Political Analysis: A World Without Hamas?!!

From the start of Operation Al-Aqsa Flood, Israeli calls to crush Hamas have escalated, joined by major Western powers calling for the end of Hamas’ rule in Gaza Strip (GS) and its exclusion from the Palestinian decision-making circle. This has coincided with a global campaign vilifying Hamas, accusing it of terrorism, and seeing it as an obstacle to achieving peace and stability in the Middle East. Arab and regional forces have also actively worked against Hamas, affecting their external relations and its security and developmental strategies. Arab leaders and officials have openly discussed this in closed rooms with Western leaders or with figures who later revealed it in the media, such as Dennis Ross and Thomas Friedman.A World Without Hamas:So, these powers believe that Hamas is the problem, and that its leadership is now sought after, with the solution to regional stability being the exclusion of Hamas. Let’s deal with the hypothesis of getting rid of Hamas calmly and objectively. We should ask those who have filled the world and the media against Hamas some simple questions. Hamas emerged as a movement in 1987, nearly forty years after the decision to partition Palestine and the 1948 war and the establishment of the Israel. What have peace-loving powers done during these forty years to grant Palestinians their rights, end Israeli occupation, and implement United Nations (UN) resolutions?! Was Hamas the obstacle and the problem?! After more than thirty years of the Oslo Accords signed in 1993, which the Palestine Liberation Organization leadership hoped would establish an independent Palestinian state in the West Bank (WB) and GS within five years. Who disrupted the implementation of the agreement? Who destroyed the peace process? Who destroyed the two-state solution? Who turned the Oslo experience and the peace process into a catastrophe for the Palestinian people? Wasn’t it the Israeli side who doubled the number of settlers, seized land, Judaized holy sites, and turned the Palestinian Authority (PA) into a functional security entity serving the occupation? After more than twenty years of the (Saudi) Arab Peace Initiative launched in 2002, wasn’t it the Israeli occupation that ignored and thwarted it, leaving it on the shelf, if not in the trash bin?! And, assuming there was no Hamas throughout this period, would the Israelis have granted Palestinians full sovereignty to the WB and GS? Or is the problem deeply rooted in the essence of Zionist ideology and the dominant Israeli mindset that rejects this?! For example, during the period 25/2–3/3/1996, after several operations carried out by Hamas in retaliation for the assassination of Yahya ‘Ayyash that shook Israel, major Western powers, Israel, the PA, and several Arab and world countries rushed to hold an international conference titled the Summit of Peacemakers, on 13/3/1996, in Sharm El Sheikh, Egypt, to support the peace process and combat “terrorism.” The PA, in collaboration with the Israeli occupation and the United States, using all means of suppression and brutality, launched a smear campaign against Hamas in an attempt to eradicate anything related to the Islamic resistance movement. Practically, the PA spared no effort and succeeded, to a large extent, in dismantling most, if not all, of the resistance cells, and largely managed to strike the organizational structure of Hamas and stifle its popular base. Then what?! In the following four years, the situation stabilized for the PA, and its nine Security Forces met all Israeli demands and achieved the targeted “quality standards.” However, Israel, on the other hand, did nothing but continue its plans of Judaization and settlement, using the settlement process as a cover to penetrate the Arab and Muslim region and normalize relations with it. The matter culminated in the failure of the Camp David II negotiations in July 2000. And the question that arises is, during that period, practically a “world without Hamas,”’ why was the promised peace settlement not achieved? Therefore, Yasir ‘Arafat lost any hope of realizing the dream of the Palestinian state he aspired to. This frustration played a fundamental role in pushing ‘Arafat to support the Al-Aqsa Intifadah that erupted in September 2000, with the participation of Fatah elements, both popularly and militarily. As for the second result, it is that Hamas, in a very short time, regained its strength, advanced to lead armed resistance, and gained unprecedented popular support, culminating in its overwhelming victory in the 2006 Legislative Council elections. Attempts to create a “world without Hamas” by the PA have been repeated since 2007 for many years in WB. Hamas has suffered (and still suffers) from the PA’s repression (along with Israeli repression and US expertise), its pursuit, closure of its institutions, and the targeting of its organizational structure. So, what was the result after 16 years?! The result is that Hamas is the most popular faction in WB, or at least the fundamental competitor to Fatah!! Otherwise, why did the Fatah leadership shy away from the election obligations and the putting the Palestinian house in order, in the spring of 2021, and continues to evade them until now?! Even in GS, the suffocating blockade and participation in five destructive wars over 16 years have only increased Hamas’s strength and popularity!! Therefore, the question directed at Israel is: If WB is under your direct and indirect occupation, and you have failed over 36 years to uproot Hamas, even with a Palestinian partner, and it still maintains its popularity; what do you expect even if you manage to reoccupy GS? Why insist on “trying the tested” and “reinventing the wheel”?Will of the Occupation… or the Will of the People?!There is a fundamental question that arises: Does a “world without Hamas” reflect the will of the occupation and its allies, or the will of the Palestinian people?! Therefore, does Israel and its allies have the right to guardianship over the Palestinian people? Is it their right to impose their standards on the Palestinian people in choosing their representatives and leaders? What audacity and arrogance is it that the enemy decides the form and specifications of the leadership of a people who are victims of occupation?! The second fundamental question is, why do the Western world, Arab normalizers and their allies seek to adapt the situation in Palestine according to the desires and standards of the occupation and in a way that pleases Israel? Instead of working according to hundreds of international resolutions and the inherent rights of peoples to self-determination, to adapt the situation in favor of ending the occupation and exerting all pressures on it to force it to do so?! Therefore, the persistence of Israel as a “state above the law,” securing its occupation, and ensuring its continued subjugation of another people is the abnormal situation that must be eliminated. Hence, if the Palestinian people choose Hamas as an expression of their free will, the correct approach is to respect the will of the people, not the will of the occupation. Hamas governed GS according to the majority elected by the Palestinian people, and it did not come with an Israeli or US permission or approval. Thus, it remains whether they are satisfied or unsatisfied; this is not their business.Realistic Indicators:Indicators show that after more than 75 days of the brutal Israeli aggression on GS, Hamas’s popularity remains high and continues to rise, and the Palestinian environment still rallies around it inside and outside Palestine. The methods of massacres and atrocities have deepened the desire of the Palestinian people for revenge and for making more sacrifices to end the occupation. Thus, Israel’s mad desire to reach a “world without Hamas” has only strengthened Hamas and elevated its status among Palestinians, Arabs, Muslims and the world as a movement of resistance and liberation. This happened at a time when the ugly face of the occupation was increasingly exposed. The latest opinion polls released by the Palestinian Center for Political and Survey Research on 13/12/2023 show a rise in Hamas’s popularity and more support for the resistance line, with an overwhelming majority demanding the resignation of ‘Abbas. Moreover, if there were a referendum on the most popular factions or parties in the Arab and Muslim world, Hamas might win by a comfortable majority, gaining a position that no other Palestinian faction, party, or Arab or Muslim leader could dream of. Perhaps Abu ‘Ubaidah, whose name and face we do not know, would receive far more votes than many leaders and presidents whose names echo in the media day and night!!Hamas and the International Community:If the world were without Hamas, would it be better for the international community to support the Palestine issue? In fact, the objective study of the course of the world’s interaction with the Palestine issue, its prominence on the international agenda, and the increasing percentage of votes for it since the emergence of Hamas until now (1987–2023), indicates that whenever there is resistance, an atmosphere of uprising, confrontation with the occupation and an ascendance of Hamas’s role, this voting percentage increases in the UN and its institutions, as well as in the official and popular global interaction. Conversely, whenever the trend of peace settlement and the imposition of a state of “calm” prevails, international interest and support, as well as voting percentages in the UN, decrease. Israel exploits this to further its settlement and Judaization, moving towards closing the Palestinian file and imposing its visions that erase the rights of the Palestinian people in their land and holy sites. Researchers, such as Prof. Dr. Walid ‘Abd al-Hay, have written about this phenomenon.Hamas and “Terrorism”:Several Western countries accuse Hamas of “terrorism” and killing civilians, seeing the need to delegitimize it internationally. However, for the Palestinian people, Arabs, Muslims and everyone who believes in the right of the Palestinian people to liberate their land, Hamas is seen as a moderate, open Islamic movement, a national liberation movement whose existence is linked to confronting Zionist terrorism and ending the occupation. Crushing and sidelining Hamas will not eliminate the essence of the liberation idea; it is an inherent and sacred right for any people with dignity seeking to determine their destiny on their own. Accusing Hamas of terrorism is merely a tool to prevent any legitimate resistance against the occupation. Regarding the issue of targeting civilians, perhaps there is no room for discussion here, but historically, it suffices to note that since its inception, Hamas has sought to focus on military objectives. After the Ibrahimi Mosque massacre carried out by a Zionist called Baruch Goldstein in 1994, Hamas offered to avoid killing civilians from both sides, but the Israeli occupation ignored it and continued its massacres. Documented statistics indicate that Israel has killed more than 11 thousand Palestinian, the overwhelming majority being civilians, from 2000 until just before the recent Operation Al-Aqsa Flood on October 7th. The whole world has witnessed the Israeli massacres in GS… Let’s first talk about the “Zionist terrorism.” The moderate Islamic civilizational ideology is the most powerful, deep and widespread school of thought in Palestine, the Arab world and the Muslim world. Palestine, with its great religious significance and heritage, occupies a central place in the hearts of every Arab and Muslim. This school of thought, even if Hamas were hit, has the potential to reproduce a stronger and wider movement. It is associated with a just battle worth sacrificing and dying for, linked to the status of Palestine and not necessarily to the existence of Hamas. It is an entrenched ideology in Palestinian society and the Ummah (Muslim nation). It is foolish to ignore it and insist on going against the tide of history after thirty years of British colonialism and seventy-five years of Zionist colonization, using the same mechanisms that have proven their failure. *** The clear result of this discussion is that those who talk about a world without Hamas do not mean Hamas alone, but they aim to target the resistance of the Palestinian people and their vibrant and free forces. They want a world conducive to the continuation of occupation, injustice and the subjugation of the Palestinian people… They want Palestinian people without will, a people dancing to the tunes of the occupation, a people without claws and teeth, which will never happen!! Instead, global efforts should focus on creating a world without colonization… without occupation… without a Zionist settler-colonial expansionist project. It should be a world that respects the free will of peoples and pressures Israel, not those fighters for their freedom. It should be a world that stops evading the obligation that will happen sooner or later, which is the liberation of Palestine and ending the occupation.

Morocco and resolving the Gaza crisis

Israel and Morocco mark three years this week since renewing their relations, but the war between Israel and Hamas leaves no room for celebration. For the time being, bilateral cooperation on the governmental level is limited and low profile, focusing mainly on security matters. Despite high expectations from the numerous visits by Israeli ministers and officials to Morocco, these visits have not led to substantial cooperation beyond statements and memoranda of understanding. The lack of focus and the inability to materialize the dozens of signed agreements is evident these days, emphasizing what has not yet been implemented. For instance, an agreement for employing Moroccan migrant workers in Israel has not yet been signed, despite the statement made by the former interior minister Ayelet Shaked in July 2022. Nor has the economic infrastructure to enable business between the countries been completed, namely agreements on customs, double taxation avoidance, promotion and protection of investments, and other systems to enhance the attractiveness and competitiveness of the trade channel between Morocco and Israel. Moroccan decision makers, for their part, appear to regard the ongoing war with Hamas, and no less so the current Israeli government, as detrimental to the resumption of relations between the countries to its positive course. Statements by senior Israeli officials calling for the destruction of Gaza, while vehemently opposing the establishment of a Palestinian state, echo in the Moroccan media, damage Israel’s image, and mainly serve opposition parties who wish to harm the special relations between the two countries. Nevertheless, Morocco’s official position regarding relations with Israel as a strategic interest remains intact. This was evidenced by the results of the extraordinary Arab Islamic Conference held in Riyadh in November, in which Morocco – alongside other key Arab and Muslim countries – was reluctant to embrace actual decisions or actions against their relations with Israel. Morocco’s decision to keep its ambassador in Tel Aviv – despite the Israeli mission staff being evacuated from Rabat – is a significant statement in itself. In the economic field, businesses more or less continue as usual. Israeli companies come to Morocco or meet their partners in third-country destinations such as France and Spain. This discreet arrangement seems convenient for everyone.Tourism has almost completely stopped between the countriesTourism is the most affected sector, with direct flights between Tel Aviv and Rabat still on hold, and a travel warning in effect with a rating of three out of four, advising Israelis to avoid non-essential travel to Morocco. As a result, Israeli and international Jewish tourism to Morocco has almost entirely stopped. This situation is exacting a price from Israeli tourism agencies and Moroccan hotels and service providers. While tourism is a key to people-to-people connections, most civil and cultural partnerships are currently on hold and in a “waiting” situation until the end of the war. Despite the challenges, some joint initiatives can be preserved, finding creative ways to sustain them, such as transferring them from a bilateral framework to a multi-sided one under an American, European, Emirati, or other umbrella, or conducting activities online whenever possible. One of the main challenges in the civil context is the sentiment among Israelis of Moroccan descent regarding Morocco. It ranges from disappointment to astonishment and a lack of understanding in light of images of mass protests from Rabat and other cities in Morocco and even antisemitic incidents that do not receive official condemnation. Here, it should be noted that Israeli frustration is partly due to cultural and behavioral differences between Israel and Morocco, despite their close cultural connection. According to the Moroccan perspective, including that of decision-makers, it is preferable to avoid conflicts, make explicit statements, and deal with matters quietly behind the scenes. In their view, the secrecy of action is a key to success, preserving internal stability and advancing a wishful agenda. That’s because, according to their understanding, one cannot resist what one does not see or know, so ultimately, maintaining quiet preserves the status quo as if nothing has been done. In Morocco, non-action is considered, in practice, equivalent to any action, and perhaps even the most proper and challenging action to execute. Three years after the resumption of official ties, and in the shadow of the Gaza war challenges, the crisis also provides a new opportunity for regional and bilateral cooperation between the two countries. Morocco’s relatively neutral position may in fact enable it to play an important role in the aftermath of the war as part of a broader coalition dedicated to rehabilitation and reconstruction processes. It could help in the reconstruction and in implementing local and regional programs to deal with and prevent extremism and violence. Morocco could assist in the training of Palestinian public employees deployed in Gaza. Morocco could also host forums, meetings, and conferences to support and promote a sustainable solution to the Israeli-Palestinian conflict. The good relations that Morocco maintains with both sides – Israeli and Palestinian – and the religious authority of King Mohammed VI, including his role as the chairman of the Al-Quds Committee in the Organisation of Islamic Cooperation, are just some of the assets Morocco can bring to this complex task. The connection with Morocco is a significant asset for Israel in times of peace and war alike. It is important that we learn and derive insights from the past three years towards the new chapter in relations that will unfold once the war is over.

