Opening Azerbaijan’s Embassy in Israel: The Right Way to Strengthen Ties

On November 26, 2022, the President of Azerbaijan, Ilham Aliyev, approved a parliamentary resolution of November 18 to open an embassy in Israel. This decision corrects the existing asymmetry: notwithstanding the close relations between Israel and Azerbaijan, and in spite of the existence of an Israeli embassy in Azerbaijan since 1993, Baku had no embassy in Israel. Azerbaijan’s decision to open an embassy in Israel was accompanied by a decision to open a representative office in Ramallah. There are three reasons for the Baku decision. The first is Azerbaijan’s victory in the Second Nagorno-Karabakh War against Armenia in 2020. During the war and according to the agreements that concluded it, Azerbaijan liberated seven regions adjoining Nagorno-Karabakh that had been under Armenian control since the First Nagorno-Karabakh War, and also gained control over parts of the region. In the past, Baku was concerned that opening an embassy in Israel would arouse criticism among Arabs and Muslims, leading to anti-Azerbaijan votes in international forums, but in the Second Nagorno-Karabakh War Baku achieved a decisive victory and is therefore less in need of support in the political arena. For its part, Armenia opened an embassy in Israel in 2020. Another important catalyst for the decision was the signing of the Abraham Accords and normalization of relations between Turkey and Israel last August. These developments make full diplomatic relations between Israel and a Muslim country far more acceptable than previously. Today, more than a dozen Muslim countries have full diplomatic relations with Israel, some with a high public profile. In the context of Arab Gulf states, Azerbaijan also has close relations with the United Arab Emirates. Baku’s decision also comes against the background of the growing tension between Azerbaijan and Iran. Over the last three decades, because of the large Azeri population in Iran (around 15-20 percent of the population, according to various estimates), and concerns in Iran over separatist ambitions among the Azeri minority, Tehran supported Armenia in its conflict with Azerbaijan, although it officially declared neutrality. Moreover, Iran also covertly supports the Hussainiyoun Brigades, an organization that is opposed to the regime in Baku, although it is also careful about maintaining close ties with the Azerbaijani authorities. Tehran for its part takes a negative view of Baku’s cooperation with Jerusalem and with Washington, and has expressed this openly and explicitly.  As Iran sees it, closer relations between Israel and Azerbaijan give Israel an opportunity to expand its presence and influence in the spheres of security and intelligence, including the use of territory in Azerbaijan for Israeli activity against targets in Iran. Indeed, the outcome of the Second Nagorno-Karabakh War increased tensions between Iran and Azerbaijan because it extended their common border. Baku also has reservations about Iranian policy, particularly following the opening in October this year of the Iranian consulate in Kapan, a town located in the southernmost district of Armenia. The location of the new consulate is perceived as problematic since Azerbaijan hopes to reach an agreement with Armenia and Russia to establish the Zangezur Corridor transport route, which will enable unimpeded access from Azerbaijan to the Nakhchivan exclave, which is part of Azerbaijan. In addition, Iran’s recent military exercise along the border with Azerbaijan was deemed a threatening message to Baku. This exercise follows the exercise held last year, which was the first time since Azerbaijan’s independence that Iran carried out a military exercise along their shared border. Moreover, an Iranian spy network was captured in Azerbaijan in November. In the past there were similar cases of Iranian subversion in Azerbaijan, as well as attempts to strike at Israeli and Jewish targets in the country. Yet despite all these subversive activities, Tehran did not manage to obstruct the defense cooperation between Israel and Azerbaijan or the opening of the Azerbaijan embassy in Israel.  Over the years, the leading components of the relations between Israel and Azerbaijan were the import of oil from Azerbaijan (about 40 percent of Israel’s oil imports) and the export from Israeli defense industries to Azerbaijan, as well as their cooperation on intelligence matters. Recently, with the war in Ukraine, Azerbaijan began exporting grain to Israel, while an Israeli company is involved in the desalination facility in the Caspian Sea. In addition, before the outbreak of the COVID-19 pandemic, some 50,000 Israeli tourists travelled to Azerbaijan each year, and Baku hopes that this number will increase. As a preliminary step to opening the embassy in Israel, in 2021 Baku opened a trade office in Israel, indicating its intention to broaden the economic cooperation between the countries. In 2020 the volume of civilian trade between Israel and Azerbaijan (excluding oil) was about $200 million. Azerbaijan is also proud that it has one of the largest Jewish communities in a Muslim country (estimates range from 15,000-30,000) and boasts of many years of religious tolerance. The Azeri community in Israel, numbering 50,000-70,000 people, is also an important bridge between the two countries.  Relations with Azerbaijan are likewise important in the context of Israel-Turkey relations. Over the years, the United States has encouraged the three countries to cooperate, and inter alia, Azerbaijan’s oil exports to Israel run through Turkey. The fact that both Ankara and Jerusalem are perceived as important allies of Baku and that Azerbaijan’s victory in the Second Nagorno-Karabakh War is attributed in part to the assistance received from these two countries were among the factors that contributed to the warmer relations between Turkey and Israel over the past year. Azerbaijan President Aliyev tried to mediate between Jerusalem and Ankara to normalize their relations after the crisis in 2018. Significantly, in spite of the tensions between Israel and Turkey over the past decade, Baku’s relations with Israel have not cooled – on the contrary, they have grown stronger. However, the Israel-Turkey-Azerbaijan triangle also embodies the potential for competition: Israeli and Turkish defense industries compete with each other, and this competition is likely to become more intense as Turkey’s defense industry develops more advanced products.  Support for relations between Israel and Azerbaijan crosses party lines in Israel. Benjamin Netanyahu, expected to become the next prime minister, visited Azerbaijan twice as Israel’s Prime Minister – in 1997 and 2016. His visit in 2016 is particularly memorable, since at that time President Aliyev said that Azerbaijan had so far purchased military systems from Israel worth $5 billion. During the visit Netanyahu said that changes were evident in many parts of the Muslim world, and particularly in Arab states, “But I think if they want to see what the future could be, come to Azerbaijan and see the friendship and the partnership between Israel and Azerbaijan.” These words can take on added significance with the opening of Azerbaijan’s embassy in Israel, which can be interpreted as an outgrowth of the Abraham Accords.  Azerbaijan has been an important partner for Israel in recent decades as a reliable supplier of energy and in terms of security. The opening of the embassy in Israel is a welcome step from Jerusalem’s perspective, reflecting the potential to expand relations to additional fields as well. At the same time, Azerbaijan, like other countries with a Muslim majority, is sensitive to the Palestinian issue, and it is therefore not surprising that the move toward Jerusalem is accompanied by a move toward Ramallah. Turkey is also important in the context of relations between Jerusalem and Baku, and developments in relations between Ankara and Jerusalem could impact on decision making in Baku, although as the past decade has shown, they do not have decisive impact. For that reason, although relations between Jerusalem and Baku have strengths of their own, and in spite of the secular nature of Azerbaijan, they should not be considered as disconnected from Israel’s relations with the rest of the Muslim world.

