Artificial Intelligence and International Military Conflicts – the case of war in Ukraine.

It departs from an assumption that the emerging technology will have a deterministic and potentially transformative influence on military power.This project intends to ascertain the role of autonomous weapons in modern military conflicts. In doing so, it further adds to the recent debates, which take place among scholars, military leaders as well as policy makers around the world regarding the potential for AI to be the source of future instability and a great power rivalry.It is suggested that there is an urgent need to regulate the development, proliferation and usage of autonomous weapons and weapon systems driven by AI before it is too late – namely the AI achieves cognizant skills. 1.DefinitionsEncyclopedia Britannica proposes that artificial intelligence (AI) is the ability of a digital computer or computer-controlled robot to perform tasks commonly associated with intelligent beings. The term is frequently applied to the project of developing systems endowed with the intellectual processes characteristic of humans, such as the ability to reason, discover meaning, generalize, or learn from past experience.1Interestingly enough AI defines itself as referring to the simulation of human intelligence processes by machines, particularly computer systems. These processes include learning, reasoning, problem-solving, perception, and language understanding. AI enables machines to perform tasks that typically require human intelligence, such as visual perception, speech recognition, decision-making, and natural language processing. AI technologies encompass machine learning, neural networks, deep learning, and other advanced algorithms that allow machines to mimic cognitive functions.2In the context of the military, artificial intelligence refers to the utilization of AI technologies and systems to enhance military capabilities, operations, and decision-making processes. Military applications of AI include autonomous weapons systems, drones, cyber defense mechanisms, predictive analytics for strategic planning, and battlefield surveillance. AI can be used to analyze large volumes of data quickly, identify patterns, and make real-time decisions to support military objectives. While AI offers significant advantages in terms of efficiency and precision, there are ethical considerations and concerns regarding the potential risks of autonomous AI systems in warfare.32. AI in the War in Ukraine and Israel vs. Hamas - UkraineThe ongoing war in Ukraine is arguably the first “full scale drone War”, which also employs loitering munitions, autonomous ships, undersea drones for mine hunting and uncrewed ground vehicles being deployed.AI is heavily used in systems that integrate target and object recognition and geospatial intelligence. Analysis of satellite images, geolocating and analysing open-source data such as social media photos in geopolitically sensitive locations. On top of that neural networks are used, for example, to combine ground-level photos, drone video footage and satellite imagery.AI-enhanced facial recognition software has also been used on a substantial scale. AI is playing an important role in electronic warfare and encryption as well as cyber warfare, especially in support of defensive capabilities. Finally, AI has also been employed to spread of misinformation - the use of deep fakes as part of information warfare. The emergence of this new technology has created new actors, private companies further fueling the so-called privatisation of security: Palantir Technologies, Planet Labs, BlackSky Technology and Maxar Technologies are some examples of such.The AI driven systems make a fundamental change in the field so much so that the combined use of aerial and sea drones in the October (2022) attack on Russia’s Black Sea flagship vessel, the Admiral Makarov, was perceived by some analysts as perhaps a new type of warfare.4What makes this conflict unique is the unprecedented willingness of foreign geospatial intelligence companies to assist Ukraine by using AI-enhanced systems to convert satellite imagery into intelligence, surveillance, and reconnaissance advantages. U.S. companies play a leading role in this.These examples illustrate that the current conflict in Ukraine is a testing ground for AItechnology.- Israel vs. HamasIsraeli military says it’s using artificial intelligence to select many of these targets in real-time. The military claims that the AI system, named “the Gospel,” has helped it to rapidly identify enemy combatants and equipment, while reducing civilian casualties.5 Allegedly, multiple sources familiar with the IDF’s (Israel Defensive Forces) targeting processes confirmed the existence of the Gospel, saying it had been used to produce automated recommendations for attacking targets, such as the private homes of individuals suspected of being Hamas or Islamic Jihad operatives. In recent years, the target division has helped the IDF build a database of what sources said was between 30,000 and 40,000 suspected militants. Systems such as the Gospel, they said, had played a critical role in building lists of individuals authorised to be assassinated.6 According to IDF’s own website the use of these tools does not change the obligatory principles and rules in the Intelligence Directorate's SOP and related instructions. They do not generate orders for attacks. They do not generate new intelligence that could not otherwise be accessed by an intelligence analyst. They do not constitute the sole basis for determining targets eligible to attack – regardless of how accurate they are. On the contrary, these tools improve the quality of the intelligence process outcome. They facilitate the accessibility of the analyst to relevant information, and help the analyst be more informed of the most up-to-date and relevant intelligence sources, making the analyses more precise. They reduce the risk of errors that may occur in intelligence analyses.7 3. AI and War As far as the role of AI driven technologies and software is concerned it is probably useful to think about them as the third revolution in warfare. The first one being mostly about gunpowder and the second one being about nuclear weapons.Additionally, one should also bear in mind that AI is closely related to the so-called cyber domain, which in the literature is often referred to as the fifth domain of warfare. (The first one being land, the second being sea, the third being air and the forth being space, as in cosmic space.)While AI and associated technologies hold potential for reducing harms of war if developed and applied responsibly, there exist significant risks of technological escalation, loss of human control and value alignment that demand proactive international cooperation and oversight to guide research and use of these systems. Nonetheless all major powers, including US and China are working nonstop to develop relevant AI driven military systems hoping to achieve potential advantages against each other. These technologies include: machine learning/deep learning applications with military uses like drone/vehicle autonomy, cyber/info warfare and predictive analytics of populations/scenarios.At the same time AI poses novel challenges and escalatory risks that differ from past arms races and call for new frameworks of governance and norms. Autonomous weapons threaten to undermine international humanitarian laws by removing human accountability from targeting - problems of biases, uncertain risks of loss of meaningful human control. Other related risks include preemptive/predictive AI for mass surveillance, social control and information warfare which is likely to erode principles of sovereignty, privacy and consent.It does not take the stretch of imagination to expect a certain level of ‘techno-tyranny’ in the future. Job losses to robotic systems are probably a given and as such risk further politico-economic instability. This consequently calls for just transitions and perhaps even a universal basic income.The Opaque ‘black box’ nature of neural networks hinders verification and accountability, fuelling distrust. Furthermore, there is a potential for accidental or unintentional escalation. Without safeguards and transparency, AI may ultimately serve military-industrial complexes and geopolitical ambitions rather than global security needs.The fast-emerging technology needs to be urgently regulated. International initiatives for AI governance (norms or regimes) will probably have to be introduced by the UN and its technical bodies. These will have to include outcome accountability’ through system design, impact assessments, red lines on certain applications and universal access to benefits.As warns Heidy Khlaaf, Engineering Director of AI Assurance at Trail of Bits, a technologysecurity firm warns “AI algorithms are notoriously flawed with high error rates observed across applications that require precision, accuracy, and safety,”8Reportedly, in a simulation of a military exercise carried out by US Military Force, an AI drone 'killed operator' after going rogue. The robot worked out its controller was stopping it 'completing objectives on test.9In parallel, Chinese scientists create and cage world’s first AI commander in a PLA laboratory. “The highest-level commander is the sole core decision-making entity for the overall operation, with ultimate decision-making responsibilities and authority,”104. AI and International SecurityIn terms of national security-level applications of an AI, one can clearly identify numerous milieu:- MilitaryAI is transforming military operations by enabling autonomous systems, such as drones and robots, to perform tasks that were previously carried out by humans. These systems can be used for surveillance, reconnaissance, target identification, and even combat. AI-powered algorithms can analyze vast amounts of data to provide real-time intelligence, enhance situational awareness, and support decision-making processes on the battlefield- CybersecurityAI is crucial in combating cyber threats, as it can detect and respond to attacks more effectively than traditional security measures. Machine learning algorithms can analyze network traffic patterns, identify anomalies, and detect potential breaches. AI can also help develop predictive models to anticipate future cyber threats and vulnerabilities, allowing organizations to strengthen their defenses proactively.- Intelligence and SurveillanceAI enables intelligence agencies to process and analyze massive volumes of data, including social media feeds, satellite imagery, and communication intercepts. Natural Language Processing (NLP) algorithms can extract valuable insights from unstructured data sources, aiding in counterterrorism efforts, identifying potential threats, and monitoring geopolitical developments.- Decision Support SystemsAI can assist policymakers and military leaders in making informed decisions by providing predictive analysis and scenario modeling. Machine learning algorithms can analyze historical data, identify patterns, and generate forecasts regarding potential  conflicts, resource allocation, or geopolitical developments. This helps in strategic planning and resource optimization.- Autonomous Weapons SystemsThe development of autonomous weapons systems raises ethical concerns and challenges in international security. AI-powered weapons can operate without direct human control, leading to debates about accountability, proportionality, and adherence to international humanitarian law. International efforts are underway to establish regulations and norms governing the use of such systems.- Diplomacy and Conflict ResolutionAI can facilitate diplomatic negotiations and conflict resolution by providing data-driven insights and analysis. Natural Language Processing algorithms can assist in analyzing diplomatic texts, identifying common ground, and suggesting potential compromises. AI can also simulate scenarios and predict the outcomes of different negotiation strategies, aiding diplomats in finding mutually beneficial solutions.- Threat Detection and PreventionAI can enhance early warning systems for various threats, including terrorism, nuclear proliferation, and pandemics. Machine learning algorithms can analyze patterns in data to identify potential risks and predict emerging threats. This enables governments and international organizations to take proactive measures to prevent or mitigate these risks.5. ConclusionIn the world of microelectronics, experts often talk about Moore's law: the principle that the number of transistors on chips doubles every two years, resulting in exponentially more capable devices. The law helps explain the rapid rise of so many technological innovations, including smartphones and search engines.Within national security, AI progress has created another kind of Moore's law. Whichever military first masters organizing, incorporating, and institutionalizing the use of data and AI into its operations in the coming years will reap exponential advances, giving it remarkable advantages over its foes. The first adopter of AI at scale is likely to have a faster decision cycle and better information on which to base decisions. Its networks are likely to be more resilient when under attack, preserving its ability to maintain situational awareness, defend its forces, engage targets effectively, and protect the integrity of its command, control, and communications. It will also be able to control swarms of unmanned systems in the air, on the water, and under the sea to confuse and overwhelm an adversary.11References*This paper was presented at International Studies Association 65th Annual Convention. How might a wider Middle East conflict affect the global economy?

