonomous European defence posture. Additionally, it addresses the complex EU-China relationship, marked by both cooperation and competition, as well as the strained EU-Russia ties amid ongoing conflict. The paper concludes by questioning the economic feasibility and political risks of deeper EU strategic autonomy, especially regarding security centralisation and Germany's leadership role. Key Words: EU, Strategic Autonomy, Security, Geopolitics, U.S, China, Russia Introduction At the 2025 North Atlantic Treaty Organisation (NATO) Summit in The Hague, member states (Allies) committed to investing 5% of their Gross Domestic Product (GDP) annually in core defence requirements and defence- and security-related spending by 2035. They will allocate at least 3.5% of GDP annually, based on the agreed-upon definition of NATO defence expenditure, by 2035 to resource core defence requirements and meet the NATO Capability Targets. Allies agreed to submit annual plans that show a credible, incremental path to achieving this goal.[1] At the same time, Spain secured a special compromise, committing to meet core requirements with just 2.1% of GDP, making it the only exception to the broader 5% target. Previously, in 2014, NATO Heads of State and Government had agreed to commit 2% of their national GDP to defence spending, to help ensure the Alliance's continued military readiness. This decision was taken in response to Russia's illegal annexation of Crimea, and amid broader instability in the Middle East. The 2014 Defence Investment Pledge was built on an earlier commitment to meeting this 2% of GDP guideline, agreed in 2006 by NATO Defence Ministers. In light of the increase in defence spending, given that 23 out of 32 NATO Allies are EU member states, the idea of European Union strategic autonomy (EU-SA) comes to mind. This paper will explore the issue of EU-SA with a specific reference to EU-Russia and EU-China relations.[2] A Brief History of EU Strategic Autonomy European Union strategic autonomy is an evolving concept that reflects its ambition to act independently in strategically important policy areas, including foreign policy, security, defence, and economic relations. Strong strategic autonomy, according to Barbara Lippert, Nicolai von Ondarza and Volker Perthes, means being able to set, modify and enforce international rules, as opposed to (unwillingly) obeying rules set by others. The opposite of strategic autonomy is being a rule-taker, subject to strategic decisions made by others, such as the United States, China, or Russia.[3] The concept was first prominently discussed in the context of defence in 2013 and has since expanded to encompass a broader range of policy areas. Historically speaking, one can identify numerous phases during which EU-SA evolved. - 2013-2016: During this period, EU-SA focused on security and defence, with initiatives like the Permanent Structured Cooperation (PESCO) and the European Defence Fund, aiming to strengthen the EU's defence capabilities.[4]  - 2017-2019: During this period, the EU-SA shifted its focus to defending European interests in a hostile geopolitical environment, influenced by events such as Brexit, the Trump presidency, and China's growing assertiveness.- 2020: The COVID-19 pandemic highlighted economic vulnerabilities, prompting a focus on mitigating dependence on foreign supply chains, particularly in critical sectors like health and technology.- Since 2021: The scope widened to virtually all EU policy areas, including digital, energy, and values, with terminology evolving to include "open strategic autonomy," "strategic sovereignty," "capacity to act," and "resilience".- 2022: The Ukraine War and Accelerated Implementation. Russia's invasion of Ukraine catalysed concrete actions toward EU-SA, notably in defence, energy independence, and economic resilience. The European Council's Versailles Declaration (March 2022) expressed strong political will to increase EU-SA, calling for collaborative investments in defence, phasing out dependency on Russian energy, and reducing reliance on critical raw materials, semiconductors, health, digital technologies, and food imports.[5] - The Strategic Compass for security and defence policy (endorsed March 2022) outlines a roadmap to 2030, emphasising strengthened EU defence capacities. Among others, it includes: o   Establishment of a strong EU Rapid Deployment Capacity of up to 5000 troops for different types of crises.o   Ready to deploy 200 fully equipped Common Security and Defence Policy (CSDP) mission experts within 30 days, including in complex environments.[6]o   Conducting regular live exercises on land and at sea.o   Enhanced military mobility.o   Reinforcement of the EU's civilian and military CSDP missions and operations by promoting a rapid and more flexible decision-making process, acting more robustly and ensuring greater financial solidarity.o   Making full use of the European Peace Facility to support partners.[7] According to the EU itself, the EU-SA is not a zero-sum game, but rather a sliding scale between complete autonomy and full dependency, with different results for different policy areas. What is more, when compared to the famous Maslow's hierarchy of needs (European Parliament briefing's language), the EU is not only perceived as an economic power, but it is also seen as a normative power. Therefore, the EU is recognised for its core values of democracy, human rights and the rule of law. Ultimately, Maslow's “self-actualisation” could mean the achievement of an EU in which citizens recognise their European identity and which has realised its full autonomous policy potential.