Political crisis in Bulgaria: the resignation of President Radev and the structural crisis of representative power

On January 19, 2026, an unprecedented event in Bulgarian political history in the post-socialist period occurred: President of the Republic of Bulgaria Rumen Radev announced his early resignation. The resignation of the head of state fits into the logic of the country's long-standing crisis, in which European integration serves not so much as a factor in economic modernization but also as a catalyst for political instability and social alienation from traditional institutions. Radev served as president for nine years, from January 2017 to January 2026. During this period, the country underwent dramatic transformations: the collapse of the traditional bipolar party system (GERB-BSP), the formation of new political forces (especially the nationalist Vazrazhdane Party), the fragmentation of the parliamentary majority, and a wave of unprecedented government changes. Between 2021 and 2025, Bulgaria experienced ten government changes, including four technical cabinets appointed by President Radev himself. His resignation marked the eleventh change. This instability not only reflects a systemic crisis but also proves the inability of the country's political system to function and ensure governance. The July 2021 elections brought an end to decades of the two-party system between GERB and BSP. Although they remained major parties, their combined share of parliament fell from a historical 70% to 45%. The emergence of numerous new political actors for the following elections (ITN, PP-DB, Vazrazhdane, Sword, APS, and others) fragmented the political field and made it difficult to form stable coalitions. In the October 2024 elections, fragmentation reached new heights: nine parties won parliamentary representation, with the centrist GERB party winning 26.4% of the vote (66 seats), and the PP-DB coalition only 14.2% (36 seats). Turnout was 39%. Euro integration as a catalyst for political instability Radev's resignation takes on particular significance in the context of the Euro integration. Bulgaria's accession to the European Union in 2007 cemented European integration as a central vector of foreign policy and a key driver of domestic reform. However, this process has been characterized not only by the structural adaptation of institutions but also by growing socio-political polarization. Although more than half of the country's population opposed the introduction of the euro in February of last year, the transition to the single European currency was officially launched on January 1, 2026. In his final speech as president, Radev noted that during his tenure, the country had joined the Schengen Agreement and adopted the euro, but expressed doubt that these initiatives had brought stability and satisfaction. This rhetoric suggests that his resignation was a calculated move aimed at positioning Radev as an alternative center of political power capable of overcoming the crisis. Parallel to political instability, Bulgaria faced an unprecedented wave of mass protests. Beginning in November 2025 over a proposed budget that included tax and social security increases, the protests quickly escalated into a general expression of discontent with corruption and poor governance. According to the MYARA news agency, support for the protests stood at 71.3% of the population, indicating widespread alienation from traditional political institutions. Simultaneously, support for Rosen Zhelyazkov's government fell to 19.2%, while dissatisfaction reached 66%, just 100 days after its inauguration. Trust in the National Assembly was even lower: only 15.2%, compared to 75.1% of citizens who disapproved of its performance. Amid widespread dissatisfaction with political institutions, the only figure left with voter trust was former President Radev himself. According to the MYARA agency, 44.6% approved of his performance in September 2025, while only 37.9% dissatisfied, significantly higher than any other political figure. A paradoxical situation is emerging: a popular president is unable to resolve the crisis of a parliamentary system in which he has only limited powers; his resignation could be interpreted as a refusal to act as an arbiter of the parliamentary game and a transition to the role of an alternative leader capable of proposing a new political project. The strategic nature of Radev's resignation In Bulgaria's parliamentary system, the president has limited powers. His primary functions are essentially limited to appointing technical governments during parliamentary blockades, submitting laws for parliamentary review, and representing the country in international affairs. In practice, his role is to act as an "arbitrator" between the branches of government and various institutions. Real executive power rests in the hands of the prime minister and his government. During his nine years as president, Radev made the most of these limited powers – appointing seven technical governments was a record. His resignation allows the now-former president to move on to a new phase of his political career. There is active media speculation that the outgoing president will create his own political party and run in the upcoming parliamentary elections. If this happens, Radev will be able to assume the post of prime minister – a position that carries considerably more real power. The head of state's transition from institutional arbiter to active party leader has created a fundamentally new reality for all political forces, forcing them to urgently reassess their strategies. The ruling Euro-Atlantic coalition of GERB-SDS and PP-DB has suffered the most significant blow. For them, the emergence of Radev's political project is tantamount to a "black swan," disrupting the familiar bipolar model of confrontation. While the president could previously be used as a convenient lightning rod to excuse one's own failures, accusing him of exceeding his authority and blocking reforms, this tactic has now become meaningless. Radev has become a direct competitor, attacking the government's vulnerabilities in the socio-economic sphere. He is successfully attracting not only protest voters but also disillusioned moderate voters, tired of endless compromises within the government and the lack of tangible results. The conflict with Delyan Peevski's wing of the DPS has also entered a more acute phase. What previously looked like an institutional war between the branches of government has now evolved into a brutal, head-on clash on the electoral field. The former president now has a free hand to directly criticize corruption patterns, posing an existential threat to the "New Beginning" project, depriving its leader of the opportunity to position himself as the sole defender of parliamentarism from "presidential tyranny." Paradoxically, the new alignment poses the greatest electoral risks to forces ideologically aligned with Radev – the Vazrazhdane party and the BSP. The popular leader's emergence as a defender of national sovereignty threatens to "divvy up" their voter base. For the BSP, this could be a fatal blow, as their former candidate could completely absorb the remnants of the left-wing electorate, effectively relegating the party to the margins of history. Vazrazhdane, meanwhile, faces the loss of their monopoly on Eurosceptic rhetoric and the prospect of competing against a political heavyweight whose personal trust ratings significantly exceed those of their own party leaders. National minority parties (DPS, APS) have traditionally been crucial for the formation of majorities in Bulgarian politics, often determining the composition and viability of governing coalitions. Radev's resignation does not change their fundamental strategy – ensuring access to state resources for their communities and political representation of their interests. For them, his resignation could mark the end of a period in which they enjoyed disproportionate influence. If parliamentary elections result in a more stable majority (without the support of the DPS), these parties' influence could decline. However, given the fragmented nature of the Bulgarian parliament, it is unlikely that any coalition will be able to avoid the need for negotiations with national minority parties. Parliamentary elections in spring 2026: hope and risk The parliamentary elections planned for spring 2026 could either resolve the crisis or deepen it. On the one hand, new elections provide an opportunity for the electorate to express its will more clearly and create the basis for a more stable coalition. On the other hand, if voters continue to vote volatilely, as they did in 2021, 2023, and 2025, new elections will simply reproduce a fragmented parliament, and the crisis will continue. Moreover, if Radev creates a new political party and proves successful in the elections, this could lead to further fragmentation of parliament, as his new party will seek the votes of voters who currently support existing parties. During his nine years as president, Radev exhausted all constitutional tools available to him for managing the political crisis. The president's resignation could facilitate long-needed institutional reforms that could strengthen the Bulgarian political system. If new elections result in clearer political majorities, the former president could create a political party that positions itself as a reformist alternative to GERB and PP-DB. Or, if constitutional changes are made to strengthen executive power, this could usher in a new phase in the development of Bulgarian democracy.

Good afternoon everyone, and thank you again for being here. I am very pleased to have hosted Chancellor Merz and his Ministers in Rome today for this intergovernmental summit between Italy and Germany – the second in just over two years, following the one we held in Berlin in November 2023. Among other things, this summit kicks off a particularly significant year for the bilateral relationship between our nations, with 2026 marking the 75th anniversary of the resumption of diplomatic relations between Rome and Berlin. This summit is also clearly being held at a particularly complex moment in time, which is forcing Europe to choose whether it intends to play a leading role in its own destiny, or have its destiny dictated to it. In our view, this phase requires clarity of mind, responsibility, courage and, above all, the intelligence required to transform crises into opportunities. I am personally convinced that, at this turning point in history, Italy and Germany have a special responsibility, by virtue of their history, influence and leadership. We are two great European nations, founders of the European Union and leading players in international dynamics. We are Europe’s two main manufacturing powers, with strongly interconnected production and industrial systems that are complementary in many ways. However, above all, we both share a common vision on some of the most strategic issues, and are in fact pursuing the same underlying goal: to build an authoritative Europe that is aware of its role in the world and is able to be competitive on the global stage, a Europe capable of strengthening its strategic autonomy with pragmatism, concreteness and common sense. Two years ago, in Berlin, we signed an Action Plan whose objective was to take our bilateral cooperation to a higher level and explore new areas for common growth. That is precisely what we have done over these years and months, as can be seen in the many examples of collaboration we have developed. I am thinking of the agreement on the security of gas supplies; the joint venture between Leonardo and Rheinmetall; the agreement for the integration of ITA Airways into the Lufthansa Group; and I could name many others. With today’s summit, we have decided to continue along this path and keep investing with conviction in our strengthened cooperation by setting ourselves even more ambitious goals. I believe I can now say that Italy and Germany are closer than ever, and I think this is good news, not only for our peoples, but also for Europe as a whole. For if two important nations are friends, allies, and solid from both an economic and an industrial point of view – as Italy and Germany are – and they decide to move in the same direction, with each contributing their own added value, then the conditions are in place to achieve excellent and significant results for our businesses, our workers, our citizens, and their families. Today, we have decided to strengthen our cooperation - cooperation in the truest sense of the word. As I have said before on several occasions: the etymology of words gives us back a picture and the underlying meaning of what we say. ‘Cooperation’ comes from the Latin ‘co-operari’, meaning ‘to work with’. Cooperation never involves an active and a passive role, someone who buys and someone who sells, for example. When there is true cooperation, something new is always born, with each party contributing their own added value. That is precisely what we are doing, and what we have done on this important day by adopting three very significant documents, in addition to the agreements you saw signed and exchanged earlier. The first is a cooperation protocol to expand our areas of collaboration, which updates the bilateral Action Plan we signed in 2023. I am thinking of agriculture, our plans to further strengthen our already solid industrial cooperation, cultural dialogue, and cooperation in the management of migration flows. Migration is one of the crucial challenges for our continent, on which there is full alignment with the German Chancellor. We both think the main challenge lies in defending the European Union’s external borders, fighting human trafficking, and working to ensure respect for legality in strengthening the return system, as well as in cooperating with the nations of origin and of transit, which Italy in particular (but not only Italy) is trying to develop through a new model of cooperation with the African continent. Clearly, our goal is to consolidate the change of approach which, thanks also to our governments, has taken hold and is becoming increasingly well established in Europe. Over the last years, this new approach has enabled us to guarantee a significant reduction in the number of irregular entries, illegal departures and landings. Italy also intends to pursue this commitment through innovative solutions, starting with the protocol with Albania we have been promoting. I want to tell Chancellor Merz that I am grateful for his decision to regularly participate in the informal working group of like-minded countries, which meets in the margins of European Council meetings to discuss precisely the issue of migration. The other very important matter on which Chancellor Merz and I agree is the need for a decisive step change in Europe regarding the competitiveness of our companies. It is now evident and clear to anyone with intellectual