An escalation of conflict in the Middle East could increase uncertainties, harming inflation reduction efforts and hurting growth. It has been over a year since the Hamas-led attack on Israel. Israel’s response in Gaza has resulted in widespread destruction and significant loss of life. The conflict has since expanded beyond Gaza, involving the Houthis in Yemen, Hezbollah in Lebanon and Iranian strikes targeting Israel. In addition to the awful humanitarian cost of the conflicts, the war and the possibility of its further expansion pose significant repercussions for the global economy. This article discusses three potential ways in which the current conflict and a wider conflict in the Middle East could affect the global economy. Increased geopolitical uncertainties First and foremost, an escalation of the Middle East conflict could lead to greater geopolitical uncertainties. Figure 1 shows the evolution of the geopolitical risk (GPR) and geopolitical acts (GPRA) indices (Caldara and Iacoviello, 2022) – these are text-based measures of heightened uncertainties due to adverse geopolitical events such as wars, terrorism and international tensions. (See this article for more discussion about these measures.) Following the Hamas-led attack on 7 October 2023, both the overall GPR index and its ‘war and terror acts’ component spiked strongly, to a level higher than that seen during the ISIS attack in Paris in November 2015. Both indices eased significantly in the months following October 2023 despite the continuation of the conflict. But they jumped again following Israel’s attack on southern Lebanon in September 2024. As of mid-October 2024, the GPR and GPRA remain, respectively, 21% and 35% higher than their historical averages.   What might be the consequences of such elevated levels of risk? Research tells us that higher geopolitical risk raises oil prices (Mignon and Saadaoui, 2024). It also reduces global investment and increases inflation (Caldara et al, 2022). Greater geopolitical risk has a significantly negative impact on business and consumer confidence in several advanced economies (de Wet, 2023). This is because consumers typically cut non-essential spending and businesses postpone investment decisions during turbulent times. This reduces firm-level investment, particularly for businesses with higher initial investment costs and greater market power (Wang et al, 2023). Higher geopolitical risks also reduce global trade and financial flows, causing greater volatility in capital flows in emerging markets (Kaya and Erden, 2023). Oil production cuts and higher energy prices The second way in which the Middle East conflict could affect the global economy is its impact on energy prices, both directly through production cuts and indirectly through greater uncertainties. In response to Israel’s actions against its neighbours, the Organization of the Petroleum Exporting Countries (OPEC) could reduce oil production to penalise countries supporting Israel. A similar action in the 1970s led to a significant jump in oil prices, which contributed to years of stagflation, with higher global inflation and recessions in major economies. Before Israel's attack on Lebanon at the end of September, oil prices had been declining due to falling demand, particularly from China. On the supply side, oil production had increased in Canada and the United States, countering the production cuts by OPEC, and Saudi Arabia was expected to increase oil production from December. But the situation quickly reversed following Israel’s attack on Lebanon. Oil prices jumped by nearly $10 per barrel within a week, before easing by around $5 per barrel. While the immediate oil price impact of Israel’s attack has mostly faded, the potential for higher oil (and other energy) prices still poses a risk to global inflation and economic activity (Liadze et al, 2022). To provide further context for the potential scale of this impact, we can show what would happen if oil and gas prices were to remain $10 higher for two years than the baseline levels projected in the Summer Global Economic Outlook from the National Institute of Economic and Social Research (NIESR), using NIESR’s Global Macroeconometric Model (NiGEM). The results demonstrate that the $10 rise in oil and gas prices increases inflation by around 0.7 percentage points in major economies in the first year (see Figure 2). The impact is higher in China, where the economy relies relatively more on oil imports for its strong manufacturing industries. The inflationary pressures persist for two years despite central banks’ efforts to curb inflation by increasing interest rates.   The effect of higher oil and gas prices on real GDP is shown in Figure 3. In the scenario described above, GDP would fall by 0.1-0.2% in major economies immediately. Partly due to higher interest rates, real GDP would continue to weaken for three years following the shock. After this, economic activity would start to return to base levels as oil and gas prices revert to their levels in the baseline forecast.   Increased shipping costs and supply chain disruptions A wider conflict in the Middle East could also affect the economy through higher shipping costs and supply chain disruptions. Houthi attacks on commercial ships in the Red Sea in late 2023 showed that such disruptions can have a huge impact on global trade through shipping, which comprises 80% of world trade volume. Following the rocket attacks by the Houthi rebels, some commercial shipping re-routed from the Red Sea to the Cape of Good Hope, leading to significant delays in travel times and increased freight costs. As a result, the Shanghai Containerized Freight Index – a measure of sea freight rates – rose by around 260% in the second quarter of 2024 with additional disruptions to supply chains. Our analysis shows that an increase of 10 percentage points in shipping cost inflation can lead to import prices rising by up to around 1% and consumer inflation increasing by around 0.5% in OECD countries. As Figure 4 shows, the impact of shipping costs on inflation shows its full effects over six quarters. This means that inflationary concerns could be with us for the next year and a half as a result of higher shipping costs that may emerge from any possible escalation of the Middle East conflict.   Wider economic implications and policy responses While rising geopolitical risk and increased oil and shipping costs can each individually exert upward pressure on inflation and may slow down economic activity in the global economy, the combined impacts are likely to be greater. Countries with stronger trade and financial ties to the Middle East and those that rely heavily on oil imports as an input for domestic production would be most affected. On the monetary policy front, central banks may have to take a more hawkish stance in response to rising inflationary pressures from the Middle East conflict. This could lead to higher interest rates, which would further dampen economic activity, particularly in an environment where there are already recessionary concerns in some major economies. Beyond its immediate economic implications, an escalation of the Middle East conflict could trigger large-scale displacement of people, which would increase economic and social pressures on neighbouring countries. Many countries may also have to increase their military spending in response to growing regional tensions. Given that public debt levels are already elevated in many countries due to successive shocks to the global economy over the past decade, any additional defence spending could come at the expense of public infrastructure investments that would otherwise boost productivity growth. Overall, the global economy is already underperforming as a result of the lagged effects of tight monetary policies, weaker global trade, a slowing Chinese economy and uncertainties surrounding the upcoming US election and possible changes to US trade policy. A potential escalation of conflict in the Middle East could exacerbate the situation by increasing uncertainties, harming efforts to bring down inflation and reducing global GDP growth. Over the medium and long term, it could further damage the global economy, with the possibility of refugee crises as well as increased defence spending, making the effects more complex and longer lasting. This work is licensed under a Creative Commons Attribution-ShareAlike 4.0 International License.

What Trump’s victory means for Ukraine, the Middle East, China and the rest of the world

While the former put on a brave face, the latter are finding it hard to hide their glee.  On the war in Ukraine, Trump is likely to try to force Kyiv and Moscow into at least a ceasefire along the current front lines. This could possibly involve a permanent settlement that would acknowledge Russia’s territorial gains, including the annexation of Crimea in 2014 and the territories occupied since the full-scale invasion of Ukraine in February 2022.  It is also likely that Trump would accept demands by the Russian president, Vladimir Putin, to prevent a future Ukrainian Nato membership. Given Trump’s well-known animosity to Nato, this would also be an important pressure on Kyiv’s European allies. Trump could, once again, threaten to abandon the alliance in order to get Europeans to sign up to a deal with Putin over Ukraine.  When it comes to the Middle East, Trump has been a staunch supporter of Israel and Saudi Arabia in the past. He is likely to double down on this, including by taking an even tougher line on Iran. This aligns well with Israeli prime minister Benjamin Netanyahu’s current priorities.  Netanyahu seems determined to destroy Iran’s proxies Hamas, Hezbollah and the Houthis in Yemen and severely degrade Iranian capabilities. By dismissing his defence minister, Yoav Gallant, a critic of his conduct of the offensive in Gaza, Netanyahu has laid the ground for a continuation of the conflict there.  It also prepares for a widening of the offensive in Lebanon and a potentially devastating strike against Iran in response to any further Iranian attack on Israel.  Trump’s election will embolden Netanyahu to act. And this in turn would also strengthen Trump’s position towards Putin, who has come to depend on Iranian support for his war in Ukraine. Trump could offer to restrain Netanyahu in the future as a bargaining chip with Putin in his gamble to secure a deal on Ukraine.  Pivot to China  While Ukraine and the Middle East are two areas in which change looms, relations with China will most likely be characterised more by continuity than by change. With Chinese relations being perhaps the key strategic foreign policy challenge for the US, the Biden administration continued many of the policies Trump adopted in his first term – and Trump is likely to double down on them in a second term.  A Trump White House is likely to increase import tariffs, and he has talked a great deal about using them to target China. But Trump is also just as likely to be open to pragmatic, transactional deals with Chinese president Xi Jinping. Just like in relations with his European allies in Nato, a serious question mark hangs over Trump’s commitment to the defence of Taiwan and other treaty allies in Asia, including the Philippines, South Korea, and potentially Japan. Trump is at best lukewarm on US security guarantees.  But as his on-and-off relationship with North Korea in his first term demonstrated, Trump is, at times, willing to push the envelope dangerously close to war. This happened in 2017 in response to a North Korean test of intercontinental ballistic missiles.  The unpredictability of the regime in Pyongyang makes another close brush of this kind as likely as Trump’s unpredictability makes it conceivable that he would accept a nuclear-armed North Korea as part of a broader deal with Russia, which has developed increasingly close relations with Kim Jong-un’s regime.  Doing so would give Trump additional leverage over China, which has been worried over growing ties between Russia and North Korea.  Preparing for a Trump White House  Friends and foes alike are going to use the remaining months before Trump returns to the White House to try to improve their positions and get things done that would be more difficult to do once he is in office.  An expectation of a Trump push for an end to the wars in Ukraine and the Middle East is likely to lead to an intensification of the fighting there to create what the different parties think might be a more acceptable status quo for them. This does not bode well for the humanitarian crises already brewing in both regions.  Increasing tensions in and around the Korean peninsula are also conceivable. Pyongyang is likely to want to boost its credentials with yet more missile – and potentially nuclear – tests.  A ratcheting-up of the fighting in Europe and the Middle East and of tensions in Asia is also likely to strain relations between the US and its allies in all three regions. In Europe, the fear is that Trump may make deals with Russia over the head of its EU and Nato allies and threaten them with abandonment.  This would undermine the longevity of any Ukrainian (or broader European) deal with Moscow. The relatively dismal state of European defence capabilities and the diminishing credibility of the US nuclear umbrella would not but help to encourage Putin to push his imperial ambitions further once he has secured a deal with Trump.  In the Middle East, Netanyahu would be completely unrestrained. And yet while some Arab regimes might cheer Israel striking Iran and Iranian proxies, they will worry about backlash over the plight of Palestinians. Without resolving this perennial issue, stability in the region, let alone peace, will be all but impossible.  In Asia, the challenges are different. Here the problem is less US withdrawal and more an unpredictable and potentially unmanageable escalation. Under Trump, it is much more likely that the US and China will find it hard to escape the so-called Thucydides trap – the inevitability of war between a dominant but declining power and its rising challenger.  This then raises the question of whether US alliances in the region are safe in the long term or whether some of its partners, like Indonesia or India, will consider realigning themselves with China.  At best, all of this spells greater uncertainty and instability – not only after Trump’s inauguration but also in the months until then.  At worst, it will prove the undoing of Trump’s self-proclaimed infallibility. But by the time he and his team come to realise that geopolitics is a more complicated affair than real estate, they may have ushered in the very chaos that they have accused Biden and Harris of.