[8]   As if this is not enough, the same source introduces the concept of the 360° strategic autonomy wheel, which reportedly illustrates policy areas in which the EU aims for greater strategic autonomy, as well as the connections between them. Mutual influence between policy areas can happen across the wheel, but is particularly strong in adjacent areas. Military action, for example, can cause migration, health is linked to food quality, energy policy influences the climate, and misinformation undermines democracy. The wheel can help to understand links, set priorities and view potential conflicts. More autonomy in the digital green economy will, for example, require vast quantities of “rare earth” materials, making the EU more (instead of less) dependent on imports. Reductions in energy consumption achieved through the digitalisation of the economy (for example, by reducing transport) will be partly offset by the increase in energy consumption by electronic devices and data centres.   Global Context The significance of EU-SA lies in ensuring the EU's political survival and global influence in a multipolar world where its relative power is diminishing. The EU's long-term economic outlook is bleak: its share of global GDP, now at 17% (at current prices), could nearly halve by 2050. According to the World Economic Forum, this economic backsliding not only threatens Europe's ability to fund its social model but also risks weighing on the bloc's global influence, leaving it even more dependent on the U.S. and China.[9] Moreover, the COVID-19 pandemic highlighted the conflictual nature of economic interdependence, as reliance on foreign supply chains for critical goods exposed vulnerabilities. Soft power has become an instrument of hard power, necessitating autonomy in trade, finance, and investment.  The U.S.'s strategic pivot to Asia, the exclusion of Europe in conflicts like Nagorno-Karabakh, Libya, and Syria (termed Astanisation[10], which favours Russia and Turkey), the sidelining of the EU in EU-Russia negotiations regarding the war in Ukraine, and China's state-led economic model have all pushed the EU towards the sidelines. Transatlantic divide Security is a critical dimension, with significant uncertainty surrounding the U.S. commitment to NATO under the Trump administration. Reports indicate Trump has questioned NATO's Article 5 guarantees, with actions like withdrawing military personnel from a Ukraine aid hub in Poland on April 8, 2025, and proposing to stand down 10,000 light infantry troops in Poland, Romania, and the Baltic states by 2025.[11] This has led to fears of a "NATO-minus" scenario, where the EU must fill security gaps without full U.S. backing. In response, the EU is pushing for greater strategic autonomy in defence. Initiatives like ReArm EU are mentioned, with calls for the EU to develop a stand-alone, integrated military capacity to stabilise the global economy. As Jean-Pierre Maulny, Deputy Director of the French Institute for International and Strategic Affairs (IRIS), adequately observes "The risk is now clear: a form of bilateral agreement between the United States and Russia, benefiting the interests of both countries, could leave Ukraine severely weakened and an easy prey for Moscow, thereby weakening other European countries consequently. As a consolation prize, we will have to ensure Europe's conventional security, as U.S. Secretary of Defence Pete Hegseth announced to Europeans at the opening of the NATO ministerial meeting held in Brussels on 12–13 February 2025. This situation will place Europeans in a terrible dilemma: Either they do not wish to provide security guarantees to Ukraine and risk completely discrediting themselves in the eyes of powers such as the United States, Russia, and China, as Europeans will have demonstrated that they are unable to defend the continent, while also creating a significant long-term risk to Europe's security. Alternatively, they could provide security guarantees to Ukraine, accepting the financial burden that would impact the European Union's long-term competitiveness. In light of this situation, some advocate for the establishment of a European pillar within NATO. If one considers that the United States is negotiating peace in Europe without and against the Europeans, and that they no longer wish to defend Europe with conventional military means (will they respect the NATO Defence Planning Process?), Europeans should take on Europe's security fully. This would mean taking control of NATO. It will also be easier to make NATO and the European Union work together with a more Europeanised organisation".[12] Economically, there are several issues that contemporary demand addresses, but the most pressing is, of course, the Tariffs. The U.S. and European Union are running out of time to strike a deal on trade tariffs. Negotiations have been slow since both the U.S. and EU temporarily cut duties on each other until July 9. If an agreement is not achieved by then, full reciprocal import tariffs of 50% on EU goods, and the bloc's wide-spanning countermeasures are set to come into effect.[13] According to Almut Möller, Director for European and Global Affairs and head of the Europe in the World programme (European Policy Centre), "for the first time in decades, Europeans can no longer rely on a benign partner on the other side of the Atlantic, leaving them dangerously exposed and acutely vulnerable, including on the very foundations of liberal democracy. Until recently, the U.S. dominated a world order that provided a favourable environment for the EU to extend its membership, further develop, and leverage its strengths, particularly as a trading power, without having to worry much about geopolitics. Suddenly, liberal Europe looks very lonely, and is struggling to keep up with a world of change".