honesty that a certain ideological view of the green transition has ended up bringing our industries to their knees, giving Europe new and dangerous strategic dependencies, and without even managing to have a real impact in terms of protecting the environment and nature globally. We are convinced there is room to correct these mistakes and avoid our continent’s industrial decline, but, of course, courage is required. We want to accelerate on these issues, which is why we will be presenting our joint non-paper at the next informal meeting in Brussels on 12 February, where discussions will begin regarding the next European Council meeting in March - of particular importance precisely for matters regarding competitiveness. This joint non-paper is focused on a number of priorities which, in our view, cannot be postponed: simplifying and cutting EU red tape; strengthening the single market; relaunching the automotive industry based on technological neutrality; ensuring an ambitious trade policy based on shared rules and a level playing field. This is the second document we signed today, and it is a document which I consider to be very significant and which we intend to share with the European Commission and the President of the European Council as well as with all the other leaders who will be participating in these discussions. The third document we signed this morning on defence, security and resilience is equally as important. These are sectors in which Italy and Germany can count on industrial players of absolute excellence, which generate incredibly high added value. We want to strengthen our cooperation in this area, and we believe our production systems can make a significant contribution to building a solid European pillar within the Atlantic Alliance, which for many years we have been calling for without ever really making any progress, and to act accordingly. To this end, I have informed Chancellor Merz of Italy’s decision to join the multilateral agreement on arms exports, which is already in place between Germany, France, Spain and the United Kingdom. This is the reason why we held an important 2+2 meeting this morning between our Foreign and Defence Ministers, in order to coordinate our positions and also work even more closely together on the main international issues, starting with Ukraine and the Middle East. We have always been strongly aligned on both of these fronts too, and we will continue to do our part to achieve a just and lasting peace in Ukraine and to build a stable framework for security and prosperity in the Middle East. This morning, we also discussed how to enhance our cooperation in many other areas. I am thinking of energy interconnections and economic and infrastructure interconnections, which are increasingly crucial in this era. We are working together to support strategic initiatives that are in line with this goal, for example: the SoutH2 Corridor; Medlink; Elmed; and the IMEC, which is the corridor that will connect India, the Middle East and Europe, and in relation to which Italy and Germany are playing a key role in Europe. The work we have done, and have still yet to do, is very extensive. Today, Italy and Germany are not only confirming their partnership but are also deciding to strengthen it at all levels, by working side by side on challenges that are crucial for our time. I’ve read a number of comments over the last few hours, with some observers saying that 2026 will be “the year of Italy and Germany”. I can’t say whether this prediction corresponds to reality, but what I can say is that we intend to give it our all; we absolutely intend to do our part in order to consolidate a friendship that is strategic not only for our nations, but for Europe as a whole. “Move Fast and Break Things”. US opinions after the first year of Trump’s second term

Show strength, challenge traditions, put America’s interests — and its own — at the center: the first year of President Trump’s second term was a whirlwind of national and international change. In foreign policy in particular, he profoundly reshaped the role of the United States — and called the existing order into question. Opinion polls In recent years, it has become increasingly difficult for U.S. presidents to convince large majorities of Americans of their policies and to achieve high approval ratings. The situation is no different for President Trump: his approval ratings were last positive in March of last year. Since then, Trump has become increasingly unpopular. RealClearPolitics aggregates various polls and now sees a disapproval rate for Trump of almost 56 percent. [1] Only on the issue of border security does approval remain positive; for all other issues such as immigration, security, foreign policy, or the economy, disapproval is rising.[2] Inflation, healthcare, and jobs are the most important issues for the Americans surveyed, for which a majority now sees the competence with the opposing Democrats. Even Trump’s Republicans are rather dissatisfied with the president’s economic policies: according to an AP poll, only 16 percent of Republicans think he has done much to reduce the cost of living. In general, however, they still support Trump: eight out of ten Republicans surveyed give him a good rating. [3] Domestic Policy “Move fast and break things” – is the mantra of the Silicon Valley, that the Christian Science Monitor uses to describe the past year of the president. Trump made a lightning start: “He expanded the boundaries of presidential power and, in his first year after returning, issued more executive orders than in his entire first term. He bypassed Congress, challenged the courts, invaded Venezuela and arrested its head of state, took revenge on his supposed opponents, and redecorated the White House with gold fixtures and a large-planned ballroom.” Trump’s second term makes his first term look like a rehearsal: “It’s almost as if he spent his first four years in office figuring out how much power he really had and then came back determined to fully exercise that power.” According to an analysis by the progressive think tank the Center for American Progress, after the first year of Trump’s second administration, the American workforce is feeling the effects of misguided economic policies: “2025 was marked by chaotic tariff announcements, rising costs for everyday necessities, increasing unemployment, as well as historic cuts in healthcare, food assistance, and clean energy, which drove costs even higher.” The economic turbulence of the first year has left most Americans skeptical about the new year. The think tank cites a survey showing that nearly 70 percent of respondents expected 2026 to be a year of economic difficulties. “Despite Trump’s claim that 2025 was the ‘best first year in history’ for an American president, Americans’ perceptions of their economic security and the latest economic data tell a different story.” “Is Trump trying to lose the midterm elections for Congress?” asks former Republican presidential adviser Karl Rove in the Wall Street Journal: “It was a year full of rapid changes, controversies, and upheavals. It was also a year full of puzzles.” Why does the president repeatedly take actions that go against his political interests? “Trump misses the opportunity to win over key swing voters for the Republicans.” As an example, Rove cites immigration policy and Trump’s approach at the border: “He stopped the flow of illegal migrants. He was right. We didn’t need a new law, just a different president. But Trump did not capitalize on the success to publicize it.” Instead, the Trump team misplayed its hand by sending immigration officers to hardware stores to arrest day laborers without valid papers who had otherwise done nothing wrong. “Americans are increasingly unsettled by the president’s erratic appearances and late-night tirades. Whether it is his age or his advisers, who cannot rein in his worst instincts, Trump behaves differently from any American president before him.” Trump dominates many news cycles but drives no substantial political change, writes conservative analyst Yuval Levin in The Atlantic: “He has worked more around the formal powers of the presidency than with them, and his goal often seems less about governing and more about showing strength.” This approach appears attractive, especially to those on the political right who feel disadvantaged by the American elites. Trump has been able to extract real concessions from some institutions. However, this approach is short-sighted and reactive. Levin writes that in his first year in office, Trump signed fewer laws than any other modern president, and most of them were limited in scope and purpose. The only significant law was essentially an extension of existing tax policy. Otherwise, there were interventions like DOGE and deals. In doing so, the president’s discretionary powers are “used as a lever to influence behavior, rather than using the government’s administrative authority to set predictable, uniform rules for entire areas of society. In other words: they use arbitrariness as an instrument. This can be a source of real power in the short term, but it is ultimately very dangerous for public life in the United States.” Donald Trump will get a third term — by overshadowing his successor, analyzes John Harris of Politico. Trump is on the path to changing the character of the American government and the United States’ international relations more profoundly than any of his predecessors in recent decades: “The reach of Trump’s policies and his disruptive way of implementing them will almost inevitably dominate the campaign and the first term of his successor — perhaps even more so if that successor is a Democrat.” In this way, Trump gets a third term, even if he is not unconstitutionally trying to stay in office. “The task of repairing what Democrats and many others see as Trump’s vandalism means that the first day of the next president will be backward-looking — and probably also the first month and the first year.” Trump has expressed his mix of ideas, grievances, and vanities in a much more concrete, programmatic way than friends or opponents would have expected. He has become more radical and less restrained. “In his first term, his critics cried, ‘This is not normal!’ Only now, it is normal.” Foreign Policy Benn Steil from the Council on Foreign Relations analyzes “Trump’s new world order” and the contradiction between his campaign promise to focus on the U.S. and interventions such as in Venezuela: “The obvious contradiction reflects a fundamental shift in U.S. foreign policy thinking, which aligns with Trump’s preference but is independent of it: dominate what is easy to dominate, and appease or ignore what is not.” There is said to be a consensus within the administration, which is committed to maintaining the hemisphere’s dominance. There is an attempt to offset a withdrawal from persistent overseas conflicts with a simultaneous demonstration of strength closer to home. The goal is to restore the world order that existed before World War I, when America’s global ambitions were more restrained and its neighborhood was safer. What role will the United States play internationally this year? Leslie Vinjamuri of the Chicago Council on Global Affairs asks: “Will it be a stabilizing force? A peacemaker? Or will it continue to sow unrest?” Events at the start of the year have shown that Trump sees value in the latter. Trump does not feel bound by precedent, norms, or laws, and is not deterred by them. Neither allies, Congress, nor courts have so far given reason to believe that this could change. Trump is slowly changing public perception of sovereignty, territory, and national security: “There are already many people that look at maps of Greenland and think differently about its geography, significance, and proper place in the international order.” Whether Trump’s desire for public recognition will divert him from his pursuit of global power — or whether the public will be swept along by Trump — remains to be seen. William Alan Reinsch from the Center for Strategic and International Studies analyzes the president’s trade policy and constant new tariff threats. Whether these are economically sound steps is debatable, but they are undoubtedly politically savvy moves. The constant announcement of new “shiny objects” makes any detailed analysis of previous actions irrelevant: “When these decisions are announced, few facts are released, and by the time journalists, scholars, and other analysts have figured out what was actually decided and taken the time to assess its significance, the public has already moved on, captivated by the next shiny object.” The result is a lack of accountability. “When historians eventually write about this era, there will be accountability, but it will be too late.” The framers of the Constitution intended a government that acts prudently. Checks and balances were meant to ensure that no single branch of government holds disproportionate power over the others. When a president pursues so many political actions that they flood the space and undermine the oversight mechanisms, these accountabilities disappear. Donald Trump started 2026 as the true leader of Europe, writes Nile Gardiner of the Trump-friendly Heritage Foundation. In the first year of his second term, the Trump administration had already shaken the foundations of Europe to its core: “Trump may not be popular in Europe, but he is increasingly respected as a force to be reckoned with.” Trump is wrongly accused of being an isolationist. In reality, he cares far more about Europe than his predecessors: “He is the most transatlantic American president since Ronald Reagan and regards the salvation of Europe as a vital national interest of the United States. His approach to Europe is downright revolutionary. He is the first U.S. president to question the European project, and his ultimate goal is of great significance: the salvation of Western civilization itself.” The U.S. has every right to comment on the EU and Europe’s future because Americans have financed Europe’s security for decades. Whether President Trump actually has a plan is questioned by Thomas de Waal of the Carnegie Endowment. One version suggests he is trying to revive the Monroe Doctrine and govern the Western Hemisphere — a return “to an era of imperialism and spheres of influence”: “The threat he currently poses is primarily a threat of chaos. Calling the challenge a new Monroe Doctrine is only partly correct: it is more of a ‘Gone-Rogue Doctrine.’ However, it is no longer possible to establish spheres of influence in the 21st century in the old style. Five ‘What to do’ for the European Union