How Israeli Occupation of Palestine is Aided by Double Standards

In Gaza, the daily struggle is frightening, and there appears no end or peace plan in sight.  As the Gaza conflict enters its second year, the situation in the Middle East is taking an alarming turn. Having already escalated tensions by carrying out a series of high-profile assassinations, including Hassan Nasrallah, head of Hezbollah, and its top leadership, as well as Hamas political leader Ismail Haniyeh, who was killed in Tehran on 31 July during his visit for President Masaoud Pezeshkian’s inauguration, Israel has now launched a ground incursion into Lebanon, further intensifying its conflict with Iran. As of 30 September, 42,337 Palestinians have lost the lives. This is compared to just 1,540 Israelis. Put differently, that number is 27 Palestinian killed for each Israeli since 7 October 2023. Although Israelis claim that a portion of Palestinians killed are Hamas fighters. On 18 September 2024, the UN General Assembly overwhelmingly adopted a resolution (124 nations in favour, 14 against, and 43 abstentions) demanding Israel end its illegal occupation of Palestinian territories within 12 months. This resolution builds upon the International Court of Justice’s (ICJ) advisory opinion outlining the illegality of Israel’s ongoing settlements in the Westbank, and called on all nations to refrain from acknowledging legitimacy of this protracted occupation. The UNGA’s call underscores the international community’s growing impatience with the ongoing conflict. Yet, as diplomatic pressures mount, the human cost of this prolonged strife remains devastatingly high. Glaring double standards and changing dynamics of global diplomacy  In the one year since the 7 October massacre, the conflict has taken a devastating toll on Palestinian civilians including nearly 16,765 children fatalities. Every hour, 15 people are killed, six of whom are children, while 35 are injured. This staggering figure contrasts sharply with the Ukraine War, which has seen far fewer civilian casualties with 1,551 children killed in more than two years. In addition to civilians, 210 aid workers have been killed, surpassing the annual toll of aid worker fatalities in any other past conflict in last 20 years, including the Ukraine-Russia conflict where 50 aid workers have died. More than 125 journalists have been killed in Gaza, compared to only 11 journalists who have died reporting the Ukraine war. This stark disparity underscores the disproportionality of rights violations in the Gaza conflict. While the US and its allies have been strongly critical of Russia, their criticism of Israel has been minimal in spite of the much larger scale of civilian casualties. While thousands of Palestinians continue to die in Gaza, and now with a ground war raging in Lebanon, the West has imposed limited sanctions against only a few Israeli settlers. For instance, European Commission President Ursula von der Leyen, while strongly condemning Russia for waging a “ruthless war,” remained mostly muted on Israel’s atrocities, leading EU staffers to criticize her “uncontrolled” support for Israel.  These double standards have led to protests from San Francisco to Sydney, speaking out against atrocities committed in the name of “self-defence.” The Gaza war has been changing the dynamics of international diplomacy as a growing number of countries have taken steps to recognize Palestine as a sovereign state. As of June 2024, 146 of 193 UN member states have made this step, including several European nations like Norway, Poland, Iceland, and Romania. Spanish and Irish governments are leading voices in Europe, pushing for a joint recognition of Palestine, signalling a strengthening of support for a Palestinian state in the diplomatic landscape surrounding the conflict What lies ahead The path towards a just resolution remains elusive, and the questions raised demand a re-examination of the moral and ethical foundations that underpin global order. The fate of thousands of Palestinians hangs in the balance and the conflict shows no signs of abating. The escalation of tensions with Hezbollah and Iran complicates the situation, threatening to engulf the entire region in a wider conflict. The international community must act now, and decisively, to prevent further loss of lives and work towards a lasting peace in the region. Correcting the gross injustice to innocent civilians in Palestine and addressing the Israel-Gaza conflict starts with recognising humanity in equal measures as well as rights of both Israelis and Palestinians to live in peace and security side by side. It involves implementation of international law, upholding human rights, and a concerted effort to address root causes of the conflict, such as the displacement of Palestinians from their abode more than seven decades ago. While killing of any innocent civilians, including Israelis by Hamas, is not acceptable, what is also equally true is that when generations of Palestinians are born and grow up without a state and a sense of national identity, there is always a risk that frustration growing over decades can get out of control. The 18 September UNGA resolution demands that Israel return land in the West Bank and other “immovable property,” as well as all assets seized since the occupation began in 1967, and all cultural property and assets taken from Palestinians. It calls for Israel to allow all Palestinians displaced during the occupation to return to their place of origin and make reparation for the damage caused by its occupation. It urges UN member states to refrain from recognising Israel’s presence in East Jerusalem and the West Bank as lawful, preventing engagement in activities that support the occupation, ceasing imports of products from Israeli settlements, and implementing sanctions against entities involved in maintaining Israel’s unlawful presence. Unless some of the major players in the West, which includes countries like US, UK, Germany, and France, apply principles of rights and justice consistently, any effort will continue to remain infructuous. Advocating human rights and equality while turning a blind eye to atrocities does not work in the age of social media and digital platforms where the truth is more readily accessible and more difficult to suppress. The Gaza conflict is a wake-up call for the world, which has been for far too long oblivious to humanitarian crises. The fact that the state of Israel emerged from ruins of the untold sufferings caused to by the Nazis is a testament that justice prevailed. Today the Jewish peoples have a modern, prosperous, and democratic state in Israel. Hence, it is rather an irony that one of the educated and cultured populations of Middle East, the Palestinians, today are on the receiving end of human rights violation by a nation whose people went through one of the worst atrocities committed in the last century.

Political Insights (9): Russia’s Strategy Regarding Operation al-Aqsa Flood and Israeli War on Gaza Strip

