Yemen’s Ansar Allah reaches ceasefire deal with US that excludes strikes on Israel

한국어로 읽기 Leer en español In Deutsch lesen Gap اقرأ بالعربية Lire en français Читать на русском While Trump declared the truce agreement a US victory, Ansar Allah said that Washington contacted them in order to “avoid drowning in the mountains of Yemen”. Yemen’s Ansar Allah movement reached a ceasefire deal with the United States on Wednesday, May 7, according to Oman, which mediated the negotiations. The deal stipulates the halt of Ansar Allah’s attacks on US ships in the Red Sea and Bab al-Mandab Strait, and an end to US aggression on Yemen. However, it does not prevent the Yemeni movement from launching attacks on Israel.  “Following recent discussions and contacts conducted by the Sultanate of Oman with the United States and the relevant authorities in Sana’a, in the Republic of Yemen, with the aim of de-escalation, efforts have resulted in a ceasefire agreement between the two sides,” Omani Foreign Minister, Badr Albusaidi, wrote on X. “In the future, neither side will target the other, including American vessels, in the Red Sea and Bab al-Mandab Strait, ensuring freedom of navigation and the smooth flow of international commercial shipping,” the minister added. Peoples Dispatch spoke to a member of the Communist Party of Jordan, Dr. Emad Al-Hatabeh, to discuss the ceasefire, which he described as a “sudden development in the war in the Red Sea.” Dr. Emad Al-Hatabeh indicated that “both the US and Oman didn’t comment on Ansar Allah’s missiles targeting Israel, especially that this agreement was reached shortly after a Yemeni missile reached Ben Gurion airport, near the occupied city of Lydda (also known as Lod).” As per Al-Hatabeh’s analysis, “important questions about this agreement are left without answers. Taking into consideration the Omani role in the American – Iranian negotiations, is the ceasefire in the Red Sea part of the deal? Another question will arise from this assumption, did America give up some of Israel’s interests in order to reach an agreement with Iran? Where does this agreement leave Netanyahu’s government, especially after Ansar Allah’s spokesman told Reuters that the agreement doesn’t include Israel.” Ansar Allah says the US contacted them seeking a truce One day before Oman announced that the deal was sealed, US President Donald Trump alluded that a ceasefire agreement was about to be reached, claiming that Ansar Allah agreed to stop the fight with the US because they “capitulated”.  “They just don’t want to fight, and we will honor that and we will stop the bombings, and they have capitulated,” Trump said from the White House on Tuesday, May 6. “They will not be blowing up ships anymore, and that’s what the purpose of what we were doing. So that’s just news. We just found out about that. So I think that’s very, very positive,” he added. Although Trump bragged about the deal, presenting it as a US victory, analysts suggest that it was Ansar Allah that forced the world’s greatest military superpower to the negotiating table, after paralyzing US naval traffic off the Yemeni coast.  Ansar Allah’s chief negotiator, Mohammed Abdulsalam, confirmed during an interview with Almasirah TV channel, that the movement “did not make any request to the Americans to hold ceasefire talks”. Abdulsalam asserted that, on the contrary, the movement recently received US requests and messages seeking a truce, via the Sultanate of Oman. The Yemeni official pointed out that US endeavors to reach a ceasefire with Ansar Allah were a great disappointment to Israel. “The Israelis have endured great disappointment after the stance of the US, which tried to walk away and avoid drowning in the mountains of Yemen,” he said. However, Abdulsalam clarified that Ansar Allah is still “assessing this US position so that the facts on the ground do not contradict its statements”. He further warned that in the event that the US “would not abide by the agreement in any way”, the movement “will respond”. Abdulsalam considered the deal “a success to be added to Yemen’s credit, as it enhances a situation that would leave the “usurper entity” [Israel] in a situation of loneliness, in confrontation with the great popular and military stance led by Yemen on behalf of the Arab and Islamic nation.” The ceasefire was announced two months after Trump ordered a large-scale aerial campaign against Yemen on the pretext of protecting US shipping, air, and naval assets and to restore “navigation freedom” from Ansar Allah’s attacks. Trump’s order followed Ansar Allah’s decision to resume a ban on Israeli ships due to Israel’s continuous blockade of humanitarian aid to Gaza. Yemen threatens Israel with a devastating and painful response for attacking Sana’a airport  While Ansar Allah agreed to a truce with the US, it vowed to escalate its operations against Israel as long as its blockade on humanitarian aid to Gaza is not lifted.  In response to Israel’s aggression on Sana’a International Airport on Tuesday, that destroyed terminal buildings and caused USD 500 million in damage, Yemen’s Supreme Political Council Chairman, Mahdi al-Mashat, threatened that “Sanaa’s response will be devastating, painful, and beyond what the Israeli enemy can endure.” “From this moment onward, stay in your shelters or leave for your homelands immediately. Your failed government will no longer be able to protect you,” Al-Mashat warned Israeli people.  Moreover, the Yemeni senior official reaffirmed that no aggression will deter Yemen from its “rightful decision” to support the people of Palestine “until the genocide ends and the siege on Gaza is lifted.” The Yemeni Armed Forces’ spokesman, Brigadier General Yahya Saree, also confirmed in a televised statement late Wednesday, that the movement will continue its ban on Israeli ships in the Red Sea and the Arabian Sea, alongside the comprehensive aerial blockade on Israel’s Ben Gurion Airport. Text under Creative Commons Attribution-ShareAlike 4.0 (CC BY-SA) license

Finland: Two Years in NATO

Although the prospect of joining the alliance began to be seriously considered after the escalation of the Ukraine crisis in 2014, a final decision was repeatedly postponed due to the unclear advantages of this move and insufficient public support. Despite close economic ties with Russia and a tradition of cautious diplomacy known as the “Paasikivi–Kekkonen line” (often criticized as “Finlandization”), the 2022 international crisis pushed Finland to join NATO. Since then, the once-neutral country has shifted its foreign policy, increased defense spending, and expanded its arms exports. Government and Military Perspectives In December 2024, the Finnish government presented a new Defense Report in Helsinki, replacing the previous strategy issued in September 2021. Back in 2021, Finland had highlighted the growing military activity in the Baltic Sea and Arctic regions, along with the increased interest of major powers in the natural resources of the North and the Northern Sea Route. Notably, the country didn’t name any specific enemy, choosing to keep its message broad and carefulThe 2024 document takes a much more serious tone. It clearly names Russia as the main source of global instability and describes China as a growing power that challenges the U.S. and its allies. Terrorism is mentioned too, but much less often. Some of the main points about global security include the following - The return of a "large-scale, protracted war" to the European continent;- The Special Military Operation (SMO) is interpreted as a continuation of Russia’s aggressive actions in Crimea and eastern Ukraine in 2014, as well as in Georgia in 2008;- An increase in hybrid attacks and incidents involving critical infrastructure;- Growing Chinese influence on Finland and its neighboring countries;- An unpredictable and unstable defense and international security environment, with a clear tendency toward further deterioration;- The largest NATO military buildup on the eastern flank since the end of the Cold War;- Accession to NATO is described as “the most significant transformation in Finland’s defense policy since World War II”;- Ongoing integration of Finland’s armed forces into NATO’s structures and joint defense planning;- Finland is now planning its defense together with NATO, focusing not just on its own territory but also on the Baltic States, the Baltic Sea, the Arctic Ocean, and the North Atlantic. In the section on shifts in global power, Russia is named as the main cause of instability. It is described as “the most significant and immediate threat to the Allies, to security, and to peace and stability in the Euro-Atlantic region.” Other claims include: a long-standing effort to weaken the European Union, a push to restore its great power status, and an attempt to divide Europe into spheres of influence using military force. Russia is also accused of using hybrid tactics—such as spreading fear, influencing public opinion, stirring political divisions, and blocking decisions—to target European countries and their people. Its Special Military Operation is seen as the beginning of a broader, more direct, and unpredictable conflict with the West. China is characterized as a less aggressive player. It is noted that Beijing is rapidly modernizing its armed forces, has intensified intelligence activities in the United States and Europe, and has strengthened military and economic cooperation with Russia, the development of which will determine Moscow’s ability to exert influence over Europe. At the same time, Finnish strategists place greater emphasis on the ongoing competition between China and the United States for global political, military, economic, and technological dominance. In matters concerning NATO’s role in defense, it is noted that the Alliance has intensified its cooperation with partners in the Indo-Pacific region, increased its military presence on the eastern flank and the number of military exercises, and is continually updating both general and regional defense plans in the event of a large-scale conflict. With the accession of Finland and Sweden, NATO has become geographically closer to strategically important areas for Russia, including Moscow, Saint Petersburg, Kaliningrad, the Kola Peninsula, Belarus, the Baltic Sea, and the Arctic region. Within the Alliance, ensuring the security of maritime transport routes and the modernization of military infrastructure in Northern European countries is viewed as a key condition for the potential reinforcement of troops from North America. The role of the European Union is described as complementary to NATO, while it is also noted that the EU is increasing defense spending and expanding technological cooperation. The report was published after the election victory of Republican U.S. President Donald Trump, known for his isolationist views, which is partially reflected in the document through emphasis on European independence in security matters and the need for further military expenditures. On intra-European regional issues, the report focuses on cooperation with the member states of the Nordic Defense Cooperation (NORDEFCO), the Baltic States, and the United Kingdom, as well as on Germany’s shift in security policy, France’s increased defense spending, and Poland’s growing purchases of military equipment. In military and technology matters, the document highlights the growing role of unmanned systems (both remote-controlled and autonomous), artificial intelligence, and advanced human capabilities like improved thinking and synthetic biology. It stresses the need to use the latest scientific and tech innovations in developing weapons — a step that could help make up for fewer soldiers on the battlefield. Cyberspace and outer space are seen as new areas of military and technological competition. This view is based on several factors: the rapid growth of space technologies (driven by private companies), easier access to space, and heavy reliance on cyber tools and satellites for both military and civilian use. Information warfare is also becoming more influential alongside traditional combat. The document notes that small countries can benefit in such conflicts by using innovations smartly and managing resources well. Still, Helsinki does not rely only on high-tech solutions. A key part of Finland’s military strategy is preparing both its army and population for long-term, grinding conflicts. This includes signing long-term arms supply contracts, building strategic reserves, keeping supply chains strong, and staying ready to protect their way of life. Among the main conclusions, the authors of the report present the following: - Finland and Europe are facing a significant decline in security, with no short-term improvement expected.- Russia poses and will continue to pose a constant security threat to Europe and Finland;- Finland will provide military assistance to Ukraine for as long as necessary;- Following the accession of Finland and Sweden to NATO, the Nordic countries, the Baltic Sea region, and the High North have formed a unified geostrategic space; the Baltic Sea region holds strategic importance for Finland;- Finland’s defense will rely on maintaining conscription, strengthening the training of its military reserve, a strong public will to defend the country, and support from NATO membership.