[14] Other problems arguably include digital regulation and data protection, antitrust policy and digital taxation, fiscal policy and social protection, geopolitical rivalries, China's rise, and competition and trade policy. EU–China conundrum Both the EU and the U.S. are concerned about China's growing economic and technological influence, but they have differing approaches to addressing this challenge. The EU has sought to maintain a balance between cooperation and competition with China, while the U.S. has adopted a more confrontational approach.[15] These differences have led to tensions in areas such as trade policy and technology regulation. For example, the EU has been critical of the U.S.'s unilateral approach to addressing China's trade practices, while the U.S. has accused the EU of being too lenient towards China. These disagreements have made it difficult to achieve a coordinated transatlantic response to China's rise.[16] According to German experts, the balance of power between China and the EU and its member states is developing increasingly asymmetrically to Europe's disadvantage. Only in trade policy – and partially in investment – can the EU maintain its position in a manner respected by China.[17] Europe holds significant importance for China across various dimensions: economically, as its top supplier and second-largest export destination; technologically, as a source of advanced technology; institutionally, as a model to emulate; politically, to advance its objectives concerning other nations, particularly the United States; and selectively, as a collaborator in areas like global health and regional stabilisation. Unlike Russia and the United States, China perceives a vital interest in the EU's continued existence and unity within a multipolar world; yet, it employs a "divide and rule" strategy. China selectively rewards or penalises individual EU countries based on their political and economic significance and their compliance with China's expectations on key issues. These issues include arms sales to Taiwan, meetings with the Tibetan Dalai Lama, and positions on the Uighurs, human rights in China, and the South China Sea. China engages with Europe on multiple levels — political, economic, technological, cultural, and academic — using various political channels (such as strategic partnerships with the EU and individual EU member states), dialogue formats (like the 16+1 format with sixteen Central and Eastern European countries), and high-level bilateral intergovernmental consultations with Germany, France, and the United Kingdom. China's hopes that the European Union would emerge as an independent and comprehensive player in global politics, serving as a counterbalance to the United States, have diminished. However, China would be supportive of any European efforts towards achieving strategic autonomy, provided it does not translate into a confrontational approach towards China itself. In contrast, Europe's political priorities—such as ensuring peace and stability in East Asia, China's role in global stability, development, environmental issues, climate change, and non-proliferation, as well as improving human rights in China — are often considered secondary and are not actively pursued by all EU member states. Europe lacks a unified and assertive foreign policy stance regarding the geopolitical rivalry between the United States and China for dominance in the Asia-Pacific region. There is also an absence of a clear position on China's authoritarian vision of order. Even in trade and investment disputes, Europe struggles to establish a unified approach to resolving these issues. The EU member states are too diverse in terms of size, profiles, and interests in their dealings with China: Economically, there is a divide between countries that are appealing industrial and technological partners for China and those that compete for favour in Beijing. Some nations have a clear interest in global governance. Additionally, the United Kingdom and France maintain their respective military presences in the Asia region. In this context, ReArm EU and its financial instrument SAFE (analysed here https://worldnewworld.com/page/content.php?no=5384 ) have the potential to provide the EU with meaningful strategic autonomy and invite genuine geopolitical actorness. EU–Russia conundrum Since Donald Trump took office as the U.S. president, the coordination of transatlantic policies regarding Russia has largely disintegrated. The White House's openness to a comprehensive "deal" with Russian President Vladimir Putin contrasts with Congress's attempts to limit Trump's foreign policy options with Russia, resulting in the marginalisation of coordination with European allies. This situation is further complicated by Washington's increasing reliance on extraterritorial sanctions, a trend that began before Trump's presidency. Consequently, according to European foreign and security experts, Europe must achieve greater strategic autonomy in its dealings with Russia. However, this relationship is particularly strained by significant conflicts of interest. Russia's invasion of Ukraine significantly disrupted the previously peaceful and liberal democratic relations among European nations. Putin's "special military operation" compelled the EU to introduce seventeen (so far) escalating economic sanction packages aimed at undermining the Russian economy and ultimately limiting Russia's capacity to continue the war. In a gesture of solidarity with Ukraine, the EU has also allocated billions of euros to both EU member states and Ukraine to avert a humanitarian disaster and ensure the provision of essential needs for Ukrainians fleeing the conflict.