Russia has recognized the need to develop its strategy in the Middle East to counter Western efforts to further disintegrate the Russian Federation after the Soviet Union’s collapse, particularly by fueling separatist inclinations within it. This is crucial for Russia, which includes 22 republics and 89 federal entities, with minorities making up 19% of its population. Russia recognized this trend through the following indicators: 1. The US call at the North Atlantic Treaty Organization (NATO) Council Conference in Prague in 2003 to expand NATO’s work east and south, i.e., in an area extending from the Maghreb to Central Asia. 2. NATO’s intervention in Libya in 2011, a practical implementation of NATO’s expansion. 3. In 2021, the Israeli army was shifted from the US European Command (EUCOM) to the Central Command (CENTCOM), whose work covers the area of NATO’s expansion. Russian Strategy in the Middle East The “core” of Russia’s strategy in the Middle East is security and defense, evidenced by its foreign interventions in regions where NATO competes, including Georgia, Crimea, Syria, Libya, Belarus, Ukraine and the Sahel, as affirmed in Shanghai Cooperation Organization discussions. This focus is underscored by 40–50% of Russia’s military sales being directed to the region, alongside efforts to establish military bases in Syria, Libya and Sudan. Additionally, the development of the Russian-Chinese-Iranian strategic triangle, consolidated in 2019 with joint naval maneuvers, has deepened following the war in Ukraine. The Russian Strategic Framework Regarding Operation al-Aqsa Flood The above outlines Russia’s strategic approach to Operation al-Aqsa Flood and the Israeli war on Gaza Strip (GS) as follows: 1. Russia perceives Iran from two perspectives: as its strongest ally in the region and as the central figure in the axis of resistance. Operation al-Aqsa Flood has tested the Russian-Iranian relationship regarding its consistency. The Russian reaction to Israeli attacks on Syria remains insufficient. However, this does underline how Israeli policies are widening the rift in Russian-Israeli relations and gradually nudging Russia towards aligning with the resistance axis, especially given Israel’s support for the Western side in the Ukraine conflict. 2. Russia has feared that the GS war would impact its social stability for the following reasons: a. Riots erupted in Muslim-majority Dagestan following the arrival of Jewish immigrants from Israel shortly after Operation al-Aqsa Flood. b. Many of the Jews who immigrated to Israel from the Soviet Union hail from Russia, Ukraine and Belarus. Russia is concerned that differences among these countries could destabilize its internal situation. 3. Russia exploited Western social unrest on the streets, in universities and within institutions to highlight double standards in comparing Western attitudes toward Israel and Russia. Operation al-Aqsa Flood diverted attention from Russia’s actions in Ukraine. 4. Operation al-Aqsa Flood redirected some US and Western aid from Ukraine to Israel, easing pressure on Russia. 5. The Israeli stance aligning with Ukraine prompted Russia to seek closer ties with Hamas. Russia utilized this approach to bolster its standing in Muslim countries and the developing world, bridging gaps with Islamic factions concerning its 2015 intervention in Syria. This was underscored by Russia hosting a Hamas delegation on 26/10/2023, resulting in the release of 3 out of 6 Russian captives, and another delegation on 24/6/2024. 6. The Ukrainian conflict compelled Israel to take a firm stance, publicly condemning Russia’s military actions in Ukraine, which subsequently strained Russia’s willingness to mend relations with Israel post-Operation al-Aqsa Flood. 7. If the Ukraine war has unified Western positions against Russia, Operation al-Aqsa Flood has created disparities that Russia is attempting to exploit, particularly following the stance of several European countries, spearheaded by Spain, on recognizing Palestine. 8. Russian public sentiment towards Operation al-Aqsa Flood and its aftermath is mirrored in the findings of a poll conducted by the Levada Center on 25/10/2023: • 88% of Russians are aware of the new escalation of the Palestinian-Israeli conflict, in comparison with a poll regarding events in Ukraine, in which 86% stated they are closely following events. • 66% are not ready to support either side in the conflict. • 21% rather sympathize with the Palestinians, and 6% sympathize with Israel. • Older Russians are nearly four times more likely than younger people to express sympathy towards Palestine, a contrast to the prevailing sentiment in the West. • Only 46% of Russian Muslims sympathize with Palestine, mirroring the sentiment in Central Asian countries. • Respondents noted that the main responsibility for what is happening lies with the US and NATO countries (45%), while 12% place responsibility on Israel, and 8% of respondents place the blame on Hamas/Palestinian side. Russian diplomacy aligns closely with the Axis of Resistance in UN voting on international resolutions. However, regarding the decisions of the International Criminal Court (ICC), which issued rulings against Putin similar to those against the Israeli prime minister and defense minister, Russia does not adhere to the ICC’s rulings, as it is not a party to the Rome Statute that established the court. Concerning the International Court of Justice (ICJ) and the genocide case involving Israel, Russia supports the court’s recognition of the principle of Palestinian genocide, emphasizing the urgency of halting violence. Russia’s General Attitudes Toward Operation al-Aqsa Flood Russia’s general stance on Operation al-Aqsa Flood and the Israeli war on GS can be outlined as follows: 1. Endorsing a two-state resolution with a Palestinian state on 1967 borders, including East Jerusalem as its capital, with full UN membership for this Palestinian state; treating the West Bank (WB) and GS as a unified territory; calling for cessation of Israeli settlements and displacement of Palestinians; and upholding Hashemite guardianship over holy sites. 2. Choosing not to mediate between the resistance groups and Israel, deferring this role to the US, Qatar and Egypt. Nonetheless, Russian statements have reiterated the call for a lasting ceasefire in GS and the urgent release of captives without conditions. This stance was underscored in the April 2024 (Brazil, Russia, India, China and South Africa) BRICS statement. Russia has also implicitly criticized Ansar Allah’ activities in the Red Sea and Arabian Sea, citing their impact on international maritime navigation freedom. Additionally, Russia has been unable to halt Israel’s ongoing airstrikes on Syrian targets. 3. Inviting delegations from the resistance to consult or assist Palestinians in resolving their internal political issues, seen by Israel as Russian recognition of the legitimacy of all resistance forces. 4. Enhancing Russia’s perception in the Arab public opinion, particularly within segments critical of Russia’s involvement in Syria since 2015. 5. Highlighting the double standards in the Western value system, particularly in how GS and Ukraine are positioned and compared. 6. Russia’s relatively advanced political stance contrasts sharply with its limited financial assistance to Palestine. 7. Between 2018 and 2023, Russia saw a 58.3% increase in exports to Israel and a 27.4% increase in imports. However, the Ukraine crisis and subsequent events have slowed down this growth.

Political Insights (8): European Positions on Operation al-Aqsa Flood and the Israeli War on Gaza Strip:

This event was often portrayed with a clear bias towards Israel’s narrative, overlooking its background and context, and disregarding its military objectives, which primarily targeted Israeli occupation bases and barracks. Some European capitals took considerable time to reassess their positions and strive for a more balanced approach. Hasty Initial Positions In the first weeks of the war, political and media narratives in most European countries leaned towards portraying Israeli occupation as the victim, depicting the resistance’s actions as typical terrorist attacks akin to tragic events in Western countries. This narrative provided propaganda support to justify the brutal assault on GS. The aggression was justified by emphasizing “Israel’s right to self-defense,” echoing Israeli leadership’s claims of the resistance “using civilians as human shields,” all while neglecting international law and the safety of Palestinian civilians. Some European countries reacted vehemently during the genocidal war. They suspended aid to the Palestinian Authority (PA) for a period, then penalized the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) by withholding funding following Israel’s inflammatory accusations against the agency, only to later reverse these actions. Trends in European Positions Generally speaking, European positions during the GS war diverged along at least three lines, with relative differences in attitudes within each line: • Germany, Austria, Hungary, the Czech Republic and other countries adopted an overwhelmingly pro-Israeli position that remained almost unchanged. • A trend that increasingly criticized the genocidal war and moved in a positive direction. This was evident in Ireland, Spain, Belgium, Malta, Norway and Slovenia. • A third trend avoided clear criticism without being at the forefront of partisanship, or vacillated in some positions, as in the case of France, which relatively modified its position in the second month of the war. These trends were evident in the positions on the ceasefire during the first months of the war, in voting behavior in international bodies, in taking punitive measures against the PA and UNRWA, and in the position on imposing sanctions on settlers. Implications of Positions on the European Union (EU) This divergence in positions has placed a burden on the High Representative of the EU for Foreign Affairs and Security Policy Josep Borrell to articulate a coherent position representing the Union during this war. Non-EU member states, such as Britain, have adopted positions aligned with the US, while Norway has expressed critical attitudes toward the war. The prolonged duration of the war, the exposure of its brutality, and the growing public and elite opposition to it have led to a weakening of support for the war within Europe and have encouraged the opposite front. The divergence in positions was evident in that the EU was only able to reach a joint resolution supporting a ceasefire in GS in March 2024. This came with great difficulty due to the intransigence of capitals overwhelmingly aligned with Israel, which obstructed this step for almost half a year of the war. European positions have been weakened and discredited due to their contradictions, particularly regarding the Ukraine war. Positions favoring a brutal genocidal war have severely tarnished the image of the concerned European countries. Germany was even brought before the International Court of Justice (ICJ) after Nicaragua filed a lawsuit against it for “facilitating the commission of genocide” against Palestinians in GS via its arms exports to Israel. It is clear that the positions of many European countries are causing significant losses in terms of image, soft power and the privilege of moral guardianship that they once enjoyed as traditional defenders of “human rights” and “universal values.” These positions have also galvanized massive public protests within European countries, although these protests have not prompted significant political responses. Weaknesses in European positions have become apparent due to the lack of diplomatic initiatives from the EU or any of its member states, despite the active involvement of European actors across the region. Calls for a diplomatic solution, an end to the war or even statements advocating “restraint” have notably been missing from the primary European positions on the GS war. This omission can be attributed to the current alignment with the US administration and the influence of the prevailing support for the Israeli narrative of the war within Europe. Position on the Two-State Solution Merely expressing support for the “two-state solution,” pledging aid, and expressing concern for the humanitarian situation of Palestinians in Gaza Strip often serves as a superficial gesture, aligning more with the ongoing occupation and the devastating war on GS. These positions may also involve condemning Israeli “settler violence” in the West Bank (WB) and issuing threats of punitive actions against certain individuals, while simultaneously absolving the Israeli military of any accountability and deflecting criticism from the war on GS. The critical position toward Israel became evident through early voting behavior favoring a ceasefire in international forums, initiatives within EU bodies supporting this inclination, and the near-simultaneous recognition of the State of Palestine in Madrid, Dublin, Oslo and Ljubljana. This exerted pressure on other European countries, despite their customary declarations of support for the “two-state solution,” to reconsider their positions. However, major European capitals of influence, such as Berlin, Paris, London and Rome, still refrain from taking clear positions in pressuring Israel or recognizing the state of Palestine. Efforts to Contain War Expansion Since the war began, European capitals involved in decision-making have been eager to contain the war within GS. The prolonged duration of the war exerts pressure in this direction, particularly amidst concerns over potential escalation at the volatile Lebanese front and ongoing tensions and attacks near the Yemeni coasts and in the Red Sea region. European countries have taken noticeable steps in response, highlighted by French diplomatic efforts in Lebanon and the surrounding areas. Concurrently, European countries have refrained from participating in military maneuvers in the Red Sea, aligning themselves distinctively from US and British forces, thereby signaling a strategy to avoid direct entanglement in regional tensions. Western Strategic Polarization The positions of European decision-making centers have been notably influenced by the manifestations of Western strategic polarization in the wake of the Ukraine conflict, with Europe notably aligning with the US administration. Western powers seem to acknowledge the potential geopolitical ramifications of either losing the current war in GS or allowing it to escalate regionally. Moreover, the ongoing war serves as a significant test for the effectiveness of Western weapons, security and defense systems, particularly following the sudden blow on 7/10/2023. European parties’ concern for the strength of the Western alliance and transatlantic ties also motivates them to avoid weakening the position of President Joe Biden’s administration. Biden faces a challenging electoral test to renew his presidential term against Donald Trump, whose potential return to the White House raises concerns among Europeans. Conclusion Despite the mounting European criticisms of the Israeli occupation and the brutal genocidal war, the influential European position continues to refrain from imposing significant censure or punitive measures against Israel. Furthermore, it appears to align with the positions of its US ally on this matter, actively seeking harmony with them. However, Israel is increasingly posing a burden on Europe. While there is a gradual and hesitant shift towards greater recognition of the impossibility of Israel remaining above the law, along with an increased acknowledgment of the rights of the Palestinian people and the urgency to address them, this trend is becoming increasingly apparent. This is accompanied by waning confidence in the ability to overcome Palestinian resistance. Moreover, there is a growing unity among the Palestinian population in support of resistance, in the wake of the failure of the Oslo process and the pursuit of a peaceful solution.