- Commitment to total defense — a combination of all national and international military and civilian measures that ensure the protection of the country under any circumstances (seven components are listed: government administration, international relations, defense capability, internal security, economy, functional capabilities of the population, and psychological resilience of people); There is a need to improve working conditions in the defense industry, increase production, and secure steady, reliable supply chains. A gradual increase in Finland’s military spending. - The development of the EU’s defense potential, and movement toward greater independence of the European Union both in policy and in the development of military technologies and defense supplies;- NATO’s readiness to provide the full spectrum of forces necessary for large-scale, high-intensity combat operations; Finland, in turn, must also create all the necessary conditions for the presence of allied troops on its territory. Similar assessments are presented in the Military Intelligence Review of Finland — 2025 (previous publications date back to 2021 and 2023), prepared by the General Staff of the Finnish Defence Forces. Russia is also named as the main threat there, which “seeks to reduce Western influence, secure its sphere of influence,” “views security policy as a zero-sum great power game in which NATO expansion strengthens the position of the United States and thereby weakens Russia’s security,” and “the interests or security of neighboring countries are not an important factor in Moscow’s calculations.” In addition, Russia is accused of seeking to turn the Global South against Western countries, in particular, there is a reference to “an attempt to present the BRICS group as part of an anti-Western ‘global majority’” . As for the Northern European direction, the Finnish General Staff notes the buildup of Russian forces on the Kola Peninsula and in the Arctic region, attributes to Moscow attempts to gain unrestricted access to the Northern Sea Route and to weaken the integration of Finland and Sweden into NATO structures. Helsinki predicts that after the end of the conflict in Ukraine, Russia’s priority will be the accelerated buildup and modernization of forces in the reestablished Leningrad Military District, bordering Scandinavia. Finnish military officials do not believe in a quick settlement of the situation in Ukraine and forecast a deterioration of Russia’s relations with the West in the coming years, a struggle by Russia for shipping in the Baltic Sea “by any means,” continued attacks on underwater infrastructure in the Baltic (a reference to damage to undersea cables, although no exact culprit is named), escalation of the race between the West, Russia and China for the resources of the High North, and increased intelligence and sabotage activities by Russian special services in Finland. China is not viewed in an entirely negative light; instead, there is recognition of Beijing's ambition to become a political, economic, military, and technological leader by 2049, marking the centenary of the founding of the People's Republic of China. China's growing influence over countries of the Global South is also noted. Russia–China relations are seen as a "lifeline" for the Russian economy and a means of circumventing sanctions. However, Beijing is not seen as an equal partner, but as someone benefiting from Russia’s growing isolation. This makes Russia more dependent on China. The war in Ukraine is seen as helping China, since it distracts the West from China's global rise. At the regional level, Helsinki plans to enhance cooperation and update the foundational NORDEFCO agreement during its presidency of the organization in 2025. This push for renewal is driven by the evolving security environment and Finland’s recent accession to NATO alongside Sweden. Back in April 2024, the defense ministers of the member states signed a memorandum outlining a new vision for NORDEFCO. According to the document, by 2030 the countries plan to improve joint military planning and operations, make it easier to move troops across borders, boost cooperation and intelligence sharing, both directly and through NATO and the EU, and keep strengthening the defense industries of the Nordic countries. NORDEFCO is not officially seen as a mutual defense agreement or a command system like NATO; however, in recent years, it has started to show features usually found in a defense alliance, mostly because of the actions of some of its members. In 2021, the defense ministers of Denmark, Norway, and Sweden signed a deal to strengthen cooperation, allowing for "joint action in times of peace, crisis, or conflict." In 2022, they gave each other permission to use their airspace and military bases. That same year, the defense ministers of Finland, Norway, and Sweden updated their three-way agreement, further growing their military cooperation. After Finland and Sweden applied to join NATO, Denmark, Iceland, and Norway made a joint promise to fully support them if either country were attacked. While NORDEFCO has not yet become an organization like NATO, the current level of defense cooperation between the Nordic countries at the regional level — and repeated promises to help each other in case of conflict — suggest that in the coming years, this effort might start to look like a smaller version of NATO in Northern Europe. This kind of setup would likely be less full of red tape, quicker at making decisions, and made up of countries that share similar views and speak with one voice. It would also have a lower risk of going backward — unlike some NATO members who, in recent years, have threatened to block decisions, added extra demands for new members, or even talked about leaving the Alliance. Defense and Military-Industrial Complex Expenditures Threats identified by Finnish politicians and the military automatically require growing expenditures and an acceleration of the defense industry. According to the Stockholm International Peace Research Institute (SIPRI), from 2014 to 2020, Finland’s military spending remained annually at the level of 1.5% of GDP, while in absolute terms it gradually increased — from $3.57 billion to $3.9 billion. Amid the pandemic in 2021, the figure dropped to $3.65 billion, but by the end of 2022 it amounted to $4.47 billion, and in 2023 — to $6.85 billion, or 2.4% of GDP. The British International Institute for Strategic Studies (IISS) provides similar estimates: growth from $3.72 billion in 2014 to $6.89 billion in 2024, with the budget for 2025 estimated at $7.47 billion. Helsinki does not intend to stop there — on April 1, 2025, following recommendations from the Ministry of Defense, the government began preparations for a phased increase of the military budget to at least 3% of GDP by 2029. Over four years, it plans to raise allocations by €3.7 billion, expand the state defense order, and develop new rearmament programs for the 2030s. Helsinki also views the prospects of its domestic defense industry with optimism — according to the Finnish think tank SaferGlobe (which, according to its website, is “engaged in the study and development of tools to promote sustainable peace and security”), in 2023 arms exports reached €333 million (of which €141 million accounted for weapons intended for civilian use in self-defense, sports, and hunting) — a record since record-keeping began in 2002. About 85% of military exports were distributed within Europe. The largest importing countries by value were Sweden (€51 million), Latvia (€34 million), and Lithuania (€19 million) — together, these three countries accounted for more than half of all military product exports. In value terms, the largest share of exported military products (32%) consisted of land vehicles and their components. The next largest export categories were ammunition (17%), as well as explosives and charges (15%). The largest exports of civilian weapons were to the United States (€52 million), Canada (€15 million), and Australia (€9 million). The year 2023 also set a record for issued export licenses for military products — €667 million. The largest recipient countries of export licenses were Slovakia (€201 million), Japan (€154 million), and Ukraine (€88 million). Similar conclusions were reached by the state investment company Finnish Industry Investment (Tesi), which in autumn 2024 surveyed 368 domestic defense companies: 144 of them were identified as “fast-growing startups and growth companies,” while the rest were described as “more established players with a long history, mainly providing consulting services to the Finnish Defence Forces.” The highest growth rates were shown by producers of dual-use goods, whose net profit has increased annually by 30–40% since 2022. At the same time, companies engaged exclusively in the military sector faced difficulties in attracting investment. 50% of defense companies were located in the capital region of Uusimaa, where the leaders were Helsinki (74 companies) and its satellite city Espoo (65); another 16% were based in the Pirkanmaa region centered around Tampere (40). Rounding out the top five were the high-tech “capital” Oulu (21) and another satellite of Helsinki, Vantaa (14). By type of activity, the majority of companies (246) operated in the support and logistics sector; 70 were engaged in the design of combat command and control systems (C4I — Command, Control, Communications, Computers, and Intelligence); 20 firms cooperated with the land forces, 13 with the navy, 10 with the air force, five worked in joint operations, and the remaining four were involved in space technologies. A New Strategy — A New President Finland’s entry into NATO happened during the second and final term of President Sauli Niinistö. While he followed the West’s general approach on the war in Ukraine and supported anti-Russian sanctions, he still tried to keep some level of political dialogue with Russia. After February 2022, this became almost impossible, and Finland officially ended its nearly 80-year policy of staying neutral. In the two-round election held in January and February 2024, Finnish voters chose Alexander Stubb from the National Coalition Party as their new president. Stubb studied in the United States and France, and previously worked as a Member of the European Parliament, as well as Finland’s Foreign Minister and Prime Minister. Back in 2014, when Finland still followed the "Paasikivi–Kekkonen line" of cautious foreign policy, Stubb was one of the only top officials who openly supported joining NATO. On the topic of relations with Russia, he said that “Russia’s integration with the West was an illusion.” This view may be influenced by his family history. Stubb’s father, Göran Stubb, was born in Käkisalmi — a town that was given to the Soviet Union after the Soviet–Finnish War of 1939–1940, renamed first as Kexholm (in Swedish), and later as Priozersk. On his father's side, Stubb’s grandparents came from Vyborg, which also became part of the Soviet Union after the war. However, the family had already moved to Helsinki before the conflict started. In his inaugural speech on March 1, 2024, Alexander Stubb uncompromisingly stated to the citizens of Finland that “the post–Cold War era is over” (placing the blame on Russia), “the instruments of cooperation have been turned into weapons,” “the world is in a transitional state,” and “the creation of a new world order takes time.” He added that Finns “will have to respond quickly to changing circumstances, as was the case with NATO membership,” and that “when times become difficult, I too will be ready to make tough decisions to ensure the security of our country.” In addition to his campaign promises, the newly elected president confirmed his commitment to the previously introduced “value-based realism” (arvopohjainen realismi), which he pledged to be guided by in the conduct of foreign policy if elected. Later, this was officially included in the government’s report on foreign and security policy in June 2024. Among other ideas, the report especially highlighted the following: commitment to democratic values, the rule of law, international law, and human rights; strengthening the country’s defense; staying out of military conflicts; and being open to dialogue with countries that do not share these values. The election of A. Stubb as president strengthened the pro-Western trends in Finland’s foreign policy. On September 1, 2024, the Defense Cooperation Agreement with the United States entered into force, under which Finland opens 15 of its military facilities for possible use by U.S. forces, while Helsinki will not charge rent for premises or land made available to the United States. On September 27 of the same year, the Finnish Ministry of Defense announced the placement of NATO headquarters on Finnish territory — in Mikkeli in the southwest of the country, 140 km from the border with the Russian Federation, and in the northern region of Lapland. On April 1, 2025, the Finnish authorities announced preparations to withdraw from the Ottawa Convention banning anti-personnel mines (a similar step had previously been taken by the defense ministers of Latvia, Lithuania, Poland, and Estonia), stating that this is “a cost-effective way to supplement the capabilities of the armed forces,” but adding that the country would remain “committed to the humanitarian goals of the convention” even after a possible withdrawal. On April 15, 2025, a Finnish servicemember took part for the first time in a flight aboard a NATO E-3A Airborne Warning and Control System (AWACS) aircraft during Ramstein Alloy 2025 exercises in the Baltic region. The NATO Airborne Early Warning & Control Force (NAEW&CF) includes personnel from 17 countries, in addition to which Canada, France, Finland, and Lithuania also contribute their staff. NATO noted that the E-3A is the first multinational flying unit created by the Alliance. Statements regarding Russia, despite initial uncompromising tone, began to soften after the election of Donald Trump as President of the United States, who held a different view of the Ukrainian conflict compared to the strongly pro-Ukrainian administration of Joe Biden. As early as April 2024, Alexander Stubb stated that there was no need to conduct political dialogue with Russia, and considered military action the only path to peace in the context of Ukraine. Under the new Washington administration, the Finnish president approved of the negotiations between the U.S. and Russian leaders, but again repeated the Ukrainian position on the need for a “just peace” and Ukraine’s accession to the EU and NATO. During his March 2025 visit to Florida, Stubb attempted to dissuade Donald Trump from cooperating with Russia and also called for tougher sanctions against Moscow. On April 1, 2025, the Finnish president admitted that European countries had started talking about renewing contact with Russia. He said that Finland must "morally prepare" for rebuilding political ties with Russia, since "nothing changes the fact that Russia exists and will always be a neighbor." However, he did not give any timeline for when relations might be restored. The situation around the war in Ukraine is made more difficult by the Trump administration’s growing isolationism, along with threats to pull out of talks and a trade war that Washington has launched against almost the entire world (though some parts of it have been paused). This raises fears of a new “Great Depression.” The European Union’s success at the negotiating table will depend on how united its member states are, since they have different geopolitical interests. Although Finland supports calls for a ceasefire, it does not plan to stop its military support for Ukraine or oppose Ukraine joining NATO. Alexander Stubb, on at least two occasions (in November 2024 and March 2025), publicly warned Ukraine against following a “Finnish scenario.” This would mean giving up on NATO membership and possibly giving up territory—similar to what Finland did after World War II, when it accepted neutrality and lost 11% of its land. In a comment on efforts to resolve the conflict in 2025, Stubb criticized Finland’s past policy of “good neighborliness” with the Soviet Union. He said that while Finland kept its independence in 1944, it lost land, part of its sovereignty, and the ability to make its own decisions freely.