Relations between our countries are developing rather successfully. Next year, we will mark the 80th anniversary of diplomatic relations. In previous decades, our country accomplished very much in building relations with Iraq, and in the most diverse fields – first and foremost in the economic sphere. An intergovernmental commission is working on this today. In 2022, our trade soared by 43 percent but, unfortunately, dropped this year. We have a lot to discuss. In this sense, of course, your visit is quite timely. The energy sector is certainly the main aspect of our collaboration. Our largest companies operate rather successfully in your country. Our companies have invested a total of about $19 billion, and our collaboration, already quite effective in this area, is only going to expand. We coordinate our work within the OPEC + format, and we are doing this rather successfully in order to stabilise the situation on global markets. On the whole, we are enjoying much success, and I hope that we will continue working in this manner moving forward. We have many bilateral objectives, and we will focus our attention on all of them. Tomorrow, we will take part in a plenary meeting of the Russian Energy Week. This is a valuable and respectable international event in the field of global energy, during which specialists and experts can convene and discuss current developments, as well as shorter-term and remote prospects. Of course, your visit to Russia is taking place amid crises: the Ukrainian crisis continues, and, unfortunately, we are witnessing a sharp deterioration of the situation in the Middle East. I think that many will agree with me that this is a clear example of the United States’ failed policy in the Middle East, which tried to monopolise the settlement process, but, unfortunately, was not concerned with finding compromises acceptable to both sides, but, on the contrary, put forward its own ideas about how this should be done and put pressure on both sides, truly both: first on one, then on the other. But each time without considering the fundamental interests of the Palestinian people, bearing in mind, first of all, the need to implement the decision of the UN Security Council on the creation of an independent, sovereign Palestinian state. But in any case, no matter what happens there… I know your position, Mr Prime Minister, and our position is that harm to the civilian population should be minimised and reduced to zero, and we call on all sides of the conflict to do so. We will certainly talk about this, as well as other problems, during your visit today. After the expanded meeting, we are also planning a face-to-face conversation during a private lunch. There will be an opportunity to discuss everything in detail. Welcome again, Mr Prime Minister. With our visit, we want to strengthen interaction and develop relations that have excellent prospects in the political, security, cultural and economic spheres. We have many different opportunities before us. We have a good foundation; there are Russian companies that operate, for example, in the oil and gas sector. Our countries play an important role on the oil market, and therefore it is important for us to continue bilateral coordination and cooperation within the OPEC+ format. This coordination should be based on consideration of supply and demand mechanisms, and the interests of investors, producers and consumers. We will, of course, touch on and discuss these issues during today’s meeting. And tomorrow we will also have a good opportunity to discuss these issues, as well as energy issues, which, of course, are the focus of many, including the Iraqi government. Our visit is taking place at a time when we can see the implementation of a large development project that will ensure trade between Asia and Europe and contribute to the integration of transport corridors, I mean the North – South Transport Corridor first of all. This will support all countries in the region and the entire world and have a positive effect on them. Now, developments in Palestine have taken a complicated and dangerous turn. This is the natural result of the fact that Israel has continued to violate the rights of Palestinians, while the international community has remained silent and failed to live up to its obligations under internationally recognised resolutions. We are now witnessing another Intifada: an uprising of Palestinians demanding to put an end to such violations of their rights. An obvious escalation, and a very dangerous one, with civilians killed as a result and spontaneous bombings carried out, including against civilian targets: all this may result in the destruction of the Gaza Strip. Now we all, as Arab and Islamic countries, and also together with Russia, a permanent member of the [UN] Security Council, a great power, have a responsibility here. This is a moral responsibility, including on major powers, to stop these violations of the rights of Palestinians and to end the blockade of the Gaza Strip. Of course, today Iraq is trying to maintain stability in all regions through its policies, including with regard to the Ukrainian crisis. We have suffered greatly from blockades and war; of course, that is why our position is firm: we support the search for peaceful solutions through dialogue to end conflicts that have very negative consequences at the humanitarian level and at the economic level. Obviously, the purpose of this visit is discussing these issues and our common positions as well as strengthening our bilateral relations. We are also developing and promoting the strategic dialogue between the Russian Federation and the Gulf Cooperation Council. This helps us reinforce our relations and expand them in various spheres, promoting a proactive exchange of views on key international and regional matters, as well as on key items on our bilateral agenda. The other day, the United Arab Emirates celebrated the 52nd anniversary of its founding. Today, our relations – thanks to the position you have taken – have reached unprecedented heights. You and I are in constant contact, and our colleagues work together on a permanent basis. In fact, the United Arab Emirates is Russia’s main trade partner in the Arab world. Last year, trade grew by 67.7 percent. This year, I think, the figures will be even higher. The same goes for investment activity. There is also progress in industrial cooperation, by which I mean cooperation to build certain industrial facilities in the United Arab Emirates and in the Russian Federation. A number of major oil and gas projects are being implemented. We also cooperate through OPEC Plus. We certainly attach due importance to humanitarian ties. Tourist exchanges are making headway: last year, almost one million tourists from Russia – a little over 900,000 – visited the UAE. A Russian school has been opened, and we are grateful to you for ordering land set aside to build a Russian Orthodox church. We also cooperate internationally. As a non-permanent member of the UN Security Council, the United Arab Emirates makes a huge contribution to stabilising the situation in the world. We will certainly discuss with you the situation in the main hot spots, primarily, of course, the Arab-Palestinian-Israeli conflict. I will certainly inform you of the developments in the context of the Ukraine crisis. I am quite pleased that the United Arab Emirates is beginning to work within the BRICS system. In 