Rarely in the history of the European Union has it faced challenges comparable to the ones it faces today. Since the end of the Cold War, the EU has been on the rise. Its membership has expanded quantitatively and qualitatively. Pan-European institutions and European law have been strengthened. Diplomacy and security policy have been taking shape. The EU has gradually become more like a confederation or a federation. However, it has lacked the centralized security structures to truly become a full-fledged state or even a super-state — primarily the armed forces. The EU has remained a junior partner of NATO and part of Euro-Atlantic security architecture, where the US has played a leading role. However, the question of the EU's strategic autonomy has gradually departed from purely theoretical considerations. While maintaining its role as an economic giant, Brussels has long remained a political dwarf. The Ukraine conflict has become a powerful political stimulus for expanding political opportunities, although the preconditions for such a dynamic existed earlier. Similar incentives are emerging in other areas as well. The European Union has been forced to provide immediate answers to the eternal question of "what to do," playing on several chessboards at once. What to do with the United States? A year ago, such a question would have rarely occurred to anyone. Brussels and Washington were closely aligned on the issue of containing Russia. There was also common ground on the issue of growing competition with China. The level of economic ties remained high. Military-political integration has been revived. NATO has welcomed two new EU members — Finland and Sweden. Surprises were expected from Donald Trump. But the experience of his first term still served as an indicator of their predictability. Moreover, the European allies themselves had been moving toward Trump's demands during his previous term — increased defense spending, energy purchases from the US, a rejection of Russian raw materials and so on. However, the US president has exceeded expectations, disconcerting the EU on several fronts. These include a special position on Ukraine, territorial ambitions for Greenland (formally part of Denmark, a member of the EU and NATO), a trade war affecting EU countries, criticism of the Old World in doctrinal documents and speeches by senior officials, as well as an overt policy of force. A close ally and key guarantor of security has transformed, in a matter of months, into a cold, calculating, and unpredictable player. The EU's actions regarding the American issue have so far revealed a wait-and-see tactic. In the medium term, the plan is to "outlast" Trump. His term will expire in three years. With that, a shift in foreign policy can be expected from the new administration. That is, if the Democrats come to power. In the short term, the plan is to avoid angering the American leader, to play on his personality traits (praising his achievements, avoiding criticism), to concede on certain issues, or to present as concessions what is inevitable. These include arms and energy purchases from the US and a trade balance adjustment in Washington's favour. The Greenland issue could be resolved using the same logic. The US military has de facto controlled the island for decades. Moreover, the United States formally remains an ally of Denmark and other EU countries. Why not concede? Especially if the procedure is carried out democratically. Of course, the Danish king or prime minister is unlikely to be kidnapped by American special forces, and they are unlikely to face charges in a US federal court. But Denmark risks being outvoted in the democratic process. The EU's perception of Donald Trump could be compared to the perception of the Russian Emperor Paul I among the Russian aristocracy and nobility. Paul was renowned for his eccentricity and was extremely unpopular. He fell victim to an inevitable conspiracy by his inner circle. But the expectation that problems with the United States will be resolved after a change of leadership, similar to the case in Russian history, rests on a fragile foundation. Unlike the Russian emperor, who became a lone figure on the throne, the American president is backed by a vibrant and young team, widespread support, and a consistent ideology. Donald Trump's departure is unlikely to resolve the EU's American problem. Moreover, his young successors could cling to their ally with an even tighter grip. What to do with Russia? In EU political rhetoric, Russia occupies the position of its most important and dangerous adversary. This approach took hold after February 2022, but had been brewing since the events in Crimea in 2014. Compared to the United States, maintaining a confrontational approach to Russia in a semantic sense is easier, as the identity structures of both sides already contain established, centuries-old patterns of mutual perception as a "significant other." Regarding the United States, such patterns have either not yet been developed or have been lost. The EU's approach to Russia over the past four years has been characterized by a fairly active policy of containment. This includes the consistent severing of trade and economic ties, even at the cost of economic damage to itself; large-scale military and political support for Ukraine; remilitarization and the restoration of the military-industrial complex; and attempts to influence third countries in their trade with Russia, not to mention information and ideological warfare. The problem for the EU is that the results have largely been negative. Yes, Brussels is doing its part to keep Ukraine afloat. Yes, Russia has suffered economic damage. Yes, defense spending is rising and the military-industrial complex is slowly recovering. Yes, third countries are wary of secondary sanctions. Yes, the information machine is working. But Russia hasn't gone anywhere. Its economy has been reoriented towards other areas, and its market for EU companies has been lost. Hostilities with Ukraine continue. Russia's military-industrial complex has been deployed, and its nuclear potential makes any Yugoslavia – or Libya-style solutions futile. Russia has its own financial and informational network, which has become more difficult, or significantly more difficult to influence. The good news for the European Union is that Moscow is unlikely to be planning military expansion against the EU countries themselves. War with them makes neither political nor practical sense for Russia, although the issue of responding to hypothetical military aggression by NATO or individual member states against Russia is likely to be addressed. Moscow cannot harm the Union with trade wars, and it simply lacks the desire to seriously fight for public opinion support. Ultra-conservative forces may at first glance seem convenient for Russia. But experience shows that conservatives and populists in power are hardly helpful in close foreign policy circles. Poland is a paragon of traditional values, but it is at the forefront of Russia's adversaries. In other words, Russia is a convenient foe. It can be fought through Ukraine and pinned on it the answer to the question of "who is to blame?" But at the same time, doing all this is relatively safe for the Europeans. The tactic toward Russia is loud and wait-and-see. Loud in terms of rhetoric. Wait-and-see in the hope that the Russian side will not withstand and collapse. Fortunately, there are many who support the theory of Russia's imminent decline. The problem for the EU is that not only Donald Trump, but also Vladimir Putin differs from the aforementioned Emperor Paul I. While Brussels hopes for the fatal blow with the snuffbox, Russia lives its own life. Apparently, Washington was the first to realize this. What shall be done with Ukraine? The answer to the Ukraine question is also seemingly simple: support Kiev by all means possible. In the short term, the practical policy here is more or less clear: continue financial and military support for Ukraine in order to restore it and prevent military defeat. In the medium term, there is greater uncertainty. The key issue is resources. The confiscation of Russian sovereign assets is still theoretically possible. But even if Brussels bears the full costs of such confiscation, it will not fundamentally solve the problem. The EU faces the prospect of becoming the main donor to a large and warring state with a very specific political system. The benefits of its integration into the EU are ambiguous. Furthermore, the problem of security guarantees and the material backing of such guarantees remains. Unlike the US, the EU is unlikely to be able to demand that Kiev repay its debts through enslaving agreements and then quickly distance itself from the problem. Regarding the Ukrainian issue, the EU may try to leave things as they are, while simultaneously awaiting a change of power in the US and potential problems in Russia. Brussels apparently has sufficient resources to keep Kiev afloat for a couple of years. The EU is likely prepared to accept further material losses for the sake of political principles, just as it did when it severed economic ties with Russia. At the same time, an agreement on Ukraine would also be in the EU's interests. Yes, Kiev is losing territory, but Ukraine remains a fairly large state. It will inevitably remain within the EU's political and economic orbit. An end to hostilities with a ceasefire along the line of contact would likely be more acceptable to the EU than the large-scale, legally binding agreement Moscow is insisting on. If US policy changes and problems escalate in Russia, a ceasefire would be more convenient for a new round of the Ukraine conflict. However, experience shows that even such agreements can be violated, so a binding agreement in itself is not a major problem for Brussels. It is important for the EU that Ukrainian losses in the negotiations are minimized, and that security guarantees do not expose the EU to the threat of military escalation directly with Russia. In answering the question of what to do with Ukraine, the EU will likely have to acknowledge the "realities on the ground." If the US continues to distance itself from the Ukraine issue, and the Russian army continues to advance, delaying such recognition will increasingly devalue Brussels's course. However, a willingness to adhere to this course at any cost cannot be ruled out. What to do with China? Compared to the United States, Russia, and Ukraine, China hardly poses a pressing problem for the EU. China remains a major trading partner and market. Secondary sanctions against Chinese companies for their cooperation with Russia have not yet led to complications. On the Taiwan issue, the EU has avoided taking a leading role in anti-China mobilization. Attempts by individual member states (such as Lithuania) to assert themselves on the Taiwan issue have not found much support in Brussels, and Chinese sanctions have further dampened their efforts. The EU has generally supported the long-standing US policy of curbing China's global economic projects and Beijing's high-tech capabilities. But in reality, there is no rush to undermine the foundation of economic cooperation with China in the western part of Eurasia. Within China itself, there is a countermovement. They don't generalize the US and EU into a single West and, apparently, proceed from the idea that the interests of Washington and Brussels differ. This means that relations with the EU are not identical to relations with the US. The complexities of transatlantic relations are likely to contribute to a situational rapprochement between the EU and China. In the political sphere, this is unlikely to be excessive, but rivalry is still a long way off. Anti-Chinese voices in the EU are likely to become quieter in the near future, despite Beijing's active cooperation with Moscow. China, with its predictable political course in the current turbulent conditions, is becoming an attractive partner for the EU. There are no immediate threats from it, but the benefits are more than sufficient. It's possible that Donald Trump will pressure the EU to adopt a more coordinated course toward China. Brussels could use such demands as a trump card. However, EU diplomacy will be unable to influence Russian-Chinese relations, and the conflict with Russia will be secondary in answering the question "what to do with China." What to do with the EU? It appears that the issue of internal transformation, taking into account external challenges, remains paramount for the EU. The logic of relations with China allows for no changes for now. However, here too, the prospect of intense competition over technological security remains under the rug. This will likely require more stringent regulatory measures. Political consolidation was required in relations with Ukraine, and it has the potential to gain more ground if necessary, seeking additional reserves. In relations with Russia, even clearer demands for increased levels of control have come to the fore. The change in the procedure for applying sanctions against Russia's sovereign assets is symptomatic. Now, it will be more difficult for individual countries, such as Hungary or Slovakia, to use their veto power in EU Council votes with regards to this issue. Finally, the US maneuvers raise a fundamental question: how do Europeans ensure their own security? For now, NATO remains an ironclad structure. But NATO's mere existence is unlikely to block deeper defense cooperation within the EU. Brussels has incentives to play a more significant role in NATO, and in the long run, the alliance itself could become a US-EU pair, rather than a conglomerate of European allies centered on the US. Resolving security issues will inevitably require the EU to become increasingly centralized and directive in its decisions, and thus, to reduce the effective sovereignty of its member states. The big question is whether the EU itself and its member states are ready for such a scenario, especially given the disparity in their potential and capabilities. Could the Franco-German tandem, for example, serve as the framework for such centralization? Does Brussels have the resources and legitimacy to align member states around a unified and firm political line? Is Greece, for example, ready, and what is Estonia ready for? Will it be possible to controllingly package their approaches into a single policy line where defense and specific military risks, including the risk of a clash with a nuclear power, are at stake, not just in words but in deeds? To simplify the question even further, is the European Union ready to devolve from a confederation/federation into a de facto empire? The unification of disparate states for military-political purposes will sooner or later raise the question of an imperial component, despite the seeming impossibility of such a development, if judged through the eyes of the post-Cold War era. Moreover, beyond the US, Russia, Ukraine, and China, there are other areas of common policy. Such a structural evolution could have a far greater impact on relations with other centers of power than situational issues. "What to do with the EU" could become a fundamental question for other participants in international relations.