[18] After three and a half years from the outset of the war, Russia continues to pose a complex challenge that the EU and European nations cannot address independently in the foreseeable future. If the U.S. security guarantee weakens before Europe can bolster its own capabilities, the EU could face new vulnerabilities that Russia might exploit along its external borders, such as in the Baltic states, and elsewhere. Currently, the EU and its member states lack sufficient means to deter Russia from pursuing its interests aggressively and recklessly in the shared neighbourhood.[19] Critics, on the other hand, argue that calls for EU strategic autonomy, particularly the creation of a European Army and a significant increase in military spending, are a double-edged sword. First, the primary official rationale is that the EU must prepare itself for a possible attack on EU member states by Russia. The legacy media are full of European leaders claiming that Russia will sooner or later attack Europe.[20] Yet, this claim is not substantiated with much evidence. The proponents of the European army completely disregard numerous doubts surrounding the 2013/2014 "Euromaidan" and the role of the CIA in the events.[21] Second, according to the Office of the High Commissioner for Human Rights (OHCHR) 's estimations, the total number of conflict-related casualties in Ukraine from April 14, 2014, to December 31, 2021, stood at 51,000 – 54,000. These numbers are broken down as follows: 14,200 - 14,400 killed (at least 3,404 civilians, estimated 4,400 Ukrainian forces, and estimated 6,500 members of armed groups), and 37,000 - 39,000 injured (7,000 – 9,000 civilians, 13,800 – 14,200 Ukrainian forces and 15,800 - 16,200 members of armed groups).[22] In short, the situation was chaotic, with many casualties among civilians. Third, it was allegedly Europeans who torpedoed a first chance of peace negotiations as early as April 2014 in Istanbul.[23] Fourth, many European leaders seem to be utterly oblivious to the fact that the prolongation of the war adds to the destruction of Ukraine and Ukrainian society, deaths and emigration. Last but not least, given the fact that it is Germany that calls for both the European Army and the federalisation of Europe (with some assistance from France), one should be extra careful given the role of Germans during the WWII and the fact that neither has there been any official peace treaty with Germany nor have they recompensated countries such as Poland. Conclusion Strategic autonomy may be a necessity for Europe, given the dynamics of transatlantic relationships. The questions, however, that have to be pondered (and it does not seem that anyone in the legacy media or mainstream academia is ready to ask them) are numerous. Who will pay for that? Can Europeans afford such expenses under the current economic circumstances, and even worse economic prospects? Is the centralisation of security and military a Pandora's box? Should Europeans allow Germany (of all EU member states) to take special responsibility for this project? Isn't the pro-war rhetoric of Western political leaders making relations with Russia even more tense and dangerous, in other words, leading to escalation? History has solemnly proven that when left to their own devices, the Europeans inevitably create disastrous conflicts that have lasting consequences for generations. The international reconfiguration's process towards multipolarity. The role of China as an emerging power

Abstract The international system is currently undergoing a process of reconfiguration that is having an impact on all areas of global development. In this process of reordering power relations, there is a tendency to move towards multipolarity, leaving behind the unipolar coalition established after the Second World War. In this context, several emerging powers are gaining increasing international power, which has led to changes in the hierarchy of power on the international geopolitical chessboard. Such is the case of the People's Republic of China, which has established itself not only as a power of great impact and relevance in the Asian region, but also in the entire international system. Namely, the management of the government and the Party in terms of innovation, industrialization, informatization, productivity, expansion and internationalization of its economic model, positions this country as the most dynamic center of the international economy. Evidencing that alternative models to the capitalist system are possible and viable, which strengthens the trend towards a systemic transition and multipolarity in the International System Introduction In the last two decades, a set of geopolitical and geoeconomic tensions and conflicts have become evident, with significant implications extending throughout the International System. As a result, we are currently experiencing a convulsion of the established order, giving way to a process of new global reconfigurations. In this context, several researchers and academics such as Jorge Casals, Leyde Rodríguez, Juan Sebastián Schulz, among others, have noted that these conditions have led to a crisis and hegemonic transition process, with a trend toward multipolarity in which the Asia-Pacific region is gaining increasing relevance. This article, titled "The International Reconfiguration’s Process Towards Multipolarity: The Role of China as an Emerging Power," is dedicated to analyzing the position of this country within the current international reconfiguration of power. Accordingly, the first section will systematize some essential guidelines to understand the current crisis and the decline of the hegemonic order established in the post-World War II period. The second section will address China's positioning amid the international reconfiguration