2024, Russia will chair this organisation. We will continue contacts on this. We look forward to meeting you at the [BRICS] summit in Kazan in October 2024. The UAE is currently hosting one of the world’s most important environmental forums. The first results of the effort to implement the Paris Agreement are being summed up. The waves of violence surge far beyond the area of the Arab-Israeli conflict destabilising the situation in the Persian Gulf, Red and Mediterranean Seas, and in North Africa. We need a frank and honest conversation about how to stop the bloodshed and sufferings of the civilians without delay and move towards a long-term solution to both long-standing and relatively new conflicts. Our country has been historically maintaining good relations with all the countries in the region. The USSR was the first state to recognise Israel de facto and de jure, having established diplomatic relations shortly after it declared independence in May 1948. Meanwhile, Moscow invariably advocated the creation of an independent and viable Palestinian state and the realisation of the Palestinians’ legitimate and fundamental right to self-determination. In 1949, we supported Israel's application for UN membership, subject (I emphasise this) to the implementation of General Assembly Resolutions 181 and 194 on the Palestine Partition Plan and the right of return of Palestinian refugees. This was clearly stated when we voted in favour of Israel's admission to the United Nations. Likewise, today we support Palestine's admission to our Organisation. Its sovereignty as a state has already been recognised by nearly 150 countries that are UN members. We stand for the position based on the rules of international law within the framework of various international formats for the settlement of the Palestinian-Israeli conflict and, more broadly, the Middle East conflict. We proceed from the imperative of implementing the UN decisions, including the first General Assembly resolutions mentioned above and key Security Council Resolutions 242 and 338, adopted after the end of the Six Day War and the Doomsday War, as well as Resolutions 478 and 497 on the status of Jerusalem and the Golan Heights. We attach special importance to the dialogue with Arab countries and their neighbours Iran and Türkiye. From the very beginning we appreciated the constructive potential of the Saudi Arabian peace initiative announced in 2002. At the same time, we respected the decision of a number of Arab countries to bring their relations with Israel back to normal even before settling the Palestinian question. We advocated the inclusion of pan-Arab and Islamic organisations – the LAS and the OIC – in the collective efforts under the Quartet of international mediators, which, unfortunately, was "buried" under the ruins of the US "Deal of the Century." The history of the colonial and mandated territories of the Middle East and North Africa has been and remains a heavy burden for the regional countries. The Sykes-Picot Agreement, the Balfour Declaration and the White Paper have planted the time bombs that have been exploding since then. The situation has been further complicated by new Western geopolitical experiments. We firmly believe that the regional countries should themselves choose their paths towards stronger sovereignty and independence, as well as socioeconomic development for the benefit of their nations without foreign interference. This would open up the global historical, civilisational, religious and cultural significance of the Middle East and North Africa in the interests of peace and stability. The Palestinian problem is the most pressing issue today. It is the fourth time in the past 10 months that the UN Security Council is holding a ministerial meeting. It has adopted four resolutions, but the continuing bloodshed in the occupied Palestinian territories shows that all these decisions remained on paper. Russia has consistently denounced all manifestations of terrorism. We implicitly condemned the terrorist attack on Israel on October 7, 2023. However, we regard the current developments in Gaza as unacceptable collective punishment of the civilian population. A military mopping up operation has been underway for nearly 300 days in the Gaza Strip, the most densely populated area in the world that has been known for years as an open-air prison. The statistics of death and destruction of the large-scale military operation, which Israel is waging jointly with its American allies, is shocking. Over the past 10 months or 300 days, nearly 40,000 Palestinian civilians have been killed and 90,000 wounded. The majority of them are children and women. This is twice as many as the number of civilian victims on both sides of the conflict in southeastern Ukraine over the past 10 years. The number of civilian victims [in Gaza] over the past 10 months is twice as large as the number of civilian victims in Ukraine over the past 10 years since the state coup in February 2014. According to the Independent International Commission of Inquiry that examines violations of international human rights law, Palestinians aged below 18 make up approximately half of Gaza’s population. It means that they were born and grew up in conditions of a total blockade. Apart from the current escalation of violence, they have seen other Israeli military operations, namely Summer Rains and Autumn Clouds in 2006, Hot Winter and Cast Lead in 2008-2009, Pillar of Defence in 2012, Protective Edge in 2014, and Guardian of the Walls in 2021. Gaza is in ruins today. Residential buildings, schools and hospitals have been turned into rubble, and the critical civilian infrastructure facilities have been knocked out of service. There is an epidemic of infectious diseases and mass hunger there. It is a real humanitarian disaster. There is no safe and reliable access to the victims and those in need amid the ongoing hostilities. The number of casualties among the humanitarian staff of the United Nations and NGOs is approaching 300. This is the largest one-time loss for the UN in modern history. Many of these people have been killed together with their families. We express our condolences to their families and loved ones, as well as to their colleagues. On May 7, Israel began the operation in the city of Rafah, the last shelter for the 1.5 million Palestinians who have fled there from all over Gaza. The Rafah crossing was closed, again turning the Gaza Strip into “the only conflict in the world in which people are not even allowed to flee.” UN Secretary-General Antonio Guterres said this in 2009, when he was the UN High Commissioner for Refugees. The situation has not improved since then. It is only deteriorating. The use of crossings in the Israeli territory has been hindered by major restrictions. The volume of cargo allowed to use them has plummeted compared to the pre-confrontation period, even though the requirements have seriously decreased. The situation in the West Bank and East Jerusalem is also dramatic, with military raids by the Israeli military and the settlers’ aggression, which leads to casualties on both sides. Contrary to UN Security Council Resolution 2334, Israel has not slowed but is accelerating the construction of illegal settlements. In addition to seizing Palestinian land and destroying their houses, Israel is retroactively legalising settlements there, even though their establishment has been declared illegal by Israel’s