The floor goes to Mr Courtenay Rattray. *** Ladies and gentlemen, Your excellencies, The Middle East is facing unprecedented risks for the security, well-being and peaceful life of its peoples. The waves of violence surge far beyond the area of the Arab-Israeli conflict destabilising the situation in the Persian Gulf, Red and Mediterranean Seas, and in North Africa. We need a frank and honest conversation about how to stop the bloodshed and sufferings of the civilians without delay and move towards a long-term solution to both long-standing and relatively new conflicts. Our country has been historically maintaining good relations with all the countries in the region. The USSR was the first state to recognise Israel de facto and de jure, having established diplomatic relations shortly after it declared independence in May 1948. Meanwhile, Moscow invariably advocated the creation of an independent and viable Palestinian state and the realisation of the Palestinians’ legitimate and fundamental right to self-determination. In 1949, we supported Israel's application for UN membership, subject (I emphasise this) to the implementation of General Assembly Resolutions 181 and 194 on the Palestine Partition Plan and the right of return of Palestinian refugees. This was clearly stated when we voted in favour of Israel's admission to the United Nations. Likewise, today we support Palestine's admission to our Organisation. Its sovereignty as a state has already been recognised by nearly 150 countries that are UN members. We stand for the position based on the rules of international law within the framework of various international formats for the settlement of the Palestinian-Israeli conflict and, more broadly, the Middle East conflict. We proceed from the imperative of implementing the UN decisions, including the first General Assembly resolutions mentioned above and key Security Council Resolutions 242 and 338, adopted after the end of the Six Day War and the Doomsday War, as well as Resolutions 478 and 497 on the status of Jerusalem and the Golan Heights. We attach special importance to the dialogue with Arab countries and their neighbours Iran and Türkiye. From the very beginning we appreciated the constructive potential of the Saudi Arabian peace initiative announced in 2002. At the same time, we respected the decision of a number of Arab countries to bring their relations with Israel back to normal even before settling the Palestinian question. We advocated the inclusion of pan-Arab and Islamic organisations – the LAS and the OIC – in the collective efforts under the Quartet of international mediators, which, unfortunately, was "buried" under the ruins of the US "Deal of the Century." The history of the colonial and mandated territories of the Middle East and North Africa has been and remains a heavy burden for the regional countries. The Sykes-Picot Agreement, the Balfour Declaration and the White Paper have planted the time bombs that have been exploding since then. The situation has been further complicated by new Western geopolitical experiments. We firmly believe that the regional countries should themselves choose their paths towards stronger sovereignty and independence, as well as socioeconomic development for the benefit of their nations without foreign interference. This would open up the global historical, civilisational, religious and cultural significance of the Middle East and North Africa in the interests of peace and stability. The Palestinian problem is the most pressing issue today. It is the fourth time in the past 10 months that the UN Security Council is holding a ministerial meeting. It has adopted four resolutions, but the continuing bloodshed in the occupied Palestinian territories shows that all these decisions remained on paper. Russia has consistently denounced all manifestations of terrorism. We implicitly condemned the terrorist attack on Israel on October 7, 2023. However, we regard the current developments in Gaza as unacceptable collective punishment of the civilian population. A military mopping up operation has been underway for nearly 300 days in the Gaza Strip, the most densely populated area in the world that has been known for years as an open-air prison. The statistics of death and destruction of the large-scale military operation, which Israel is waging jointly with its American allies, is shocking. Over the past 10 months or 300 days, nearly 40,000 Palestinian civilians have been killed and 90,000 wounded. The majority of them are children and women. This is twice as many as the number of civilian victims on both sides of the conflict in southeastern Ukraine over the past 10 years. The number of civilian victims [in Gaza] over the past 10 months is twice as large as the number of civilian victims in Ukraine over the past 10 years since the state coup in February 2014. According to the Independent International Commission of Inquiry that examines violations of international human rights law, Palestinians aged below 18 make up approximately half of Gaza’s population. It means that they were born and grew up in conditions of a total blockade. Apart from the current escalation of violence, they have seen other Israeli military operations, namely Summer Rains and Autumn Clouds in 2006, Hot Winter and Cast Lead in 2008-2009, Pillar of Defence in 2012, Protective Edge in 2014, and Guardian of the Walls in 2021. Gaza is in ruins today. Residential buildings, schools and hospitals have been turned into rubble, and the critical civilian infrastructure facilities have been knocked out of service. There is an epidemic of infectious diseases and mass hunger there. It is a real humanitarian disaster. There is no safe and reliable access to the victims and those in need amid the ongoing hostilities. The number of casualties among the humanitarian staff of the United Nations and NGOs is approaching 300. This is the largest one-time loss for the UN in modern history. Many of these people have been killed together with their families. We express our condolences to their families and loved ones, as well as to their colleagues. On May 7, Israel began the operation in the city of Rafah, the last shelter for the 1.5 million Palestinians who have fled there from all over Gaza. The Rafah crossing was closed, again turning the Gaza Strip into “the only conflict in the world in which people are not even allowed to flee.” UN Secretary-General Antonio Guterres said this in 2009, when he was the UN High Commissioner for Refugees. The situation has not improved since then. It is only deteriorating. The use of crossings in the Israeli territory has been hindered by major restrictions. The volume of cargo allowed to use them has plummeted compared to the pre-confrontation period, even though the requirements have seriously decreased. The situation in the West Bank and East Jerusalem is also dramatic, with military raids by the Israeli military and the settlers’ aggression, which leads to casualties on both sides. Contrary to UN Security Council Resolution 2334, Israel has not slowed but is accelerating the construction of illegal settlements. In addition to seizing Palestinian land and destroying their houses, Israel is retroactively legalising settlements there, even though their establishment has been declared illegal by Israel’s legislation. Such unilateral actions to create irrevocable “facts on the ground,” as Chef de Cabinet of the Secretary-General Courtenay Rattray said, amount to a gross violation of Israel’s responsibilities as an occupying power. I would like to point out that, ironically, these responsibilities are rooted in the Geneva Conventions adopted 75 years ago to protect Jews, who had been subjected to inhuman suffering during the Second World War, and to prevent future persecution of people on grounds of ethnicity. Colleagues, The current unprecedented outbreak of violence in the Middle East has largely been caused by the well-known US policy in the region. This is the result of US diplomacy about the “effectiveness” of which US representatives have been telling us for the past ten months demanding that work at the UN Security Council be curtailed. My colleague, US Secretary of State Antony Blinken, also made this call. They are using their veto right time and again to block calls for an immediate and all-encompassing ceasefire. When UN Security Council Resolution 2728 on a ceasefire during the Ramadan holiday was adopted, the United States promptly stated that this was not a legally binding document. In exchange, we received the so-called “Biden plan” that the Americans wanted to approve even before the Israeli response. Everyone knew that the response was negative because Israel did not need any plan with a hint of peace. Today, we became convinced of this once again. I would like to ask the US representative whether they had the impression (while listening to the Israeli representative’s remarks) that they had entered a wrong room and were attending a wrong discussion, rather than the one that was announced. I hope you understand what I am talking about. For precisely this reason, we abstained while voting for UN Security Council Resolution 2735 because we knew that Israel had a priori silently rejected it. While providing diplomatic support for Israeli actions and supplying weapons and ammunition, Washington (everyone realises this) has become a direct party to the conflict, just like with the situation in Ukraine. The bloodshed would stop if this support ends. However, the United States either does not want or is unable to do this. It appears that various manoeuvres making it possible to score additional points during the election campaign, rather than efforts to save human lives, are the most important thing. I would like to outline Russia’s principled approaches once again. We condemn the October 7, 2023, terrorist attack that, nevertheless, cannot justify current Israeli actions and undermine the very idea of establishing a Palestinian state. We advocate a permanent and all-encompassing ceasefire. This will make it possible to release 120 Israeli hostages and about 9,500 Palestinians who were arbitrarily arrested since October 7, 2023. We call for providing safe and adequate humanitarian access to all affected and needy people. We reaffirm the key mandate of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) as a unique organisation for aiding the Palestinians on occupied territories and in neighbouring Arab countries. We insist on the immediate cessation of unlawful settlement activities. The accomplishing of these urgent objectives would create favourable conditions for resuming peace talks on a generally recognised international legal foundation in the interests of establishing an independent and sovereign Palestinian state coexisting in peace and security with Israel. Only in that case, the historical injustice with regard to the Palestinian nation and its fundamental right to self-determination would be corrected. The reinstatement of intra-Palestinian unity also has major significance. We have always tried to facilitate this process by allowing representatives of various Palestinian movements to conduct this essential dialogue at the Moscow platform. We are convinced that the Palestinians can independently determine their future without foreign interference, no matter how much someone may want to do this for them and against their will. This also concerns the future of Gaza as an inalienable part of the Palestinian state. All of us know about behind-the-scenes contacts and plans that are being hatched. They predetermine the future organisation of Gaza and the entire Palestinian state. However, they virtually make no mention of the state. I believe that everyone should respect a principle implying that nothing should be said about Palestine without Palestine itself. Our proposal regarding a meeting of all external players who have influence on various groups in Gaza and the West Bank, and who can help overcome the split in the Palestinian ranks provided they speak with one voice, remains on the table. An important step in this direction was taken last February, when representatives of all Palestinian political parties met in Moscow and reaffirmed their support for restoring unity on the basis of the PLO platform. Today, we all have a responsibility to stop the unfolding human tragedy. In addition to the military operation in the occupied Palestinian territories, Israel’s other neighbours are in danger of being drawn into an all-out confrontation with Israel. Tensions on the Blue Line dividing Lebanon from Israel are mounting day by day. Top Israeli officials publicly announce plans to open the northern front. Hezbollah never misses a chance to reply in kind either, promising it is ready to repel the invasion. The Israeli Air Force has significantly intensified attacks on Syria, now also targeting the areas of Damascus, Aleppo, Lattakia and the Golan Heights, and striking at key airports and seaports, which played an important role in the urgent delivery of humanitarian aid, including in response to last year’s deadly earthquake. Colleagues, A ceasefire and cessation of violence in Gaza and the West Bank can do more than enable the negotiation of a lasting settlement of the Palestinian-Israeli conflict. It can help in alleviating other hotbeds in the wider Middle East in accordance with the UN Security Council resolutions, not with some rules the West is trying to replace the UN Charter with, and not feeding someone’s geopolitical ambitions. An important role in upholding the legitimate rights of the Palestinian people belongs to pan-Arab and pan-Islamic organisations, whose activities we support, as well as to all truly responsible members of the international community. In particular, I would like to note the high potential of the Gulf States. Now, after the early elections in Iran and the first statements by president-elect Masoud Pezeshkian, it is hoped that all the countries that share the coasts of the Gulf will come closer together to overcome their long-standing disagreements and mistrust, and will unite efforts on a generally acceptable foundation to be able to determine the parameters of mutual security without external interference and speak with one voice to fulfil the aspirations of the Palestinian people and build an architecture of stability and neighbourly relations in the region. Progress on the Palestinian track in full compliance with the UN resolutions, in the normalisation of relations between the Gulf countries, could be an important contribution to the ongoing process of forming a common Eurasian architecture based on the principles of indivisible security, equal collective responsibility, mutual respect and a balance of interests.