of power. In this regard, it is important to note that China's rapid rise highlights how development management aligned with the Sustainable Development Goals can lead to a shift in the paradigm of international relations, as well as power reconfigurations that challenge the current balance of forces. Thus, it can be affirmed that China's rise constitutes a decisive element within the current trend toward multipolarity. DevelopmentNew International Order: Approaches to the Multipolar Reconfiguration of the International System The current international context is marked by a process of crisis. This crisis reflects the fact that the world order no longer aligns with the correlation of forces that gave rise to it during the post-World War II period. It is not a circumstantial crisis, but rather the interlinking of various interconnected crises that span across all sectors of life. That is to say, the effects of one crisis often become the causes of another, involving economic, political, social, cultural, ethical, moral, technological, commercial, and environmental components. In other words, it is a structural and systemic crisis—one that cannot be resolved unless a similarly systemic transformation occurs. To gain greater clarity, it is important to consider that the consolidation of the capitalist system brought about the process of globalization. This, in turn, introduced large-scale production and technological development capable of increasing output. This process, along with other characteristics of the system, has exponentially accelerated social inequalities between developed and developing countries. It has also led to strategic tensions over the control of resources, raw materials, and inputs, resulting in geopolitical conflicts. Furthermore, the capitalist system has imposed an extremely high environmental cost, demonstrating that it is exceeding both its own limits and those of the planet. Specifically, in its constant pursuit of profit and maximization of gains, negative environmental impacts are not factored into cost-benefit analyses, leading to widespread environmental degradation. Among other harms caused by the system, we observe a decline in investment rates, an increase in public debt, loss of autonomy in monetary policy, rising unemployment levels, reductions in real wages, and growing inequality, among others. In short, capitalism has become an unsustainable system whose primary concern is profit generation—something that is currently entirely incompatible with environmental preservation and the responsible use of natural resources. Therefore, it can be affirmed that some of its most alarming effects include: vast amounts of currency without backing, increasingly concentrated in fewer hands; acceleration of capital concentration in the West; rising military expenditures; and environmental pollution and destruction (Casals, J., 2023). On the other hand, it is necessary to clarify that, for a particular state to be considered hegemonic, it must not only exert its influence predominantly within the system of international relations; its hegemonic role must also be linked to the founding and establishment of a universally accepted concept of world order. That is, the majority of other states must recognize it as such and identify with the model promoted by the hegemon. Therefore, it is not merely a matter of a hierarchical order among states, but rather the adoption of a dominant model of production that involves those states. As a result, certain mechanisms or general rules of conduct are established for the participating states. For this reason, a hegemonic crisis involving the dominant actor in the system of international relations leads to a crisis in the social, economic, political, and institutional structures upon which that actor’s dominance was built. In light of these elements, we currently observe a set of powers within the International System that are vying to establish a new distribution of power—one that moves away from the unipolar coalition led by the United States following World War II. From this perspective, Juan Sebastián Schulz asserts: “A hegemonic crisis occurs when the existing hegemonic state lacks either the means or the will to continue steering the interstate system in a direction broadly perceived as favorable—not only for its own power, but also for the collective power of the dominant groups within the system.” (Schulz, J. S., 2022) As a result, strategic alliances have been formed and new power groups have emerged that influence international relations.These blocs are precisely what the new polarity is forming around, increasingly reinforcing the trend toward multipolarity. This is a system in which hegemonic influence is not determined by a single power, but by two, three, or more. In this regard, Juan Sebastián Schulz further notes that a process of insubordination is becoming evident, particularly in the Western peripheries. As a consequence, several countries have begun to criticize the configuration of the contemporary world order, initiating efforts to organize and propose alternative models (Schulz, J. S., 2022). This reveals the emergence of a new kind of power hierarchy, generating a global order in which a diversity of forces and actors prevails. In this context, China has experienced rapid growth, thereby contributing to the trend toward multipolarity. While this does not imply that the United States will cease to be one of the central powers in the system of international relations—given its considerable global influence—it is evident that there is a noticeable decline in the dominance it held during the unipolar era that emerged after the collapse of the USSR in 1991. This process of intersystemic transition unfolds