We were previously attending a preparatory forum for the COP in Belém do Pará, convened by President Lula with several world leaders, including the presidents of China, France, Spain, Vietnam, and South Korea. That delayed us a bit, so my apologies. That said, it is truly an honor for me to be here because it represents something that resonates with me on two distinct yet complementary dimensions. The first is South American integration. One of the things that Pepe Mujica has repeated to me countless times whenever I visit him — and something President Lula has also emphasized on every occasion we have met — is that Latin American integration, and particularly South American integration, must necessarily go beyond rhetoric, beyond adjectives, and beyond summit photographs. It must be about result-oriented actions, concrete actions that materialize, that our people and communities can see and feel in their daily lives. I believe that the Bioceanic Corridor is one of the best examples of this serious approach to integration. Beyond, I insist, adjectives and rhetoric. And secondly, because it is integration with decentralization. This is no small matter. Brazil is a federal state, while Chile is a unitary state — which is an elegant way of saying "centralized." Although we have gradually advanced in granting greater power and resources to the regions — for example, by electing governors, who used to be appointed by the President of the Republic — we still have a long way to go. It is enough to see that more than 40% of Chile’s population, out of 20 million inhabitants, lives in the capital, Santiago. This is partly due to cultural inertia, but also to a lack of opportunities and development in the other regions. I come from an extreme region — from Chilean Patagonia, from the southernmost part of the world. I was a deputy for eight years representing Magallanes and the Chilean Antarctic. Therefore, I am fully aware that from places like Planalto in Brazil or La Moneda in Chile, the daily reality of the regions — especially the most remote ones — is not always fully perceived. That is why I am very pleased that, in the case of Chile, this initiative is being carried out by empowering the north of the country with local authorities. That is why today we are joined by Ricardo Díaz, Governor of the Antofagasta Region, and José Miguel Carvajal, Governor of the Tarapacá Region, which provide a significant portion of Chile’s wealth. However, this wealth is not necessarily reflected in the quality of life within those regions, despite their tremendous potential. Therefore, I believe this project is very positive in both dimensions. The Bioceanic Road Corridor aims to connect the Atlantic and Pacific Oceans through an extensive network of road and port infrastructure. I have shared this anecdote before, but since there are people here I hadn’t met previously, I’ll tell it again. The former President of Chile, Ricardo Lagos — who, if I remember correctly, served during the same period as Fernando Henrique Cardoso and the first term of President Lula — once told me, thinking about the future, that the Mediterranean was the center of the civilized world, at least from a European perspective, for much of history. After World War II, the center of the world shifted to the North Atlantic. But today, the future of the world lies in the South, particularly in the Pacific, in the Pacific Ocean. Chile is part of several treaties, including the CPTPP 11, and various free trade agreements with ASEAN countries, particularly with China, and we are also working on others. These agreements grant us, I would say, privileged access to sectors that are among the fastest growing in the world today. As Minister Grau mentioned, we are also working on a Comprehensive Economic Partnership Agreement (CEPA) with India, the world’s most populous country with 1.4 billion people. The Bioceanic Corridor will be at the heart of South America. The Mayor of Iquique showed me a world map and pointed out, "Iquique is the center of the world." Mayors, governors, and leaders everywhere always praise their own regions, but I find that a beautiful idea. Now we are talking about the Bioceanic Corridor, not about a particular city or a particular country. We are speaking about more than 2,400 kilometers that will significantly reduce cargo transport times from the interior regions of Brazil and Paraguay to the markets of the Asia-Pacific. Instead of crossing the Panama Canal — which, as we know, is currently facing significant congestion due to the climate crisis and water shortages — we will create a new route. And what will this lead to? We will link the Pantanal with the Atacama Desert, two ecosystems that are unique on the planet — and this is not just about trade. I really liked what Minister Tebet said: "This is also about tourism." We discussed it yesterday during the business forum we attended, where President Lula also participated: how tourism is not only one of the few non-polluting industries, but also how tourists often become the best ambassadors for our countries and the best promoters of the destinations they visit. In 2024, we had a record number of Brazilian tourists visiting Chile. This happened because the tourists who came in previous years had a good experience and shared it with their families, friends, and colleagues. The same is true for Chileans traveling to Brazil — and not just to Rio de Janeiro or São Paulo, but also to Bahia, Fortaleza, Mato Grosso, and the Amazon. Thus, we have opportunities in many areas. We have taken this very seriously, and from Chile, we created a high-level commission to drive this project forward in a coordinated manner. One of the greatest challenges for states is achieving coordination and collaboration among different public agencies to move projects forward more quickly. That’s why what Nicolás mentioned is so important regarding the input we need from the private sector to more rapidly identify and resolve bottlenecks and obstacles together. In this high-level commission, we have brought together various ministries, regional governments, and local actors because we have learned from experience that without involving organized communities, these initiatives do not work well. We want to ensure that this project brings direct benefits to our people — to the families of Tocopilla, Antofagasta, and Iquique, as well as to the provinces of Santa Fe, Jujuy, Salta, and Mato Grosso do Sul. However, we still face significant challenges. One of the main concerns of our populations — and I am sure this is true in Brazil as well, but I will speak specifically about Chile — is security. While we have made significant progress in infrastructure — Nicolás outlined the improvements we have achieved and the ones we will continue to make, as infrastructure is a long-term investment — we must also address the challenge of security. Today, we see that crime, delinquency, drug trafficking, human trafficking, and arms trafficking are no longer purely local issues; they are transnational. The case of the Tren de Aragua is perhaps the most well-known in recent times in Latin America, at least in the Pacific region. But this issue deeply concerns our people, and therefore, opening new routes must go hand in hand with providing security for those traveling along them. All trucks must be guaranteed safety, as well as dignified conditions for rest, meals, and repair services in case of vehicle breakdowns — and of course, security for all people. Whether through scanners, police presence, artificial intelligence, or other mechanisms, we must ensure that everyone can feel safe. Because ultimately, when crime spirals out of control and we are unable to contain it, it effectively becomes a new kind of tax — an undeclared tax — because it forces increased spending. And in the end, it is the consumers who bear that cost. Therefore, we must be extremely careful and put great effort into addressing this issue. Another positive aspect is the very clear complementarity between our countries. Brazil is a first-rate industrial and agri-food powerhouse. Chile enjoys privileged access to the Pacific and Asian markets and has increasingly positioned itself as a technological hub. Argentina and Paraguay contribute with critical transport routes and productive capacities. If all of this is properly coordinated, it can transform South America into a global integration platform with sovereignty, without external tutelage, promoting free trade in times of uncertainty for the benefit of our peoples. Here we are also talking about strengthening many SMEs — small and medium-sized enterprises — in addition to large companies. If we do this well, it will generate benefits, circulation, and a dynamic that will positively impact many people. Achieving this, however, is primarily the responsibility of the states, but certainly also in close partnership with the private sector. At this moment, global integration is being called into question. The United States has unleashed a trade war marked by volatility and great uncertainty. And the best way to respond to this trade war is not through loud declarations. From Chile’s point of view, and considering the position we hold in the world as a medium-sized country, we will not respond with retaliation. We will respond with more integration. We will respond through the CEPA agreement with India, through the initiatives we are advancing with the United Arab Emirates. We will also push and engage in dialogue with countries like France to expedite the approval of the agreement between the European Union and Mercosur. And we will continue integrating regionally within South America, working together with our regions. That is why we must continue working diligently to facilitate customs processes, promote cross-border investments, and improve logistics throughout the entire supply chain. And I ask, particularly of the private sector, that you intensify these business alliances. I assure you that you can trust the Chilean state to provide guarantees for long-term investment. We have a development path that is environmentally conscious and understands that to better distribute wealth, first we must grow more. There is a balance to be struck: generating more wealth to distribute it better, not merely accumulating it in the hands of a few. But this is a cycle — to distribute wealth better, we must first create it. We cannot be satisfied with what we already have. Trade is one of the main drivers of this, along with strengthening our own industries — an area where Brazil is ahead of us, and which Minister Grau has also strongly promoted within Chile. Minister Tebet lamented how long it has taken us to advance this integration. President Lula mentioned yesterday that during his first term, the first bridge with Peru was built — if I recall correctly — after so many years of being neighbors. What I want to tell you is that it is never too late, and that today it is up to our generation to make this integration a reality. This is a unique opportunity, and we have no right to waste it. We cannot let this opportunity slip away. The Bioceanic Road Corridor will be much more than a transport route; it will be a path for human development, a bridge between peoples, and a symbol of what South America can achieve when it stands united. Thank you very much.

Iran-U.S. Relations: From Escalation to Dialogue?

The escalation was driven by several factors that coincided in time, heightening the effect of instability. It was one of the most dangerous periods in the history of their relations. Until very recently, Iran lived under a cloud of anxious expectation: would war erupt, or could the situation be contained? The first reason behind the sharp escalation is, without doubt, Donald Trump’s return to office. It is well known that during his first presidency in 2018, he withdrew from the Iran nuclear deal (the Joint Comprehensive Plan of Action, JCPOA), reinstated prior sanctions and introduced new, extremely severe ones against Tehran. Trump took a hardline stance toward the Islamic regime, viewing it as a threat to human rights and regional stability. By early February of this year, he had already issued strict demands to Iran: to drastically scale back—or possibly entirely dismantle—its nuclear program, relinquish nuclear weapons and intercontinental ballistic missiles, and cease support for allied groups in the region (Hamas, Hezbollah, the Houthis and Iraqi Shiite militias). He threatened large-scale bombings if Tehran disagreed, but also left room for negotiations. It is worth recalling that Trump personally authorized the assassination of Qasem Soleimani, the commander of the Quds Force of the Islamic Revolutionary Guard Corps (IRGC), accusing Shiite militias under Soleimani’s leadership of alleged mass killings of civilians in Syria. In contrast, Iranians see Soleimani as a noble warrior and a professional soldier, who saved the peoples of Syria and Iraq from terrorist atrocities, and were outraged by his extrajudicial killing. From an economic perspective, it was during Trump’s first term that Iranian oil exports plummeted nearly tenfold, from over 2.5 million barrels per day in April 2018 to 300,000 barrels per day in June 2019. Although sanctions remained in place under President Joe Biden, their enforcement became more lenient. As a result, by 2024, Iran had begun rapidly rebuilding its oil exports, which rose to 1.9 million barrels per day by the summer of last year. This sparked hopes for a gradual economic recovery. However, Trump’s return to the White House in January 2025 meant a new wave of threats. In his first month back in office, Trump gave Iran a two-month deadline to make concessions or face a firm response. The second reason is Israel’s aggressive and expansionist policy. Ayatollah Khomeini, the founder of the Islamic Republic, long described Israel as a colonial-settler project created by the West, inherently driven to expand by seizing territory from neighboring Muslim countries and committing crimes against their Muslim populations, all with the ultimate goal of forcibly establishing “Greater Israel” from the Nile to the Euphrates. In reality, there have been some differences between Israeli governments: under left-wing leadership, Israel tends to act more peacefully and moderately, while right-wing administrations pursue more aggressive and harsh policies. In recent years, however, Israel’s actions toward its neighbors have become especially aggressive—exactly as Khomeini had described—after the rise to power of the most radical ultra-right forces. The devastation that this government has brought upon the Gaza Strip, razing it to the ground, speaks for itself. After the fall of Bashar Assad’s strong leadership in Syria, Israel immediately seized the opportunity to destroy all of Syria’s heavy weaponry, effectively disarming the