legislation. Such unilateral actions to create irrevocable “facts on the ground,” as Chef de Cabinet of the Secretary-General Courtenay Rattray said, amount to a gross violation of Israel’s responsibilities as an occupying power. I would like to point out that, ironically, these responsibilities are rooted in the Geneva Conventions adopted 75 years ago to protect Jews, who had been subjected to inhuman suffering during the Second World War, and to prevent future persecution of people on grounds of ethnicity. Colleagues, The current unprecedented outbreak of violence in the Middle East has largely been caused by the well-known US policy in the region. This is the result of US diplomacy about the “effectiveness” of which US representatives have been telling us for the past ten months demanding that work at the UN Security Council be curtailed. My colleague, US Secretary of State Antony Blinken, also made this call. They are using their veto right time and again to block calls for an immediate and all-encompassing ceasefire. When UN Security Council Resolution 2728 on a ceasefire during the Ramadan holiday was adopted, the United States promptly stated that this was not a legally binding document. In exchange, we received the so-called “Biden plan” that the Americans wanted to approve even before the Israeli response. Everyone knew that the response was negative because Israel did not need any plan with a hint of peace. Today, we became convinced of this once again. I would like to ask the US representative whether they had the impression (while listening to the Israeli representative’s remarks) that they had entered a wrong room and were attending a wrong discussion, rather than the one that was announced. I hope you understand what I am talking about. For precisely this reason, we abstained while voting for UN Security Council Resolution 2735 because we knew that Israel had a priori silently rejected it. While providing diplomatic support for Israeli actions and supplying weapons and ammunition, Washington (everyone realises this) has become a direct party to the conflict, just like with the situation in Ukraine. The bloodshed would stop if this support ends. However, the United States either does not want or is unable to do this. It appears that various manoeuvres making it possible to score additional points during the election campaign, rather than efforts to save human lives, are the most important thing. I would like to outline Russia’s principled approaches once again. We condemn the October 7, 2023, terrorist attack that, nevertheless, cannot justify current Israeli actions and undermine the very idea of establishing a Palestinian state. We advocate a permanent and all-encompassing ceasefire. This will make it possible to release 120 Israeli hostages and about 9,500 Palestinians who were arbitrarily arrested since October 7, 2023. We call for providing safe and adequate humanitarian access to all affected and needy people. We reaffirm the key mandate of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) as a unique organisation for aiding the Palestinians on occupied territories and in neighbouring Arab countries. We insist on the immediate cessation of unlawful settlement activities. The accomplishing of these urgent objectives would create favourable conditions for resuming peace talks on a generally recognised international legal foundation in the interests of establishing an independent and sovereign Palestinian state coexisting in peace and security with Israel. Only in that case, the historical injustice with regard to the Palestinian nation and its fundamental right to self-determination would be corrected. The reinstatement of intra-Palestinian unity also has major significance. We have always tried to facilitate this process by allowing representatives of various Palestinian movements to conduct this essential dialogue at the Moscow platform. We are convinced that the Palestinians can independently determine their future without foreign interference, no matter how much someone may want to do this for them and against their will. This also concerns the future of Gaza as an inalienable part of the Palestinian state. All of us know about behind-the-scenes contacts and plans that are being hatched. They predetermine the future organisation of Gaza and the entire Palestinian state. However, they virtually make no mention of the state. I believe that everyone should respect a principle implying that nothing should be said about Palestine without Palestine itself. Our proposal regarding a meeting of all external players who have influence on various groups in Gaza and the West Bank, and who can help overcome the split in the Palestinian ranks provided they speak with one voice, remains on the table. An important step in this direction was taken last February, when representatives of all Palestinian political parties met in Moscow and reaffirmed their support for restoring unity on the basis of the PLO platform. Today, we all have a responsibility to stop the unfolding human tragedy. In addition to the military operation in the occupied Palestinian territories, Israel’s other neighbours are in danger of being drawn into an all-out confrontation with Israel. Tensions on the Blue Line dividing Lebanon from Israel are mounting day by day. Top Israeli officials publicly announce plans to open the northern front. Hezbollah never misses a chance to reply in kind either, promising it is ready to repel the invasion. The Israeli Air Force has significantly intensified attacks on Syria, now also targeting the areas of Damascus, Aleppo, Lattakia and the Golan Heights, and striking at key airports and seaports, which played an important role in the urgent delivery of humanitarian aid, including in response to last year’s deadly earthquake. Colleagues, A ceasefire and cessation of violence in Gaza and the West Bank can do more than enable the negotiation of a lasting settlement of the Palestinian-Israeli conflict. It can help in alleviating other hotbeds in the wider Middle East in accordance with the UN Security Council resolutions, not with some rules the West is trying to replace the UN Charter with, and not feeding someone’s geopolitical ambitions. An important role in upholding the legitimate rights of the Palestinian people belongs to pan-Arab and pan-Islamic organisations, whose activities we support, as well as to all truly responsible members of the international community. In particular, I would like to note the high potential of the Gulf States. Now, after the early elections in Iran and the first statements by president-elect Masoud Pezeshkian, it is hoped that all the countries that share the coasts of the Gulf will come closer together to overcome their long-standing disagreements and mistrust, and will unite efforts on a generally acceptable foundation to be able to determine the parameters of mutual security without external interference and speak with one voice to fulfil the aspirations of the Palestinian people and build an architecture of stability and neighbourly relations in the region. Progress on the Palestinian track in full compliance with the UN resolutions, in the normalisation of relations between the Gulf countries, could be an important contribution to the ongoing process of forming a common Eurasian architecture based on the principles of indivisible security, equal collective responsibility, mutual respect and a balance of interests.