The Israel/Hamas War and ‘Decolonial Washing’

The Israel/Hamas war poses some issues for International Relations scholars which we perhaps tend to downplay. For example, the desire to act or demonstrate solidarity, to fulfil the imperative to ‘decolonise’ or ‘to call out the oppressors’, can often clash with the desire to deconstruct or oppose claims to political or moral authority. Today many people are becoming increasingly aware of our shared imbrications and entanglements, where all ‘our livelihoods are underwritten by colonial violence and unsustainability’. If coloniality is not something that can just be wished away but is at the heart of the international system, the best of intentions can often result in reducing decolonising to a metaphor or taking shortcuts – ‘decolonial washing’ via publishing appeals, petitions and statements – rather than initiating transformative change. For example, one minute we’re reading or writing critical studies of the ways that international institutions gain moral authority through international humanitarianism, but the next minute, when something dreadful happens in the world, it seems that there is no alternative but to demand that our governments act ‘progressively’ in the world. This problem perhaps is most acute when it comes to the demand that ‘something must be done’ about international outrages, such as war crimes and genocide. In these cases, it appears that our ethical and political desires to decolonise have no avenue of expression without reinforcing the existing domestic and international hierarchies. The danger is magnified in the cases of international policy discourses that assert their humanitarian and universal underpinnings, seeking legitimacy for interventions to protect victims of violence. As Polly Pallister-Wilkins writes: ‘…race and racism need to be taken seriously as features within the structures of humanitarian thought and practice. Alongside this, it is necessary, for scholars and practitioners alike, to acknowledge that humanitarianism, with its universalist claims, acts as a salve for sustained racial discrimination and violence, working if not to entirely invisibilize racial hierarchies within suffering, then to make the racial underpinnings of such suffering acceptable through supposedly universal practices of care.’ In such cases, the moral imperative to ‘decolonise’ can be particularly paradoxical. If ‘decolonising’ is to be more than a managerial buzzword, the global structures of power and domination, built on colonial exploitation, indigenous dispossession, and chattel slavery, would need to be dismantled. This would seem to rub up against the desire that dominant world powers and international and domestic institutions demonstrate their ‘decolonial’ credentials. Perhaps it could be argued that we have already rehearsed this problem of international institutions garnering moral and political credibility on the back of wars and atrocities. Most recently in the international attention to the Ukraine/Russia conflict, making some (white, European) lives more grievable than others. It seems particularly difficult to take colonial legacies and continuing international hierarchies of power out of international calls for humanitarian action in the Israel/Hamas conflict. For example, many University schools and departments are drawing up their own petitions on the conflict. Staff are not merely left to sign one of the many petitions already in existence, calling for peace and justice in Gaza, but are encouraged to organise their own workplace petitions. The reason for this bypassing of existing demands for the British government to act as a force for peace has little to do with Britain’s key colonial role in the establishment of Israel as a settler-colonial state. The need for a separate petition arises in order for colleagues to make solidarity demands upon their university employers and to “show that our stated commitment to progressive values and decolonising education actually means something”. It becomes a problem when the desire to demonstrate ‘decolonial’ or ‘progressive’ credentials takes the form of petitioning the British government and University and other employers to involve themselves in international conflicts as a way of demonstrating that they somehow share or can lead political and ethical work in this area. This is particularly the case when many leading states and educational institutions would find it much more difficult to discuss their own financial dependency on endowments from the profits of coloniality and chattel slavery. As leading authorities on ‘decolonial washing’ write, ‘we contend that engaging in complicated conversations is a necessary condition for decolonising university curricula’. It is doubtful that conversations about these institutions own colonial complicities can be short-cut through petitioning them to become decolonial actors elsewhere in the world. As Eve Tuck and K. Wayne Yang argued, not taking decolonising seriously ends up in settler ‘moves to innocence’ and ‘settler futures’ where leading colonial institutions and beneficiaries are reimagined in non-oppressive terms. As the editors of Decolonising the University state: ‘the foundations of universities remain unshakably colonial’. Therefore, focusing on the British government and leading employers and institutional benefactors in ways that problematise assumptions of their moral authority would presumably be more useful than calling upon these institutions to demonstrate their commitment to decolonising. As Vanessa de Oliveira Andreotti powerfully argues – ‘Potholes in the Road toward Decolonization (For People in Low-Intensity Struggle)’ – coloniality is so baked into Western state powers and institutions that attempts to take ‘short cuts’ through making ‘decolonial’ claims and statements can easily feed into existing hierarchies, reproducing ‘colonial entitlements’ rather than challenging them.

America: Seeing red in the Red Sea

The attacks on shipping in the Red Sea is a test for the US’ Indo-Pacific strategy to deal with China In a House Armed Services Committee hearing in March 2023 on the US posture and security challenges in the Middle East and Africa, it was acknowledged that “…President Biden’s decision to unilaterally and unconditionally withdraw all US forces from Afghanistan has undermined our national security.” The developments of the past few weeks in the Red Sea have made this assertion seem prophetic. Yemen’s Houthi rebels have strategically positioned themselves to exploit less monitored zones in the Red Sea and the broader Arabian Sea. With numerous naval vessels navigating this critical route linking the Mediterranean and the Arabian Sea, countering the Houthi rebels and their assaults on global shipping has become exceedingly challenging for the US. The Houthi rebels have connected these attacks to the ongoing conflict in Gaza, tying the halt in hostilities along shipping lanes to a ceasefire negotiation between Israel and Hamas in Gaza. Their strategy involves increasing attacks on ships and holding them as leverage to prompt the US to pressure Israel for a ceasefire. The timing of the Houthi actions aligns with Israel’s focused operations in southern Gaza and a waning Congressional backing in the US for continuous financial support for overseas conflicts. Tactically, the Houthis see an opportunity to open a third front in the maritime domain, even as the Israeli air defence systems are overwhelmed by combined rocket attacks of Hamas and Hezbollah in the north and south. In an offensive barrage last week, the Hezbollah carried out six attacks in eight hours. In the maritime domain, the Houthis have carried out multiple UAV, rocket and missile attacks targeting a dozen merchant ships in the larger Indian Ocean. Iran has conducted attacks on US and Israeli vessels in the region as well. A recent attack on an Israeli vessel off the west cost of India near Veraval is a red flag for safety and security of the Sea Lines of Communication (SLOC) in the Indo-Pacific. With unmanned aerial vehicles and use of other technological capabilities, the attacks on ships could be rapid, discreet, damaging and, most of all, with little or no accountability. Often, the vulnerabilities associated with international strategic choke points have always been assessed from the perspective of State complicity, resting States’ conviction on limited capacities of non-State actors to exact huge costs. If anything, the Red Sea crisis shows that even with little but calculated external support, non-State actors could indeed significantly disturb the predictability of global supply chains and bring merchandise flow to a halt. The economic impact of increased attacks in the Red Sea is already being felt, as many ships have begun to avoid the route through the Red Sea and prefer the longer route around the Cape of Good Hope in Africa. This has caused worries of delay in the global freight markets and pricing concerns in energy dependent countries beside the security concerns for shipping companies such as Maersk. Since the Israel-Hamas war began, the US Central Command has been active in preventing a slew of UAV attacks by the Houthi rebels. For the US, the situation developing in the Red Sea presents a combination of political, economic and strategic challenges. The ongoing Israeli operation in Gaza has politically isolated the US at the global level as the only country to oppose a UNSC ceasefire resolution. The political heat from the Israel-Hamas war is being felt at home with dwindling youth support for President Biden as presidential elections near. The economic costs of the two wars – one in the Middle East and the other in Ukraine – is already tearing the US Congress apart. At the strategic level, coordinated attacks on international shipping threatens to force a rebalancing of the US force posture in the Indo-Pacific. The US currently has two aircraft carriers positioned in the Middle East since the Israel-Hamas war began. While a strong US military presence in the region may have prevented the war from spreading through the region, any additional and long-time concentration of force posture in the Gulf may be detrimental to Washington’s Indo-Pacific intent. Indeed, America’s Indo-Pacific strategy is being tested in the Middle East through five core ideas. Firstly, the recentring of US forces in the Middle East contradicts the intended pivot towards Asia. Secondly, the attacks orchestrated by the Houthis and Iran highlight the unpredictable threats that can disrupt supply chains in the region. Thirdly, the US faces challenges in executing counterterrorism and counterpiracy efforts in the Indo-Pacific, especially while collaborating with allies. Moreover, integrating the Middle East into an Indo-Pacific connectivity project appears increasingly challenging. Lastly, China’s refusal to join the US in protecting the Red Sea shipping lanes reveals Beijing’s divergent strategy for engaging with the Middle East from that of the US.