country. Israel then moved to capture more Syrian land beyond the annexed Golan Heights and committed new violations there. The Iran policy of the current Israeli government is focused on overthrowing the regime and installing puppet authorities. Israeli Prime Minister Benjamin Netanyahu, known for his uncompromising hostility toward the regime in Iran, has spoken openly of his desire to see its end. There were rumors in Iran’s media space suggesting that Israel might be considering Reza Pahlavi, the Shah’s son, as a symbolic leader for a future “secular Iran.” Within Iran, perceptions of the Pahlavi dynasty are overwhelmingly negative: it is seen as a pro-Western dynasty detached from traditional Islamic roots, which exploited national resources and oppressed Muslims and the Islamic clergy. Nonetheless, a portion of Iranian youth and some opposition commentators in the country hold radical views, harbor hostility toward Islam and Arabs, and support Trump, Netanyahu and the Pahlavi dynasty. This group would likely side with the enemy if hostilities broke out. Furthermore, Iran began to lose its regional influence. Israel carried out a series of successful operations against Iranian allies, primarily targeting Hezbollah in Lebanon and pro-Iranian militias in Syria. Key Hezbollah commanders and several IRGC officers were killed, and arms depots were destroyed. It is remarkable that some Syrian Islamists, who had previously been hostile to Israel, welcomed this development as a form of revenge for Hezbollah’s support of the Assad regime and thus became temporary tactical allies of Israel. Following the December 2024 coup that brought anti-Iranian Islamists to power, Syria—once a strategic ally of Iran—is now increasingly taking a negative stance toward Tehran. By the start of this year, a sense of pessimism had settled over Iran. Feelings of confusion, anxiety and the realization of diminished influence in the Middle East became widespread among many Iranians, especially conservative ones. At the same time, a different sentiment was growing in Tehran among Iranian patriots and supporters of the Islamic regime: if the U.S., Israel or both launched a military attack, Iran’s response would be as harsh as possible. IRGC officials and prominent religious figures have made this clear. A change within: tracing Iran’s path to negotiations After a long period of tough rhetoric, Iran has made a strategic shift in its foreign policy in recent weeks. Iranian Supreme Leader Ayatollah Ali Khamenei, who had firmly banned any negotiations with the U.S. on the nuclear program, suddenly changed course. What drove this decision? It is important to recognize that this shift resulted not only from an external threat but also from a deep internal reassessment, one that was rational, compelled by the circumstances, yet conscious. Until recently, Iran stuck to the principle of “no concessions under pressure.” Khamenei pointed to the collapse of the 2015 nuclear deal, which the U.S. exited during Trump’s presidency in 2018. From Khamenei’s perspective, new talks would be meaningless and dangerous because “the Americans will deceive again.” However, by April 2025, the situation had changed so much that Iran’s political and military elites began convincing the supreme leader of the need for dialogue. Reformist circles—especially the newly elected President Masoud Pezeshkian—played the leading role in this process. He insisted that without negotiations, Iran faced the risk of catastrophe: a major war, domestic unrest and even the fall of the regime. Reports from Tehran suggest he emerged as the main negotiator within the political establishment, persuading Khamenei to invoke the concept of maslahat (expediency)—a religiously sanctioned method for setting aside principles in order to save the Islamic regime. This decision was informed by several factors: - Economic crisis: according to official data, inflation between March 21 and April 20, 2025, reached 39%, while youth unemployment in the last quarter of 2024 stood at 20%. While Iran has seen worse in its recent past, these figures are nonetheless troubling. Furthermore, reserve funds were significantly depleted last year, investments have all but disappeared due to sanctions, and foreign currency reserves have declined. The country has also been hit by an energy crisis.- Erosion of ideology: satellite channels broadcasting from the U.S. and the UK have significantly expanded their reach. Outlets like Manoto, BBC Persian and Iran International have long championed secular, pro-Western views while criticizing the Islamic regime. What has particularly alarmed the authorities is the promotion of the legacy of the Pahlavi dynasty: despite its brutal rule and fight against traditional Iranian and Islamic values—still remembered by the older generation—some youths have begun to see the Pahlavis as a possible “alternative” to the ruling clerical establishment.- Risks in domestic politics: political analysts, military officials and intelligence agencies warned the leadership about the risk of a “nationwide uprising” that could be sparked by an external attack. The concern was not just about protests but the potential for pro-Western groups to cooperate with foreign aggressors. The Iranian Interior Ministry said that these elements had become more active amid the 2022 protests and were receiving support from abroad. All these signals from the army, the clergy, the administration and the intelligence agencies compelled the Iranian leadership to adopt a political survival strategy. Drawing on the experience from the Iran–Iraq War, Khamenei reasoned that “continued confrontation would lead to catastrophe.” This is why he allowed the talks to begin while keeping control over their scope and substance. The nuclear program: compromise is possible, surrender is not One of the key issues in the Iran–U.S. negotiations remains the future of the Iranian nuclear program. Despite years of mutual accusations and broken trust, Tehran appears open to tactical compromises but not to surrender. According to sources within Iranian political circles, Supreme Leader Ali Khamenei has agreed to discussions on all parameters of the nuclear program, including uranium enrichment levels and the terms for international inspectors’ access to nuclear facilities. However, a complete dismantling of the nuclear program is widely seen as out of the question, as it would be perceived as a national humiliation within Iranian political culture. Khamenei and top IRGC officials—guardians of the regime’s ideological foundations—have repeatedly reinforced this position in their public statements. The scenario under consideration in Tehran includes these possible concessions: - a temporary halt to uranium enrichment beyond 60%,- a reduction in the stockpile of highly enriched uranium,- broader IAEA access to selected nuclear sites,- a declaration affirming the peaceful purposes of the nuclear program with legal guarantees. In return, Iran will push for major sanctions relief—not only in the financial sector but also in technology, including the lifting of the ban on investments in the oil and gas industry. These restrictions, in force since the late 1990s, have been particularly damaging: former Iranian official Hossein Selahvarzi put the total economic loss to Iran since 2012 at over USD 1 trillion. Iran’s missile program remains a separate and highly sensitive issue. It is regarded as an untouchable symbol of national pride and strategic autonomy. The supreme leader has made it clear that Iran’s nuclear capabilities “ensure the country’s security” in the face of potential isolation or attack. As a result, Tehran is likely to reject any proposals for reducing its missile potential. All this means that negotiations are possible, but their scope is quite limited. The outcomes of the two latest rounds of indirect talks in Oman and Rome offer some optimism. Flexing muscles: a show of force as a negotiating tool The prospect of talks between Iran and the U.S. does not preclude military tensions. On the contrary, this year both countries carried out a series of shows of force to send a message: “We are approaching negotiations from a position of strength.” Iran, on the one hand, has stepped up military activity along its external borders. In April 2025, Tehran for the first time supplied its allies in Iraq with long-range ballistic missiles and drones, including the Shahed-136 and Mohajer-6. These moves were seen both as acts of support for Shiite militias and as a signal of Iran’s readiness to launch strikes in the event of major conflict. The military exercises in the Strait of Hormuz took on special significance, as Iran’s navy conducted a series of maneuvers with missile boats, mines and underwater drones. Up to 20% of the world’s sea-traded oil, or about 18 million barrels per day, passes through the strait. Its possible blockade was considered a measure of last resort to pressure international markets if another round of sanctions was imposed. In addition, Iran has increased its military footprint in the southern provinces, expanding bases in Bushehr, Bandar Abbas and Hormozgan. This builds operational depth in the event of a U.S. or Israeli attack and reinforces the internal narrative that “Iran will not surrender but stands ready to defend itself.” The U.S., in turn, responded by deploying six B-2 Spirit strategic bombers to the Diego Garcia base in the Indian Ocean, within striking range of key targets in Iran. These warplanes can carry both nuclear and precision-guided conventional weapons. The U.S. also sent a carrier strike group to the Persian Gulf and reinforced air defense systems at its bases in Kuwait, Qatar and Iraq. Thus, the military buildup in the region is not just preparation for a possible conflict but part of the diplomatic game. Tehran is demonstrating that it can deliver a firm response and that any concessions it makes are not a sign of surrender but a pragmatic step toward stability. Meanwhile, Washington is signaling its readiness for a military scenario in order to gain leverage in the talks. Russia as a mediator: interest in stability and strategic partnership Amid rising tensions between Iran and the U.S., Russia is emerging more clearly as a potential mediator and stabilizing force. Its role is shaped not only by current political dynamics but also by the deep structural ties built between Moscow and Tehran over the past years. In April, an Iranian delegation led by Foreign Minister Abbas Araghchi visited Moscow to discuss preliminary outcomes of consultations on a new nuclear deal with Russian Foreign Minister Sergey Lavrov. Beyond nuclear diplomacy, the parties addressed a broad range of regional issues, including Syria, the South Caucasus and Central Asia. This meeting was more than a diplomatic gesture; it reflects the genuine interests of both countries. Moscow is interested in the continuity of Iran’s current regime as a source of stability and a partner in the emerging multipolar world. Tehran, for its part, refrains from anti-Russian rhetoric, does not endorse resolutions against Russia at international platforms and shows respect for Moscow’s interests in the region. Russian–Iranian ties are strengthening not only politically but also infrastructurally. In 2023, both countries made significant progress in advancing the International North–South Transport Corridor, a project designed to link St. Petersburg with the Indian port of Mumbai via Iran. This initiative, backed by both Russia and Iran, offers an alternative to Western-centric logistics routes, and its success depends on the stability of the Iranian regime. Furthermore, Moscow has already shown itself to be an effective broker in regional conflicts. In 2023, Russian diplomats helped revive dialogue between Iran and Azerbaijan after a long period of hostility fueled by disputes over borders, religious matters and relations with Israel. This experience could be leveraged in the context of Iran–U.S. negotiations, especially given the deep mistrust and the lack of direct dialogue between Tehran and Washington. Russia’s position is clear: Moscow is opposed to any destabilization of Iran, as it threatens to undermine regional balance, strengthen Western influence and jeopardize the partnership with Iran. As Sergey Lavrov has emphasized, Russia will support any steps aimed at de-escalation and the lifting of sanctions from Iran, as long as sovereignty and international law are respected. Thus, Russia is more than just an ally of Iran; it is one of the few actors that maintains channels of trust-based communication with both Tehran and several Western nations. This makes Moscow a potentially successful mediator, especially at a time when the U.S. has limited options for direct dialogue with Iran, and European brokers have lost much of their former influence. Possible scenarios and a window of opportunity The situation around Iran has reached a critical juncture. Amid a deep internal crisis, sanctions pressure and rising external tensions, Tehran must choose between a limited deal with the West that preserves its strategic assets or a drawn-out standoff that risks plunging the region into broader instability. First scenario: moderate de-escalation If the U.S. and Iran reached a compromise on the nuclear dossier, even in a limited format, it would create a short-term opportunity for stabilization. Iran would benefit from partial sanctions relief, increased oil export capacity and attract investment in critical sectors. In return, Tehran would commit to transparency, lower uranium enrichment levels and IAEA oversight. This scenario could also partially ease tensions around Israel, reducing the risk of direct conflict. However, even this scenario does not remove several fault lines: - The ideological hostility between Iran and Israel,- Tehran’s unwavering position on the missile program,- U.S. military presence in Iraq and the Persian Gulf.This “frozen détente” could last for one to three years, assuming both sides show political will and avoid provocations. Second scenario: a new wave of escalation If the negotiations reach a deadlock—whether due to Washington’s excessive demands, Iran’s refusal to compromise on sensitive issues or outside interference—the situation could quickly spin out of control. In that case, possible outcomes include: - Direct strikes on Iran’s nuclear facilities (by Israel or the U.S.),- Retaliatory attacks on U.S. bases in Iraq and Qatar,- Blockade of the Strait of Hormuz,- More active operations by Shiite militias in the region. Inside Iran, this could trigger another major wave of protests, especially if the economy takes another hit from stricter sanctions. There is also a risk that some radical opposition groups could try to take advantage of the unrest to start an uprising with high casualties—something Iran’s counterintelligence has already warned about.