How Israeli Occupation of Palestine is Aided by Double Standards

In Gaza, the daily struggle is frightening, and there appears no end or peace plan in sight.  As the Gaza conflict enters its second year, the situation in the Middle East is taking an alarming turn. Having already escalated tensions by carrying out a series of high-profile assassinations, including Hassan Nasrallah, head of Hezbollah, and its top leadership, as well as Hamas political leader Ismail Haniyeh, who was killed in Tehran on 31 July during his visit for President Masaoud Pezeshkian’s inauguration, Israel has now launched a ground incursion into Lebanon, further intensifying its conflict with Iran. As of 30 September, 42,337 Palestinians have lost the lives. This is compared to just 1,540 Israelis. Put differently, that number is 27 Palestinian killed for each Israeli since 7 October 2023. Although Israelis claim that a portion of Palestinians killed are Hamas fighters. On 18 September 2024, the UN General Assembly overwhelmingly adopted a resolution (124 nations in favour, 14 against, and 43 abstentions) demanding Israel end its illegal occupation of Palestinian territories within 12 months. This resolution builds upon the International Court of Justice’s (ICJ) advisory opinion outlining the illegality of Israel’s ongoing settlements in the Westbank, and called on all nations to refrain from acknowledging legitimacy of this protracted occupation. The UNGA’s call underscores the international community’s growing impatience with the ongoing conflict. Yet, as diplomatic pressures mount, the human cost of this prolonged strife remains devastatingly high. Glaring double standards and changing dynamics of global diplomacy  In the one year since the 7 October massacre, the conflict has taken a devastating toll on Palestinian civilians including nearly 16,765 children fatalities. Every hour, 15 people are killed, six of whom are children, while 35 are injured. This staggering figure contrasts sharply with the Ukraine War, which has seen far fewer civilian casualties with 1,551 children killed in more than two years. In addition to civilians, 210 aid workers have been killed, surpassing the annual toll of aid worker fatalities in any other past conflict in last 20 years, including the Ukraine-Russia conflict where 50 aid workers have died. More than 125 journalists have been killed in Gaza, compared to only 11 journalists who have died reporting the Ukraine war. This stark disparity underscores the disproportionality of rights violations in the Gaza conflict. While the US and its allies have been strongly critical of Russia, their criticism of Israel has been minimal in spite of the much larger scale of civilian casualties. While thousands of Palestinians continue to die in Gaza, and now with a ground war raging in Lebanon, the West has imposed limited sanctions against only a few Israeli settlers. For instance, European Commission President Ursula von der Leyen, while strongly condemning Russia for waging a “ruthless war,” remained mostly muted on Israel’s atrocities, leading EU staffers to criticize her “uncontrolled” support for Israel.  These double standards have led to protests from San Francisco to Sydney, speaking out against atrocities committed in the name of “self-defence.” The Gaza war has been changing the dynamics of international diplomacy as a growing number of countries have taken steps to recognize Palestine as a sovereign state. As of June 2024, 146 of 193 UN member states have made this step, including several European nations like Norway, Poland, Iceland, and Romania. Spanish and Irish governments are leading voices in Europe, pushing for a joint recognition of Palestine, signalling a strengthening of support for a Palestinian state in the diplomatic landscape surrounding the conflict What lies ahead The path towards a just resolution remains elusive, and the questions raised demand a re-examination of the moral and ethical foundations that underpin global order. The fate of thousands of Palestinians hangs in the balance and the conflict shows no signs of abating. The escalation of tensions with Hezbollah and Iran complicates the situation, threatening to engulf the entire region in a wider conflict. The international community must act now, and decisively, to prevent further loss of lives and work towards a lasting peace in the region. Correcting the gross injustice to innocent civilians in Palestine and addressing the Israel-Gaza conflict starts with recognising humanity in equal measures as well as rights of both Israelis and Palestinians to live in peace and security side by side. It involves implementation of international law, upholding human rights, and a concerted effort to address root causes of the conflict, such as the displacement of Palestinians from their abode more than seven decades ago. While killing of any innocent civilians, including Israelis by Hamas, is not acceptable, what is also equally true is that when generations of Palestinians are born and grow up without a state and a sense of national identity, there is always a risk that frustration growing over decades can get out of control. The 18 September UNGA resolution demands that Israel return land in the West Bank and other “immovable property,” as well as all assets seized since the occupation began in 1967, and all cultural property and assets taken from Palestinians. It calls for Israel to allow all Palestinians displaced during the occupation to return to their place of origin and make reparation for the damage caused by its occupation. It urges UN member states to refrain from recognising Israel’s presence in East Jerusalem and the West Bank as lawful, preventing engagement in activities that support the occupation, ceasing imports of products from Israeli settlements, and implementing sanctions against entities involved in maintaining Israel’s unlawful presence. Unless some of the major players in the West, which includes countries like US, UK, Germany, and France, apply principles of rights and justice consistently, any effort will continue to remain infructuous. Advocating human rights and equality while turning a blind eye to atrocities does not work in the age of social media and digital platforms where the truth is more readily accessible and more difficult to suppress. The Gaza conflict is a wake-up call for the world, which has been for far too long oblivious to humanitarian crises. The fact that the state of Israel emerged from ruins of the untold sufferings caused to by the Nazis is a testament that justice prevailed. Today the Jewish peoples have a modern, prosperous, and democratic state in Israel. Hence, it is rather an irony that one of the educated and cultured populations of Middle East, the Palestinians, today are on the receiving end of human rights violation by a nation whose people went through one of the worst atrocities committed in the last century.