Leading States in the Race for Artificial Intelligence in the Current International System

1. Introduction: AI as a Reconfiguration of the Global Order Artificial intelligence (AI) has become one of the most influential factors shaping the contemporary international system. Major powers are competing to lead the new technological revolution that impacts the economy, security, foreign policy, defense, communications, and scientific innovation. The development of AI depends on three strategic inputs: 1. Human talent (research, data engineering, mathematics, computer science). 2. Computational capacity and access to large volumes of data. 3. Robust innovation ecosystems, with companies, universities, and aligned industrial policies. Global spending on artificial intelligence is expected to exceed USD 52 billion over the next three years, consolidating AI as the central axis of the Fourth Industrial Revolution (IDC, 2023; Stanford AI Index Report, 2024). 2. Talent as a Global Strategic Resource More than 60% of top AI researchers work in the United States, and about half of them are immigrants, primarily from China, India, Europe, and Iran (Stanford AI Index Report, 2024). The so-called brain drain is not merely an academic issue, but a geopolitical one: • States compete to attract talent through visas, high salaries, and access to frontier laboratories. • Innovation in AI depends on who concentrates the largest amount of specialized human capital. The United States dominates due to its ability to attract international researchers, while China compensates through massive investment and domestic talent production. 3. The United States Leads the AI Race for Three Main Structural Reasons 1. Innovation, talent, and industry: The United States leads in high-impact research publications and AI startups (more than 50% worldwide). Private investment exceeded USD 350 billion in 2023 alone. Key companies include Google, Meta, Microsoft, OpenAI, NVIDIA, Tesla, and IBM, among others. 2. Computational infrastructure and chips: The country concentrates the most advanced computational infrastructure and controls cutting-edge chips (such as the NVIDIA H100), a resource that China cannot yet produce at the same level. 3. AI and national security: The United States allocates more than 16 federal agencies and billions of dollars annually to AI development for defense, cybersecurity, and intelligence (White House AI Budget, 2024). 4. China: The Emerging Superpower on the AI Path China ranks second globally in the AI race but follows a more aggressive, centralized, and ambitious strategy. • Massive investment as state policy: China has pledged to invest more than USD 150 billion by 2030 in AI under its Next Generation Artificial Intelligence Development Plan (AIDP) (Government of China, 2017). • Domestic talent production: China trains more AI engineers than any other country. Annual graduates in science and engineering reach 4.7 million, compared to 600,000 in the United States (UNESCO, 2023). However, a significant portion migrates to the U.S. due to better research conditions. • China’s role in the global AI industry: China leads in AI-based facial recognition, with generative AI startups such as Baidu, SenseTime, Alibaba Cloud, and Tencent AI Lab. It produces massive numbers of publications, although with lower scientific impact than those from the United States. AI is widely implemented in governance, security, and smart cities. • The chip dilemma: China depends on advanced semiconductors produced only by Taiwan (TSMC), South Korea (Samsung), and the United States/Netherlands (ASML). • Export controls: Export restrictions imposed on China since 2022 limit its ability to train frontier models, although the country is making radical investments to achieve chip sovereignty. 5. Europe, India, Israel, Canada, and Other Relevant Actors • Europe: The United Kingdom, Germany, France, and the Netherlands generate a solid ecosystem in algorithmic ethics, digital regulation (AI Act), and applied research. • India: The world’s main hub of engineering talent and a global provider of technological services. • Israel: A powerhouse in cybersecurity and military AI, with per-capita innovation comparable to Silicon Valley. • Canada: The birthplace of deep learning (Geoffrey Hinton, Yoshua Bengio) and a strong center for basic research. 6. Africa on the AI Chessboard: Intentions, Challenges, and Opportunities Although Africa does not lead the AI race, its geopolitical role is growing rapidly for four strategic reasons. Africa is a major producer of critical minerals. AI depends on lithium, cobalt, graphite, and rare earth elements, and Africa holds 70% of the world’s cobalt reserves (in the DRC), as well as other strategic minerals in Zambia, Namibia, South Africa, and Mozambique. This places the continent in a key position within the supply chains for batteries, computers, and data centers. There is also a rapid expansion of digital infrastructure. China, through Huawei and ZTE, has built around 70% of Africa’s 4G network, as well as Ethiopia’s first smart data center and technology innovation hubs in Egypt, Kenya, and South Africa. Africa is entering the AI space through fintech, digital health, smart agriculture, and biometric systems. In terms of AI policy, African countries with formal AI strategies include Egypt, Rwanda, Kenya, and South Africa. • Threats and challenges: limited computational infrastructure, a deep digital divide, the risk of dependence on external technological solutions, the use of AI for political surveillance (as seen in Ethiopia and Uganda), and a shortage of specialized talent. 7. China and Africa: The Intersection of AI, Data, and Geopolitics China combines its role in AI with its influence in Africa through investments in digital infrastructure, the sale of surveillance systems, the construction of data centers, and technical training programs. This creates interdependence but also raises concerns: Africa could become dependent on Chinese systems that are difficult to replace. Data may become centralized on foreign platforms, and the risk of a technological debt trap adds to existing financial dependence. 8. AI, Regulation, and Global Governance The rapid expansion of AI calls for international treaties on data use, security standards, limits on military automation, and ethical regulations to protect civil society. Governance will be decisive in determining not only who leads, but also how this technology will be used in the coming decades. In this context, global AI governance has become a new field of geopolitical competition. While the European Union promotes a regulatory approach based on human rights and risk prevention, the United States favors market self-regulation and innovation, and China advances a model of state control and technological sovereignty. Multilateral organizations such as the UN, the OECD, and the G20 have begun discussing common principles, but there is still no binding international regime. The absence of clear rules increases the risks of an algorithmic arms race, the use of AI for mass surveillance, and the deepening of global inequalities in access to and control over technology. 9. Conclusions The United States leads due to innovation, global talent attraction, and computational capacity. China follows closely with a comprehensive state-led strategy and dominance in global digital infrastructure. Europe, India, Israel, and Canada contribute key elements to the global ecosystem. Africa, while not a leader, occupies an increasingly strategic role due to its resources, data, markets, and alliances. Prime Minister of India Narendra Modi (retranslated): Your Excellency Vladimir Putin, my dear friend, Representatives of the two countries, and our friends from India, good afternoon. I am delighted to welcome President Putin to the 23rd Russia–India Annual Summit. President Vladimir Putin’s visit to India is taking place at a time marked by several historical dates in our relations. President Putin laid the groundwork for our strategic cooperation 25 years ago, and 15 years ago, in 2010, we upgraded our partnership to the level of a special privileged strategic partnership. Over the past 25 years, President Putin has been relentless in promoting these relations by demonstrating his wise leadership and vision. Regardless of the circumstances, it is his leadership that has reinforced our mutual relations and enabled us to achieve new heights. I would like to express my sincere gratitude to President Putin for his friendship and for his unwavering commitment to working with India. Friends, The world has faced numerous ups and downs over the past 80 years, during which humankind has had to endure many crises and challenges. And throughout this time, the friendship between Russia and India has successfully weathered these storms. These relations are based on mutual respect and deep trust and have invariably stood the test of time. Today, we discussed our ties and cooperation in all their aspects with a view to creating an even more solid foundation. We want to reinforce our economic cooperation and elevate it to a new level. Both countries have been proactive in working on a free trade agreement between the Eurasian Economic Union and our country. Our cooperation in agriculture and fertilizers is extremely important for our food security and the prosperity of our farmers. I am happy that our countries will work together to promote our mutual production of urea. Friends, Promoting connectivity between our countries is another priority for us. We will redouble our efforts regarding the discussions on the North-South International Transport Corridor and the Vladivostok-Chennai Maritime Corridor. I am confident that we will effectively cooperate in the interests of promoting polar trade via local trade routes. We have offered an opportunity to strengthen our cooperation in the Arctic, which will create new jobs for Indian young people. At the same time, our deep cooperation in shipbuilding will help us boost our joint initiatives. This is yet another important example of our mutually beneficial cooperation, which is increasing the number of jobs and skills while strengthening regional connectivity. Energy security is another important pillar of partnership between Russia and India. Our cooperation in the field of civilian nuclear energy, which is rooted in our history, has helped us uphold our commitment to providing clean energy, which is extremely important for both countries. I have no doubt that our mutually beneficial cooperation in the field of critical minerals will also be important for a safe and diversified provision of resources to the world. We also maintain our cooperation in such areas as clean energy, high technologies and modern industries. Friends, Our cultural relations and ties between individual representatives of our countries are of special importance for relations between Russia and India. Over the past decades, our peoples have demonstrated respect and admiration for each other’s cultures, and we have coordinated various measures to further strengthen this cooperation. The recent opening of two Indian consulates in Russia is a significant step forward, facilitating contacts for all our citizens and bringing our nations even closer together. This October, hundreds of thousands of pilgrims received blessings at the sacred relics of Buddha Shakyamuni in Kalmykia. I am confident that we will soon implement a 30-day visa-free regime for tourist groups, which will greatly enhance travel between our countries. This measure will not only bring our peoples closer but also invigorate our societies and unlock new opportunities. I am therefore pleased that today we were able to sign two key agreements to advance this initiative. Our collaboration will also deepen in education and professional development, including through increased student and academic exchanges. Friends, Today, we discussed a range of pressing regional and global issues. On Ukraine, India’s position has been consistent from the outset: we stand for peace. We welcome all initiatives and efforts aimed at achieving a peaceful, long-term resolution of this conflict. India has always been ready to support such efforts, and we will continue to do so. India and Russia have always supported one another and worked shoulder to shoulder in the fight against