Upon conclusion of these productive negotiations, the Iranian Foreign Ministry announced a second round of indirect talks would be held on Saturday, April 19, again in Muscat with Omani mediation. Round One The US-Iran talks in Muscat hold significant importance as they represent the first diplomatic engagement since negotiations ceased between April 2021 and September 2022, which had occurred in a 4+1 format with indirect US participation. Notably, these Muscat discussions mark the first diplomatic exchange under both Iranian President Masoud Pezeshkian and US President Donald Trump. Several key implications emerge from these talks: 1- A face-saving negotiation format for both sides: Following the announcement of planned discussions, Washington consistently pressed for direct talks to expedite the process and quickly reach an agreement. Tehran, conversely, insisted on indirect engagement, at least initially, to build confidence in American sincerity. According to published reports, the American and Iranian delegations occupied separate rooms in Omani Foreign Minister Badr al-Busaidi's residence, exchanging written messages through Omani mediators—satisfying Iran's requirement for indirect negotiations. Reports also indicate that after the approximately two-and-a-half-hour session concluded, Araghchi met briefly with Uytkov, conversing for several minutes in the Omani Foreign Minister's presence before departing—thereby fulfilling Washington's desire for direct engagement. Beyond these procedural arrangements for the initial round, such compromises demonstrate both sides' willingness to overcome obstacles impeding an agreement, potentially foreshadowing solutions to other challenges expected during future negotiation rounds. 2- Disagreement over the framework for negotiations: A disagreement over the scope of negotiations has persisted between the two sides since the initial round of talks. Iran adamantly maintains that discussions should focus exclusively on nuclear matters, leaving out both the missile program and regional role concerns. Supporting this position, Iranian Foreign Ministry spokesman Esmail Baghaei stated on April 13 that an agreement had been reached to limit negotiations to the nuclear issue and sanctions relief, confirming these topics would constitute the agenda for upcoming talks. Meanwhile, Washington remains adamant about including additional issues in negotiations with Tehran, particularly arms programs, with the missile program at the forefront. Witkoff stated that any diplomatic agreement with Iran would depend on verification of its uranium enrichment programs and, ultimately, confirmation of the missile arsenal Iran has developed over the years. Tehran has repeatedly declared openness to measures verifying it does not possess nuclear weapons, often citing Supreme Leader Ali Khamenei's fatwa prohibiting such weapons. Such declarations may indicate willingness to reduce its nuclear program and potentially return to the 3.67% enrichment levels stipulated in the 2015 agreement—significantly lower than current levels exceeding 60%. However, Iran has firmly rejected completely dismantling its nuclear program (like the "Libyan model") or transferring highly enriched uranium to third countries, citing distrust of Washington and concerns about another withdrawal from agreements as occurred during Trump's presidency in 2018. Regarding the missile program, Revolutionary Guards spokesman Ali Mohammad Naeini responded to Witkoff's statement about including the missile arsenal in negotiations by declaring that Iran's military capabilities, including its missile program, represent a "red line" that remains non-negotiable under any circumstances. 3- Potential Iranian economic incentives: Some sources indicate that, in response to Trump's letter, Iran offered "economic benefits" that could advantage American companies if an agreement was reached between the two sides. These sources estimated potential benefits at $1 trillion or more. The proposal aligns with President Pezeshkian's April 9 statement that Supreme Leader Khamenei would not object to American investments entering Iran, "but without conspiring against Iran." Araghchi confirmed this position in his Washington Post article published that same day, calling on the United States to prefer diplomatic options when dealing with Iran and describing the Iranian economy as a "trillion-dollar opportunity" for American companies and businessmen. Tehran's attempts reveal a desire to motivate the Trump administration, which prioritizes trade and investment as key determinants of political engagement. One reason Trump withdrew from the 2015 nuclear agreement was Washington's lack of benefit from investment deals allowed by the opening to Iran, while Europeans gained advantages, particularly in oil and petrochemical sectors. Consequently, Tehran is strategically focusing on economic opportunities, potentially driving Iran toward diplomatic approaches with Washington and an agreement that would lift the burden of sanctions imposed on the country. 4- European exclusion: No European party participated in the Muscat negotiations, and Washington likely held no consultations with the "European Troika" (Britain, France, and Germany) that participated with Iran in the 2015 agreement. Sources indicate that the meeting between US Secretary of State Marco Rubio and the foreign ministers of the three European countries, on the sidelines of the NATO foreign ministers' meeting in Brussels on April 3, failed to produce any joint plan addressing contentious issues with Iran. The exclusion reflects tense relations between Washington and its European allies, stemming from numerous disagreements—most notably the current US administration's position on the Russian-Ukrainian war and the tariffs imposed on most countries, including European ones. Moreover, it highlights Trump's desire to engage with Iran unbound by other parties' interests. Europeans prefer a diplomatic approach to dealing with Tehran, an approach Trump does not see as entirely reliable. Instead, he considers the military option a viable alternative should negotiations fail or not yield an agreement with Tehran. Nevertheless, the "European Troika" maintains significant leverage over Tehran through the so-called "trigger mechanism." The mechanism enables automatic reinstatement of UN sanctions imposed on Iran prior to the 2015 agreement if any of these countries complains to the Security Council about Iran's violation of the agreement. Such leverage perhaps explains why the Iranian delegation in Muscat requested its American counterpart ensure Washington assumes responsibility for preventing activation of the "trigger mechanism" against Tehran. Consequently, the "European Troika" countries will remain parties to negotiations between the United States and Iran, regardless of their format. Potential Effects Following the initial US-Iran discussions in Muscat, several potential repercussions can be anticipated: 1- Postponing the military option: The positive atmosphere during the Muscat talks, coupled with the announcement of future rounds of discussions, suggests Washington may delay military action regarding the Iranian nuclear issue. Initially, the Trump administration advocated for military intervention as a pressure tactic to compel Tehran back to negotiations and secure a swift agreement on its nuclear program. Nevertheless, with ongoing dialogue between both parties, any military options might remain on hold until the results of these diplomatic exchanges become clearer. The escalating costs of military conflict may compel both sides to favor diplomatic negotiations and concessions. Tehran recognizes that American strikes on its nuclear facilities—whether conducted unilaterally or with Israeli cooperation—would present an overwhelming challenge to counter and manage. Similarly, Washington acknowledges that bombing Iran's nuclear installations could expose American forces and bases throughout the region to retaliatory attacks from Tehran or its armed proxies, while potentially disrupting vital maritime traffic. Given these high-stakes calculations, both nations may increasingly prioritize diplomatic solutions to resolve their differences, with Washington maintaining military action only as a final option should negotiations fail. 2- Supporting the chances of signing an agreement: Unlike previous negotiations during the Hassan Rouhani and Ebrahim Raisi administrations, realistic data suggests Tehran faces severe time constraints. Trump has imposed a temporary deadline for Iran to resolve its nuclear program, with military action serving as the alternative. The military option has gained momentum as Tehran lost substantial capabilities among its regional proxies, which would have increased the cost of any attack against it. Moreover, according to Israeli and American accounts, the Israeli strike on October 26, 2024, successfully destroyed critical defense systems within Iranian territory. The approaching October 18 expiration date of the 2015 nuclear agreement intensifies pressure on Iran. Urgency mounts as the nation seeks a solution before the European Troika countries activate the "trigger mechanism" prior to that deadline. Unlike negotiations during the Rouhani and Raisi administrations, current talks will likely proceed more rapidly. Trump's April 13 statement that he expects "a decision on Iran will be made very quickly" further suggests the possibility of an expedited agreement with Iran. 3- Internal Iranian opposition: The move to hold negotiations with Washington may face opposition from some hardline fundamentalist groups. Despite Tehran's negotiations with Washington receiving approval from Khamenei and influential institutions rather than originating from Pezeshkian's government, resistance to these discussions remains possible. Statements from hardline Islamic Consultative Assembly (parliament) member Hamid Rasaei suggest underlying opposition when he claimed "the current negotiations were conducted with the Supreme Leader's approval to prove their failure, and for some optimistic officials to discover once again that the Americans are not committed and that it is irrational to rely on them." Additionally, any potential deal allowing American investments into the Iranian market might trigger objections based on constitutional restrictions. Articles 81 and 153 specifically prohibit granting concessions to foreign companies and foreign control of resources. From this perspective, such diplomatic moves could encounter resistance from institutions controlling key economic sectors, including the Revolutionary Guard and the bazaar. Some hardliners may interpret these developments as "Westernization of the economy," viewing them as concerning repetitions of historical scenarios embedded in Iranian collective memory. 4- Strengthening the role of the Iranian Foreign Ministry: The information that preceded the Muscat round of talks claimed three figures had been appointed to represent the Iranian delegation: Ali Larijani, advisor to the Supreme Leader; Mohammad Foruzandeh, a member of the Expediency Discernment Council; and Mohammad Javad Zarif, former assistant to the Iranian president for strategic affairs. However, the actual Iranian delegation to Oman was headed by Foreign Minister Araghchi, and included his aides for political affairs, Takht-e Ravanchi; Kazem Gharibabadi, for legal and international affairs; and Ismail Baghaei, the Foreign Ministry spokesman, along with other negotiators and technical experts. The composition aligned with Araghchi's earlier assertion that responsibility for the negotiations would fall to the Ministry of Foreign Affairs. Such prioritization indicates the regime's desire to send diplomatic messages, similar to events following former Iranian President Rouhani's election in 2013, which ultimately led to the signing of the 2015 nuclear agreement. The diplomatic approach contrasted with periods when Tehran leaned toward hardline positions, during which broad powers were granted to the National Security Council to manage the nuclear issue, as seen during the terms of former presidents Mahmoud Ahmadinejad and Raisi. The regime's strategy appears inseparable from other domestic preparations made in anticipation of signing an agreement with the West. Notable examples include moving toward approval of conditions necessary for joining the Financial Action Task Force on Terrorism and Money Laundering (FATF), which would help Iranian banks access services provided by the SWIFT international financial transfer system. Some analysts attribute additional internal measures to this effort, including revisions to the strict provisions of the "chastity and hijab" law, the release of individuals under house arrest such as prominent reformist figure Mehdi Karroubi, and the easing of certain restrictions on internet use. 5- Russian and Chinese discontent: Negotiations between the United States and Iran may provoke discontent from Russia and China, fellow parties to the 2015 nuclear agreement. Both nations fear Tehran might forge an agreement with Washington that would undermine the coordination among Russia, China, and Iran. These concerns intensify amid severely strained Washington-Beijing relations following the announcement of historically high mutual tariffs between the two countries. Adding to the tension is Trump's apparent indifference resulting from Russian President Putin's delay regarding the US peace plan for Ukraine. Accordingly, Iranian Foreign Minister Araqchi's visit to Moscow was announced ahead of the second round of talks scheduled for April 19 to brief the Russian side on the progress of the talks with Washington. Additionally, Iranian Deputy Foreign Minister Kazem Gharibabadi met with his Russian counterpart, Sergey Vasilievich Vershinin, during a meeting of supporters of the UN Charter in Moscow. The diplomatic efforts represent an attempt to allay Russian concerns and send a message to Washington that Tehran has other international alternatives if the current negotiations fail. In conclusion, the Muscat negotiations served as an exploratory round for both American and Iranian delegations, allowing each side to clarify intentions and demonstrate commitment before proceeding to subsequent steps. Complex and difficult differences persist between the parties, yet both clearly favor diplomatic solutions, at least temporarily, with success hinging upon American demands and potential Iranian concessions. Future rounds will likely experience heightened tension, leaving all possibilities open regarding the ultimate outcome of these diplomatic efforts.

Bukele at a Crossroads: Washington or Beijing?