Palestine beyond recognition

Already, 147 fully-fledged member states of the United Nations recognize the State of Palestine. With Norway's, Ireland's, and Spain's decisions, along with Slovenia's recent accession, three-quarters of the UN's 193 member states now uphold this commitment. Beyond the particular implications of this, it remains to be defined whether it will be accompanied by other necessary measures of broader scope to achieve full recognition and to act urgently for a permanent ceasefire, the end of Israeli occupation, and the massacre against the Palestinian people. According to the Ministry of Health, more than 37,000 people, including 12,000 children, have been killed in the Gaza Strip since the beginning of Israel's military offensive in early October last year. Among these actions are the reconsideration of diplomatic and trade relations with Israel, an arms embargo, support for South Africa's lawsuit in the International Court of Justice for the genocide in Gaza, and the involvement of the international community to effectively ensure a process of peace, security, and guarantees in the territory. The Dimension of Recognition May 28th, 2024. This was the day when the Council of Ministers approved the official recognition of the State of Palestine by Spain. This date also marked the change in the designation of Husni Abdel Wahed, who had been the representative of the Palestinian National Authority in Spain since March 2022, to now serve as the ambassador of the State of Palestine to Spain. "We are very grateful for a measure that holds significant political and legal importance in strengthening the bonds of brotherhood and friendship, where Spain is playing a crucial role in favor of a peaceful solution at a time when Israel is committing genocide with the support of the United States, Germany, and other countries," states Wahed, emphasizing the importance of opening a space of hope that recognizes the rights of the Palestinian people to live freely in their own state. The 1967 borderlines upon which this recognition is based, as well as its effectiveness, have been debated in recent days. According to Wahed, "If it were merely symbolic, Israel would not react with such hysteria, because they know this goes beyond symbolism and has practical effects because, when more countries join in recognizing Palestine, it constitutes pressure not only on Israel as the occupying power but also on its supporters, who are complicit in the genocide." The recognition itself is not the goal for the ambassador but rather a step on the path that needs to be continued. Ana Sánchez, member of the Solidarity Network Against the Occupation of Palestine, distinguishes in her assessment the dual nature of the measure as both a necessary but insufficient step, stating that "it does not meet the needs or guarantee the right to self-determination of the Palestinian people as a whole, nor will it have an impact on the daily lives of Palestinian individuals," for which she calls for more decisive measures against the apartheid and genocide being committed by Israel. It was September 2009 when the then Prime Minister of Spain, José Luis Rodríguez Zapatero, called for Palestinian recognition as a key element for peace in the Middle East in a speech at the United Nations headquarters. This commitment did not materialize until fifteen years later, about which, in addition to other related issues in the report, this media outlet sought to inquire from the current Secretary of State for Foreign and Global Affairs, Diego Martínez Belío. The response from the ministry's communication team was a refusal to grant an interview citing scheduling reasons. Regarding the delay in Palestinian recognition over time, Sánchez, from the RESCOP, recalls how governmental arguments pointed to the intention for recognition to be more coordinated with other EU member states, emphasizing the need to promote this process institutionally with the necessary conditions for effective implementation. On the other hand, Olga Rodríguez, a journalist specializing in international affairs and the Middle East, agrees with Sánchez on the positive direction of the recognition step, but also highlights that it comes late and is insufficient. This promise to recognize the Palestinian state by Spain "has not materialized until now due to political reasons and because there was no price to pay for not doing so." Rodríguez specifies in the historical and political context how not only did the trend of neglect towards Palestine continue, but also how the United States, first under Trump and then under Biden, pushed the Abraham Accords to formalize relations between several Arab countries and Israel as if the Palestinian issue did not exist. In fact, she recalls that when Hamas attacks occurred on October 7th, the United States had been promoting the signing of these agreements between Saudi Arabia and Israel for some time, following their signing by several Arab countries in recent years. According to her, the fundamental key lies in the fact that today the territory designated for the Palestinian state is not available to the Palestinian population because it has been illegally occupied by Israel since 1967, thereby violating several United Nations resolutions. "In recent years, especially in the last two decades, this occupation has tripled, and settlements in the West Bank and East Jerusalem have expanded with the connivance and support of Europe and the United States, major powers dominating the region, which have maintained their preferential economic and trade alliances with Israel," she adds. What additional measures can be taken? The United Nations General Assembly's 1947 partition plan allocated 54% of the territory of historic Palestine to the Israeli state and the remaining 46% to the Palestinian state, despite the Palestinian population being numerically larger than the Jewish population at that time. The Zionist conception of a Jewish state was tied to a Jewish majority, leading to an ethnic cleansing known as the Nakba, which resulted in the expulsion of 750,000 Palestinian people from their homes. Israel, through Plan Dalet, occupied new territories that were not allocated in that partition and used the wartime scenario to annex up to 78% of historic Palestine. Therefore, as Rodríguez mentions, when discussing the allocation of a future Palestinian state, we are only talking about 22% of historic Palestine, which is also filled with checkpoints, settlements, and under Israel's military dominance. "The essential thing is to end the Israeli occupation. This issue often gets overlooked, even when discussing the recognition of the Palestinian State and the so-called two-state solution. Everything must be based on a starting point, which is the end of the Israeli occupation and the withdrawal of troops from all Palestinian territory in the Gaza Strip, West Bank, and East Jerusalem", proposes Wahed. The Ambassador of the State of Palestine to Spain emphasizes that without Israeli withdrawal and the end of the occupation, Israel's apartheid regime against the Palestinian people will continue. "The question is how long will the international community continue to be, in many cases, complicit in this?". Francesca Albanese, Special Rapporteur on the human rights situation in the occupied Palestinian territory since 1967, recently published the report called "Anatomy of a Genocide," in which she concludes that Israel is committing the crime of genocide against the Palestinian population in Gaza by "causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent births within the group." Both, she and 52 other UN experts and rapporteurs, have called for sanctions and arms embargoes on Israel following the shocking Israeli attack on the refugee camp in Rafah. From the Solidarity Network Against the Occupation of Palestine, Sánchez believes that recognizing a State while maintaining relations with the State attempting to eliminate it is a double standard. "It is very hypocritical to say that dignity and hope are recognized shortly after the heartbreaking images from Rafah, and that alongside this recognition, there is no arms embargo on Israel, no severing of diplomatic, economic, commercial, military, academic, and sports relations with those perpetrating such crimes. I do not find this policy very coherent." Despite the Minister of Foreign Affairs, European Union, and Cooperation, José Manuel Albares, stated that arms exports to Israel had been suspended since October 7th, military equipment worth over one million euros was exported from Spain to Israel in November and December 2023, according to a research conducted by the Centre Delàs. Sánchez reaffirms the above by arguing that Spain has not stopped buying or selling weapons to Israel, nor has it stopped allowing Spanish territory to be used as a transit space for weapons destined for the Zionist state. She demands more information and transparency regarding the role of the Rota base in recent months. "The demand for a military embargo is a historical request to the international community. This is not just about the current genocide in Gaza, but if Israel is capable of perpetrating this televised genocide, it's because they have been armed for decades," she explains. Rodríguez also agrees that without real pressure on Israel through political and economic measures at the level of nation-states, the European Union, and the United Nations, "nothing will change, as demonstrated by Israeli history in recent decades." Therefore, she contrasts the immediate mechanisms applied to Russia, while, except for some countries, there has been no suspension or rupture of diplomatic relations with Israel, protected by the United States and Europe. Furthermore, she highlights how these sanctions and arms embargoes have been requested for years because this did not start on October 7th, as Israel "has been violating international law, illegally occupying, implementing an apartheid system, torturing, killing, and discriminating for a long time." Therefore, she regrets that all this has continued to happen, even becoming more sophisticated, because nothing has been done due to geopolitical reasons, being in Europe and under its umbrella and within the American orbit, with all that this implies. "This is the impunity and the policy of Israeli fait accompli." Rodríguez believes there is a significant risk of collapse of the "fragile scaffolding" built upon the United Nations Charter and international law, as she considers that in recent months all red lines have been crossed with insults and breaches by Israel, but also with very concerning and serious challenges from the United States. She opines that the severity lies in transitioning to the law of the jungle, the law of the strongest, "at a time of devouring capitalism and resource depletion, where major powers will compete for the domination of wealth, with victory going to those who arrive first through war." Currently, there are two international courts investigating Israel. On one hand, there is the International Criminal Court's request for arrest warrants against Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. Meanwhile, on the other hand, there is the genocide complaint regarding Gaza that South Africa filed against Israel in the International Court of Justice, the most prominent judicial body of the United Nations. Regarding the latter, Spain has joined the proceedings but has not taken a position to support the lawsuit. In response, Sánchez sees the accountability processes in international courts as a positive development, but she adds that it is more of a political and diplomatic message rather than something that will have practical application with consequences on the ground. Therefore, the next consistent and coherent step should be the implementation of other measures such as an arms embargo against Israel. Finally, Rodríguez believes that the way Minister Albares presented the initiative has watered it down because he has insisted that they will not take sides. "We will have to see the statement of intervention in the procedure when they send the request, but he has made it clear that they do not support South Africa's complaint and that they will limit themselves to supporting the provisional measures issued by the Court for compliance by Israel." Therefore, she emphasizes that this will not have effective capacity unless it is accompanied by political actions that push to achieve that goal. Camping and Academicide In the realm of demanding actions to be carried out, the academic sphere is also involved. The University Network for Palestine, which is present in over forty public universities in Spain, advocates several demands to university leadership teams, the Conference of Rectors of Spanish Universities, and the Ministry of Science, Innovation, and Universities. Specifically, these five points: condemning the destruction of universities in Palestine, demand for an immediate ceasefire allowing necessary humanitarian interventions, severance of diplomatic relations with Israel, non-collaboration with companies involved in genocide, and allocation of economic resources for hosting students and academic staff in Palestine and for the reconstruction of universities in Gaza. In the face of Israel's daily normalization of genocide against the Palestinian people, student encampments at universities highlighted the unacceptability of these actions and the need to defend human rights. The effect of these encampments expanded like what happened in 2011 in the city squares during the 15M movement. Within the network's common framework, each encampment operates autonomously. Specifically, the encampment in Madrid was formed through a coalition of university groups that had previously worked on Palestine-related issues. From there, the encampment was convened, attracting people beyond its original coalition. Oriol Erausquin, a Sociology Ph.D. student at the Spanish National Research Council (CSIC) and the Complutense University of Madrid (UCM), who participated in the Palestine camp at the UCM, believes that the recognition, which has been promised on several occasions and could exert some pressure on Israel, "may seek to enhance the international projection of the Pedro Sánchez government, but the reality is that there is a genocide happening". Therefore, he asserts that it is essential to act with sanctions and an embargo on commercial activities with Israel, because "anything short of direct action on what is happening seems very limited, inadequate, and belated to us." The encampment in Madrid has directed its proposals to the public universities in Madrid. “We want to sit down with them and achieve agreements in a unified manner”, emphasizing the difficulty of this due to the refusal to negotiate by the Rectorate. “The pressure we are exerting, with some universities yielding to the demands and the international situation unfolding, may lead to the need to break a series of agreements that are whitewashing and legitimizing the Israeli regime, in addition to actively participating in its industry and war machinery”, Erausquin points out. So far, the universities in Madrid have not responded, while the universities of Barcelona, Seville, Jaén, Granada, Valencia, Salamanca, Cádiz, and Pablo de Olavide have fully embraced the points raised by the network and have suspended relations with Israeli institutions. In conjunction with the student block, the faculty has also mobilized. The Network of Teachers and Workers of Universities in the Community of Madrid for Palestine emerges within a broader national network that includes 44 universities across the country. Within this network, initiatives from faculty members of public universities in Madrid have arisen to unite and carry out more specific actions within the community since March of this year. These initiatives include organizing activities such as outdoor classes, roundtable discussions, and conferences that have enabled them to consolidate as a collective. One of their fundamental contributions is the quantification and visibility of what the term "academicide" entails. Through this, they seek to highlight the framework of the killings of over 230 teachers and 5,000 students in Palestine. Joan Pedro Carañana, a member of this network, explains that academicide consists of the systematic extermination of education and research: "It is scandalous that Israel has bombed all universities in Gaza, that it has killed thousands of people in the educational and scientific fields, and that more than 90,000 students cannot attend university." Academicide is therefore "a key vector of genocide that not only seeks to kill people associated with thought, but also to deprive an entire people of their right to knowledge, speech, and memory," he points out. Due to the difficulty in finding the people killed under the rubble, the number of victims will be higher than previously counted. The network considers various sources for this, such as the United Nations or Scholars Against the World in Palestine, among others. Additionally, according to the Palestinian Journalists Syndicate, at least 140 journalists have been killed since October 7th, 2023. Before that date, Carañana details how in January of the previous year, there were 902 crimes, violations, and punishments by Israeli occupation forces committed during 2022. "This is obviously about silencing the victim so they can't even protest and raise their voice to convey their point of view. It's part of the dehumanization that accompanies genocide," he concludes. The right to self-determination of the Palestinian people Netanyahu displayed a map at the United Nations Assembly two weeks before Hamas' attacks, showing Gaza, the West Bank, East Jerusalem, and the Golan Heights as part of Israel. In other words, he desires that territory, without Palestinians, as Rodríguez points out. Given the complexity of the so-called two-state solution, she recalls that some advocate for a more just and egalitarian idea of a single state with equality, rather than a state where rights are only for one ethnicity or religion. In fact, many Palestinian people who were expelled in 1948 and 1967 have the right, for whom the United Nations recognizes their right of return through a resolution to return to the homes they were born in, which were taken from them through the Absentees' Property Law. For Wahed, the self-determination of the Palestinian people is always present and is something they will not relinquish. "I want to remind you that this so-called two-state solution is not a Palestinian demand. It is a Western plan, initiated by George Bush, which was embraced as the solution by the international community. We have adopted it, but our original demand from Palestine is a democratic and secular state for all citizens." He adds that Palestinian people today live in a state where Israel occupies nearly 100% of historic Palestine, but with two systems: one of democracy for Jews and another of apartheid for Palestinians. That's why he argues that the issue goes beyond the Palestinian people and that it is necessary to invest in a culture of peace. He points out, for example, that in recent years, most of NATO countries have approved increasing military spending to at least 2% of GDP. The Palestinian ambassador to Spain suggests that part of this GDP should instead be allocated to promoting a culture of peace, as this is the solution to combating war with peace, poverty with investment in the future, or hunger by dedicating resources to combating climate change and land desertification. "This is the solution not only for Palestine but for all humanity." On the other hand, Carañana believes it would be worthwhile to pay attention to what the people of Palestine are saying, where they welcomed this recognition as a step forward but with the need to delve deeper and implement measures beyond this. The path, he estimates, involves discussing the borders of the recognized State and how the construction of that State will be made effective in a context of occupation by the Israeli army, in order to then, intensify pressure on Israel so that it is forced to agree to a ceasefire and promote a peace process. Recently, the Camp for Palestine in Madrid has decided to dismantle and leave the esplanade of the Complutense University where they were, but not before planting an olive tree for peace. They do this firmly believing that the struggle for human rights continues in other spaces, where, as Erausquin explains, they will have to mobilize all the strength that has been gathered to continue fighting for the Palestinian cause. Meanwhile, in the RESCOP, they emphasize the complexity of whether a Palestinian state with sovereignty can exist in the current situation. Ukraine recap: Putin love-in with Kim Jong-un contrasts with western disarray over peace plan