terrorism. The terrorist attack in Pahalgam and the cowardly atrocity at Crocus City Hall are connected by a common, hateful ideology. India firmly believes that terrorism constitutes a direct assault on universal human values. Our unity within the global community is the only effective way to combat this evil. We cooperate closely within the UN, the G20, the SCO, BRICS, and other multilateral forums. We will continue this essential dialogue and cooperation across all these platforms. Your Excellency, I am confident that our enduring friendship will provide the strength needed to address global challenges. Together, we can help lead the way towards a more prosperous future. The discussions we have just concluded with our Indian colleagues, along with our highly productive one-on-one conversation last night – for which I thank you again, Mr Modi, for your generous hospitality – were held in a constructive and friendly spirit, reflecting the privileged partnership between Russia and India. I would note that the Prime Minister and I have established a close working and personal rapport. We have met at the SCO summit in September, we maintain regular contact by telephone and personally oversee the development of our strategic cooperation across all key areas, as well as the progress of major bilateral projects. Today, with the participation of our delegations, we conducted a thorough and comprehensive review of the entire spectrum of Russian-Indian cooperation. We also exchanged views on current international and regional issues. The joint statement we have adopted outlines clear priorities for advancing our ties in politics, security, trade, the economy, and cultural and humanitarian affairs. As you have seen, this was complemented by the signing of a substantial package of intergovernmental, interdepartmental, and corporate agreements. Many of these documents are aimed at expanding our economic partnership. This is only natural, as our nations are important partners in trade, investment, and technology. Last year, our bilateral trade grew by a further 12 percent, reaching a new record. While various estimates differ slightly, the consensus places the figure somewhere between US$64 and US$65 billion. We project trade will stand at a comparable level by year’s end. That said, we believe there is clear potential to increase this volume to US$100 billion. To realise this ambitious goal, we have now agreed upon a joint Programme for the Development of Russian-Indian Economic Cooperation until 2030. This comprehensive roadmap provides clear guidelines. Our intergovernmental commission and the relevant economic ministries and agencies are tasked with removing barriers to the flows of goods and capital, implementing joint industrial projects, and deepening our collaboration in technology and investment. Today, His Excellency the Prime Minister shared a comprehensive list of issues with us. It goes without saying that both Russia and India will be extremely diligent and responsive in reviewing them. Make no mistake, we will work on this matter. Of course, having India create a free trade zone with the Eurasian Economic Union would help boost Russia-India business ties. The effort to draft an agreement to this effect is already in progress. I must express my satisfaction with the fact that the two countries have been consistent in their commitment to switching to national currencies in mutual transactions. Their share in business deals has already reached 96 percent. Our two countries have developed resilient interbank channels for lending and financial transactions. Russian economic actors have been making wider use of the rupees they generate from export contracts. Major joint projects receive their funding in Russian rubles. There has been positive momentum in our energy partnership. Russia is a reliable supplier of energy resources and everything India needs for developing its energy sector. We are ready to continue ensuring uninterrupted fuel supplies for the Indian economy to support its rapid expansion. Of course, our bilateral energy cooperation goes far beyond this horizon. The flagship project to build India’s biggest NPP, Kudankulam, is underway. Two out of six reactors have been connected to the power grid, while the other four are in the engineering and construction stages. Once this NPP reaches its full capacity, it will make a meaningful contribution to India’s energy mix, helping Indian companies and households access affordable and clean energy. We believe that building small modular reactors and floating NPPs could also be relevant, just as using nuclear technology for non-energy purposes, including in healthcare, agriculture and other sectors. We are also working with our Indian partners to create new effective international transport logistics routes. This includes a project to create the North-South corridor linking Russia and Belarus to the Indian Ocean. Infrastructure development along the Trans-Arctic Transport Corridor, including the Northern Sea Route as its main artery, offers ample opportunities for expanding bilateral trade. There are many other economic sectors in which Russia and India have built a positive track record. We are working on joint initiatives in manufacturing, machine building, digital technology, space exploration and other research-intensive domains. For example, a business agreement that was signed as part of the visit provides for building a major Russian-Indian pharmaceutical plant in the Kaluga Region for producing high-quality anticancer medicine using cutting-edge Indian technology. At the same time, Russian companies will start producing their goods as part of the Make in India programme, which is Prime Minister Modi’s flagship project. Prospects for strengthening interaction between Russian and Indian entrepreneurs and business communities are being discussed in detail at the business forum that is currently underway in New Delhi. Mr Prime Minister and I will attend its plenary session later today. Russian-Indian humanitarian cooperation is ongoing in many spheres. Our peoples have been sincerely interested in each other’s traditions, history and spiritual values for centuries. Our scientific and educational contacts, as well as youth and public exchanges are actively developing. The regular cross festivals of Russian and Indian films invariably enjoy success. Mutual tourist flows grow every year. The Russian RT channel will begin broadcasting to India today. This will certainly help the Indian audience learn more about Russia and Russians and acquire objective information about current developments in our country. Our discussions on key global and regional issues have reaffirmed the similarity of our countries’ positions. Russia and India pursue an independent and sovereign foreign policy. We are working together with our allies in BRICS, the SCO and other countries of the Global Majority to promote the shaping of a more just and democratic multipolar world order, and to protect the fundamental principles of international law enshrined in the UN Charter. These include the right of every country to its own path of development, the preservation of its own cultural and civilisational identity, respect for sovereignty and a delicate balance of interests of all members of the international community. Russia and India, as the founding nations of BRICS, have done and continue to do a great deal to enhance the prestige of that organisation. As you know, India will assume the BRICS chairmanship next year. We will provide all-round assistance to our Indian friends in their work on the current BRICS agenda. Of course, I would also like to say that Russia and India have traditionally worked closely together in the military-technical sphere. Our country has been assisting the modernisation of the Indian army, including the air defence, air force and navy, for over 50 years. Overall, we are certainly satisfied with the results of our talks. Our plans include a meeting with President of India Droupadi Murmu. However, I can already express my confidence that this visit and the agreements reached will effectively promote the further strengthening of the Russian-Indian strategic partnership for the benefit of the people of India and Russia. Russian and India: Key Areas of Cooperation

President Vladimir Putin’s current visit to India is his first since the start of the Special Military Operation in 2022. This gives it a certain symbolic weight: over the past three years, Russia–India relations have not only withstood the impact of Western sanctions and political pressure but have also developed to a degree that would have seemed unimaginable just a decade ago. The President’s trip to India serves as a consolidation of the progress achieved and a signal that the special relationship between Moscow and New Delhi is here to stay, while trade between our countries will continue to grow. Politics The political foundation of the current stage of Russia–India relations was laid in 2000, when Vladimir Putin and Atal Bihari Vajpayee signed the Agreement on Strategic Partnership. Since then, nothing has changed conceptually in the political relationship between Moscow and New Delhi: neither side seeks to transform the partnership into a formal alliance. The addition of the term “specially privileged” to the phrase “strategic partnership” in 2010 only underscored that relations with India are no less important for Russia than those with China. The vector set 25 years ago has shaped the development of bilateral relations ever since. Moscow supported New Delhi’s bid to join the SCO, where India was eventually admitted in 2017, and has consistently advocated for India’s inclusion among the permanent members of the UN Security Council. India, in turn, has steadily supported Russian initiatives in international organizations and, after the start of the conflict in Ukraine, declined to condemn Russia—much to the disappointment of European and American officials and politicians who had expected moral support from the “world’s largest democracy.” The reasons that allow this strategic partnership to endure and flourish have puzzled outside observers for decades. Indeed, in the 1970s and 1980s, the Soviet–Indian partnership, formalized by the 1971 Treaty of Peace, Friendship and Cooperation, was usually explained through a set of entirely practical considerations: the Soviet leadership’s desire to secure a valuable ally in Asia, to establish close ties with one of the leaders of the Non-Aligned Movement, and to shield itself from a potential Chinese attack—something that was taken quite seriously in both New Delhi and Moscow at the time. Had clashes along the Line of Actual Control in the Himalayas or on the USSR’s Far Eastern frontiers escalated into a full-scale armed conflict, Beijing would have faced the prospect of waging a two-front war in two remote and inhospitable theaters, with complex logistics and harsh climatic conditions. After the end of the Cold War and the normalization of Russian-Chinese relations, this incentive for rapprochement disappeared, yet it had no effect on the relationship between Moscow and New Delhi. It appears that the underlying reason is that the political partnership between Russia and India represents a rare phenomenon in Russian foreign policy practice: it is not reactive, but proactive in nature. It is not a tactical response to an emerging problem, but a deliberately constructed and carefully maintained axis designed to yield mutually beneficial political dividends in the future. At every meeting, Vladimir Putin and Narendra Modi reaffirm their commitment to the concept of a multipolar world. In the context of a shifting international order moving toward natural polycentricity, any country seeking to preserve internal stability and independence in political decision-making in the new era can do so only by relying on a broad network of interactions with other centers of power—and Russia and India view each other precisely as such centers. No matter how turbulent global politics becomes in the coming decades, New Delhi remains convinced that Moscow will continue to be a reliable and valuable partner, while Moscow is confident that New Delhi will stay the course of strategic autonomy and will not join any anti-Russian alliances, including military ones. Such confidence is rare in relations between