The event was headlined by Félix Ulloa, Vice President of the Central American country, and China’s ambassador to El Salvador, Zhang Yanhui. According to the Central American news portal Expediente Público, the institute was reportedly sponsored by the Chinese Communist Party (CCP), following a previous visit to Beijing by Ulloa and Xavier Zablah Bukele – leader of Nuevas Ideas and cousin of the Salvadoran president – during which several interparty cooperation agreements were finalized. This event highlights the diversified strategies China employs to expand its influence in the Western Hemisphere. While public attention toward the Asian giant typically focuses on intergovernmental diplomacy, trade relations, or the Belt and Road Initiative (BRI), less consideration is given to the forms of cooperation carried out by various international outreach bodies tied to the CCP in Latin America. The Czech think tank Sinopsis, which specializes in Chinese studies, notes: “Unlike many other countries, China’s foreign affairs extend beyond the jurisdiction of the Ministry of Foreign Affairs (MoFA) and transcend official state-to-state diplomacy […] This system consists of various bodies and operates under the overarching concept of total diplomacy.” The CCP behind the scenes According to Central American and Chinese-language media, Zablah Bukele and Félix Ulloa held a meeting in April 2024 with Liu Jianchao, Minister of the International Liaison Department (ILD) of the CCP. On that occasion, representatives of bukelismo signed an agreement with the CCP’s cadre school, securing Chinese sponsorship for the newly inaugurated Political Training Institute of Nuevas Ideas. The ILD was established in 1951 to promote ties between the CCP and other communist parties across Asia, the Middle East, Africa, and Eastern Europe. Following the Sino-Soviet split in the 1960s, the organization turned its focus to cultivating relationships with leftist groups of all kinds, from European social democrats to liberation movements in the Global South. Under Hu Jintao’s leadership, the ILD began adopting a pragmatic approach, fostering good relations with both left- and right-wing parties. For instance, center-right organizations like Argentina’s Republican Proposal (PRO) have maintained ties with the CCP since 2009. Xi Jinping, while maintaining this approach, has made the ILD’s operations more assertive, turning it into a key instrument of Chinese foreign influence. Various think tanks and scholars of Chinese foreign policy have noted the quiet diplomacy exercised by the Asian giant through the ILD and other bodies. These include the United Front Work Department and the Chinese People’s Association for Friendship with Foreign Countries, which function as parallel bureaucracies to the MoFA and are characterized by opaque activities and a purported autonomy from Beijing. However, these organizations aim to connect various sectors of foreign politics and civil society with the CCP. In particular, the ILD builds influence networks by training foreign politicians. Beyond offering training courses funded in China, the department has promoted the construction of training centers in countries such as Tanzania. In this way, the ILD seeks to forge close ties with foreign elites who, in addition to promoting Chinese soft power narratives – such as the superiority of the one-party model or the primacy of development over democracy and civil liberties – can lobby on Beijing’s behalf in agencies, cabinets, and parliaments. In this sense, Chinese support for Nuevas Ideas’ Political Training Institute marks a significant step forward in cooperation between the CCP and El Salvador’s ruling party. The ILD’s training programs have also become spaces for transmitting authoritarian know-how. Researchers such as Lina Benabdallah and Christine Hackenesch point out that the CCP promotes the Chinese governance model to foreign elites – a model based on mass surveillance technologies, personal data storage, and internet censorship, typically provided by state-owned enterprises like Huawei. These practices are presented as alternatives for strengthening public security and internal stability, but in practice, they reinforce state control and restrict civil liberties in adopting countries. The paradoxes of Bukelismo The link between Nuevas Ideas and the CCP raises questions about the ideological leanings of Nayib Bukele. Just a few weeks ago, the Salvadoran president hosted U.S. Secretary of State Marco Rubio in San Salvador to seal, in Rubio’s words, “a historic agreement, the most extraordinary in the world” on migration. Suppose this event signaled El Salvador’s intent to become one of the United States’ most important regional partners. How should we now interpret the growing political cooperation with China, the U.S.’s main strategic rival? On one hand, it is understandable that El Salvador’s ruling party seeks alignment with the CCP. The inauguration of Nuevas Ideas’ Political Training Institute, with ILD’s blessing, is another episode of authoritarian cooperation in Latin America, where a regime well-versed in repression and control transfers knowledge and resources to another with similar aims. Similar patterns have been observed in the region with Cuba, Venezuela, and Nicaragua, which collaborate among themselves and with extra-regional autocracies like Russia, Iran, and China itself. Given this, it is not surprising that a self-proclaimed socialist regime and another linked to the Conservative Political Action Conference (CPAC) would cooperate beyond ideological differences. In fact, this has been the ILD’s hallmark in the 21st century: pragmatism in engaging with parties across the spectrum, ensuring long-term ties with various governments. This phenomenon reflects a central feature of our times: the erosion of the left-right divide in favor of a new tension between democracies and autocracies. On the other hand, the indoctrination of Nuevas Ideas’ cadres might even be tolerable to Trump, given that some CCP perspectives align with his political agenda. The pursuit of a multipolar order that secures spheres of influence for major powers – such as the South China Sea or Greenland – as well as the promotion of illiberal models of democracy – like China’s “whole-process democracy” or the unitary executive without checks and balances – are not foreign concepts to Make America Great Again. Based on this, Bukele may seem to have the green light to deepen his authoritarian project with Beijing’s help. As long as the PRC does not interfere with U.S. strategic interests in El Salvador – such as migration management or control of critical infrastructure – the 47th American president might remain content, regardless of China’s growing soft power in the hemisphere.

CECOT: Bukele’s mega prison where 'the only way out is in a coffin'

한국어로 읽기 Leer en español In Deutsch lesen Gap اقرأ بالعربية Lire en français Читать на русском The alliance between Trump’s expanding deportation campaign and Salvadoran President Bukele’s carceral authoritarianism has major implications for human rights and the future of democracy. In February 2023, the Salvadoran government released drone footage of thousands of shirtless men with shaved heads, shackled and crouched in tight formation, being herded into a newly built prison called the Center for the Confinement of Terrorism – CECOT.  The high-tech mega prison was constructed at breakneck speed under the rule of President Nayib Bukele, as he declared victory in the so-called “war on gangs” in the country.  As the largest prison in the world, CECOT can hold up to 40,000 people. However, plans to double the mega prison’s capacity (80,000) are already underway, with the US expected to “send enough to fill it,” as reported by the Wall Street Journal.  From state of emergency to state of exception The year before CECOT’s inauguration, President Bukele declared a “state of emergency,” suspending constitutional rights like due process, legal defense, and freedom of assembly, and allowing measures like mass arrests, and indefinite pretrial detention.  “CECOT is nothing more than an extermination prison for the poor,” says Marisel Ramírez, a member of the Popular Resistance and Rebellion Bloc, a coalition of Salvadoran trade unions, civil society groups, and political organizations. “The regime invests in mega-prisons instead of health, education, or structural reforms.” Today, El Salvador’s detention rate has outpaced that of the United States – the former world leader in incarceration by far. 1 in every 57 Salvadorans is now incarcerated, triple the rate of the US.  In March 2025, various human rights organizations in El Salvador, such as Human Rights Institute of the Central American University (IDHUCA); Foundation for the Study and Application of the Law (FESPAD); Passionist Social Service, among others, produced a report compiling documented cases of mistreatment, torture, and the inhumane conditions of detainees over the three years of the “state of exception.” Their findings include: • 85,000+ people have been detained by the state during this period• 6,889 cases of human rights violations have been filed by human rights organizations• 52% of detainees are 19–30 year-old men• 265–375 deaths in state custody have been verified by different data agencies Their report demands the repeal of the “state of exception,” reparations for the families and victims of human rights violations, and independent investigations of all human rights abuses. Welcome to CECOT Many of CECOT’s prisoners are denied due process. Visitation is prohibited. Communication with family, friends, and even lawyers is prohibited. Inmates are also completely stripped of privacy. Cells are packed with up to 80 people for 23.5 hours a day. They share metal bunks and an open toilet, under constant surveillance by prison guards. There is no form of education or recreation offered at the facility. Letters and reading material are prohibited. And there are no reports of any inmates being released. CBS News reported El Salvador’s justice minister saying, “the only way out is in a coffin.” In fact, Google Earth images and videos have recently circulated social media showing a CECOT courtyard that appears to be stained with blood.  CECOT has become a symbol of a global trend towards militarization, mass incarceration, and political repression under the pretense of “domestic security.” As Trump’s offshore detention of migrants in CECOT shines an international spotlight on Bukele’s policies, urgent questions are arising: 1. How far will the US go in utilizing Bukele’s repressive infrastructure for its own agenda?2. How did a self-described “dictator” rise to power in El Salvador?3. How are communities in El Salvador responding? The US – Bukele alliance While CECOT was built for domestic repression and incarceration, it is now a site of international collaboration between extreme-right-wing governments. Bukele’s prison has been openly endorsed – and now directly funded – by the US government.  On March 15, in an unprecedented move, the Trump administration deported roughly 250 Venezuelan migrants to CECOT prison in El Salvador, ignoring a federal judge’s order to halt the deportations. Invoking the Alien Enemies Act (AEA) of 1798 against Venezuelan nationals accused of being part of the gang Tren de Aragua, Trump attempted to pave a “legal” pathway for his policy of mass deportations. Yet a report from CBS News claims that the majority of those deported have no criminal record in the US, and human rights and advocacy groups have rejected any legal basis for Trump’s use of the AEA.  One of the deportees, a Maryland resident and union worker named Kilmar Abrego Garcia, has become a central figure in the broader legal and political crisis surrounding Trump and Bukele’s authoritarian alliance.  The case of Kilmar Abrego Garcia Kilmar was born in El Salvador and holds protected status in the US, where he has lived for over 14 years. The Trump administration admitted he was deported in error and the Supreme Court has ordered the US government to facilitate his return. Nevertheless, Trump has defied the order, and Bukele refuses to release Abrego. Recently, Trump has accused Abrego of being part of the Salvadoran gang, MS-13, without evidence or due process. Since the day CECOT was inaugurated, the government has used social media to promote positive ideas about the prison and Bukele’s iron-grip approach. Far-right politicians and YouTube influencers are regularly welcomed to tour CECOT, posing in front of groups of detainees for their online audiences. However, Maryland Senator Chris Van Hollen was denied entry to the facility on April 16, when he traveled to El Salvador to advocate for Kilmar’s release. In the late hours of April 17, the senator was finally able to meet with Abrego off-site from the prison. In a press conference held on April 18 in Dulles International Airport, the Senator told reporters that the Maryland father is not being held at CECOT but is still being illegally detained in a different Salvadoran prison. “The reason they relented is pretty clear — they were feeling the pressure,” said the senator. Kilmar’s wife credited the growing movement for justice for the small win in a statement released by the advocacy group CASA:  “Now I know that my husband is alive…Thank you to everyone, including Senator Van Hollen, my CASA family, all our Union’s, faith leaders and community for continuing this fight for my family to be reunited.” The USD 15 million deal behind CECOT The detention of migrants in El Salvador’s prison system has faced heavy criticism. Many are asking, why is the Salvadoran government continuing to hold migrants at CECOT without any evidence that they have committed a crime? During his visit to El Salvador, Maryland Senator raised this very question to Vice President Félix Ulloa in regard to Abrego Garcia, who said that the Trump administration is paying El Salvador to keep migrants like Garcia at CECOT. The Trump administration has reportedly agreed to pay El Salvador USD 6 million to house hundreds of migrants deported from the US for up to a year. In Van Hollen’s press conference on April 18, he told reporters that the deal between Trump and Bukele may be for as much as USD 15 million. “Homegrowns are next” Migrants are not the only ones being targeted for deportation to CECOT. During Bukele’s White House visit on April 14, Trump was recorded saying he wants to send US citizens to CECOT too. The “homegrown criminals” are next. “You’ve got to build about five more places,” he said. To which Bukele responded, “we’ve got space.”  Legal experts and human rights organizations have asserted that the offshore detention of US citizens is illegal, but Trump confirmed later that “We are looking into it, and we want to do it.” The US – Bukele alliance represents a convergence in the growing international authoritarian trend. But this alliance didn’t emerge overnight. It is the result of a deliberate political project that Bukele has been advancing for years. But to understand how the country got to this point, we have to look back at how Bukele transformed El Salvador into, as he calls it, a dictatorship.  The world’s “coolest dictator” For years, El Salvador faced one of the highest homicide rates in the world, driven by the extortion practices of gangs, like MS-13. The gang started in Los Angeles, California, initially to defend Salvadoran immigrants from other established gangs in the area, but became more structured and violent over time. After mass deportations in the 1990s, MS-13 expanded throughout Central America, gaining a high level of territorial control in El Salvador. Communities were often caught in the crossfire, with widespread insecurity and little trust in state institutions to protect them. Bukele rose to power promising an end to the violence, using harsh anti-gang rhetoric and militarization to appeal to the widespread fear and frustration, ultimately winning popular support. However, according to organizers with the Popular Resistance and Rebellion Bloc, Bukele’s security policy is based on a pact with the gangs – not a war on them. They explain that while the president claims there are 80,000 gang members and terrorists in prison, the National Civil Police only reports the seizure of 4,000 weapons, 20,000 cell phones, and USD 4 million. There have been no arrests of top gang leaders, nor have those who have committed crimes in the US been extradited to that country.  