Here he was congratulated by the president, To Lam, for his election victory earlier this year and for maintaining stability and continuity in Russia. Putin, meanwhile, made much of the Soviet Union’s historical support for the Vietnamese people’s struggle for independence and unity from the 1950s to the 1970s, referring, without a hint of irony, to Vietnam’s “heroic struggle against foreign invaders”. The visit has been billed as part of Putin’s strategy to promote a new “multipolar” world order, free from US control. But it should be noted that the pragmatic Vietnamese have already hosted Joe Biden and Xi Jinping over the past nine months. Hanoi’s “bamboo diplomacy” depends on the country being “actively neutral” – with one eye on China, Vietnam has also upgraded relations with the US, Australia and South Korea in recent times. So, while there will be plenty of expressions of goodwill from Vietnam’s leadership, they are less likely to commit to anything more concrete as things stand. North Korea knows little of such diplomatic niceties, though, and has fewer choices when it comes to its friends. Very little detail has emerged of the new pact with Russia, except that it would require each country to come to the aid of the other if attacked. But it’s likely that close to the top of the agenda would have been Russia’s military requirements. North Korea’s supplies of artillery and ammunition are thought to have been vital in helping Russia overcome the harsh sanctions imposed by the US as well as Beijing’s unwillingness to directly provide arms for the war in Ukraine. Kim, in turn, wants Russian know-how when it comes to sophisticated military tech as well as economic support when it comes to feeding his country’s starving population. But warm relations between the two countries is nothing new. Official pronouncements emphasised the “traditionally friendly and good” relations between Russia and North Korea “based on the glorious traditions of common history”. For Kim, writes Robert Barnes, a senior lecturer in history at York St John University, this is something of a family affair which harks back to the 1930s when the North Korean leader’s grandfather Kim Il-sung was a relatively unknown Korean communist leading a small guerrilla band fighting the Japanese in Manchuria. Kim spent much of the second world war in the Soviet Union, where he joined the Red Army and rose to the rank of major. After the conflict, he was handpicked by Stalin to lead the Korean Workers’ party and then North Korea when it was established in 1948. The Korean war which followed almost led to a nuclear confrontation between the Soviet Union and the west. Hopefully, concludes Barnes, nothing as dramatic will result from this latest iteration of the relationship between the two countries. But pariah states such as North Korea aren’t the only countries where Putin can command a degree of support, if the recent European parliamentary elections are any guide. As Natasha Lindstaedt notes here, the rise of the far right in EU member states such as Germany, France, Slovakia, Hungary, Romania and Bulgaria is throwing up an increasingly powerful group that stands in opposition to EU support for Ukraine. It may seem counterintuitive that such an avowed anti-fascist as Putin is courting extreme right organisations such as Germany’s Alternative for Deutschland party (AfD) or Hungary’s Fidesz party. But Lindstaedt believes that leaders such as Hungary’s Viktor Orbán have shown little concern for the institutions of democracy – as shown by Hungary’s adoption of a similar foreign agents’ law which acts to curtail press freedom and the work of NGOs. She concudes: “Putin is seen by the far right as a strong and conservative leader that can defend himself against the liberal west, which is trying to undermine these values.” The west, meanwhile, remains divided over the manner and extent of its support for Ukraine. The good news for Kyiv is that the recent G7 meeting in Puglia, southern Italy, ended in an in-principle agreement to use the US$3 billion (£2.36 billion) interest from US$350 billion of Russian assets frozen in the western banking system to underwrite a US$50 billion loan to Ukraine. But Gregory Stiles and Hugo Dobson, experts in international relations at the University of Sheffield, sound a cautionary note suggesting that the details of how this will work are likely to take months to agree. Meanwhile, they write, five of the seven leaders – US president Joe Biden, France’s Emmanuel Macron, Canada’s Justin Trudeau, the UK’s Rishi Sunak and Japan’s Fumio Kishida – all face elections this year which none of them are guaranteed to survive. And, to take just one example, if Biden loses in November to Donald Trump, the likelihood of this deal proceeding becomes significantly reduced. Summit on peace Many of these leaders went on to Switzerland at the weekend for the Summit on Peace in Ukraine. Stefan Wolff, an expert in international security at the University of Birmingham, was following proceedings and concludes that it’s hard to judge the meeting an unqualified success. Out of 160 countries and international organisations invited, only 92 attended. Biden was a no-show and Canada’s premier, Justin Trudeau, was the only G7 leader to stay for both days of the conference. The main problem, writes Wolff, was that the only peace plan on the table was that proposed some time ago by Ukraine’s president, Volodymyr Zelensky. This calls for the complete withdrawal of Russian troops from Ukraine, including Crimea, and the payment of reparations for rebuilding his country. Seven other peace plans, proposed by the likes of China (which also failed to send anyone), Brazil, Indonesia, Saudi Arabia, a group of African states led by South Africa and the Vatican were not discussed. Most of these call for a ceasefire, which is anathema to Kyiv and its backers in the US and UK, as it would accept, for the time being at least, Russia’s territorial gains on the ground, including the illegal annexation of Crimea in 2014. Putin, meanwhile, was trolling hard from the sidelines, releasing his terms for a ceasefire deal, which are for Ukraine to accept Russian annexation of Crimea and not just the land his troops currently occupy, but all of the four regions he annexed in September 2022. Putin’s column As previously noted here, a season of relative success on the battlefield, has left Putin in a bullish mood. It emerged recently that (despite being seriously disadvantaged by the war in Ukraine and the harsh western sanctions which have ensued) the boss of Russian energy giant plans to build an 80-metre column in St Petersburg to commemorate Peter the Great’s triumph in the great northern war, after which Russia declared itself to be an empire for the first time. As George Gilbert, an expert in Russian history at University of Southampton notes, anything honouring Peter the Great is a sure-fire way of buttering up the Russian president, who sees himself as a latter-day incarnation of the man who built his home town of St Petersburg, glossing over the fact that Peter saw his capital as a way of making Russia more of a west-facing country. Gilbert gives us some historical context about the conflict, in which Russia lined up alongside much of what would become Poland and Germany as well as Britain, by virtue of its king, George I, also being the ruler of Hanover. The key battle, he writes, was at Poltava, which is in the middle of what is now Ukraine, which involved defeating a crack regiment of Cossack cavalry, which you’d have to imagine is very much grist to Putin’s mill. One suspects, though, that it’s Peter the Great’s imperial achievements that Putin wants to emulate most of all.