We're fighting a war of civilization against barbarism. I can say that when we spoke, I expressed again our commitment, Israel's commitment, to achieve total victory against Hamas. And we think this is not only our war but in many ways your war because you are leading the forces of civilization in the world. This is a battle against the Iranian axis, the Iranian axis of terror, which is now threatening to close the maritime strait of Bab el-Mandeb. This threatens the freedom of navigation of the entire world. I appreciate the fact that you're taking action to open that strait. It's not only our interest, it is the interest I think of the entire civilized community. I want to thank you for the support that you have shown consistently, and I welcome the opportunity to talk about what else we're doing to have our common interests served." Now, we'll continue to provide Israel with the equipment that you need to defend your country, Mr. Prime Minister, including critical munitions, tactical vehicles and air defense systems. We'll continue to support Israel's mission to find and free all of the hostages. I'm also here to discuss how we can best support Israel on a path to lasting security and that means tackling urgent needs first. We must get more humanitarian assistance in to the nearly two million displaced people in Gaza and we must distribute that aid better. We want to thank you for the recent initiatives that you've taken, Mr. Prime Minister. We applaud that and hopefully that will enable us to move even more in. Iraqi Kurdistan and the Failure of Capitalizing Kurdish-Israeli Relations

History of Bashur and Israel Kurds, mainly Bashuris, and Israelis share notable similarities that would foster a natural alliance. Since the inception of Bashur, in South Iraq, as a polity in 1991, it has grappled with a hostile neighbourhood intent on weakening and erasing its polity—paralleling Israel’s challenges with Arab states that often deny its recognition. Moreover, the Kurds and Israelis exhibit political, cultural, and historical similarities. However, the precarious nature of their relations, given the hostile neighbourhood, renders the existing literature on Kurdish-Israeli relations sparse. Importantly, this literature fails to address a crucial question: how Bashur politics has shaped these relations? The Lost Israeli Tribes and The Kurds The origins of the Kurds are a subject of dispute among scholars, with various theories linking them to different peoples (Limbert 1968, 40-1). However, scant attention has been given to the connections between the Jews of Israel and Kurds in Bashur. In the seventh century BCE, eight of the ten Israeli tribes residing in ancient Israel migrated and have been considered lost. Various nations, from Mexico to Japan, have claimed descent from these tribes (Lyman 1998, 7). Despite the publication of a DNA research project on the origin of Bashuris in 2001, revealing that “Kurdish and Sephardic Jews were indistinguishable from one another” (Nebel et al. 2001, 1095), such findings might not be well-received among Kurds due to nationalist and Islamist sentiments. Furthermore, Hennerbichler argues that the Kurds constitute one of the oldest nations in the Middle East, highlighting the remarkable similarity between the Modal Kurdish Haplotype DNA and that of Ashkenazi Jews (2012, 69-70). Additionally, Mcdowell suggests that many Iranicized Kurds are of Semitic origin (1992, 9). Despite these perspectives, Kurds generally consider themselves a distinct group that has inhabited the region for an extended period. Hemeres contends that the Kurds are one of the oldest people in the Middle East, possessing their alphabet and predating many present-day Middle Eastern nations (2022). However, Hemeres’s reliance on ancient sources and observations from scholars centuries ago may need to be more scientifically credible. A more scholarly and scientific approach to understanding the origin of the Kurds would be preferable. Both Israelis and Kurds, fearing potential Islamic backlash, face challenges in acknowledging shared ties. Given that a significant portion of Bashuris are Muslims, Israeli policymakers may find it difficult to consider them as similar to Jews, who are both an ethno-religious group—where an Israeli Jew follows Judaism and is ethnically Jewish (Greenspoon 2014, 129). Despite these commonalities, the literature suggests that such shared characteristics have played a limited role, primarily because Iraq and Israel do not share a border, and the risk of Islamic backlash outweighs any potential benefits from their ties. In existing literature, there is no evidence of Israel seeking to aid the Kurds solely due to a perceived kinship but rather to counter strategic threats. However, the Bashuris find themselves in a strategically significant position in Israeli calculations. Even if both Israelis and Bashuris acknowledge such a tie, they may deny it due to the ongoing state of war between Iraq and Israel (Romano and Rojhelat 2019, 171). As recently as 2022, the Iraqi parliament passed a law criminalizing relations with Israel; if found guilty, one could face the death penalty (AP 2022). Throughout much of their history, Bashuris have not identified with Israelis and have generally shown more sympathy towards Palestinians. Despite the emergence of a pro-Israeli sentiment in the region today, it is challenging to establish a direct link between this shift and Israeli involvement in the Kurdistan region. The region’s increasing Westernization since 2005 and improved access to education may also contribute to this change. Moreover, Bashur-Israeli relations have predominantly involved a specific faction of Iraqi Kurds rather than being under the purview of the Kurdistan Regional Government (KRG). This is attributed to political, economic, and, to a lesser extent, social divisions within the region. Bashur The presence of a weak state in Iraq, coupled with Baghdad’s historical disputes with its neighbors, has provided the Bashuris with a unique advantage in terms of organization and access to the outside world compared to other Kurds in the Middle East. Notably, Bashuris were the only ones legally recognized as a minority (Edmonds 1959), particularly the Barzanis, who gained international recognition as leaders of the Kurdish revolution against the Iraqi government in the 1920s. In 1946, the Kurdish Republic of Mahabad was established but eventually dissolved (Edmonds 1959, 2). Mustafa Barzani played a pivotal role in attempting to save the republic, leading followers in a protracted battle with the Iranian Army before seeking refuge in Soviet territories (Reisinzadeh 2019, 65). Following the republic’s collapse, the Kurdistan Democratic Party (KDP) was founded in 1946 by four Kurdish officers of the Iraqi army, inviting Mala Mustafa to lead the party (Hevian, Rodi 2013, 97). After the 1958 July Revolution in Iraq, Barzani and other Kurdish Peshmerga were allowed to return to Iraq, welcomed by Baghdad in an effort to centralize power under Brigadier Abd al-Karim Qasim (Rubin 2007, 354). Relations improved, and Iraq was declared a unity between Kurds and Arabs (Bagley 1959, 288-9). Barzani quickly asserted control over much of Kurdistan, prompting fear in Baghdad (Lortz 2013, 39). The strength of the KDP and Barzani, recognized by Baghdad, was evident in their ability to rally people and maintain control over Kurdistan. However, conflicting interests emerged as the KDP sought autonomy while Baghdad aimed to centralize the state against Nasser’s Pan-Arabism. In 1961, the Kurds, led by Barzani, revolted against the Iraqi government, marking the first Kurdish-Iraqi war (Rubin 2007, 353-5). The Kurdish revolt gained strength, with significant defections from Kurdish soldiers in the Iraqi army (Pollack 2004, 219-20). The revolution was successful, controlling many cities and engaging the Iraqi army in 1961 (Paul 2013, 214-5). Despite the revolutionary success, internal divisions within the KDP, involving conservative, Marxist, and nationalist factions, challenged Barzani’s control. The main factions were the Malayyis (Barzani supporters) and the Jalalyis (Talabani followers), proving to be a hindrance to Kurdish unity and their pursuit of rights (Abbas 2020). Hence, when the Israelis arrived in Bashur, the Kurds were already divided. Israeli-Kurdish Reproachment The historical development outlined above explains Israel’s inclination to assist the Kurds. However, proving that the Kurds successfully convinced both the Iranians and Israelis to aid them is challenging. In the case of Iran, the fear of a potent Kurdish revolution spilling over from Iraq likely motivated their alignment with Israeli interests. Israel, valuing its relations with Iran and Turkey and considering any assistance to Kurdish groups within these countries as foreign intervention, strategically supported the Kurds during a crucial time. Efforts by the Kurds to secure Israeli assistance were extensive before Israel agreed to help. Ismet Sharif Vanly notes that the first