in various phases. First, there is an observable economic transition marked by a shift in the center of gravity of the global economy toward emerging and developing economies. This shift is accompanied by a necessary technological transition, characterized by a new struggle—this time to lead the technological revolution. These changes, in turn, must be supported by a political transition. Currently, countries from the Global South have gained increasing prominence on the international stage [1]. From this foundation, a geopolitical transition is also underway, where the center of gravity and decision-making—once concentrated in the Anglo-Saxon West—is shifting toward the Asia-Pacific region. Finally, a cultural or civilizational transition is taking place, wherein the previously dominant value system is giving way to the rise of a new worldview. Based on this, the phases of the transition process can be outlined as follows: Existence of a stable order that brings together the majority of nation-states in the International System. - A crisis of legitimacy begins to affect the established global order. - A deconcentration and delegitimization of power emerges, impacting the hegemonic power. - An arms race and formation of alliances ensue in an attempt to preserve the hierarchical order by any means. This leads to a widespread crisis and the rise and emergence of new actors. - A necessary resolution of the international crisis. - Renewal of the system. (Schulz, J. S., 2022) In light of the above, it can be stated that a “new international order” is taking shape. Its manifestations are multifaceted, such as: - The rise of movements and associations of states that serve as alternatives to the neoliberal order. - Emerging powers like China and Russia are gaining strength in various sectors of the international geopolitical arena. - Russia's confrontation with NATO in the context of the conflict with Ukraine. - Sanctions imposed by the United States on various NATO and European Union countries have strengthened the BRICS nations. - The incorporation of new members into BRICS can be seen as an attempt to counterbalance the economic and political dominance of the United States and the European Union. - The expansion of anti-imperialist and anti-neoliberal integration mechanisms that promote South-South cooperation, such as the G-77 + China group. - The financial sanctions imposed by the West on Russia in the context of the Ukraine conflict have sparked a debate about the viability of the international monetary system and the role of the U.S. dollar as a reserve currency. - China and Russia conduct transactions in yuan and sell oil in this currency to Iran, Venezuela, and Gulf countries. China has increased its economic and political influence in the world, which can be seen as a challenge to U.S. hegemony. Its leadership within BRICS and its growing role in the global economy may be indicators of a shift in the balance of power. All these developments reflect a growing awareness within the International System of States regarding the importance of international cooperation to address global challenges such as the climate crisis, pandemics, and food security. They also serve as indicators that a transformation is underway in the way countries interact with each other, resulting in a shift in the economic, political, and strategic center of gravity. In this context, the United States has unleashed a global hybrid war as a desperate attempt to defend and maintain its hegemonic position, which once appeared unshakable in the postwar world. To this end, it has targeted China, as the latter represents its main threat in the economic and scientific-technological order. From this perspective, tensions between the United States and China have significantly deteriorated since the Republican administration of President Donald Trump. Beginning in 2017, his policy took on an aggressive stance toward China, manifesting through a trade war and economic attacks aimed at preserving U.S. global hegemony. This demonstrates that, in response to a process of decline already underway, nationalist and protectionist efforts intensified in the U.S., with policies targeting some of the emerging pillars of the crisis-ridden world order—China being a primary example. Under the administration of Joseph Biden, the focus shifted toward competition, emphasizing the commitment to protect U.S. sovereignty from potential Chinese threats. A significant shift in U.S. foreign policy toward Taiwan became evident with the approval of arms sales to Taiwan in August 2023, which escalated tensions in the region (Collective of Authors). Furthermore, in recent years, the United States has increasingly worked to generate geopolitical and geoeconomic motivations aimed at fostering tensions between China and Russia, potentially sparking conflict between the two. It has strengthened alliances with neighboring countries of these powers—most notably Taiwan and Ukraine—which has triggered concerns and tensions in both nations. A containment policy has also been deployed, including the imposition of trade barriers and tariffs on Chinese products; restricting Chinese companies’ access to U.S. technology and markets; and promoting the diversification of supply chains to reduce dependence on China. Nevertheless, the ongoing sanctions and restrictions have only served to reaffirm the shared survival interests of both powers, strengthening corporate ties and relations between them. These actions also reflect the growing concern among U.S. power groups over the decline of their hegemonic dominance. The Emergence of China and Its Role in the Transition Toward Multipolarity In a previous article titled "The Synergy Between Economy and Environment