What Trump’s victory means for Ukraine, the Middle East, China and the rest of the world

While the former put on a brave face, the latter are finding it hard to hide their glee.  On the war in Ukraine, Trump is likely to try to force Kyiv and Moscow into at least a ceasefire along the current front lines. This could possibly involve a permanent settlement that would acknowledge Russia’s territorial gains, including the annexation of Crimea in 2014 and the territories occupied since the full-scale invasion of Ukraine in February 2022.  It is also likely that Trump would accept demands by the Russian president, Vladimir Putin, to prevent a future Ukrainian Nato membership. Given Trump’s well-known animosity to Nato, this would also be an important pressure on Kyiv’s European allies. Trump could, once again, threaten to abandon the alliance in order to get Europeans to sign up to a deal with Putin over Ukraine.  When it comes to the Middle East, Trump has been a staunch supporter of Israel and Saudi Arabia in the past. He is likely to double down on this, including by taking an even tougher line on Iran. This aligns well with Israeli prime minister Benjamin Netanyahu’s current priorities.  Netanyahu seems determined to destroy Iran’s proxies Hamas, Hezbollah and the Houthis in Yemen and severely degrade Iranian capabilities. By dismissing his defence minister, Yoav Gallant, a critic of his conduct of the offensive in Gaza, Netanyahu has laid the ground for a continuation of the conflict there.  It also prepares for a widening of the offensive in Lebanon and a potentially devastating strike against Iran in response to any further Iranian attack on Israel.  Trump’s election will embolden Netanyahu to act. And this in turn would also strengthen Trump’s position towards Putin, who has come to depend on Iranian support for his war in Ukraine. Trump could offer to restrain Netanyahu in the future as a bargaining chip with Putin in his gamble to secure a deal on Ukraine.  Pivot to China  While Ukraine and the Middle East are two areas in which change looms, relations with China will most likely be characterised more by continuity than by change. With Chinese relations being perhaps the key strategic foreign policy challenge for the US, the Biden administration continued many of the policies Trump adopted in his first term – and Trump is likely to double down on them in a second term.  A Trump White House is likely to increase import tariffs, and he has talked a great deal about using them to target China. But Trump is also just as likely to be open to pragmatic, transactional deals with Chinese president Xi Jinping. Just like in relations with his European allies in Nato, a serious question mark hangs over Trump’s commitment to the defence of Taiwan and other treaty allies in Asia, including the Philippines, South Korea, and potentially Japan. Trump is at best lukewarm on US security guarantees.  But as his on-and-off relationship with North Korea in his first term demonstrated, Trump is, at times, willing to push the envelope dangerously close to war. This happened in 2017 in response to a North Korean test of intercontinental ballistic missiles.  The unpredictability of the regime in Pyongyang makes another close brush of this kind as likely as Trump’s unpredictability makes it conceivable that he would accept a nuclear-armed North Korea as part of a broader deal with Russia, which has developed increasingly close relations with Kim Jong-un’s regime.  Doing so would give Trump additional leverage over China, which has been worried over growing ties between Russia and North Korea.  Preparing for a Trump White House  Friends and foes alike are going to use the remaining months before Trump returns to the White House to try to improve their positions and get things done that would be more difficult to do once he is in office.  An expectation of a Trump push for an end to the wars in Ukraine and the Middle East is likely to lead to an intensification of the fighting there to create what the different parties think might be a more acceptable status quo for them. This does not bode well for the humanitarian crises already brewing in both regions.  Increasing tensions in and around the Korean peninsula are also conceivable. Pyongyang is likely to want to boost its credentials with yet more missile – and potentially nuclear – tests.  A ratcheting-up of the fighting in Europe and the Middle East and of tensions in Asia is also likely to strain relations between the US and its allies in all three regions. In Europe, the fear is that Trump may make deals with Russia over the head of its EU and Nato allies and threaten them with abandonment.  This would undermine the longevity of any Ukrainian (or broader European) deal with Moscow. The relatively dismal state of European defence capabilities and the diminishing credibility of the US nuclear umbrella would not but help to encourage Putin to push his imperial ambitions further once he has secured a deal with Trump.  In the Middle East, Netanyahu would be completely unrestrained. And yet while some Arab regimes might cheer Israel striking Iran and Iranian proxies, they will worry about backlash over the plight of Palestinians. Without resolving this perennial issue, stability in the region, let alone peace, will be all but impossible.  In Asia, the challenges are different. Here the problem is less US withdrawal and more an unpredictable and potentially unmanageable escalation. Under Trump, it is much more likely that the US and China will find it hard to escape the so-called Thucydides trap – the inevitability of war between a dominant but declining power and its rising challenger.  This then raises the question of whether US alliances in the region are safe in the long term or whether some of its partners, like Indonesia or India, will consider realigning themselves with China.  At best, all of this spells greater uncertainty and instability – not only after Trump’s inauguration but also in the months until then.  At worst, it will prove the undoing of Trump’s self-proclaimed infallibility. But by the time he and his team come to realise that geopolitics is a more complicated affair than real estate, they may have ushered in the very chaos that they have accused Biden and Harris of.

BRICS Summit 2024 — everything, everywhere, all at once?