Bashuri to visit Israel was not Mustafa Barzani or his associates but the General Secretary of the KDP, Ibrahim Ahmad (Bengio 2017), who, at the time, balanced against Mustafa Barzani by controlling the KDP politburo. Ahmad, serving as the de facto president of the party, played a crucial role in approaching Israel, visiting the country during Barzani’s absence. His influence was significant, as evident from his leadership in the KDP and renaming the party from the Kurdish Democratic Party to the Kurdistan Democratic Party in 1955 (Reisenzadeh 2019, 65). Barzani, concerned about Qassem, sent Kamuran Ali Baderkhan to meet with Israeli Foreign Minister Golda Meir in 1959, seeking political support (Alvand 2016, P: 71). However, tangible support from Israel did not materialize immediately. Israel, prioritizing relations with Turkey and Iran, needed their consent before assisting the Kurds, making their support a tactical move to keep Baghdad occupied without allowing the revolution to escalate beyond control, something that Iran and Turkey were concerned about (Alvandi 2016, 72). Despite the tactical nature of Israeli support, it was unique in its multifaceted approach, encompassing diplomatic, financial, and military aspects. The Kurds’ persistence and the strategic alignment of interests among Iran, Israel, and the United States during this period provide insights into the intricate dynamics that shaped the Israeli-Kurdish relationship. Assisting non-state actors in the Middle East has typically involved arms deliveries and financial support. For instance, Iran initially supported Shiite groups across the region, with assistance being predominantly political. It was not until the 1970s and 1980s that Iran began providing military training to these groups (Reisinezhad 2019, 61-70). However, Israeli assistance to the Kurds stands out as a unique example in Middle Eastern history, where a state actively helped a non-state actor to enhance organization and adaptability. Israeli support for the Kurds went beyond supplying weapons and cash. Initially, the Israeli foreign intelligence service Mossad and the Iranian intelligence service Savak collaborated to establish the KDP Parastin in 1966, aiming to gather military intelligence on the Iraqi army, a departure from previous practices (Ghareeb 1981: 133, Hennerbichler 2012, 254). This was a significant change for the Kurds, as internal challenges, including betrayal, had historically impeded Kurdish revolutions. Additionally, Israel provided diplomatic assistance by attempting to facilitate meetings between the Kurds and Americans despite facing some challenges (Alvandi 2016, 74). Furthermore, Israel extended substantial financial assistance, and its military advisors were stationed at KDP headquarters from 1965 to 1975 (Mamikonian 2005, 395). This comprehensive assistance from Israel played a pivotal role in transforming the Kurds from traditionally organized armed tribesmen relying on instinct to a more organized group employing intelligence and modern warfare techniques. Notably, the Kurds typically sought assistance rather than training. When Barzani’s representative, Bedir Khan, returned to Israel in 1963, his meetings with top Israeli leaders, including Golda Meir, focused on securing money, weapons, and a radio transmitter (Alvandi 2016, 72). The assistance provided by Israel likely influenced the Iranians to adopt a similar approach in their dealings with groups like Hezbollah in Lebanon, Popular Mobilization Forces in Iraq, and the Houthis in Yemen. Israel’s deep involvement in the fighting was exemplified in a battle where Israeli commander Tsuri Sagay assisted the Kurds in planning and supervising the war, resulting in significant casualties for the Iraqi forces. Following this success in 1965, Baghdad agreed to grant autonomy to the Kurds, leading to a coup. The Iraqi military refrained from launching another offensive in Kurdistan until January 1969 (Alvandi 2016, P:70). Despite facing setbacks in 1975, their leaders remained intact, and the KDP continued as a political force. One of the main contributing factors to this resilience was the way Israel assisted the Kurds in reorganizing. Therefore, Israel’s aid can be viewed as a state actor’s support to a non-state actor, fitting within the framework of Israel’s external balancing strategy. The Periphery Doctrine The periphery doctrine conceived by Israeli leaders like Ben Gurion emerged as a response to the challenges posed by Israel’s hostile Arab neighborhood. This strategy aimed at cultivating ties with non-Arab states and political entities, including the Kurds and Christian Arabs (Romano and Rojhelat 2019, 165-6; Samaan 2019, 384; Kaye and Roshan 2011, 22). Despite the significant demographic presence of Kurds in the Middle East, Israeli-Kurdish relations were the weakest link in the Periphery Doctrine. Israel primarily engaged with state actors like Iran and Turkey, limiting its support for Kurdish movements in those countries while focusing on assisting Bashuris, given Iraq’s hostility towards Israel (Romano and Rojhelat 2019, 172). The unique relationship between Israel and the Kurds was strategically designed to weaken Iraq in its ongoing conflict with Israel, primarily as Iraq remained in a state of war with Israel, particularly after coming under Iranian influence. Although Israeli-Kurdish relations include business within the framework of the Kurdistan Regional Government (KRG) (Romano and Rojhelat 2019, 76-7), they have yet to expand to include other Kurdish groups substantially. From the perspective of Israeli-Kurdish ties, the doctrine appears successful as it contributed to the Kurds maintaining political influence even in the face of military defeat and remaining as a political force in Iraq against Baghdad. The establishment of Parastin and the training of KDP Peshmerga were pivotal in solidifying the Kurdistan Democratic Party (KDP) and averting internal splits. Nevertheless, it is crucial to acknowledge that one of the earliest divisions, resulting in the de facto existence of two mini-states in the Kurdistan region, predates Israeli involvement in Bashur. This early schism continues to pose a substantial obstacle, limiting the ability of the Bashuris to capitalize on the assistance provided by Jerusalem fully and vice versa. Kurdish Division as An Impediment After the success against the Iraqi government, internal divisions among the Kurds became pronounced. The KDP politburo, specifically the Jalalyis faction, chose to negotiate with Baghdad and even participated in the Baathist government of 1966. This government brought about with assistance from Barzani and Israelis, retained KDP members in Baghdad until the late 1960s (Rashid 2017, 49-52). The consequences were far-reaching, leading to the eventual split of the KDP. The politburo faction, led by Jalal Talabani, became distinct, and the term “Jash,” meaning foal, gained popularity, denoting traitors within the Kurdish community. This internal strife left the Kurds divided, unable to fully capitalize on the foreign support from Israel, Iran, and the United States. It created two conflicting proxies in the Kurdistan region—one aligned with the West and the other with the Eastern Bloc. This exacerbated intra-Kurdish conflicts in Bashur, allowing external powers to manipulate their factions rather than assisting them in realizing their national aspirations. Barzani heavily relied on Iran and, through them, on Israel and the United States for logistics, financial, and military assistance. The revolution faced imminent collapse in 1975 when Baghdad and Tehran signed a deal to end hostilities (Mcdowal 1992, 21-23). Consequently, Barzani called on all fighters to go home, preventing further resistance against the Iraqi government. However, Mahmoud Othman, sometimes referred to as Barzani’s right-hand man, expressed in an interview that it was a failure of the leadership that the revolution collapsed, stating, “We had everything, arms, money, territory, and Baghdad was not that powerful. The Shah told us we could continue fighting” (The Best Video News 2023). Despite having the resources and potential support, Barzani decided unilaterally to halt the fight. After 1975, the KDP transformed into a police force for Iraq and Iran in Bashur, preventing the emergence of any armed group from fighting against Baghdad. While there was limited influence Israel could exert to prevent this, the split had already occurred. Barzani’s monopolization of relations and other international ties compelled him to cease fighting unilaterally. For example, in 1978, approximately 1700 PUK peshmerga attempted to move into the Iran-Iraq-Turkey triangle to establish bases along the Syrian border, where they received weapons and ammunition. This led to a clash with KDP forces, resulting in the death and capture of many PUK fighters (Rizgar 2021, Pencemor 00:26:00-00:29:00). Since its establishment in 1976, the Patriotic Union of Kurdistan (PUK) maintained close relations with the Soviet Union and