in China Through the Achievement of the Sustainable Development Goals," (‘La sinergia entre economía y medio ambiente en China mediante la consecución de los Objetivos de Desarrollo Sostenible’) the process of socioeconomic transformations experienced in the People's Republic of China over the past decade was discussed. These transformations have been primarily aimed at revitalizing the nation in preparation for its centenary in 2049. This strategy is rooted in aligning the Centenary Goals with the Sustainable Development Goals (SDGs) set for 2030, under the leadership of the Communist Party and the momentum driven by President Xi Jinping. The results of this strategy have had an impact not only on the Asian Giant itself—now a decisive actor in the Asian region—but also on the international order as a whole. As a result, China has emerged as a powerful rising power, with promising prospects for further elevating its development standards. This is backed by sustained GDP growth, averaging between 6% and 8% annually, indicating a robust economy. In addition, China holds vast foreign exchange reserves, granting it economic stability and the capacity to withstand potential external shocks. It also invests heavily in modern infrastructure and cutting-edge sectors such as artificial intelligence, 5G technology, and renewable energy—all of which enhance its competitiveness and lay the groundwork for long-term sustainable growth (Lagarde, CH). Nonetheless, China has also had to confront significant challenges in its gradual and progressive approach to the desired development model. Among these is the environmental cost associated with its rapid economic growth. For instance, China still experiences high levels of greenhouse gas (GHG) emissions, along with air, water, and soil pollution. In response, measures have been implemented such as the establishment of a national monitoring network and the replacement of coal heating systems in Beijing. Efforts have also been made to purify water resources polluted by industrial processes, and imports of solid waste have been reduced to help decontaminate soils affected by industrial and agricultural activities (González, R., 2023). In general, the development of renewable energy and a circular economy model is being promoted to enable a gradual transition toward a green economy, grounded in the concept of an ecological civilization. For this reason, China’s new era is committed to scientific and technological innovation as a means of driving economic growth that is both sustainable and capable of ensuring a higher quality of life for its population. This, in turn, leads gradually toward a new model of political leadership and economic management. In this regard, Jin Keyu, Professor of Economics at the London School of Economics and Political Science (LSE), has stated that “trillions of dollars of investment are needed for the global green transition, and China is going to play an essential role in that transformation” (Feingold, S., 2024). Based on the aforementioned elements, various authors such as Dr. C. Charles Pennaforte, Dr. C. Juan Sebastián Schulz, Dr. C. Eduardo Regalado Florido, among others, have indicated that the millenary nation represents a threat to the hegemony held by the United States since World War II. Consequently, it is recognized that a process of hegemonic crisis and transition is currently underway, with the Asia-Pacific region emerging as the center of gravity of the global power, thereby contributing to the multipolar transformation of the International System. The authors of “Is China Changing the World?” argue that “market socialism with “Chinese characteristics” must gradually and more clearly diverge from capitalism if it is to embody a genuinely alternative path for all of humanity.” In pursuit of this goal, China bases its policy of peaceful coexistence on five fundamental principles:Respect for sovereignty and territorial integrity, regardless of a country's size, power, or wealth. Mutual non-aggression Non-interference in the internal affairs of other countries, acknowledging that each nation has the right to freely choose its own social system and path of development. Equality and mutual benefit Peaceful coexistence. (Herrera, R.; Long, Z.; and Andréani, T., 2023) The rise of China as a major international power under these principles has been consolidating since 2012 under the leadership of Xi Jinping and the Communist Party of China (CPC), gaining particular momentum from 2020 to the present. Thus, China has not only become the leading power within the Asian regional balance but has also expanded its presence across Europe, Africa, and Latin America—primarily through loans, investments, and multilateral cooperation initiatives such as the Forum on China-Africa Cooperation (FOCAC) in Africa and the China-CELAC Forum in Latin America. In addition, China has positioned itself as a leader in several sectors, and it is projected that its economy may surpass that of the United States, increasing its Gross Domestic Product (Rodríguez, L., 2022). It has also undergone a process of opening up, energizing both its international trade and its overall foreign relations, all under the control of the Government and the Party. This, combined with its rise and development initiatives, has made China a focal point of interest for many countries within the International System seeking to jointly advance projects based on cooperation, the principle of shared advantage, and multilateralism. In this regard, the white paper "China and the World in the New Era," published by the Central Committee of the Communist Party of China in 2019, states: “The world is moving rapidly toward multipolarity, diverse models of modern