Suppression of the left Movement leaders describe Bukele’s rise as one of clear authoritarianism – cloaked in anti-gang rhetoric, backed by the US, and enforced through mass repression. He enjoys popular support “because people perceive improved security, and he has imposed the idea that traditional parties were corrupt and waged a war that led to tragedies.” Activists assert that eliminating the left in the country as a viable political option has been a deliberate goal of Bukele’s “business clan.” They say Bukele has specifically targeted the FMLN, a former guerilla group that led the armed struggle against US-backed dictatorship in the 1980s, and later helped secure key democratic reforms through the Peace Accords.  “The FMLN is a victim of a smear campaign by the regime…whose influence in the state and society has significantly diminished. After governing for 10 years, the FMLN has no presence in the Legislative Assembly and no longer governs any mayoralties,” reads a statement by the Bloc. To better understand how Bukele consolidated power and suppressed his opposition, activists point to key moments in recent history. Here is a brief timeline of Bukele’s regime: 2019 – Bukele elected president• Breaking with the two dominant parties (ARENA and FMLN), he formed the party Nuevas Ideas, and presented himself as a young, social media savvy reformist.  2020 – Bukele storms Legislative Assembly with military• Flanked by heavily armed soldiers and police, Bukele enters the Legislative Assembly to pressure lawmakers to approve a USD 109 million loan, in order to militarize his police and soldiers to allegedly combat gangs. • International human rights groups condemn the action, while activists draw connections to El Salvador’s history of military dictatorships. 2021 – Removes Constitutional Court judges, adopts Bitcoin• Replacing judges in the Constitutional Court with loyalists, and removing the Attorney General, Bukele gains unchecked control over all three branches of government.• El Salvador becomes the only country in the world to adopt Bitcoin as a legal tender, despite mass protests.• Bukele’s new court rules that presidential reelection is now legal, ignoring a constitutional ban. Bukele announces his intent to run for reelection in 2024. • The US government applies some pressure on Bukele to maintain legal appearances.• Critics argue that a major part of Bukele’s propaganda is the idea that he’s “changing the country,” using symbolic gestures, minor public projects, and some changes to the state like reducing the number of provincial and municipal governments.  2022 – “State of emergency” declared• Following a spike in homicides, Bukele declares a “state of emergency,” suspending constitutional rights, and launching a so-called “war on gangs.”• Mass arrests without warrants begin. Many are detained without evidence or due process. Activists call the state of emergency a “mechanism of social containment.” They report popular leaders being targeted, generating fear and limiting popular protests. 2023 – CECOT prison unveiled• The 40,000 person-capacity mega prison is inaugurated with a propaganda blitz displaying prisoners in dehumanizing ways.• Bitcoin investment loses over 50% of its value, costing El Salvador hundreds of millions.• Irregularities around public procurement connected to the Bukele family arise. The public procurement law is practically repealed, limiting public access to details about government spending and contracts.• Political opposition in government has been practically eliminated. 55/60 representatives are from Bukele’s party, NI. 43/44 mayoralities are controlled by NI and its allies. The majority of the population rejects the FMLN and even the traditional, non-governing right parties.  2024 – Bukele wins reelection• Despite a constitutional ban on reelection, Bukele runs for president and wins. He is backed by his courts and military, amid a climate of fear and mass imprisonment justified by “domestic security” rhetoric.• The US government supports his illegal reelection.• Investigations reveal that the Bukele family has significantly increased their land holdings during Nayib Bukele’s presidency (USD 9.2 million in value), placing them among the top 2% of large coffee producers in El Salvador.• Bukele reverses a landmark ban on metal mining, sparking a nationwide protest movement. Today, Bukele’s “state of exception” continues indefinitely. Reports of torture, disappearances, and political arrests grow. Meanwhile, the Salvadoran President is promoting himself worldwide as a model far-right leader and enjoying a lucrative alliance with the US government.  As the repression intensifies, so too does grassroots resistance. People’s movements for the freedom of political prisoners, and against the “state of exception” continue to build, the most important of these being the Popular Resistance and Rebellion Bloc.  Salvadoran resistance The Popular Resistance and Rebellion Bloc is an organization of 35 social organizations from various sectors of society: students, women, peasants, unions, professionals, and more.  Marisel Ramírez, an organizer with the Bloc, told Peoples Dispatch: “These organizations came together in January 2021 to denounce the major setbacks we have suffered since the Bukele business clan took office, and to demand an end to the government’s repressive policies.” Explaining the Bloc’s strategies and tactics, Marisel said that “the organizations that belong to the bloc act according to their own demands, highlighting the serious human rights violations committed under the state of emergency.” In her words, the resistance doesn’t take just one form – it plays out across a range of interconnected fronts. Here are just a few examples: 1. Movement of Victims of the State of Emergency (MOVIR)• Families of the detainees mobilize their communities and protest the arbitrary arrests, demanding justice and freedom for their loved ones. 2. Salvadoran Student Force• Students are consistently fighting back against the arrests of university students under the state of exception. 3. Feminist Resistance • Women are organizing and mobilizing around the economic, emotional, and familial impacts of the arbitrary arrests of innocent people, as well as the abuse of power by the military and police.These forces, Marisel said, “demand ‘sexual favors’ in exchange for ‘benefits’ – not taking people away, expediting judicial processes, and access to personal hygiene products.” 4. The Confederation of Salvadoran Agrarian Reform Federations (CONFRAS)• Mobilizes peasants and farm workers and denounces the shortage of agricultural labor caused by the high migration triggered by the state of exception. Despite Bukele’s iron-grip approach and mass incarceration campaign, resistance in El Salvador is growing – led by families of the detained and disappeared, student organizers, feminist collectives, and peasant unions who refuse to be silenced. Their struggle aims to demonstrate that CECOT is not just a prison – it is a weapon of political power aimed at the poor and fueled by international complicity.  What’s becoming increasingly clear is that the US is seeking to expand its deportation machine and outsource incarceration and repression to third countries like El Salvador. As these transnational policies develop, urgent questions remain: To what extent will Trump bulldoze legal obstacles in order to utilize this repressive model? Will US citizens begin facing deportation and detention in CECOT? Clear Victory for President Noboa

The young head of state won the run-off election for the highest state office against his left-wing populist challenger Luisa González by a surprisingly clear margin of over eleven percent. The refusal of the loser to acknowledge her defeat once again demonstrates the great polarization in the country. After a peaceful election, this division into two camps is one of the biggest challenges facing the winner of the election, alongside curbing organized crime and the complicated economic situation. When the National Electoral Council announced an "incontrovertible trend" in favor of President Daniel Noboa just a few hours after the polling stations closed on 13 April, his supporters erupted in jubilation. This was particularly great, as the victory of 55.65% to 44.35% after more than 99% of the votes had been counted was much clearer than all the polls had predicted. The expected close election result had given rise to general concern that the election could have unpleasant repercussions in the form of electoral disputes, which would be detrimental to Ecuadorian democracy. The strong result for incumbent Daniel Noboa is beyond question but should not be read as total approval of Noboa's policies by the electorate. Rather, it clearly shows that, despite all the criticism of the government, Ecuadorians do not want to return to the "socialism of the XXI century" and its Ecuadorian figurehead Rafael Correa, from whose all-consuming shadow the defeated presidential candidate Luisa González was unable to emerge. Correismo's resistance to recognizing the election result on election night seems more than questionable given Noboa's clear lead of more than one million votes. The election campaign While Noboa was clearly committed to retaining the dollar as a means of payment, a further opening towards the USA and a relentless fight against organized crime in the run-up to the run-off election, González stood for a completely different course. She questioned the dollarization of Ecuador, proposed recognition of the Maduro regime in Venezuela with the resumption of diplomatic relations and, with regard to the fight against drug-related crime, wanted to follow the example of former Mexican President Andrés Manuel Lopez Obrador, whose policy of "abrazos, no balazos" ("hugs, no bullets") was more of a sham pacification and a modus vivendi with the drug gangs than a real approach to the issue. Businessman's son Daniel Noboa, who has only been in power since November 2023 thanks to an extraordinary election following the end of former President Guillermo Lasso's government, has been characterized by a pragmatic approach in his brief time in office since November 2023. His government prioritized concrete and high-profile measures, particularly in the fight against crime, over ideological discourse. However, due to his short time in office, many of his actions were characterized more by campaign tactics than strategy. In contrast, Luisa González attempted to link her program to the legacy of former President Rafael Correa but made certain nuances and strategic distancing. In particular, she was critical of the Communications Law (also known as the "muzzle law"), which had been used as the basis for the persecution of journalists and the media during Rafael Correa's time in office (2007-2017). In the weeks leading up to the run-off, the focus of the election campaign was on the economy, security, and organized crime. There was no shortage of mutual accusations and all too often polemics took precedence over arguments. In view of the continuing catastrophic security situation, in which people are losing their lives in violence every hour and kidnapping rates in the country have risen by 73.9% between 2023 and 2024,[i] concepts are urgently needed. Clever marketing After the young electorate between the ages of 18 and 29 voted for the 37-year-old Noboa in the first round of voting, this time the older population groups also appear to have voted for the president. The general voter turnout was 83.76%, around two percentage points higher than in the first round of voting. In a country where many people have lost confidence in politics and its representatives, Noboa still seems to represent their hopes of overcoming the grievances, the outdated elites and the Correísmo. With his presence in the social media and a renewed self-presentation with giant papier-mâché figures distributed throughout the country, he once again managed to achieve a strong public presence. People of all ages and social classes could be seen roaming the streets of the capital Quito, for example, taking selfies with the papier-mâché Noboas, which were then shared millions of times on social networks. With such marketing tricks, his determined and youthful appearance and the fear of large parts of Ecuador of a return of the Correísmo, Noboa was able to extend his lead compared to the virtually undecided first round of elections on February 9 and win five provinces that had previously gone to Luisa González - El Oro, Guayas, Imbabura, Orellana and Santo Domingo de los Tsáchilas. Major construction sites For Ecuador and its old and new president, however, Noboa's election victory means only a brief respite in a situation that remains tense. The challenges remain enormous. The new National Assembly elected in February is divided into two large blocs that support Noboa and González (or Correa). There are also a number of smaller blocs and individual deputies, on whose support Noboa will be dependent due to the lack of a majority of his own. Noboa will have to demonstrate his ability to act and make convincing political proposals in order to achieve governance that serves the common good. The future of the country will depend on how well it manages to identify points of consensus and tackle the structural challenges. In this context, technical and non-partisan initiatives that manage to bundle the country's national priorities offer an opportunity. A national deficit of more than five billion US dollars, high foreign debt, and too few sustainable sources of revenue for the state will make governing difficult. Debt repayments and difficult renegotiations with the International Monetary Fund regarding the granting of further loans are also on the cards. The new government must therefore also aim to create jobs and get people into regular employment. Around 70 percent of the population still lives from the informal sector. In other words, only around 30 percent of the population work in the context of a formal employment relationship and pay taxes regularly. The president must also develop a coherent strategy for restructuring the energy system in order to avoid the hours-long power cuts that plagued the country last year. A supply system that is dependent on hydropower, dilapidated infrastructure, and a lack of diversification in the energy mix hang like a sword of Damocles over the president and could soon earn him the displeasure of the population. Last but not least, the Noboa government must get to grips with the enormous security problem associated with organized crime and various forms of illegal economic activity. The support of the USA and international cooperation in general will play a significant role in this. However, a clear and sustainable strategy for anti-mafia legislation on the part of the government is also needed. Concrete proposals are also needed to remove criminal elements from organs of the partly infiltrated state security apparatus. Outlook For Europe and Germany, Noboa's victory and the associated four-year term of office represent a fantastic opportunity to tackle the phenomenon of organized crime in a structured and targeted manner through coordinated cooperation with international allies. Noboa wants to bring his agenda closer to the USA, particularly in the areas of security and trade. As far as the European Union is concerned, strengthening cooperation and investment in areas such as the environment and energy could also be crucial for his government's future positive multilateral orientation. One sign of hope is Noboa's clear support for the port security initiative launched by EUROPOL as well as EU projects to promote comprehensive prison reform and the fight against the mafia. Cooperation on trade, economic and security issues could make Ecuador a stable partner in the Andean region in the face of left-wing authoritarian systems such as Cuba, Venezuela, and Nicaragua. This is particularly important in the fight against drug trafficking and organized crime, especially in view of the fact that over 70 percent of all cocaine exports reach Europe via Ecuadorian ports. However, without a clear ethical awareness among