Spain recognizes the Palestinian state and reaffirms its friendship with Israel despite genocide in Gaza

Pedro Sánchez announced early this morning what has been awaited since it was announced almost a week ago: the recognition of the Palestinian State, which, in the words of the Prime Minister, "must be a viable state, with the West Bank and Gaza connected by a corridor, with East Jerusalem as its capital, unified under the Government of the Palestinian National Authority," he stated. The president also sought to appease Zionist opposition and dispel accusations of supporting Hamas: "This is a decision that is not against anyone, least of all against Israel, a friendly people whom we respect and appreciate, and with whom we want to have the best possible relationship. This decision reflects our outright rejection of Hamas." The announcement of the recognition of the State of Palestine will be made, as the president communicated in the press conference, after it is approved today by the Council of Ministers. Meanwhile, the coalition government partner, ‘Sumar’, has welcomed this step, reminding that other actions are still necessary. "Arms embargo, suspension of diplomatic relations, supporting ICJ measures, and supporting the South African denunciation," have been enumerated in its X account. Today, May 28, 2024, was the date that Spain, Norway, and Ireland had marked on the agenda to take this diplomatic step in support of the Palestinian people. Ireland, for its part, will proceed with the recognition of the State of Palestine following a parliamentary debate to be held during the day. The decision taken by these three European countries, made public last Wednesday, May 22nd, joins them with the 144 countries that already recognized the State of Palestine within its 1967 borders, following the commitment to the coexistence of two sovereign states that can peacefully coexist, a principle underlying the Oslo Peace Accords of 1993, and which, however, three decades later, seem unrealistic given Israeli policies of colonization of the West Bank, isolation of Gaza, and appropriation of East Jerusalem, the territories that should compose an already disjointed Palestinian state. The Spanish recognition of Palestine as a state — a recurring commitment made by the PSOE that has taken time to materialize — coordinated with Ireland and Norway, implies that European countries, traditional allies of Israel, are joining what the Global South and colonized peoples had largely done decades ago. In Europe, Sweden took that step in 2014, many years after several countries in Eastern Europe recognized the Palestinian state in 1988, before the fall of the Berlin Wall. The former Czechoslovakia is a striking case; while the Czech Republic considers this recognition no longer valid, Slovakia reaffirms the decision made in the 1980s. Currently, Belgium, Malta, and Slovenia are other European states that have expressed their intention to recognize the Palestinian state, without specifying a specific date. For Israel, it is important that this trend does not spread. Zionist Foreign Minister, Israel Khan, wasted no time in attacking the Spanish government (again) on social media for its decision, accusing the prime minister of being complicit in "inciting the murder of the Jewish people and war crimes." The decision of the heads of government of Ireland, Norway, and Spain came after the United Nations General Assembly passed a resolution for the recognition of the Palestinian State, calling on the Security Council to accept Palestine as a full member after the US veto. The gesture of these three European countries has been welcomed by the Palestinian authorities, it responds to a historical demand, and contributes to put pressure on those countries that claim to advocate for the two-state solution but have not yet recognized Palestine as such. But beyond its symbolic value, for now, it doesn't seem likely to change the reality of the Palestinian people in Gaza, the West Bank, or East Jerusalem. In fact, Israel has punished Palestinians precisely after the decision of the three European countries: for example, by prohibiting the Spanish consulate in Jerusalem from assisting Palestinian individuals. On the other hand, the fact that most states recognize a Palestinian state has not translated into anything resembling its materialization: many of these states are also important allies of Israel, as emphasized by Sánchez himself this morning, recalling their closeness to the Zionist state. However, Israel, with its foreign minister at the forefront, has not ceased its attacks on Spain, Ireland, and Norway in the last week: in addition to recalling their ambassadors for consultations in the European states, there has been a constant response on social media, with videos accusing the three states of collaborating with Hamas. Meanwhile, violence against Gaza and the West Bank has intensified. Last Sunday, Israel attacked refugee camps in Rafah, leaving around fifty Palestinians dead and causing global outrage at the images of people burned alive, including children. It seems that in response to the symbolic gesture of recognizing Palestine, Israel continues with its plan to make a real Palestinian state impossible. In yesterday’s report (May 27th), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) pointed out that one million people have been forced to flee again, following Israel's ground invasion of Rafah on May 6th. Meanwhile, the Ministry of Health in Gaza has already reported over 36,000 deaths and more than 80,000 injuries, which, along with the missing persons, would account for 5% of the Strip's population. The United Nations has warned that it will take at least 80 years to rebuild Gaza. The fact that Israel is ravaging Palestine doesn't seem to concern the opposition as much as the worsening of bilateral relations with the Zionist state. While the leader of the opposition, Alberto Núñez Feijóo, stated yesterday that the government's decision "empowers" Hamas, Isabel Díaz Ayuso echoed a similar sentiment, saying, "They are calling for the extermination of Israel and are justifying what Hamas terrorism intends against that state. The offenses from the Government are continuous (...) The State [of Israel] will not respond with flowers," said the president of the Community of Madrid yesterday after the publication of a video released by Israel in which, with flamenco music in the background, it was reiterated that Hamas appreciates Spain's decision. But the recognition of the Palestinian state is not the only open front against the Zionist state: following the ICJ's order to halt the offensive against Gaza, the EU convened a meeting with Israel for the first time yesterday, and mentioned a tool that the EU has had from the beginning, the review of the preferential agreement between Brussels and the Zionist state. Meanwhile, civil society expands its mobilizations; yesterday, demonstrations condemning the bombings in Rafah took place worldwide, overflowing in cities like Paris. Meanwhile, the momentum continues from the encampments, which, as seen in yesterday's action at the Polytechnic University of Madrid, are bringing to light all the ties with Israel, achieving concrete victories, and exposing the extent of the economic interests and networks of influence that Israel has deployed in the university sphere.