Syria. According to Jalal Talabani, the founder of the PUK, the Soviets reached out to him in 1975 when Mustafa Barzani declared the end of the revolution. They requested a meeting in East Germany, where Talabani met with a Russian agent. Talabani recounts in his autobiography that during the meeting, the Russian agent asked, “Do you know Alexander?” to which Talabani replied, “Yes, I know him very well.” They both started laughing (Rashid 2016, 20-31). The founding of the PUK was decided in the Soviet Union, contrary to the official PUK history that claims its seven founding members did so in Damascus in 1976. Co-founder Omar Sheikhmous states that Talabani had already formed the PUK on May 22nd, 1976 when it was announced on Syrian national radio. They were informed later (Pencemor 2017, 00:10:40 – 00:12:00). Talabani further mentions, “I met President Hafiz Assad, and he promised to help us and said, Syria is your own country” (Rashid 2017, 38). Most of the PUK’s funding came from Libya, amounting to millions of dollars (Pencemor 2017, 00:40:00 – 00:41:00). Interestingly, the strategic moves that Israel made in the 1960s now fell into the hands of their adversary, the Syrians, who shared similar interests in Iraq. Today, the region remains politically and economically divided socially, to a lesser degree, between the Kurdistan Democratic Party (KDP) and the PUK. Although the Kurdistan Regional Government (KRG) enjoys de facto internal sovereignty, it operates as a confederacy between the PUK, which controls the security services and economy of Sulaimani and Halabja provinces, and the KDP, which oversees the security services and economy of Erbil and Duhok (Namdar 2021; Greaves 2019). Consequently, Israeli relations predominantly align with the KDP. Traditionally allied with Iran, the PUK has refrained from fostering such relations with Israel. Nevertheless, the PUK has tacitly consented to Israel’s presence in the KRG, allowing Israeli assistance and shipments to the region, given that the PUK controls half of the KRG. For instance, Israel has trained peshmerga forces and dispatched machinery to the region over the last two decades (Romano and Rojhelat 2019, P:175). Despite these engagements, the primary diplomatic relations with Israel are upheld by the KDP. Kurdish-Israeli Relations Today When Israel lost access to Bashur following the Iranian revolution, the most likely opportunity for a return presented itself after the ousting of Saddam Hussein. Reports of Israeli intelligence presence in Bashur emerged after 2003, indicating an interest in monitoring Syria, Iran, and Iraq (Hersh 2004). In 2022, Iran claimed responsibility for bombing a mansion in Erbil, alleging it housed a group of Israeli spies (Yahya and Abdul-Zahra 2022). Despite the risks, the Kurdistan region, as Iran grows more muscular, sees potential benefits in maintaining ties with Israelis to exert influence on Washington through the pro-Kurdish Jewish lobby in the American Israel Public Affairs Committee (AIPAC) (Bengio 2014, P: 3). Although Israel openly supported the Kurdistan region’s independence referendum, this backing, while significant publicly, did not match the level of support on the ground. The referendum contributed to increased pressure from Baghdad, bringing the region to the brink of collapse, and justified an anti-Kurdistan alliance among Middle Eastern Shiites led by Iran (Bengio 2017). Additionally, Bashur lacks the necessary conditions to sustain itself as an independent state, being landlocked in a neighborhood that perceives a Kurdish state as an existential threat. Consequently, constitutionally guaranteed autonomy within Iraq could better protect the rights of the Kurds and serve as a more favorable ally for Israel. Israel’s support for the Barzanis could have been more beneficial if directed towards the Kurdistan Democratic Party (KDP) rather than solely to the Barzanis in the 1960s and now only the KDP, who had centralized military power. Ibrahim Ahmad and the Patriotic Union of Kurdistan (PUK) exposed Barzani’s relations with Israel for similar reasons, not implicating the KDP as they were leaders within the party (Bengio 2014). As a result, relations between Israel and the broader Bashuri factions never fully developed. Furthermore, present-day Israeli-Kurdish relations can be more accurately characterized as Israeli-KDP relations, especially within the Kurdistan Regional Government (KRG) framework, where the KDP dominates critical positions within the KRG. Israel’s support has been used by the KDP to consolidate power, leading to a weakened KRG. The KDP’s security services have become more oppressive, and KDP-controlled areas face criticism from the international community for suppressing journalists and activists (Human Rights Watch 2021). This strain on KDP-PUK relations has further weakened the Kurdistan region, undermining the goals of Israel’s Periphery Doctrine. Moreover, the KDP champions an independent Kurdistan, although practical feasibility could be better due to the region’s landlocked status. Israel’s assistance to the KDP in exporting oil independently from Baghdad, a policy tested to demonstrate survival capabilities, ultimately failed, leaving the Kurdistan region more vulnerable (Henderson et al. 2023). Now, the region is more divided, with a weaker economy and a shrinking population due to immigration (Namdar 2021) As a result, Kurdish-Israeli relations have become monopolized by the Kurdistan Democratic Party (KDP), creating increased risks for both sides. While it could be argued that the Patriotic Union of Kurdistan (PUK) may not actively seek relations with Israel, as mentioned earlier, the PUK has been part of the overall relations within the Kurdistan Regional Government (KRG). In 2008, when Jalal Talabani, Secretary-General of the PUK and President of Iraq, briefly met with Ehud Barak, he faced criticism. He clarified that the meeting was in his capacity as the general secretary of the PUK, not as the president of Iraq (Aljazeera 2008). Moreover, as Israel and the United States have distanced themselves from the PUK, the party has moved closer to Baghdad and Iran. This shift has weakened the KRG and could make Israel’s presence in the region tenuous, introducing increased uncertainty. Erbil has placed considerable expectations on AIPAC, believing it can persuade Washington to adopt policies it might not otherwise consider. It is important to note that while the Israeli lobby is influential, the assistance the U.S. provides to Israel is not solely because Israeli lobbyists convince Washington. Instead, it stems from recognizing that Israel is an indispensable ally to the U.S. in the region (Bar-Siman-Tov 1998). Israel remains the United States’ primary ally in the Middle East, possessing a robust military and contributing significantly to the development of advanced military and technological capabilities. On the other hand, the KRG remains a deeply divided polity without a considerable military force, where it is divided among many factions and parties, and many of the peshmerga lack basic training. An additional implication of a weakened Kurdistan Regional Government (KRG), where the secular model has faltered, is the increasing religious orientation among Bashuris. This shift occurs amid severe financial sanctions from Baghdad, and religious discourse has gained prominence in the region’s social media and media outlets. This failure of the KRG has partly resulted from the KDP-PUK divide, where they have yet to present a united front in Baghdad to secure the region’s budget share, making life more difficult for Bashuris over the past eight years. Exposing ties with Israel could further damage the already weakened legitimacy of the KRG, particularly considering the rising religious sentiments among the Kurdish population. Conclusion The Kurds, despite being one of the most significant nations globally, face challenges with fundamental political and social rights. There are three Kurdish polities in the Middle East—the Patriotic Union of Kurdistan (PUK), the Kurdistan Democratic Party (KDP), and Rojava. These entities have achieved substantial internal sovereignty, but their division has resulted in challenges and a renewed threat to Kurdish self-rule. The Kurds find themselves in a precarious position as their primary ally, the United States, is disengaging from the region, leaving them vulnerable to the interests of neighboring states. Israel, recognizing historical, cultural, and political affinities with the Kurds, has sought to establish strategic relations with them. However, the geopolitical complexities of the region and Kurdish internal divisions have hindered their ability to leverage these relations to secure their political survival. Despite Israel’s assistance in helping the Kurds reorganize and adapt to regional realities, the Kurds have yet to capitalize on these opportunities fully. Bashuri politics have provided justifications for regional powers to take action against the Kurds due to their relations with Israel.