한국어로 읽기 Leer en español In Deutsch lesen Gap اقرأ بالعربية Lire en français Читать на русском Ushering in a multipolar order requires a streamlined and coherent political agenda – not unfocused expansion.  The 16th BRICS Summit in Kazan, Russia, concluded last week with the usual grand declaration of the group’s commitments, concerns and aspirations.  Many media headlines, particularly in Western countries, focused on how the summit and BRICS generally, symbolised Moscow’s ability to circumvent the fallout of sanctions by turning to the global south. In this way, BRICS is indirectly viewed as a threat to Western efforts to isolate Russia, weaken its power projection capabilities, and end its invasion of Ukraine.  Western governments and analysts often struggle to frame BRICS’s evolution beyond a binary, zero-sum narrative in which the group is a key geopolitical challenge to the Western-dominated international order. This interpretation places the forces of democracy and liberal political values in one camp and authoritarian governments in another, with certain developing countries caught in the middle, trying to play one side off the other for their own benefit.  There is some merit to these kinds of headlines. Russia and China are primarily major status-quo powers. Both have been permanent United Nations Security Council (UNSC) members since its establishment. Moscow was the ‘other pole’ in the international order for most of the 20th century, a position Beijing is working towards. And the foreign policy goals of both place them in confrontation with the United States and its Western allies.  BRICS may be on a path towards unnecessary substantive bloat, and away from its core business.  So, are these two countries in a position to champion the global south’s cause, and why haven’t more representative bodies like the Non-Aligned Movement played a more prominent role?  The preoccupation with Russia and China detracts from BRICS’s broader, underlying geopolitical project – the need for global south countries to reform and shape the international order’s future direction on their own terms.  These include greater representation and agency in global policy- and decision-making bodies and facilitating greater freedom to trade, invest and borrow money outside the Western-dominated financial system. They also include a more just and equitable global power balance that reflects modern realities.  In pursuing these aims, BRICS countries have made steady progress on developing a shared strategic agenda for increased cooperation across various policy domains.  The Kazan summit’s 32-page outcomes declaration covers almost everything from reforming the UNSC and Bretton Woods institutions to climate change, biodiversity and conservation. It also covers challenges from global crises, conflicts and terrorism and a suite of economic development, health, education, science and cultural exchange-related issues.  A group of democracies, autocracies and theocracies speaking with one voice on human rights and democracy is absurd.  The group’s ballooning cooperation agenda may indicate progress. But it could also signify the limits of its diverse members’ ability to agree on ‘hard’ political and security matters central to the core business of reforming the international order.  The expansion of BRICS’ substantive agenda and its membership dilutes its primary purpose and reinforces the binary, zero-sum Western narrative its members constantly try to shed.  Tangible, albeit gradual, progress on establishing intra-BRICS institutions and processes such as the Interbank Cooperation Mechanism, the cross-border payment system and its independent reinsurance capacity suggest that BRICS’ clout and credibility are growing.  These initiatives could enable members to pursue their international economic objectives without the constraints and transactional costs associated with traditional financial bodies like the World Bank and International Monetary Fund. Ideally, this would improve their relative positions of global power and influence, and help deliver a more multipolar international order.  In contrast, deepening cooperation on big cat conservation, while important, doesn’t serve that purpose. Nor does facilitating youth exchanges on sports and healthy lifestyles or championing a BRICS alliance for folk dance. Including these kinds of initiatives in BRICS’ growing agenda detracts from its core objectives.  A streamlined agenda would divert attention from the contradictions and geopolitical manoeuvring of BRICS’ members.  More worryingly, this suggests that BRICS’ diverse constellation of member states is pursuing the path of least resistance – expanding their cooperation in every direction, hoping something eventually sticks.  Instead of doubling down on hard strategic questions about a shared conception of multipolarity, and the steps necessary to reform global governance and security institutions, BRICS seems to be heading for greater expansion and formalisation. And with that come the risks, challenges and institutional dependencies that have led to the stagnation and ineffectiveness plaguing more established international organisations in recent years.  Perhaps the group’s core members recognise that they have very different ideas of what constitutes multipolarity. Russia (and China to an extent) envisage much more than global institutional reforms, focusing instead on reimagining international norms and core principles.  These differences are also reflected in BRICS’ expanding membership. It seems Russian and Chinese enthusiasm has been curbed by other founding members, who prefer a ‘partner country’ model for future growth. This contrasts with the full membership offers to Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and UAE in 2023. (Argentina’s new political administration declined, and the Saudis have remained non-committal.)    Most worrying, however, is BRICS’ preoccupation with promoting democracy, human rights and fundamental freedoms. There is no doubt that these terms are increasingly politicised and rife with double standards – among developing nations with mixed political systems and traditionally liberal, Western democracies. However, for BRICS to meaningfully champion normative values, its members must at least attempt to commit to common political governance systems in their own countries.  Having a group of partner nations composed of progressive constitutional democracies and closed repressive autocracies and theocracies attempting to speak with one voice on promoting human rights, democracy and fundamental freedoms is absurd. It reeks of empty political rhetoric at best, and Orwellian double-speak at worst.  This again dilutes BRICS’ key messages, undermines its important core business, and detracts from the significant progress being made towards a common strategic agenda.  BRICS primary goal moving forward should be to trim the fat.  A streamlined annual working agenda would divert attention away from its individual member states' contradictions and geopolitical manoeuvring. With a focus on addressing the international system’s failures, institutional reform and greater representation for global south countries in policy- and decision-making bodies could be prioritised.  This seems unlikely though, if this year’s summit is anything to go by. By following the path of least resistance, BRICS may be setting itself on a course towards increasing and unnecessary substantive bloat, and away from its core business.  Only time will tell if certain members are willing to be more assertive and correct course before they are too far down a path impossible to pivot away from.