development, and collaboration in global governance. It is now impossible for a single country or bloc of countries to dominate world affairs. Stability, peace, and development have become the common aspirations of the international community.” (People’s Republic of China, 2019. Quoted in Schulz, J. S., 2022) Undoubtedly, this rise has become a source of concern for U.S. power groups, which have increasingly applied geostrategic pressure. Notably, the United States has strengthened military alliances with India, Japan, and Australia in an effort to encircle China and attempt to control or obstruct its maritime routes—this also being a manifestation of the intensification of the imperialist arms race. Nonetheless, China has maintained its development strategy and, as part of it, has strengthened its diplomatic network and its relations with multiple countries across all world regions. For all these reasons, China has become the most dynamic center of the global economy. Notably, it went from representing 4% of global GDP in 1960 to 16% in 2020—undeniable evidence of rapid economic growth. Moreover, it has become the world’s largest exporter of goods and also the leading importer, establishing itself as a major industrial power. In this regard, United Nations data reveal that China leads global industrial production, accounting for 30% of the total. This figure surpasses other industrial powers such as the United States (16%), Japan (7%), Germany (5.7%), and South Korea (3.2%) (Schulz, J. S., 2022). In addition, China has remained the world’s leading manufacturing power for approximately 15 consecutive years, according to statements from the Ministry of Industry and Information Technology at the beginning of this year. This sector alone has contributed over 40% to overall growth. Likewise, in 2024, China experienced a significant increase in foreign investment, reflecting its interest in strengthening international cooperation for development. Efforts are also underway for urban renewal in 2024, with around 60,000 projects being implemented across various cities. These initiatives are primarily aimed at transforming underdeveloped neighborhoods and creating smarter urban areas (Embassy of the Republic of Cuba in the People's Republic of China, 2025). In this regard, the following graphs illustrate the value of China’s international trade during the 2016–2024 period, highlighting a strong presence of exports compared to imports. A second chart shows China's global export share, where it holds a dominant position.   Thus, China has risen as a center of power in the international system, with leadership not only in the economic domain but also in science and technology. At the same time, it has promoted a series of investments and a process of internationalizing its national currency. Accordingly, the Asian Giant offers an alternative model of development—one that is more comprehensive and sustainable—allowing it to propel the new phase of Chinese development. This phase aims not only to fulfill the dream of national rejuvenation but also to ensure the survival of its unique political, economic, and social model. Nevertheless, the significant challenges of sustaining growth cannot be overlooked. From this perspective, experts believe that new avenues of growth will be necessary for China to maintain the trajectory it has been experiencing. Specifically, the country must continue expanding its industrial sector while strengthening areas such as artificial intelligence, digital financial services, and green technologies (Feingold, S., 2024). It is also important to highlight the projected continuity and leadership of the Chinese government, with Xi Jinping identified as a key figure in the implementation of the Sustainable Development Goals (SDGs) in China, in conjunction with the socioeconomic transformation strategy toward the 2049 centenary. This has been pursued through the defense of multilateralism, economic openness, and international integration and cooperation in support of global development. Conclusions In light of the above, a decline in U.S. hegemony can be observed, even though this process is not linear—nor is it certain whether any single power or coalition has come to occupy a hegemonic position. What is clear, however, is the existence of a trend toward multipolarity, driven by emerging powers and the strategic ties they are establishing. This is giving rise to a non-hegemonic reconfiguration of power blocs, which are building a multilateral and multipolar institutional framework. It can also be affirmed that China has become the most dynamic center of the global economy. This has been supported by its growth strategy focused on industrialization, digitalization, innovation, productivity, expansion, and internationalization of its development model—while maintaining a strong emphasis on environmental sustainability. A range of key initiatives and development projects have been implemented to support the country's rise, consolidating its role in the multipolar reconfiguration of the International System. All of this has been essential in driving China’s new phase of development and contributing to the broader process of multipolar transformation. Undoubtedly, China’s rapid ascent represents a significant challenge to the International System, as it reflects a shift in international relations and a transformation in the distribution and hierarchy of global power. Notes [1] It is important to clarify that the so-called Global South should not be equated with the Third World, as the distinction between the First and Third Worlds is primarily based on economic and technological differences, which do not align with the current circumstances of the International System of States.