major powers, and it has allowed the partnership to withstand difficult moments in the past and will continue to do so in the future. Economy Economic relations between Russia and India are breaking records: the current fiscal year’s trade turnover is likely to exceed $75 billion, a level not seen since the dissolution of the USSR. This growth has been driven by Western sanctions and the subsequent rupture of Russian exporters’ commercial ties with their traditional partners in Europe, accelerating the long-declared “pivot to the East.” It soon became clear, however, that at least part of this pivot to the East amounted to a partial “turn back toward the West.” A significant share of Russian hydrocarbons sold to India and other Eastern states ends up in Europe after being refined. India thus plays the role of a transit hub, ensuring the uninterrupted functioning of the “oil pump.” In the end, Russia sells at a discount, Europe buys at a premium, and the margin is pocketed by Indian refineries as a reliability premium amid geopolitical turbulence. This model has two major problems. First, its growth has clear limits and is extremely dependent on the broader foreign-policy environment. The record figures were reached in record time—less than three years—but Russia is now selling to India, in value terms, roughly the same amount of oil it once sold to Europe before the conflict began. This does not mean that trade growth will stop in the next fiscal year; however, the pace will clearly slow, and the stated goal of reaching $100 billion by 2030 will have to be approached gradually rather than through a sharp surge. The second problem will become fully apparent if the West either abruptly lifts or, conversely, tightens sanctions. In the first scenario, India’s role as an intermediary would no longer be needed; in the second, there is a risk that Indian companies—deeply integrated into Western business networks—may choose not to take the risk and withdraw, leaving the intermediary role to firms from other countries. In either case, trade turnover could collapse just as rapidly as it grew. To avoid this situation, and at the same time address the enormous trade imbalance between India and Russia, the very model of economic interaction must change. At present, India exports mainly agricultural products, pharmaceuticals, and light-industry goods to Russia. To prevent a collapse in trade should sanctions be lifted or tightened, India’s exports to Russia must expand. The focus should be on heavy machinery and high-tech products to which Russia has lost access due to sanctions. This would benefit both sides. India would gain a guaranteed market and an incentive to develop its own high-tech industries (spare parts, electronics, and so on), which has been declared a priority under the “Make in India” and “Atmanirbhar Bharat” programs. Russia, in turn, would be able to secure access to goods that it cannot produce domestically in the short term. Another important area of cooperation is the creation of new production chains. Against the backdrop of declining Western investment in its economy and a clear reduction in interest from Western companies, India is in need of capital and technology. Russia, living under sanctions, needs goods. This creates a situation that effectively pushes the two economies toward cooperation and the formation of production chains in which Russia can assume responsibility for research and development (R&D), while India serves as the manufacturing base. With sufficient flexibility, such arrangements would, on the one hand, make it possible to involve companies from third countries in production, and on the other, facilitate the entry of jointly produced Russian-Indian goods into global markets. Finally, India could play with respect to Western technologies and investment the same transit-hub role it already plays with oil—serving as an intermediary through which Western companies interested in maintaining or expanding their business in Russia could invest and export to the Russian market. If this mechanism has worked for oil, it may also work for capital and technology. The only question is political will, well-developed operational mechanisms, and a clearly organized logistical framework capable of reducing transaction costs. Experts & People One of the key factors that can, and should, shape the further rapprochement between Russia and India is raising the level of specialized expertise. An expert in and of himself—whether in the Russian or Indian economy, specific industries, or domestic politics—does not produce or sell a physical good. But as a specialist, he can identify in a timely manner which goods should be sold, to whom, and where. Expert services can save companies considerable resources. At the same time, there is a clear shortage of specialists in both Russia and India, though the deficit is far more pronounced in India. In Russia, in recent years, specialized universities, responding to the demands of the moment, have significantly expanded the training of professionals who work directly with India, primarily economists with knowledge of Hindi (although the training of specialists in Indian law remains seriously underdeveloped). In India, however, there are still no academic institutions that systematically train experts in the modern Russian economy or Russian law with knowledge of the Russian language. Most universities that teach Russian studies are oriented toward history and literature. As a result, the niche of specialists on contemporary Russian realities is often filled by individuals who, in many cases, enter the field by chance and derive all their information about Russia from the U.S. and British press. In this context, training specialists becomes a top priority. This task can be addressed through a comprehensive set of measures—opening branches of Russian universities and analytical centers in India, increasing quotas for Indian students in Russia (including in the social sciences), and intensifying exchange programs. The more highly qualified Russia specialists India has, and vice versa, the more significant the impact of this factor will be. Finally, an important issue is the development of tourism. It is no secret that the flow of tourists from Russia to India is far greater than the flow from India to Russia. Some travel to India for a couple of weeks of warm sea, sunny skies, and fresh fruit in the middle of winter; others come in search of ancient wisdom or just because it is interesting to them. The inbound flow from India, however, is far weaker. First, Indians on average have less disposable income, and those who do tend to prefer domestic tourism, neighboring countries, or Europe. Second, many Indians simply have no idea what there is to see in Russia beyond Red Square and the Hermitage. These problems can and should be addressed by reducing costs and removing barriers. An important step in this direction could be an agreement to waive visas for organized tour groups. However, corresponding measures are also required from Russia’s tourism industry, above all special offers tailored to Indian travelers, who may be interested not only in the classical destinations of Moscow and St. Petersburg, but also in natural and industrial tourism. At the time of writing, neither the visit’s program nor the list of signed documents and agreements had been released. Nonetheless, the visit itself is the main event: it signals that the period when the public dimension of the partnership had to be downplayed so as not to ruffle Western feathers has now passed. Digital Soft Power: Reinvention of the Spanish-Speaking World

Introduction Soft-power dynamics have gained importance in the global arena. Moving from the classical cultural approach to the digital realm, soft power has now the ability to shift and transform geopolitics through technological influence. In the age of AI – where digital competitiveness across language blocs determines access to innovation, data, and influence – the emergence of a robust, multilingual digital ecosystem has become essential. Within this landscape, Spanish has become a key player. Spanish is a Romance language from the Indo-European language family that is spoken by around 636 million people worldwide. This number represents 7.6% of the global population and makes it the third most widely spoken mother tongue, after Mandarin and Hindi. Therefore, holding that position, Spanish has rapidly become one of the most influential languages in the digital sphere, this can be seen in the fact that Spanish ranks as the second most used language on the web, surpassed only by English. In fact, this digital presence is not a coincidence, it is part of a rapid digital reinvention driven by demographic strength, expanding connectivity, regional and local policies modernization, and a growing tech-savvy diaspora. Therefore, this transformation can be said to be reshaping Spanish-speaking economies, is enabling new digital ecosystems, and is positioning several Spanish-speaking countries as emerging innovation and digital hubs. As the transformations unfold, the digital reinvention of the Spanish-speaking world presents a powerful case of how linguistic, demographic, and technological forces converges to reshape geopolitical and economical power through digital soft-power. Figure 1: Spanish speaking countries. Source: Speak easy. The Acceleration Drivers For a better understanding, there are multiple forces that can explain why this shift is happening now. In economic terms, the demand for fintech, e-commerce, and mobile-based services has grown as Latin America’s expanding middle class accelerates the shift toward digital consumer habits. In demographic terms, with over 60% of the region’s population under 35 years old, it has one of the world’s youngest digital workforces. In addition, the large Spanish-speaking diaspora in the U.S. and Europe further amplifies cross-border entrepreneurship, remittances, and cultural-technological exchange. Moreover, global connectivity — expanded through fiber, 4G/5G networks, the widespread smartphone adoption and including digital transformation projects and financing — has enabled digital inclusion and remote-work globalization. While governments have also introduced strategic initiatives, such as digital identity programs, fintech sandboxes, and AI policies, helping structure the ecosystem. Key Regions Leading the Transformation Spain has become a European gateway for Spanish-speaking startups by providing access to EU-wide digital infrastructure, funding programs, and regulatory harmonization. For instance, Barcelona and Madrid – usually ranked among Europe’s top tech hubs –, and initiatives like ‘España Digital 2026’ or the AI Strategy 2020 have played an important role in supporting Spain in this regard. In addition, Spain is also home of one of the European Blockchain Service Infrastructure (EBSI) nodes and has hosted major innovation events like 4YFN or the Mobile World Congress, which help Latin American founders integrate into the EU market In the Americas, Argentina stands out for its strong AI talent pipeline and world-class developer community. The country produces one of the highest numbers of software engineers per capita in Latin America – just behind Brazil and Mexico –, and some Argentinian Universities – like the UBA and UTN – are constantly top-ranked in math and computer sciences in the region. In addition, Argentina is home to pioneering companies such as Auth0 or Mural, while its AI scene has also contributed to multilingual datasets and early experimentation with Large Language Models (LLM) fine-tuning tailored to Spanish and regional dialects. Argentina’s neighbor, Chile, has taken a leadership role in digital governance, cybersecurity, and regulatory modernization. In 2021, Chile became the first Latin American country to pass a National AI Policy, and it is among the first to establish a Fintech Law and regulatory sandbox, enabling companies like NotCo, Fintual, and Betterfly to scale with legal clarity. In terms of digital governance, Chile’s Digital Government Division is internationally recognized for its interoperability standards and cybersecurity strategy aligned with OECD recommendations. Colombia is another key player in the region as it is rapidly scaling its digital workforce and fintech ecosystem, becoming one