Europeans of the drama and the effects of drug trafficking in Ecuador and Latin America, the situation in the Andean country will not improve, but rather worsen due to the demand effect, with all the social and violent consequences for the population. A litmus test for Daniel Noboa's ability to act could be his promise to start a new constitutional process. Ecuadorian institutions are still hampered by the authoritarian legacy of Rafael Correa's constitution, which is still in force. The era of Justin Trudeau, who was the leader of the country for 10 years from 2015 to 2025, and the beginning of the new presidential term of Donald Trump made things different for Canada and added uncertainty. On the ninth of march the new leader of the Liberal Party has been chosen, Mark Carney became the new prime minister of Canada. It remains unclear how long he will stay in his position, because Canada is standing on the threshold of federal elections. The end of era Like any leader, Justin Trudeau had certain achievements but also enough failures that affected the decline in his popularity among the population, lack of trust from fellow party members and opposition parties, which in the best years were even ready to collaborate with him together. In 2022 the New Democratic Party (NDP) and Liberal Party make an agreement to build trust and solidify a position on significant socio-economic issues. However, by the end of autumn 2024 the leader of the New democratic party Jagmeet Singh said that Justin Trudeau was not coping with the tasks facing the country and announced the NDP withdrawal from the agreement. This statement had a negative impact on the rating of the Liberal Party while they were passing decisions through Parliament. In the end of December Jagmeet Singh asked Justin Trudeau to resign and state that he is ready to support a vote of no confidence in the government, which the Conservative Party has been systematically calling for by that time. In the end of December of 2024 suddenly minister of finance and deputy prime minister of Canada Chrystia Freeland unexpectedly announced her resignation. This action raised a wave of negative sentiments around Justin Trudeau. The greatest criticism of the Prime Minister was caused by the failed migration policy, shortage of housing stock coupled with the sharp increase in housing prices, high inflation, and unemployment and the introduction of unpopular carbon tax. As a result of severe pressure of fellow party members and leaders of opposition parties Justin Trudeau was forced to announce the resignation on 6th of January, from the moment when a successor will be found within the liberal party. At the same time, he noted that if he must wage and internal party struggle, he does not consider himself as a suitable candidate for the role of a leader for the party during the next elections.  Beginning of New Uncertainty The era of political uncertainty in Canada worsened when Donald Trump repeatedly “attacked” the country’s sovereignty by verbally proposing Canada to become the 51st state of the United States. He also threatened to impose a 25% tariff on Canadian products, although he canceled this decision several times. On December 1st, Donald Trump signed an executive order imposing a 25% tariff on products coming from Canada and a 10% tariff on energy from Canada. The U.S. stated that this was a measure to combat emerging threats due to high levels of migration and fentanyl trafficking across the U.S.-Canada border. In response, Canada threatened to impose retaliatory tariffs on critically important minerals and fossil, electricity supplies, energy resources, and other products. Justin Trudeau, who was in the final days of his term, achieved some success during negotiations on February 3rd between Canadian and American leaders. As a result, Donald Trump agreed to postpone the imposition of tariffs on Canadian products for 30 days. This decision followed Canada’s promise to strengthen border security measures and invest an additional $1 million into those efforts. The tariffs were imposed on March 4th, and Justin Trudeau responded with retaliatory measures targeting U.S. products. However, on March 5th, Donald Trump canceled the tariffs on the automobile industry, and on March 6th, after a phone call with the leaders of Mexico and Canada, he signed an executive order temporarily suspending tariffs on Canadian and Mexican products that comply with the terms of the USMCA (United States–Mexico–Canada Agreement). If the tariffs were imposed in full, they would have had a negative impact on the Canadian economy. Supply chain channels would suffer, leading to an increase in the prices of various goods traded between Canada and the U.S. Additionally, the tariffs would reduce the competitiveness of Canadian products in the U.S. market. The most harmful consequences would be felt by sectors and products highly dependent on the American market. Trust credit The topics related to tariffs and bilateral agreements with the USA during the last two months became the main subject of discussion in Canada and in the main election campaign for the leader of the Liberal Party. On the 9th of March, the successor of Justin Trudeau was selected. It was Mark Carney, who received 85.9% of the votes. During the final stage, there were four candidates for the position of leader of the Liberal Party. The second after Mark was the Minister of Finance and Deputy Prime Minister of Canada, Chrystia Freeland. She did not get many votes, receiving only 8% of the votes from the electorate. The other two candidates — Karina Gould, the leader of the Government in the House of Commons, and Frank Baylis, who was a member of Parliament, received 3.2% and 3%, respectively. The main topics of Mark Carney’s internal party campaign were the economic development of Canada, climate change, and a green incentive program. He proposed a carbon tax from consumers to large companies, removing trade barriers between Canadian provinces and territories, increasing the pace of housing construction and investments in this sphere while cutting the government budget. The success of Mark Carney can be attributed to a few reasons. He is the only candidate who did not hold any official position in Justin Trudeau’s Cabinet and did not have a position in Parliament. So, he represents some distance from the course of the prime minister, which Canadians did not like during the post-pandemic times. Canadians associate Mark Carney with new opportunities and changes for Canada. He is not a person from politics; he is related to the economy and business sector. Among his numerous roles, he was the Governor of the Bank of Canada during the 2008 crisis, when Canada avoided the worst impacts due to good financial and banking policies. In 2013, he was appointed as Governor of the Bank of England. He handled the economic processes during Brexit and the following economic and political crises. This experience casts Mark Carney in a positive light for voters and provides him with trust during tough times in the country, marked by unfriendly statements and actions from the closest partner — the US. Carney himself highlights his success in crisis management and believes that he would be able to negotiate with Trump, even though he agrees that the 25% tariff and policy that Trump has stated are a serious challenge in modern Canadian history. In his victory speech after being elected as the leader of the Liberal Party, he highlighted that: "The United States of America are not Canada. Canada will never become a part of the US in any form, in any way." All other political elites are in solidarity with him. Carney states that Canada must fight Trump’s tariffs using retaliatory measures in the form of "dollar for dollar." The main goal is the diversification of trade agreements in the medium term. Both goals are important. For now, Canadian analysts are concerned that Trump’s tariffs in the short term may cause a recession in the Canadian economy. It is important to remember that Donald Trump is a businessman, and in political discussions, he has often said that he is ready for deals. Maybe Carney, with his experience in the economy and finance, will find a way to make such a deal — if he has time. What is next? For how long Mark Carney will stay in the prime minister position is hard to predict now. According to the schedule, another federal election in Canada should take place no later than October 2025, however, the Canada Elections Act provides the opportunity for long-term elections. There is a high probability that Mark Carney will use his popularity and announce voting in the next few weeks. According to the law, the pre-election period must last from 37 to 51 days. The main opposition for Carney will be the leader of the Conservative Party, Pierre Poilievre. For the last 1.5 years, the rating of the Conservative Party has been significantly higher than the rating of the Liberal Party. According to the data, the popularity rate of the Conservative Party on January 6th was equal to 44.2%, and the Liberal Party had 20.1%. However, the rating of the Liberals started to grow after Justin Trudeau announced his resignation. According to the data on March 5th, the rating of the Conservative Party was equal to 40.3%, and the Liberal Party had 30.8%. Pierre Poilievre, with his views, is close to the ideas of right-wing populism. He is a supporter of the Freedom Convoy — the protest movement that spread across Canada in early 2022. People often say that his positions and approaches are similar to those of Donald Trump. Even though the pre-election campaign has not officially started yet, Pierre Poilievre unofficially began his campaign in January.  After Justin Trudeau announced his impending resignation, Pierre Poilievre changed his political slogan “Axe the Tax” (which referred to the unpopular carbon tax) to “Canada First,” which is similar to Trump’s slogan “America First.” Poilievre promises that he will remove trade barriers for provinces, tighten punishments for fentanyl dealers, strengthen border security, construct a base in the Arctic, the construction of which will be financed by cutting foreign aid. Border security, fentanyl contraband, and low defense costs in Canada are the main complaints of Donald Trump. Mark Carney, talking about his opponent Pierre Poilievre, said: “Donald Trump is trying to weaken our economy, but there is also another person who is doing the same. And this person is Pierre Poilievre. Pierre Poilievre’s plan will leave us divided and ready for conquest because he is a person who worships Trump, and he will stay on his knees in front of Trump, not oppose him.” The election on March 9th for the leader of the Liberal Party is not the final stage of the political situation in Canada. It remains to be seen who will become the new prime minister for the next four years.

US and Ukraine sign 30-day ceasefire proposal – now the ball is in Putin’s court

After nine hours of negotiations behind closed doors in Jeddah, Saudi Arabia, negotiators signed off on a US proposal for a 30-day ceasefire, allowing the resumption of military aid and intelligence sharing by the US. This does not mean that the guns in the war will now immediately fall silent. No ceasefire agreement between the warring parties – Russia and Ukraine – has been signed. In fact, it is not even clear how much detail is contained in the proposal and how much of it has already been discussed with Russia during earlier talks between senior US and Russian officials. Nonetheless, the deal signals a major step forward. From a Ukrainian perspective, it has several advantages. First, the major rift between Kyiv and Washington has at least been partially patched up. The minerals agreement – on hold since the White House shouting match on February 28 –is back on. Trump has extended an invitation to Zelensky to return to Washington to sign it. Equally importantly for Kyiv, the resumption of US weapons deliveries to Ukraine and the lifting of the ban on intelligence sharing were part of the deal, and with immediate effect. This restores critical US battlefield support for Ukraine, including for Kyiv’s capability to strike targets deep inside Russia. By contrast, the Russian president, Vladimir Putin, is now in a somewhat trickier position. He has to balance his war aims in Ukraine with the arguably more strategically important goal of rapprochement with the US. Talks between senior US and Russian officials on February 18, in the Saudi capital Riyadh, seemed to indicate that Moscow had won significant concessions from Washington – including on retaining illegally occupied territory and no Nato membership for Ukraine. These concessions may still be on the table, alongside other US offers to normalise relations and end Russia’s isolation from the west. But this does not mean that Russia will be in any particular hurry to bring the fighting in Ukraine to an end. The country’s economy has weathered western sanctions remarkably well so far. Putin is also likely to be keen on capitalising further on the momentum that his troops still have on the frontlines inside Ukraine. And he is unlikely to want to sit down to talk about a ceasefire, let alone a peace agreement, with Zelensky as long as Ukraine still holds territory in the Kursk region inside Russia. While Ukrainian troops have come under increasing pressure there recently and are in danger of being encircled, it is likely to take Russia some more time to force them to withdraw completely or to surrender.   Putin is therefore likely to play for more time in an effort to push his advantage on the ground while avoiding upsetting Trump. The deputy head of the upper house of the Russian parliament, the Federation Council, and chairman of its international affairs committee, Konstantin Kosachev, signalled as much after the US-Ukraine deal was announced. He insisted that any agreements would have to be on Russian, rather than American – let alone Ukrainian – terms. This indicates a willingness to talk but also signals that an agreement, even on a ceasefire, will still require further negotiations. Pressure points Playing for time will also allow Putin to avoid rebuffing the American proposal outright. To do so would be a huge gamble for the Russian president. Trump has already proven his willingness to exert maximum pressure on Ukraine – and he seems to have got his way. Ahead of the US-Ukraine meeting in Jeddah, he was also clear that he would consider further sanctions on Russia to force Moscow to accept an end of the fighting in Ukraine. Both of these steps – pressure on Ukraine and on Russia – are part of a plan developed by Trump’s special Ukraine envoy Keith Kellogg back in May 2024. Crucially, Kellogg also envisaged continuing “to arm Ukraine and strengthen its defenses to ensure Russia will make no further advances and will not attack again after a cease-fire or peace agreement”. If Putin were to reject the current proposal, he would therefore not only risk a broader reset of US-Russia relations but potentially also lose his current battlefield advantage, as well as territory Moscow currently controls. That’s because a boost to Ukrainian military capabilities would likely shift the balance of power, at least on some parts of the front line. The most likely scenario going forward is a two-pronged Russian approach. The Kremlin is likely to engage with the White House on the American ceasefire proposal that has now been accepted by Ukraine while pushing hard for further territorial gains before US-Russia talks conclude. The peculiar set-up of the negotiations also plays into the Kremlin’s hands here. Short of direct talks between Kyiv and Moscow, Washington has to shuttle between them, trying to close gaps between their positions with a mixture of diplomacy and pressure. This has worked reasonably well with Ukraine so far, but it is far less certain that this approach will bear similar fruit with Russia. The temporary ceasefire currently on the table may, or may not, be an important step towards a permanent cessation of violence and a sustainable peace agreement. Whether it will become a milestone on the path to peace will depend on Trump’s willingness to pressure Russia in a similar way to Ukraine. It’s important to remember that Ukraine has already paid a huge price as a result of Russia’s aggression.