To Deal or Not to Deal: How to Support Tunisia out of Its Predicament

Tunisia is beset by deepening political and economic challenges. President Kais Saied is transforming the country’s parliamentary system into an authoritarian presidential one that has become increasingly repressive. Arrests and convictions of opposition politicians have surged. Saied’s aggressive anti-foreigner discourse has fuelled xenophobic sentiment and contributed to a spike in violent attacks against sub-Saharan migrants. Economically, Tunisia is grappling with the fallout of a decade of sluggish growth compounded by a series of economic shocks since 2020. The nation’s public debt has soared, with significant debt repayments looming. As the country tries to deal with mounting financial constraints, its inability to attract foreign loans is further clouding its economic future. Saied now must decide whether to embrace a credit agreement with the International Monetary Fund (IMF) or potentially default on Tunisia’s foreign debt. Against this backdrop, the EU and, in particular, Italy have a pivotal role to play. They can either help steer Tunisia toward a more stable economic future or watch it descend into chaos. A worrying political and economic outlook While the protests that led to the Arab Spring began in Tunisia, the promise of a more democratic and egalitarian society in the North African country did not come to fruition. To be sure, the protests did lead to the overthrow of autocratic Tunisian President Zine El Abidine Ben Ali in 2011. Moreover, Tunisia was the sole country to emerge from the regional uprisings with a new democracy. That experiment, however, foundered after Saied – who was elected to the presidency in 2019 – seized a monopoly on power in July 2021. Over the past two years, he has replaced the country’s semi-parliamentary system with one lacking checks and balances, consolidating power in his hands. People’s fear of repression resurfaced. Since mid-February 2023, arrests and convictions of public figures, especially politicians, have accelerated, undermining a disorganised and divided opposition. Meanwhile, large sections of the population have focused on survival in the face of a worsening economic crisis and have increasingly disengaged from politics. President Saied has attempted to shore up his dwindling support by pushing nationalist policies. He has jailed members of the opposition in a move that seems aimed at bolstering his standing with swathes of the public who are frustrated with the former political class. Saied has also xenophobically accused sub-Saharan migrants of conspiring to change Tunisia’s identity, creating a climate conducive to repeated violent attacks against a vulnerable minority. Economically, the country is still reeling from a decade of slow growth. After the 2011 uprising, the Tunisian government combatted rising unemployment in part by hiring hundreds of thousands of civil servants. Today, the public sector is the country’s largest employer and half of the annual budget is spent on the public payroll. At the same time, public and private investment in infrastructure, research and other growth-enhancing spending items has dropped significantly, leading to a sharp decline in GDP growth. External factors also chipped away at the Tunisian economy. The Covid-19 pandemic brought a collapse in tourism. Russia’s invasion of Ukraine, meanwhile, led to a spike in commodity prices. Surging inflation – particularly in food prices – and shortages of basic goods have eroded Tunisian living standards. Against this backdrop, Tunisia’s public debt has skyrocketed, reaching nearly 90 per cent of GDP in 2022, with substantial financing requirements needed to maintain current levels of spending. Credit rating agencies have downgraded the country as it struggles to balance its budget. The latest downgrade took place in June, when Fitch lowered Tunisia’s rating to CCC- (well into junk status territory). As a result, access to international financial markets has been virtually shut off, given the prohibitive interest rates (over 20 per cent) that this sovereign rating would entail. While the current account deficit has shrunk and foreign currency liquidity has improved over the past few months because of an uptick in tourism revenues and remittances from Tunisians working abroad, servicing its external debt will continue to be extremely challenging. With 2.6 billion US dollars in repayments scheduled for 2024 (including a euro-denominated bond maturing in February, equivalent to 900 million US dollars), it is still unclear how the government will be able to secure sufficient funds to meet these liabilities. The 2024 budget draft anticipates loans from Algeria and Saudi Arabia, as well as other, as yet unknown, external sources. The IMF deal and the role of the EU Despite these financing difficulties, Tunisia has not yet signed a deal with the IMF. In October 2022, Tunisia and the IMF agreed on the terms of a 48-month, 1.9 billion US dollar loan aimed at stabilising the economy, but Saied rejected the deal, fearing social unrest from cutting subsidies and reducing the public sector wage bill. The IMF board postponed the deal in response. Since then, the president has remained steadfast in his rejection of what he calls “foreign diktats” from the IMF and Western states. The Europeans – in particular, Italy – have pressed the IMF to reopen negotiations and offered incentives to persuade Saied to accept a revised deal, despite their internal divisions on how to treat Tunisia. They are applying this pressure largely because the economic fallout from a debt default could further increase the number of people – both nationals and migrants from sub-Saharan Africa – leaving Tunisia for Europe. While some EU member states, such as Germany, have taken a more critical stance towards Kais Saied’s authoritarian turn, eventually the migration, security and economic interests of Italy and, to an extent, France seem to have prevailed within the EU. Due to its geographic proximity to Tunisia, Italy would receive a majority of a migration influx, at least initially. For this reason, the Italian government has reiterated its concerns over Tunisia’s economic situation on multiple occasions, while refraining from expressing any criticism of the country’s increasingly authoritarian turn and violent attacks against sub-Saharan migrants. The EU has offered incentives to Tunisia to accept a deal with the IMF. After Giorgia Meloni and later EU Commission President Ursula von der Leyen and Dutch Prime Minister Mark Rutte visited Tunis in June, they unveiled 900 million euros in macro-financial assistance conditioned on a deal with the IMF and 105 million euros for joint cooperation on border management and anti-smuggling measures to reduce irregular migration to Europe. Despite the sweeteners the EU offered, the likelihood of a revised deal between Tunisia and the IMF has receded. In August, Saied removed the head of government, Najla Bouden, who had been directly involved in the negotiations with the IMF, and replaced her with a more pliant official, Ahmed Hanachi. Since then, Tunisia hasn’t put forward a revised proposal to the IMF. In October, the president reinforced his position by sacking Economy Minister Samir Saied after the latter claimed that a deal with the IMF would send a reassuring message to Tunisia’s foreign creditors. Tunisia has also rejected part of the funds offered by the EU. On 3 October, Saied rejected the first tranche of EU financial help, declaring that this “derisory” amount ran counter to the agreement between the two parties and was just “charity”. The repercussions of this refusal on the rest of the EU’s financial incentives are unclear. A fork in the road There are obvious reasons for Tunisia to secure a loan from the IMF. It would send a reassuring signal to Tunisia’s foreign partners and creditors. It could encourage Gulf Arab states to provide additional financial support in the form of government loans and deposits with the central bank, and investment in the economy. That would provide the Tunisian government with breathing space. But implementation of reforms required under the loan’s terms could set off anti-government protests by the country’s main trade union (the UGTT) and, in turn, government-led repression. To forestall such a scenario, the president himself could incite protests and riots by using nationalist rhetoric to scapegoat the IMF for any unpopular measures required by the loan. A no-agreement scenario, however, would have much more severe and potentially even catastrophic consequences. Without a loan, Tunisia would struggle to find alternative funding sources to meet its scheduled foreign debt repayments. Saied could then resort to a politically motivated strategic default, followed by negotiations to restructure the country’s external debt. Some Tunisian economists and supporters of the president are advocating for this approach: they say that declaring bankruptcy on external debt would allow the government to hammer out a restructuring plan with creditors and argue that the impact on the economy would be fairly limited, thanks to Tunisia’s capital controls and its banking sector’s low exposure to foreign bonds. But this approach carries great risk, as a foreign debt bankruptcy could lead to a run on Tunisian banks and destabilise the financial sector. In addition, the government could end the central bank’s independence to print money, fuelling an inflation spiral. Politically, a default and its socio-economic repercussions could open the door to a dangerous spiral of social and criminal violence. It could also boost irregular outward migration, with Tunisians fleeing the growing political and economic chaos. Widespread protests may erupt against the disastrous social effects of the president’s failed economic policy, prompting a violent response targeting businesspeople and political opponents for their alleged links to the West, as well as Western diplomats and the local Jewish community. Balancing economic support and respect for rights In light of these two possible scenarios, the EU and Italy should continue to encourage the Tunisian authorities to negotiate with the IMF, which remains the least politically and economically destabilising option on the table for Tunisia, if carried out with due care. At a minimum, a revised deal should include reduced expenditure cuts compared with the earlier proposal, particularly in the context of energy subsidies. At the same time, Italy and the EU should exercise caution and avoid turning their understandable concerns about Tunisia’s stability into a blank check for the president. In particular, they should press the authorities to rein in the abuses perpetrated against migrants and stave off potential attacks against opposition politicians, businesspeople and the local Jewish community. Aside from humanitarian considerations, this would serve Italy’s overarching goal of curbing migration: after all, attacks against the sub-Saharan minority have spurred outward migration, a trend that would accelerate if government persecution becomes even more severe. While supporting the deal, however, the EU and Italy should also prepare for the possibility of Tunisia continuing to reject it and declaring a foreign debt default. In such a scenario, the EU should be prepared to offer emergency financing to the country to help with imports of wheat, medicines and fuel. In doing so, the EU should synchronise the positions of member states to prevent conflicting agendas. Schisms have already emerged between countries like Germany and Italy over how to address Tunisia’s authoritarian drift. For this reason, acknowledgement of the importance of internal stability could provide a common ground in overcoming divisions and helping prevent a new wave of anti-migrant violence.

Why Yemen’s Houthis are getting involved in the Israel-Hamas war and how it could disrupt global shipping

In recent days, three Israeli-linked commercial vessels were targeted by ballistic missiles and drones launched by Yemen’s Houthi rebels, marking a clear escalation in maritime attacks in the critical Bab el Mandab strait between the Red Sea and Gulf of Aden. The Houthis have claimed responsibility for two of the attacks, as well as an earlier hijacking of a Japanese-operated cargo ship by helicopter last month. On Sunday, Houthi military spokesperson Yahya Saree reemphasised that all Israeli-affiliated vessels travelling along the Yemeni coast would be fair game if Israel does not cease its attacks on Gaza, which have claimed the lives of at least 15,500 Palestinians since October 7. Who are the Houthis? The Iranian-backed Houthis, also known as Ansar Allah, are insurgents that control most of Yemen’s north, including the nation’s capital, Sana'a. The group emerged in the 1980s as a political-religious revivalist movement out of the Zaydi sect from Yemen’s northern highlands, namely the ancient city of Saada. The movement’s broad motivations emerged from longstanding grievances that left many Zaydis feeling like second-class citizens within the wider Yemeni social and political order. Many in the Houthi leadership received religious education in Iran before returning to Yemen in the early 2000s and becoming more politically active. The Houthis are not mere Iranian “proxies”, however. Attempts to portray them as such tend to overemphasise this connection and ignore the indigenous nature and causes of the movement and its ideology. The group engaged in ongoing struggles against the Ali Abdullah Saleh-led Yemeni government throughout the 2000s, ultimately contributing to its collapse following the 2011 Arab revolts. Following the Arab Spring and increasing chaos in Yemen, the Houthis gained significant momentum. In 2014, they were able to oust the Saudi-backed transitional government and seize power over much of Yemen, rapidly blitzing into the country’s south – a move that shocked international onlookers in its brazenness and efficacy. In response, a Saudi- and Emirati-led coalition launched a military intervention, which they believed would rapidly overwhelm the insurgents with their technological superiority. The operation went awry, however. Thanks to their own tenacity, along with increasing support from Iran, the Houthis were able to bog down the coalition forces into a bloody stalemate. This brought untold misery to the wider Yemeni population, but allowed the Houthis to hold onto power over much of the country’s north. A series of backchannel negotiations led to a halt in the fighting in 2022. Although peace talks officially commenced in April, Yemen remains in a state of precarious peace. Because this is such a critical time for the Houthis, it begs the question: why are they risking their hard-won gains over a conflict thousands of kilometres away that doesn’t directly involve them? Why Israel? The Houthis are part of the so-called “axis of resistance”, an alliance of proxy militant and insurgent groups that Iran has built throughout the region, including in Yemen, Lebanon, Iraq and Syria. Within this wider context, Israel has attempted to implicate Iran in Red Sea attacks, but Tehran denies it. To interpret the Houthi attacks on Israel as solely an extension of Iran’s wider geopolitical manoeuvring would be overlooking a crucial Houthi political strategy. The group’s support of the Palestinians is also a way of garnering domestic and regional support for its own position in Yemen. While many countries in the region have sought a detente with Israel in recent years, it’s clear that support for the Palestinians remains high among the wider Arab population. As such, the Houthis clearly see an opportunity to step into the vacuum and generate positive public opinion for their cause. This not only strengthens the Houthis’ authority at home, but is also critical to reinforcing the legitimacy of the Houthis as Yemen’s governing authority in the eyes of the international community. Why is the Bab el Mandab Strait important? Yemen has always been at the centre of regional geopolitics due to its strategic location on the Bab el Mandab Strait, also known as the “Gate of Tears,” which separates the Red Sea from the Gulf of Aden and the Indian Ocean beyond. Because vessels need to traverse the 30-kilometre-wide strait to travel between Europe and Asia (via the Suez Canal), it serves a pivotal role in global trade and energy security. Oil and natural gas shipments pass through the strait from the Middle East to Europe and North America. Historically, the strait is no stranger to conflict. In 1973, for instance, Egypt blockaded the strait to prevent ships from reaching Israel during the October war. The Houthis are aware of how critical this waterway is. And its attacks on the vessels, which may seem to be a nuisance for now, could potentially cause larger problems for Israel and its allies. For Israel, diverting its shipments to Asia around the southern tip of Africa – instead of through the Red Sea – would significantly increase shipping costs and transit times. Any disruption to this trading route would have serious global economic costs, as well. Global maritime insurance companies are already hiking their prices and limiting their coverage of high-risk shipping as a direct result of the Houthi attacks. The Houthi threat also serves to ratchet up the wider tensions in the region, potentially changing the calculus of the US and Israel, who might become more cautious in their actions as a result. For the Houthis, these provocations are ultimately low cost and high return. Given the insurgent, battle-hardened and dispersed nature of the group, for example, it would be difficult for Israel or its allies to try to respond to the attacks. So, as long as the war in Gaza drags on, the Houthis will likely continue to play a disruptive role and look for new ways to create uncertainty and risk in the region.