The Western minority, accustomed to living off the labor of the planetary majority, is lamentably trying to redefine the dynamics of the international community in its favor, by authorizing deep strikes on Russian territory. This approach, adopted by the Biden administration, reflects both madness and a vision of resistance in the face of the potential defeat of Ukraine and NATO allies against Russia, while seeking a reaction that could exacerbate global tensions. This audacious geopolitical calculation, perceived as a last-ditch attempt to consolidate Ukrainian positions before a potential change in American leadership, marks a turning point towards a dangerous escalation of hostilities. It can also be compared to a very big step taken towards the start of the Third World War.The 2024 G20 summit in Rio de Janeiro is therefore taking place in a complex geopolitical context, marked by key global issues. International conflicts, exacerbated in the Middle East, Ukraine, Sudan, and tensions over the role of the United States, France, Great Britain and the collective West are at the heart of discussions on global security. While António Guterres (UN Secretary-General) urges the G20 to adopt actions aligned with the UN Charter – although Western ambitions of domination are being challenged by the rise of the BRICS Alliance – the Western minority continues to pour oil on the embers precisely to satisfy its ambitions of eternal domination.The climate crisis, meanwhile, is forcing more ambitious policies, as the G20, responsible for 80% of global greenhouse gas emissions, must revise its commitment to limit global warming to 1.5°C. Also, growing economic inequality and the need for reforms to a perceived unfair international financial system underscore the urgency of changing the global financial architecture. Despite the political challenges, the summit embodies a push towards stronger multipolarism, with key players such as Sergei Lavrov, Xi Jinping, Recep Tayyip Erdoğan, etc., advocating for international cooperation. The political transition in the United States, with the imminent departure of Joe Biden and the possible return of Donald Trump to the White House, adds uncertainty, potentially impacting global cooperation and sustainability efforts. This nineteenth summit of the Group of Twenty powers (G20) is crucial to encouraging collective action in the face of complex challenges related to security, climate, the economy and international cooperation.Russia’s engagement in the world chessboardRussia’s participation in this Rio de Janeiro Summit is of major strategic importance. Led by Mr. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, and mandated by the President of the Russian Federation, the Russian delegation demonstrates the country’s strong commitment to global discussions. A review of the G20: more of the same or significant progress?

한국어로 읽기 Leer en español In Deutsch lesen Gap اقرأ بالعربية Lire en français Читать на русском The outcome of the G20 leaders' summit held in Rio de Janeiro undoubtedly marks a series of victories for Brazilian foreign policy and also for the international community if we understand what is considered a success in terms of global governance. Firstly, the G20 summit declaration is a major achievement for Brazilian diplomacy, as it brings together twenty countries around agendas that not all of them support (such as human rights). Reaching this consensus required a year of intense negotiations to reach the final result. Brazil obtained support on the main themes it proposed: hunger and poverty, always off the radar of rich countries; sustainability; the bioeconomy , reaching the first multilateral treaty on the subject. Another consensus was the taxation of the super-rich , an issue that touches on the issues of inequality between countries and tax havens. Reaching the support of the G20 members around these proposals represented the reconstruction of the objectives of Brazilian foreign policy, which had been mocked during the Bolsonaro government, and crowned Brazil's return as a relevant country in the international community after years of self-inflicted isolation. Two other points that went unnoticed by some analyses is that the G20 summit allowed dialogue with Venezuela to return to normal, avoiding enormous damage to the Brazilian government and preserving good relations with the tumultuous neighboring country. And what can we say about the turbulent presence of the newest representative of the Latin American extreme right, Argentine President Javier Milei, who until the last moment tried to undo the consensus reached and was skillfully circumvented by Brazilian diplomacy? Returning to the proposals made by the presidency and supported by the other members of the group, are they “more of the same”, “undefined”, that do not change at the international level, as some analysts and part of the press said yesterday? Understanding the nature of international forums such as the G20 may answer this question. Outlined in 1999 and formalized in 2008, the G20 was created to bring together finance ministers and central bank governors from the twenty largest economies on the planet to discuss the financial crises of those periods. The crises of the 1990s, in particular, brought a new factor: it was the first time that economic problems in developing countries affected the central economies. It was therefore necessary to expand the discussions beyond the restricted Group of Seven (G7), a group of rich countries created in 1975, and to bring emerging economies to the negotiating table. Over the years, the G20 began to discuss other topics besides finance, and today sustainability is at the center of the work. The G20 emerged as an informal group with a flexible structure, dependent on a rotating presidency among its members to organize summits and working groups. In addition, it does not have a constitutive treaty and does not have the capacity to impose standards. When reading this brief description, most people wonder why a forum of this kind should exist if it “serves no purpose.” But informality and flexibility are a demand of the member countries that voluntarily chose to participate. These are the characteristics that allow ministers and other representatives of countries with divergent interests, such as the United States and Russia, to discuss issues that affect humanity, such as the eradication of hunger or climate change, for almost a year. The concrete actions that we so desperately need will depend on the efforts of each country and the corresponding pressure from their civil societies. The commitments exist, and now it is necessary to demand their implementation. Imagining a world without any kind of coordination is difficult because we have lived under the weak governance of the United Nations (UN) since the end of the Second World War, which, by the way, will be 80 years old in 2025. The memories of an international system under constant threat of global wars and in which common problems were not even discussed are a pale memory and, perhaps for this reason, so many people disdain the advances of international forums such as the G20. There are political forces today that oppose these alliances and the minimum level of global governance that we have managed to achieve, as Milei’s criticisms in his speech at the leaders’ meeting made clear. In line with the thinking of other far-right politicians, the Argentine president called global governance a “corset” that suffocates countries that think differently. It is contradictory that international regimes are criticized for restricting the freedom of States while at the same time being accused of being weak and ineffective, which demonstrates empty criticisms that serve only to encourage their supporters against imaginary enemies. Leaders like Donald Trump and Miley defend the “every man for himself” rule in international relations. This idea is gaining more and more followers among the people, a situation that makes declarations like the one by the G20, which defends basic principles of human rights and sustainability, an important manifesto for those who still defend an international order based on rules and cooperation. The Brazilian presidency has achieved important achievements for our foreign policy and also for the international order that it seeks to preserve.