of the fastest-growing digital economies in Latin America. For instance, companies such as Rappi, Addi, and Mercado Pago Colombia have turned the country into a logistics and payments innovation center. In addition, the Colombian government has boosted initiatives like Misión TIC 2022 – which objective was to train over 100,000 citizens in software development – or GovTech Colombia – aiming to accelerate digital procurement – to strength its young-tech talent base. Finally, Uruguay is known for having built one of the strongest digital infrastructures in the hemisphere. In this context, Uruguay – ranked among the top in digital connectivity worldwide – has a universal fiber-optic coverage and nearly 100% of households connected to high-speed internet through the public telecom company ANTEL. In addition, its digital ID system, Ceibal, and its national e-government platform, AGESIC, are considered global benchmarks for digital public infrastructure in the region. As read in the previous section, innovation is happening already across different key sectors. For instance, AI and LLMs are rapidly being adapted to Spanish, Indigenous languages, and regional contexts. At the same time, the region’s fintech and digital banking sectors are expanding at remarkable speed, positioning Latin America as one of the world’s most dynamic fintech environments. On the other hand, smart cities and digital public infrastructure — such as digital IDs, online government portals, and interoperable public services — are being deployed across major urban areas. In parallel, the EdTech sector is training millions of new professionals and turning the region into an exporter of digital-skilled talent. Finally, e-commerce and logistics innovations are also undergoing transformation, they are evolving introducing blockchain and Web3 frameworks, enabling new forms of decentralized marketplaces and governance. Together, these developments reveal how the Spanish-speaking world is building a connected and technologically adaptive innovation landscape. First, the digital divide remains a major challenge, particularly between urban centers with high-speed connectivity and rural or low-income areas where access to broadband, devices, and digital skills is still limited. Therefore, the resulting gap is visible in education, financial inclusion, and the ability of smaller communities to participate in the digital economy. The second challenge is the regulatory lag, which is also slowing the adoption of emerging technologies such as AI, cryptocurrency, and automation. This can be visible in the fact that many countries are still developing comprehensive frameworks for data protection, AI ethics, and digital asset oversight, usually leaving innovators operating in uncertain legal environments in the meantime. The third challenge is talent mobility. The region continues to experience significant brain drain as skilled workers tend to migrate to the U.S. and Europe. Even though there is an emerging countertrend of “brain return” thanks to remote-work global hiring, competitive salaries in tech, and new government incentives aimed at retaining or repatriating talent, still is not enough and is a challenge to be addressed. Finally, the fourth challenge is the cybersecurity risks, which have also become a big problem. Latin America has become one of the regions most targeted by ransomware and phishing attacks, vulnerabilities in public infrastructure, small businesses, and critical sectors have been highlighted in most of these attacks. In addition, the spread of misinformation and weak data-governance systems further threaten trust in digital services and democratic institutions. What Comes Next? Although significant challenges remain, addressing them requires aligning technological growth with stronger governance, skilled talent, sustained investment in human capital, and resilient digital infrastructure. Therefore, the next phase of digital reinvention will likely focus on region-wide AI standards, cross-border digital markets, and stronger public-private collaboration to scale infrastructure, talent pipelines, and cybersecurity. Thus, countries that successfully integrate education reforms, innovation incentives, and robust digital institutions will position themselves as global players in emerging technologies. Conclusion Spanish, as the third most spoken language in the world, provides a unique base for building a shared digital ecosystem that could connect people across continents – or the world. This linguistic advantage – combined with a young population, a growing connectivity, and a wave of technological innovation – has positioned the Spanish-speaking world at a pivotal moment of digital reinvention. Countries within the Spanish-speaking sphere are not only adapting new tools or technologies; they are building digital public infrastructure, developing and exporting tech talent, and contributing and participating in the global development of AI, fintech, and smart-city solutions. Still, innovation on its own is not enough. Consequently, closing the gap in the digital divide, strengthening cybersecurity, modernizing regulations, and finding ways to retain and reverse brain drain remain the main challenges. If governments and private actors succeed in building resilient digital institutions and harmonizing regional standards, the Spanish-speaking world could emerge as a major center of global technological influence. Ultimately, this transformation has the potential not just to modernize economies, but to redefine how more than 600 million Spanish speakers participate – and shape – in the digital age. Peace in Ukraine? Believe it when you see it, especially if demands are prioritized

The United States recently — and suddenly — announced a 28-point peace plan to end Russia’s war in Ukraine, seemingly jointly written with Russian delegates, and presented it to Ukraine. The leaked contents of the peace plan caused concerns for Ukrainian representatives, European leaders and some American politicians. Yet it has nonetheless led to “meaningful progress”, according to the White House, on a revised peace proposal drafted by Ukrainian and American delegates in Geneva. Ukraine has reportedly agreed to the deal, with minor tweaks, while Russia says it’s premature to say a resolution is close, even as Russian representatives met with U.S. delegates in Abu Dhabi to discuss the revised plan. What was in the first plan? The leaked initial 28-point plan was criticized for asserting many Russian demands that date back to the initial peace negotiations of March and April 2022: • It placed a limit of 600,000 troops on Ukraine’s military; • It prevented Ukraine from having long-range missiles; • It placed a permanent ban on Ukrainian membership in NATO; • It included protections of Russian language and the Russian Orthodox Church in Ukraine. It also explicitly gave the entire Donbas region of eastern Ukraine to Russia, and called on the international community to recognize full Russian control of the Donbas and Crimea and control of Kherson and Zaporizhzhia on the front lines. In return, there would be “reliable security guarantees” envisioned by U.S. President Donald Trump: a NATO-style “Article 5” for Ukraine. This would mean if Ukraine was purposefully attacked by Russia in the future, the U.S. and other parties involved would come to Ukraine’s defence through sanctions, diplomatic pressure and military support, if necessary. In many of the economic and security arrangements that could emerge from the agreement, Russia and the United States would manage them together under the terms of the 28-point plan. The original plan also offered amnesty to all parties for any crimes and atrocities committed during the war, meaning Russia would not be brought to justice for war crimes. It also called for Russia’s return to European and global affairs, ending its political isolation with the West by reforming the G8. In short, the agreement would essentially act as if the war in Ukraine never happened. Was this a joint U.S.-Russia plan? The origins of the peace plan have been widely debated. The stilted language in the English version has led some to speculate it was translated from Russian. American senators said U.S. Secretary of State Marco Rubio, when briefing them, called the deal a “Russian wish list.” The draft reportedly came as a result of meetings held in Florida between Trump’s son-in-law, Jared Kushner, special envoy Steve Witkoff and Russian envoy Kirill Dmitriev, a noted Putin supporter. Rubio has insisted it was a U.S.-crafted document while Russian President Vladimir Putin said Russia could accept the peace plan. The fact that the document tended to mirror many of Russia’s demands immediately put Ukraine, and Europe, on the defensive. Trump declared that Ukraine would have until American Thanksgiving — Thursday, Nov. 27 — to agree to the plan. He has since softened his stance. But he’s also lambasted Ukraine’s leadership for not showing sufficient “gratitude” for American efforts to bring peace to Ukraine. Details of Europe’s plan In response, European leaders offered their own peace plan. They largely removed some of Russia’s most egregious demands, keeping some of the 28 points, while placing sensitive issues like NATO membership as something to be determined by NATO members and Ukraine. But it also acceded to some Russian demands, including accepting a cap on Ukraine’s military and offering Russia re-entry into the G8. It included a provision for territorial swaps with negotiations starting from the current front lines instead of recognizing Russia’s annexations. European proposals include using frozen Russian assets as reparations for Russia’s aggression, eliminating any of the amnesty clauses and making the European Union and NATO the key players in any future political, economic and military security arrangements. The European deal also removes key qualifiers in the original 28-point plan that could be manipulated by Russian misinformation — namely that Ukraine would be forced to face Russia alone if it struck either St. Petersburg or Moscow with a missile or it failed to “de-Nazify”, a common and erroneous Russian line of attack against Ukraine. The Kremlin rejected the European counter-plan outright. Where does the deal stand now? Ukrainian and American officials recently met in Geneva to discuss the peace plan. Emerging from the meeting, European leaders were cautiously optimistic while insisting a lot more work needed to be done. Trump stated that “something good just may be happening.” So, what resulted from that meeting? Few details have been leaked. Sources have shared that the 28-point plan has now been pared down to 19. It has also been suggested that key issues like territorial swaps and NATO accession have been left for Trump and Ukraine’s Volodymyr Zelenskyy to discuss at a future meeting. Ukrainian officials have said the plan has been substantially revised and reflects Ukraine’s concerns. The Russian response has been cagey, to say the least. Since there’s been no formal presentation of any revised peace plan, they are electing to say nothing firm. But U.S. Army Secretary Dan Driscoll recently met with Russian delegates in Abu Dhabi. Russian sources, meanwhile, have restated their preference for the original 28-point plan. Seeing is believing While this appears to be the most notable progress in the peace process in months, expectations should be tempered until there’s a presidential summit between Zelenskyy and Putin and until their signatures are on a treaty. Such momentum for peace has happened in the past. And it has often been scuttled by the key sticking points of both nations. Ukraine has continued to demand extensive security guarantees, justice for Russian war crimes, and has rejected territorial swaps. Russia has wanted a pliable Ukraine and one that could remain in its orbit politically and economically. Fundamentally, these positions haven’t changed. At this point, it appears the Ukrainians have managed to bring the Americans to their side in the latest peace talks, which reflects the importance Ukraine places on U.S. support in their fight against Russia. Russia has elected to say little, but if it was to agree to the revised deal, it would represent a seismic shift. For those reasons, believe in success in the peace process when you actually see it.

SCO Summit 2025: an illusion of smiles and handshakes

Introduction The Shanghai Cooperation Organization (SCO) is an intergovernmental organization with significant Chinese influence and spans over the vast Eurasian region. Considered to be among the world’s largest regional organizations, SCO has gained immense attraction and a boost in its mission, particularly in 21st-century geopolitics.(SCO 2017) Since its very inception in 2001, the SCO has been promoting three main objectives, including regional stability (terrorism, extremism and separatism), multilateral cooperation (politics, trade, economy and culture), and a multipolar global order.(Calderonio 2025) The fundamental geopolitical dynamics have been further elucidated by the SCO summit in 2025. Held in Tianjin province of China, the SCO 2025 was a notable diplomatic event where friends and foes were brought under a common framework. By extraordinary meet-and-greets, the summit sends a clear message to the Western bloc that accepting the realities is the key to success in the current international structure. While, on the stage, the summit depicted a united multipolar world, but the internal differences between the member states reveal the illusion behind the optics. Tianjin Summit: Strategic Signaling to the West The CCP selected Tianjin city for the summit, primarily due to the following reasons: · Historically, Tianjin had been under the control of European powers. China signals the West of its supremacy by holding a summit in the same city.· Located very close to Beijing, Tianjin is a port city that represents China’s economic might.· Tianjin is a technological and industrial hub of China. It represents China's readiness to advance its vision of peaceful development.· Tianjin is also a critical junction of China’s BRI project, which further glorifies China’s growing economic significance in the international arena. No doubt, China tried its best to project its economic superiority to the west by selecting Tianjin for the summit. But this selection can be considered as China centrism by the member states. It will give rise to the feelings of Chinese brand promotion rather than collective ownership. Summit Significance The current geopolitical dynamics make the 2025 SCO summit unique. This year witnessed the revival of President Trump in the Oval Office, which altered the political and economic status quo of the international arena in a very short period of time.(Jonathan Swan 2023) The Russia-Ukraine war is still there. The Trump administration has tried its best to somehow resolve the Ukraine war, but it has miserably failed to do so. The previous Biden administration, along with the European allies, had frozen the Russian assets. In addition, the ongoing Israel-Gaza tensions have further added fuel. This year witnessed the combined US-Israel efforts to denuclearize Iran through military means. Israel has put an iron hand on the axis of resistance. Last but not least, 2025 once again witnessed a military standoff between Pakistan and India, where China provided immense support to Pakistan.(Clary 2025) Similarly, the situation in the Middle East has completely deteriorated. The 2025 SCO summit gathers half of the world’s states on a single platform with a prime motto of multi-polarity to be the sole solution to increasing crises in the international arena. In spite of all this, this summit didn’t result in any new development. As usual, the initiatives were taken but remain merely declaratory. The consensus-driven decision-making has caused serious hurdles for the SCO to deduce some fruitful results. The difference of opinion of the member states belonging to different parts and blocs of the world creates a mess that at the end cannot produce any concrete decision. Dead Economies: Response to Trump After the recent tensions between the US and India due to the tariff issue, President Trump titled both Russia and India as dead economies. In a broad context, Trump slammed the eastern powers, saying that without US assistance, their economies are considered as fatal.(Kay 2025) However, President Trump's bold claims were shattered by the attendance of 26 world leaders at the SCO summit in 2025. To foster regional and global cooperation, nations from opposing ideologies came together under the SCO banner. Furthermore, the idea that China, Russia, and India were isolated nations that the West ignored was destroyed. Instead, the three major regional titans teamed up to strengthen their connections even more. Yet, one can say that this collective response to the West is just for a stage show. It is due to the fact that SCO is surrounded by internal rivalries and differences of opinion in driving the international structure. Concerns of Central Asian states are its best manifestation. According to them, SCO is becoming more a China-centric platform rather than a multi-vocal stage. Moreover, Chinese debt trap diplomacy and Uyghur issues are also a cause of divide. Similarly, Indian strategic rivalry with China and its close ties with the West, i.e., QUAD, will always be a major loophole in the SCO. The member states know the reality that the world is heading towards Multipolarity, but the US dominance and hold in the international arena can’t be neglected. UN Chief Participation The participation of the United Nations Chief, Antonio Guterres, in the SCO meeting at this juncture also gives more strength to the multipolar manifestation of the international system. This visit is of huge importance, as Trump's political and pro-Israeli actions have caused the allies, particularly the UN and European allies, to lose their confidence. By attending the SCO summit, Guterres positively sent the message that only the new international order dominated by China could provide a practical solution to global regional peace and security. Xi, in response, showed his willingness to work with the UN.(Fisayo 2025) But his statement is more like just a symbolic gesture. This is due to the fact that SCO, up till now, can’t meet the institutional level of the UN, NATO or the EU. With weak institutional structure, including consensus-based decision-making, absence of supranational authority, no permanent parliament or court, etc., the SCO is still very far away from that of the Western security and economic bloc. Thus, the participation of the UN Chief was no doubt of much significance, but the participation has to go beyond declaring statements and symbolic gestures. East Meets West: NATO Boots in SCO NATO’s prominent member state, Turkey, participated in the SCO summit 2025.(Xinhua 2025) In view of recent geopolitical dynamics, the revival of Turkey has increased its vitality. The role of Turkey in post-Assad Syria and its continuous support to Gaza has emboldened its footprints in the region. The strained relations between Turkey and Israel further added to the duel. Moreover, in the recent Indo-Pak conflict of May 2025, Turkey played its vital part assisting Pakistan alongside China against India. President Erdogan’s participation signals to the West that nations have many balls in the air to play with. Not only Turkey, but also the Slovakian Prime Minister also participated in the summit. Note that Slovakia is a member of both NATO and the European Union. Fico has a pro-Russian view, maintaining neutrality in the foreign policies. His government also denies President Trump’s proposal of raising NATO defense spending up to 5%. Similarly, the ideological rift with the EU has further broadened the gap. While meeting on the sidelines of the SCO summit 2025, President Putin praised Robert Fico’s policies, saying, “We are very grateful that you and your government are following an independent foreign policy and are not contributing to the widespread anti-Russo sentiment that is engulfing most of Europe. Right now, there are constant attempts to spread fear about Russia's alleged plan to attack Europe.”(Reuters 2025) In addition, many non-NATO US allies participated in the SCO summit 2025. These include Azerbaijan and Armenia. Armenia unquestionably belongs to the Russian Collective Security Treaty Organization (CSTO). But the latest peace brokered by the Trump administration between Azerbaijan and Armenia over the region of Nagorno-Karabakh has reduced the Russian influence in the region. Their participation in the summit at such a critical time suggests that the eastern flank, especially the PRC and China, can’t be ignored.(Yerevan 2025) Now, it seems like there is a clear divide in the western blocs i.e. NATO or the EU, and the SCO is going to attract these divided western members. But, that’s not the only case. There is also another side of the coin. No doubt, Turkey is taking interest in eastern initiatives, but still it is not given any permanent member status by China and Russia. It is still under the observer status. This is because Turkey has been an essential member of NATO for a very long period of time. As of now, Turkey is trying to balance its relationship with east and west. It can’t simply ignore the Western dominance and, at the same time, can’t leave the rising multipolar world alone. Similarly, several EU states, including Hungary and Slovakia, have some differences with the European Union, but it does not mean that they will be completely switching their blocs. Moreover, these EU states have a very low status in the Eastern Bloc, while on the other hand, they enjoy a higher degree of autonomy in the EU. Sino-Indian Convergence The participation of Indian Prime Minister Modi in the SCO summit 2025 after a five-year gap was an immediate shift. India emerged as a key ally of the United States in the Indo-Pacific, and the United States recognized India as the region's “Net Security Provider.”(Hassan and Ali 2025) But the recent clash between the Trump administration and India over the tariff issue and Trump’s supportive statements for Pakistan have created a political divide between the two allies. Participation of the Indian prime minister in the SCO summit explicitly signals to the US that they have an independent foreign policy, and if not the US, then the eastern flank is ready to cooperate with them. And the world witnessed that both Xi and Putin welcomed PM Modi warmly, signaling to the US that they have been successful in destroying the Indo-Pacific struggle of the US against China. President Xi stated while meeting with PM Modi, “Let the dragon and elephant dance together.”(Simone McCarthy 2025) Now, this statement by the Chinese leader is just like a symbolic gesture. The realities can’t be ignored. China is continuously increasing its military arsenals and building a new military city, but where? In the backyard of India. In addition, there are border disputes between both the states. For this, the Indian strategic thinking cannot compromise its security over diplomatic relations with China. Here, the long-term vital ally of India is only the US in the Indo-Pacific. The dragon and elephant will not dance together until and unless historical grievances, security dilemma and public perception are all addressed. Institutional Limitations of SCO   US Foreign Policy Failure From the very first day of his second tenure, President Trump has been trying to create a divide between China and Russia. During his election campaign, he used to propagate a pro-Putin stance, stating that he will be going to end the Ukraine war in just 24 hours.(Hagstrom 2023) Similarly, he has given multiple times this statement that Russia is a very big power, and the US doesn’t want to strain its relation with Russia. Trump also accepted Putin’s demands of expelling NATO from its eastern borders. At the same time, Trump started a tariff war against China. He tried to get the favor of the Russian president while creating tensions with China. This policy is not new. President Richard Nixon had done this before. But the current geopolitical dynamics have completely changed as compared to the past, and this is the reason that Trump’s Nixonian version has miserably failed.(Wright 2025) In doing so, it seems that the Trump administration has lost the trust of its historical allies, including the European states and India. Despite the fact that the ongoing situation is going against the US, we can’t ignore the strategic hold of the US in the international arena. Whether it is trade, security or technology, the US is still considered to be the dominant player. The rising multipolarity has no doubt created dents in the Western system, but the dollar monopoly in the international markets is still playing its part, with many nations, whether by choice or not, conducting their financial transactions in the US dollar. Cooperation and Caution in SCO The SCO member states are somehow caught in between balancing and hedging. They not only try to balance between East and West but also between China and Russia. The Central Asian republics can’t ignore Russia, which is sitting in their backyard. Similarly, they want Chinese to invest but simultaneously restrain from overdependence on China. Then comes the case of Iran, which tends to be active in eastern diplomatic and security initiatives. The western sanctions and isolation forced it to join the eastern camp. But, due to its economic constraints, Iran does not have much say in the decision-making process. Last but not least, Pakistan and India. Both rivals try to improve their image by projecting their different stances in the Eastern Bloc. Pakistan plays its part in the SCO to gain regional popularity, but its fragile economy is again the main hurdle. On the other hand, India does a to-and-fro motion by maintaining close strategic relations with the West, especially the US and on the sidelines, not ignoring Russia completely. This creates a fractured picture, which demonstrates that the outer layer is hard, but the inner one is soft enough to be broken by just a small shock. Conclusion The 2025 SCO summit has become a landmark event where friends and foes were seen under a common banner. It can be considered a political power show where China and Russia conveyed a clear message to the West that capitalist behavior is no longer a viable option for anyone. The world is moving towards a multipolar region where there are multiple options for states to collaborate with. But, simultaneously, the internal contradictions, fractured structure and geopolitical hedging have surrounded the SCO stage. Thus, we can conclude that the SCO is more a symbolic platform where cohesion and coherence is still absent.
